Two US immigration enforcement officers are now under federal investigation after it was revealed that they seem to have lied about the circumstances that led up to the shooting of a Venezuelan immigrant last month.

As reported by Politico on Friday, US Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons acknowledged that two federal officers appear “to have made untruthful statements” about a confrontation in Minneapolis in January that culminated in one of the officers shooting Venezuelan national Julio Cesar Sosa-Celis in the leg.

The officers claimed that Sosa-Celis and another Venezuelan immigrant, Alfredo Aljorna, assaulted them with a broom and a shovel, which forced one of the officers to open fire in self-defense.

While the two men had been charged with assaulting the officers in the wake of the shooting, charges against them were abruptly dismissed on Thursday when prosecutors revealed that “newly discovered evidence in this matter is materially inconsistent with the allegations” made under oath by the officers.

Lyons said that the US Department of Justice (DOJ) is now investigating the two officers, who have been placed on administrative leave until the probe concludes.

US Homeland Security Secretary Kristi Noem last month defended the officers and parroted their claims about the shooting.

“What we saw last night in Minneapolis was an attempted murder of federal law enforcement,” Noem claimed. “Our officer was ambushed and attacked by three individuals who beat him with snow shovels and the handles of brooms. Fearing for his life, the officer fired a defensive shot.”

Noem has come under fire in recent weeks for lying about shootings involving federal immigration officials, such as when she falsely claimed that slain Minneapolis intensive care nurse Alex Pretti was aiming “to inflict maximum damage on individuals and to kill law enforcement” while filming officers’ activities.

In reality, video footage showed Pretti never drew his handgun during his deadly confrontation with federal immigration officers, while also clearly showing that officers disarmed him before they opened fire.

Aaron Reichlin-Melnick, senior fellow at the American Immigration Council, said that the newly uncovered evidence in Sosa-Celis’ case showed that the officer not only didn’t discharge his weapon in self-defense, but he “fired his gun through a closed door, striking the people inside.”

The Minnesota House of Representatives Democratic-Farmer-Labor (DFL) Caucus accused federal immigration agents of systematically lying to cover up unjustified shootings.

“They’re hiding evidence, stifling investigations, and fabricating information,” wrote the Minnesota House DFL on social media. “They’re lying to your face. We won’t let them get away with it—Minnesotans deserve justice.”

US Rep. Rob Menedez (D-NJ) said that lying appears to be endemic in the entire Trump administration.

“The Trump administration has consistently lied about ICE’s violent acts toward Americans and the abuses that this agency perpetuates every day,” he wrote. “They aren’t afraid to lie about members of Congress, and they certainly aren’t afraid to lie about any American they have killed, shot, or assaulted. This agency cannot continue to exist.”

‘There Was Never a Wall’: Man Beaten Nearly to Death by ICE Refutes Self-Harm Claim

“They were very racist people,” Alberto Castañeda Mondragón said of his ICE attackers. “No one insulted them… It was their character, their racism toward us, for being immigrants.”

A Mexican man beaten within an inch of his life last month by US Immigration and Customs Enforcement agents is on the mend and on Saturday spoke out to refute what one nurse called the agency’s “laughable” claim that his injuries—which include a skull shattered in eight places and five brain hemorrhages—were self-inflicted.

Alberto Castañeda Mondragón told the Associated Press that ICE agents pulled him from a friend’s car outside a shopping center in St. Paul, Minnesota—where the Trump administration’s ongoing Operation Metro Surge has left two people dead and thousands arrested—on January 8.

The 31-year-old father was thrown to the ground, handcuffed, and then savagely assaulted with fists and a steel baton.

“They started beating me right away when they arrested me,” he said.

Castañeda Mondragón was then dragged into an SUV and taken to a holding facility at Ft. Snelling in suburban Minneapolis where he says he was beaten again. He said he pleaded with his attackers to stop, but they just “laughed at me and hit me again.”

“They were very racist people,” he said. “No one insulted them, neither me nor the other person they detained me with. It was their character, their racism toward us, for being immigrants.”

Castañeda Mondragón was taken to the emergency room at Hennepin County Medical Center (HCMC) suffering from eight skull fractures, five life-threatening brain hemorrhages, and multiple broken facial bones.

ICE agents told HCMC nurses that Castañeda Mondragón “purposefully ran headfirst into a brick wall,” a claim his caretakers immediately doubted. A CT scan revealed fractures to the front, back, and both sides of his skull—injuries inconsistent with running into a wall.

“It was laughable, if there was something to laugh about,” one of the nurses told the AP last month on the condition of anonymity. “There was no way this person ran headfirst into a wall.”

“There was never a wall,” Castañeda Mondragón insisted.

Castañeda Mondragón was hospitalized for nearly three weeks. During the first week, he was minimally responsive, disoriented, and heavily sedated. His memory was damaged by the beating—he said he could not initially remember that he had a daughter—and he could not bathe himself after he was discharged from the hospital.

In addition to facing a long road to recovery, Castañeda Mondragón, who has been employed as a driver and a roofer, has been relying upon support from co-workers and his community for food, housing, and healthcare, as he is unable to work and has no health insurance. A GoFundMe page has been launched to solicit donations “for covering medical care and living expenses until he can begin working again.”

