“Democracy faces a perfect storm of autocratic resurgence and acute uncertainty,” said Kevin Casas-Zamora of the International Institute for Democracy and Electoral Assistance.
A new report from a Swedish think tank warns that democracy is backsliding all across the world, led by the US under President Donald Trump.
The Stockholm-based International Institute for Democracy and Electoral Assistance (IDEA) on Wednesday published findings from its annual Global State of Democracy report that found democracy is declining in 94 countries around the world, representing 54% of all nations the think tank analyzed.
“Democracy faces a perfect storm of autocratic resurgence and acute uncertainty, due to massive social and economic changes,” Kevin Casas-Zamora, secretary-general of IDEA, toldThe Guardian. “To fight back, democracies need to protect key elements of democracy, like elections and the rule of law, but also profoundly reform government so that it delivers fairness, inclusion, and shared prosperity.”
The US has shown itself to be in a particularly precarious position, as IDEA ranked the country well behind several other nations that are members of the Organisation for Economic Co-operation and Development (OECD) in the categories of rights, representation, and the rule of law.
The report includes data only from 2024, before the start of Trump’s second term, but it makes note of further negative developments that have occurred since his return to power.
“The rule of law has come under intensified pressure under the second Trump administration in the USA,” IDEA writes. “Since Trump took office in January 2025, his administration has issued a series of executive orders attempting to overhaul key aspects of governance, including the day-to-day functioning of the federal civil service, the country’s migration and asylum systems, and the balance of power between federal and state-level governments.”
IDEA adds that the administration has at times “disregarded or circumvented” court rulings, which has led to concerns about the rule of law in the US crumbling even further.
“The degree to which the balance of powers is respected in the months and years to come will be a key determinant of whether Rule of Law indicators in the USA remain resilient or continue to deteriorate,” the report stated.
In a separate interview with German publication Deutsche Welle, Casas-Zamora explained why developments in the US are dangerous not just to American citizens, but citizens in democracies around the planet.
“Some of the things that we saw during the election at the end of last year and in the first few months of 2025 are fairly disturbing,” he said.
The first months of Trump’s term were characterized by his attempts to seize constitutional powers from Congress by impounding federal funds, challenging the judiciary’s right to rule against the administration’s actions, and blatantly disobeying court orders.
“Since what happens in the US has this ability to go global,” said Casas-Zamora, “this does not bode well for democracy globally.”

Despite the president taking a front-line role in the election campaign and predicting victory for his party (“Buenos Aires will be painted purple,” Milei claimed), the figures speak for themselves. Voter turnout is estimated at almost 61%.
On September 7, 2025, the province of Buenos Aires dealt a crushing defeat to the right-wing libertarian project of President Javier Milei, who, after learning the results of the provincial elections, said: “Today we have suffered a clear defeat and we must accept it.”
The people of Buenos Aires province, which accounts for 38% of the country’s population, elected senators, deputies, and delegates of their municipalities. Peronism decided to join forces and form a large anti-Milei alliance called Fuerza Patria (Homeland Force), which, according to official data, obtained almost 47% of the valid votes. Meanwhile, La Libertad Avanza, Milei’s party that allied itself with the PRO (the party of former president Mauricio Macri), reached almost 34%. In third and fourth place were the centrist SOMOS and the Left Front, respectively, which each obtained almost 5%. The rest of the votes were divided among the other contenders.
In other words, Peronism won by more than 13 points over the far right, allowing it to take six of the eight electoral districts. La Libertad Avanza only managed to win the fifth and sixth districts. In addition, Peronism swept the municipal elections, winning 95 of the 135 municipalities in the province.
Milei says he will not back down
Despite the resounding defeat, Milei stated that while the necessary political mistakes must be corrected, he will not back down from his neoliberal project. “We will not back down one millimeter in the government’s policy; we will accelerate the course even more. If we have made political mistakes, we will process them and do better to win in October… We will continue to defend fiscal balance.”
He also took the opportunity to criticize his primary opposition, “They have put all the Peronist apparatus that they have been managing for 40 years into play, and this [result] is the floor for us and the ceiling for them.”
