Mark Smith said he had been the lead author of the central assessment governing the legality of UK arms sales to the Middle East

The British civil servant who resigned over concerns that the government is complicit in Israeli war crimes in Gaza has said he was formerly the lead author of the central assessment governing the legality of UK arms sales in the Foreign Office’s Middle East and North Africa Directorate.

Diplomat Mark Smith’s resignation was first reported when prominent journalist Hind Hassan posted the contents of his resignation letter on X on Friday evening. On Saturday Middle East Eye confirmed the resignation through two sources familiar with the situation.

In a statement issued on Sunday, Smith added that he was the lead author of the central assessment governing the legality of UK arms sales in the Middle East and North Africa Directorate.

He said: “It was my job to gather all relevant information regarding civilian casualties, international law compliance as well as assess the commitment and capabilities of the countries in question.”

“To export arms to any nation, the UK must be satisfied that the recipient nation has in place robust procedures to avoid civilian casualties and to minimize harm to civilian life. It is impossible to argue that Israel is doing that.”

It is unclear when Smith, who appears to have been at the British embassy in Dublin since at least 2022, was in this role.

Smith said he has written to Foreign Secretary David Lammy informing him of his resignation.

“I sincerely hope that he will listen to the concerns of Civil Servants on this issue and make the necessary changes.”

Morning Star Editorial: Cooper’s crackdown on ‘extremism’: don’t trust the British state

Home Secretary Yvette Cooper during a walk through Lewisham town centre, in south London, as part of a visit to speak about neighbourhood policing and meet with policing teams, July 8, 2024

Cooper cites both far-right and Islamist hate. But political Islam has no profile in Britain at all. She, like Lord Walney, seeks to lump violent fascist riots together with the peaceful Palestine solidarity movement, whose mass demos have been slandered as “hate marches” by the Tories, right-wing media and fascist agitators such as Tommy Robinson.

Where jihadist violence has reached Britain, it has had more to do with our state’s hyper-violent foreign policy than online grooming. The deadliest terror attack of the last decade, that on the Manchester Arena by Salman Abedi in 2017, was carried out by a man our government had helped travel to Libya to fight in a British-backed Islamist revolt against its government, and whose return to Britain was facilitated by MI5.

A state campaign against extremism “across the political spectrum” will reinforce the clampdowns on protest rights and free speech associated with the Conservatives.

That Labour’s current leadership will deploy it to silence left criticism seems predictable given their record: this is the party that banned its branches from discussing the suspension of its former leader Jeremy Corbyn on the ludicrous grounds that this would make Jewish members feel unsafe.

Bans on “fake news” could only be welcomed if we had total confidence in the objectivity and fairness of those sifting the truth from the lies. X, Facebook and indeed the British state are not objective. There is no way such a ban would not simply become a form of political censorship exercised by the ruling class.

Labour hiding data on how many people Tory-led DWP killed

Liz Kendall – continuing the Tories’ treatment of the vulnerable (image: Skwawkbox)

Could anything provide better proof that Starmer’s party is just the red-badged version of the murderous Tories?

Liz Kendall’s (DWP) is trying to block the release of data from reports compiled under the Tories on how many people’s deaths were linked to the hated and punitive Universal Credit (UC). If released, the information is expected to show what internal investigations were carried out by the DWP into the deaths of claimants since 2019.

Data the Tories did release in 2021 showed that 43% of UC claimants were in food poverty – well before the steep rises in food and energy prices caused by corporate price-gouging in the so-called ‘cost of living emergency. The previous year, the Conservative government had been heavily criticised by the United Nations’ poverty expert for its intentional cruelty and the misery it inflicts on millions.

The Tories have a long record of hiding information about the impact of their policies on the vulnerable. Data on the impact of the punitive benefit ‘sanction’ regime on poor claimants was blocked by then-DWP Secretary Therese Coffey. The Tories had commissioned the research themselves into whether benefit sanctions did any good – then hid the results of their investigation and applied more sanctions anyway, more than half a million every year.

The Disability News Service (DNS) had been trying since November to obtain the DWP data on the number of internal process reviews (IPRs) it carried out following deaths of UC claimants and what actions investigators had recommended the DWP take to prevent further deaths.

Last month, the Information Commissioner’s Office (ICO) ordered the Labour DWP to release the information, but the ICO has announced that the Labour government is appealing the decision and trying to block the release.

DNS had also reported that Labour is also blocking the release of information about IPRs carried out into the work capability assessment (WCA) under the Tories. As commentator Kernow Damo has pointed out, Labour is withholding information that would damn the Tories – and the only feasible reason for doing that is because Keir Starmer’s DWP Secretary, right-wing horror Liz Kendall, is planning to continue the Tories processes and policies.