Peronism celebrates
For its part, the main opposition force, Peronism, celebrated the results. Former President Cristina Fernández, who is currently under house arrest, wrote on her X account: “Did you see that, Milei? Trivializing and vandalizing the ‘Never Again’ movement, which represents the darkest and most tragic period in Argentine history, does not come without a price. Neither is laughing at the death and pain of your opponents. But pointing fingers and stigmatizing the disabled, while your sister charges a 3% kickback on their medications, is lethal. And I’d better not even tell you how the rest (of those who still have jobs) are doing. Indebted for food, rent, expenses, or medications, and on top of that, with maxed-out credit cards. Get out of your bubble, brother.”
The Peronist governor of the province of Buenos Aires, Axel Kicillof, said to his supporters after learning the results: “The message from the polls is that you can’t govern for outsiders, for those who have the most. Milei: You have to govern for the people.” Furthermore, looking ahead to future elections, including the presidential election, Kicillof stated: “The elections have shown that there is another way, and today we are beginning to follow it.”
What is the reason for the crisis of ultraliberalism?
There are several elements which can help explain the defeat of Milei and his party on Sunday.
Other interpretations also point to an increasingly difficult management of the economy. The government has implemented a radical neoliberal policy that is in line with the demands of the International Monetary Fund (IMF). This has brought some stability to inflation, but it has also caused enormous social unrest, such as that of retirees who have taken to the streets every week to protest against government cuts to health care and freeze pensions.
In this regard, journalist Federico Rivas Molina wrote in El País: “The economic team is finding it increasingly difficult to maintain the value of the peso against the dollar. To prevent the dollarization of peso portfolios, it first raised rates to 80%, triple the inflation forecast for this year. Then it raised bank reserve requirements to 50% to reduce the amount of pesos in circulation. In the middle of last week, the floating bands it had agreed with the International Monetary Fund and sold dollars from the Treasury. Milei then blamed the turbulence on what he called ‘the kuka risk,’ that is, the fear of a Kirchnerist victory that had investors terrified. With the prophecy fulfilled, the scenario is now much more hostile than it was on Friday.”
Along these lines, Erika Gimenez, a journalist at ARG Medios, told Peoples Dispatch that Milei’s economic plan is not working and the people know it. She explained, “No one feels that their economic situation has improved under Milei’s government; quite the contrary: inflation is rising, salaries are insufficient, pensions for retirees and disabled people are being cut, among other cruel policies implemented by Milei. He is not convincing a sector that previously voted for him.”
She also expressed her opinion that Peronism, which has several internal tendencies (not always compatible), could sustain this alliance in the medium term thanks to the emergence of a figure who can bring together the different internal forces: “I think that Axel Kicillof’s leadership [in Peronism] is indisputable.”
Regarding the immediate future of Milei’s government, Gimenez said that a process of internal crisis is coming: “The figure of his sister is weighing on Milei, and despite this, he is not going to remove her. In addition, some ministers are going to resign or be fired, although it is not known which ones. There is a kind of political instability and instability in the Milei government’s economic project. It is most likely that between now and October, when there will be national legislative elections in which everyone in the country votes, political and economic stability will be at stake.”

Press freedom groups condemn organiser’s last minute decision to deny Declassified entry.
A major arms fair has been criticised by press freedom groups for refusing to let Declassified enter the event, which is being held for the first time since Labour took power.
The biennial Defence and Security Equipment International (DSEI) trade show is hosting over 50 Israeli companies this week at London’s sprawling ExCel Centre, despite cancelling plans for an Israeli government pavilion.
Exhibitors include Rafael, a missile manufacturer wholly owned by the Israeli state, and private weapons firm Elbit, which supplies 85% of drones used in Gaza.
It marks the first time Declassified has been denied media accreditation, having attended the last two DSEI events.
Those took place under Conservative governments in 2023 and 2021, when we questioned defence ministers about arms sales to Saudi Arabia.
Reporters Without Borders said the decision to block Declassified this year was “worrying”, “anti-democratic” and “suggests there is something to hide.”
When Declassified was allowed to enter DSEI in 2021, event spokesman General Roddy Porter claimed: “We’ve got nothing to hide here. This is a legitimate government transactional business.”
DSEI is organised by the company Clarion Events but relies on close cooperation from the UK’s Ministry of Defence, Foreign Office and trade department.

“There is no military solution to the overdose crisis, but there is a political solution to a president with authoritarian ambitions,” said one peace advocate. “Congress must act now to end unauthorized military action.”
As rights groups and Democratic lawmakers condemned the Trump administration’s bombing of a boat it claims—without evidence—was carrying drugs off the coast of Venezuela, Secretary of State Marco Rubio made clear on Thursday that targeting vessels linked to drug smuggling in Latin America, and possibly elsewhere, will be part of the White House’s ongoing policy.
At a news conference in Quito, Ecuador, Rubio suggested Latin American governments have a choice: Work with the Trump administration to crack down on drug trafficking or see the US kill more citizens suspected of trying to smuggle illegal substances.
“For cooperative governments, there’s no need because those governments are going to help us,” said Rubio. “They’re going to help us find these people and blow them up, if that’s what it takes.”
Some governments in the region have avoided criticizing this week’s bombing of a boat off the coast of Venezuela, which the US has said killed 11 people it had identified at “narco-terorrists” connected to Tren de Aragua, and which was conducted under the 2001 Authorization for the Use of Military Force.
The White House has not provided evidence of the suspected drug smuggling or that the victims were connected to the gang. US intelligence agencies have also called into question President Donald Trump’s claims that Tren de Aragua is a high-level gang that terrorist organization working with the Venezuelan government.
Ecuador’s government said Thursday it intends to revise its extradition agreement with the US, and President Daniel Noboa praised the US for its efforts to “actually eliminate any terrorist threat.” On the same day, Rubio announced $20 million in new security assistance for Ecuador.
“Under Trump, if the president declares you a terrorist, the U.S. military will apparently execute you on his behalf, no questions asked.”
The White House has also turned its attention to two Ecuadorian gangs, Los Lobos and Los Choneros, with Rubio announcing they have been designated as terrorist groups. The designation gives the Trump administration “all sorts of options,” Rubio claimed, for cracking down on the gangs’ activities, including potentially killing those suspected of being leaders or traffickers for the groups.
“This time, we’re not just going to hunt for drug dealers in the little fast boats and say, ‘Let’s try to arrest them,'” Rubio said. “No, the president has said he wants to wage war on these groups because they’ve been waging war on us for 30 years and no one has responded.”
As Rubio spoke in Quito, Defense Secretary Pete Hegseth said at Fort Benning in Georgia on Thursday that while Trump said he ordered the strike on the boat in the Caribbean this week, low-ranking military officers will soon be empowered to make final decisions on such attacks—strikes which international law experts have decried as nothing less than extrajudicial murder.
“The understanding is that those authorities are better made, those decisions are better made, by men and women in the professional arms,” Hegseth said.
Despite the administration’s use of the military to attack the boat near Venezuela this week and Rubio’s rhetoric about being at “war” with groups involved in the drug trade, human rights advocates and other Latin American leaders have stressed in recent days that drug trafficking is a crime that must be confronted by law enforcement—not an entity that the US can defeat through military action.
“We have been capturing civilians transporting drugs for decades without killing them. Those who transport drugs are not the big drug traffickers, but the very poor young people of the Caribbean and the Pacific,” said Colombian President Gustavo Petro.

Sara Haghdoosti, executive director of Win Without War, said that with this week’s deadly attack—and plans to conduct more strikes—Trump has brought former President George W. Bush’s “dream to full fruition.”
“Under Trump, if the president declares you a terrorist, the U.S. military will apparently execute you on his behalf, no questions asked,” said Haghdoosti. “That should deeply alarm us all, especially at a time when the president thinks nothing of labeling anyone from a USAID worker to a college student as a terrorist.”
The killing of 11 suspected Venezuelan gang members, added Haghdoosti, will make “no difference whatsoever in the lives of people struggling with their own or a loved one’s addiction,” particularly as the Republican Party’s budget cuts have “ravaged” funding for substance use disorder treatment and overdose prevention.