Despite the refusal of the Tories, and now Labour, to disclose the requested information, academic studies of the impact of austerity – of which benefit cuts and sanctions form a major part – have linked it directly to at least 300,000 deaths since 2010. A 2018 study found that almost half of disabled people claiming benefits had attempted suicide and another university study around the same time found that the Tories were using austerity to commit ‘social murder’.

Keir ‘Starver‘ Starmer has already suspended Labour MPs for voting against his plan to continue the two-child benefit cap that pushes hundreds of thousands of children into poverty and hunger, while Chancellor Rachel ‘Freeze’ Reeves has announced that most pensioners will lose the Winter Fuel Allowance that prevents them freezing in cold weather.

Despite these findings of the effect of austerity and punitive benefit systems, Labour plans to roll out UC to hundreds of thousands of disabled people from next month – and, as Skwawkbox exclusively revealed last year, did not even both to conduct an assessment of the impact on disabled people and other vulnerable claimants of its plans to ape Tory policies.

It’s hard to imagine a more perfect proof that Labour is the Tory party with a red rosette than the red Tories trying to hide proof of the evils of the blue Tories they’re supposed to be opposing.

Mark Smith has quit role in FCDO over department’s complicity in ‘unquestionable’ war crimes, cover-ups and refusal to listen to his whistleblowing – UK media silent

Foreign Office (FCDO) diplomat Mark Smith – an expert in arms licensing and sales – has resigned from his role saying he cannot serve in a department he thinks is complicit in ‘unquestionable’ war crimes and which has both covered-up Israel’s unfitness to receive UK weapons and ignored his attempts to blow the whistle on it. Smith wrote:

FCDO complicity in War Crimes

I write to you on my last day in the FCDO with a message I never wanted to send. It is with sadness that I resign after a long career in the diplomatic service, however I can no longer carry out my duties in the knowledge that this Department may be complicit in War Crimes.

As former penholder on the arms exports licensing assessment in MENAD, I am a subject matter expert in the domain of armed sales policy. Each day we witness clear and unquestionable examples of War Crimes and breaches of International Humanitarian Law in Gaza perpetrated by the State of Israel.

Senior members of the Israeli government and military have expressed open genocidal intent, Israeli soldiers take videos, deliberately burning destroying, and looting civilian property and openly admit to the rape and torture of prisoners.

Over half of Gaza’s homes and over 80°/o of commercial properties have been damaged or destroyed. Whole streets and universities have been demolished, humanitarian aid is being blocked and civilians are regularly left with no safe
quarter to flee to. Red Crescent ambulances have been attacked, schools and hospitals are regularly targeted. These are War Crimes.

There is no justification for the UK’s continued arms sales to Israel yet somehow it continues. I have raised this at every level in the organisation including through an official whistle blowing investigation and received nothing more than “thank you we have noted your concerns”.

Ministers claim that the UK has one of the most “robust and transparent” arms export licensing regimes in the world, however this is the opposite of the truth. As a fully cleared officer raising serious concerns of illegality in this Department, to be disregarded in this way is deeply troubling.

It is my duty as a public servant to raise this.

I urge you as officers of good conscience to join the many colleagues who have also raised concerns over this issue.

The FCDO has some of the most brilliant, hard-working and good-hearted people I have ever known and I have been proud to work alongside you.

I hope that we can look back on history and be proud.

Best regards,

Mark

Despite the explosive nature of Smith’s resignation, the UK ‘mainstream’ media appear to be ignoring it. A search for news about him reveals no ‘mainstream’ coverage:

Palestinian activists criticise Starmer, Macron and Scholz for ‘hollow’ call for de-escalation

Palestinians displaced by the Israeli air and ground offensive on the Gaza Strip flee from Hamad City, following an evacuation order by the Israeli army to leave parts of the southern area of Khan Younis, August 11, 2024

A CALL by Prime Minister Keir Starmer for “de-escalation and regional stability” in the Middle East has been criticised by Palestine rights campaigners.

Sir Keir made the plea alongside French and German leaders Emmanuel Macron and Olaf Scholz who urged Iran and its allies not to “jeopardise the opportunity to agree a ceasefire and the release of hostages” in Gaza.

But the Palestine Solidarity Campaign said the call “rings hollow when these same leaders maintain their complicity in Israel’s genocide in Gaza.”

PSC said: “40,000 Palestinians have now been killed in Israel’s genocidal assault. Every day we wake up to new scenes of Israel’s latest massacre of displaced Palestinian men, women and children.

“Starmer, Macron and Scholz are all complicit in these atrocities so long as they continue to sell arms to Israel and provide diplomatic cover for its war crimes.

“The quickest way for our leaders to bring about the ceasefire that they claim to want is to immediately ban all arms trade with Israel.”