“There is no military solution to the overdose crisis, but there is a political solution to a president with authoritarian ambitions,” said Haghdoosti. “Congress must act now to end unauthorized military action in the Caribbean, investigate these apparently lawless killings, and restore the proven health and harm reduction programs that people struggling with the scourge of fentanyl desperately need.”

DeSmog and the New World have been blacklisted by Nigel Farage’s party.
A leading press freedom group has accused Reform UK of drawing from the “authoritarian playbook” by blocking media outlets from attending its annual conference this weekend.
The party informed DeSmog and the New World yesterday that its journalists would not be accredited for this year’s event. It did not offer an explanation.
The New World (formerly the New European) is a weekly newspaper with 35,000 subscribers whose contributors and editors include former New Labour communications chief Alastair Campbell, former global editor of the Bureau of Investigative Journalism James Ball, and former Spectator editor Matthew d’Ancona.
DeSmog is one of the UK’s leading climate investigations platforms. This year alone it has published stories in partnership with the likes of the BBC, The Guardian, the Financial Times, Private Eye, and The Mirror.
“It is shocking to see UK political parties seeking to pick and choose who can report on them,” said Fiona O’Brien, UK director of Reporters Without Borders (RSF).
“For democracy to work, journalists must be free to cover political events like party conferences and hold those in power to account, on behalf of the public.
“Reform UK’s actions in recent weeks – which include banning councillors from speaking to local journalists and falsely accusing journalists of activism – are straight out of the authoritarian playbook and should immediately be reversed.”
Reform’s leader of Nottinghamshire County Council, Mick Barton, has banned his councillors from speaking to local press outlet the Nottinghamshire Post and its online arm Nottinghamshire Live. The ban followed critical coverage of Reform by the publication, whose journalists were accused of acting “as activists” by the party’s deputy leader Richard Tice.
Reform’s leader Nigel Farage is paid more than £300,000 a year as a presenter on the anti-climate media outlet GB News, while Tice was formerly employed by GB News and its Murdoch-owned rival TalkTV.
Farage sported a GB News badge in Congress yesterday as he testified to U.S. lawmakers about supposed “free speech” issues in the UK.
The Reform leader used the session to compare Britain to North Korea, and to urge the U.S. to punish the UK for its alleged free speech infringements.
However, Farage was also held to account for his own questionable free speech record. Democrat Jamie Raskin asked the Reform leader: “Why do you ban journalists who oppose your views from coming to your events?”
“I don’t,” Farage responded. “I can’t think, if I go back over the past 25 years, of banning anybody.”
That statement is contradicted by Reform’s decision to ban DeSmog and the New World from this year’s conference.
Byline Times also announced today that it has been banned from attending this year’s Conservative Party conference. DeSmog and a number of other independent outlets were banned from last year’s Tory conference.
Reform Conference 2025
As reported by DeSmog yesterday, Reform’s conference in Birmingham will feature climate science deniers, anti-vaccine conspiracy theorists, and dark money campaign groups.
They include the Heartland Institute, a group close to Donald Trump’s administration that has called human-induced climate change a “delusion”, and Net Zero Watch – the campaign arm of the Global Warming Policy Foundation, which has claimed that carbon dioxide has been “mercilessly demonised”.
By giving them a platform, Reform is “showing open contempt for the British public already living with the realities of climate breakdown,” said Tessa Khan, executive director of the research and campaign group Uplift.
A recent report by the New Economics Foundation found that Reform’s climate policies – which include scrapping clean energy investment and drilling for more fossil fuels – would cost more than 60,000 jobs and wipe £92 billion off the UK economy.
DeSmog previously revealed that Reform is offering access to Farage during the conference in exchange for hefty donations. A sum of £250,000 buys 10 seats at a champagne breakfast with the Reform leader during the two-day event, as well as “chauffeur-driven travel”, a personal assistant, and the sponsor’s logo on the main conference stage and battle bus.
DeSmog asked Reform to explain why it had been banned from the event, but did not receive a response.