“I don’t know why ICE did this to me,” Castañeda Mondragón said in translated remarks on the page. “They did not detain me after the hospital, I am not a criminal, and the doctors say they were untruthful about how the injuries occurred. But I prefer not to fight, I only want to recover, pay my bills, and go back to work.”

On January 23, US District Judge Donovan W. Frank ruled that ICE was unlawfully detaining Castañeda Mondragón and ordered his immediate release.

Frank’s ruling noted that “ICE agents have largely refused to provide information about the cause of [Castañeda Mondragón’s] condition to hospital staff and counsel for [him], stating only that ‘he got his shit rocked’ and that he ran headfirst into a brick wall.”

The ruling also stated that “despite requests by hospital staff, ICE agents have refused to leave the hospital, asserting that [Castañeda Mondragón] is under ICE custody.”

“Two agents have been present at the hospital at all times since January 8, 2026,” the document continues. “ICE agents used handcuffs to shackle [Castañeda Mondragón’s] legs, despite requests from HCMC staff that he not be so restrained. Petitioner is now confined by hospital-issued four-point restraints in an apparent compromise between the providers and agents.”

“Prior to this case, ICE had not provided any explanation for [Castañeda Mondragón’s] arrest or continued detention,” Frank added.

Castañeda Mondragón legally entered the United States in 2022 but reportedly overstayed his visa.

Castañeda Mondragón’s arrest came a day after ICE agent Jonathan Ross shot and killed 37-year-old legal observer Renee Good in Minneapolis. Seventeen days later, Customs and Border Protection officers fatally shot nurse Alex Pretti, who was also 37, in South Minneapolis after disarming him of a legally carried handgun.

The Department of Homeland Security has not announced any investigation into the attack on Castañeda Mondragón, sparking criticism from civil rights advocates and some Democratic elected officials.

Castañeda Mondragón told the AP that he considers himself lucky.

“It’s immense luck to have survived, to be able to be in this country again, to be able to heal, and to try to move forward,” he said. “For me, it’s the best luck in the world.”

But he suffers nightmares that ICE is coming for him.

“You’re left with the nightmare of going to work and being stopped,” Castañeda Mondragón said, “or that you’re buying your food somewhere, your lunch, and they show up and stop you again. They hit you.”

Others in the Trump administration have walked back the lie that Pretti was a “would-be-assassin.” Vance isn’t sorry.

Vice President JD Vance is refusing to apologize to the family of Alex Pretti after defaming the Minnesotan in order to justify his killing by Customs and Border Protection agents late last month on the streets of Minneapolis.

Video shows Pretti, a 37-year-old intensive care unit nurse, was shot at least ten times by a pair of agents after being disarmed of a handgun, which he was carrying legally according to local police.

Within hours of the incident, the Trump administration had already begun to run with false claims that Pretti had “brandished” his weapon at agents, which were immediately disproven by video. Homeland Security Secretary Kristi Noem, who first made the claim, has since backed off that characterization following criticism.

On social media, Vance shared a post in which senior White House adviser Stephen Miller described Pretti as a “would-be-assassin” who sought to “murder federal agents,” a claim for which they have still not provided any evidence weeks later.

President Donald Trump himself told reporters last week that he did not believe Pretti was an assassin, even acknowledging that the shooting was a “mistake.”

Even Miller, who rarely backs down from even the most extreme and outrageous statements, has since acknowledged that agents may not have been following protocol when they shot Pretti.

But Vance is not sorry. During an interview with the Daily Mail on Tuesday, wheninterviewer Philip Nieto asked if the vice president would apologize to Pretti’s family, he retorted, “For what?” with a smirk.

“For, you know, labeling him an assassin with ill intent,” Nieto answered.

“I just described to you what I said about Alex Pretti, which is that he’s a guy who showed up with ill intent to an ICE protest,” Vance responded, referring to Immigration and Customs Enforcement.

Nieto then asked if Vance would apologize if an FBI probe opened last week found that the officers involved in the shooting had violated Pretti’s civil rights.

Vance, appearing exasperated, sighed, “So if this hypothetical leads to that hypothetical leads to another hypothetical—”

Nieto then interjected, “It’s a real case that’s open.”

“Like I said, we’re gonna let the investigation determine,” Vance said.

Then, in the ultimate dose of irony, he continued: “I don’t think it’s smart to prejudge the investigation, I don’t think it’s fair to those ICE officers,” he said, misidentifying the agency responsible for the shooting as ICE rather than CBP.

He notably did not give his thoughts on whether it was similarly unfair to “prejudge” Pretti as an attempted murderer within hours of his killing.

A clip of the interaction garnered immediate disgust online.

Ken Martin, the chair of the Democratic National Committeesaid that “JD Vance had the opportunity to be a normal human being and show some empathy for the family of a man who was murdered. To nobody’s surprise, he’s doubling down on being an asshole.”

Pedro Gonzalez, a right-wing activist who has since become fiercely critical of the Trump administration, said that with his “little smile after ‘for what,’” Vance appeared to be “relishing the opportunity to seem cold-blooded.”

He added, “What Vance really is at heart is a hollow shell of a man who defends the murderers of American citizens more vigorously than he has ever defended his own family from the bigots he’s trying to court for 2028.”

John Ganz, the author of the newsletter Unpopular Front, simply said Vance is the “most repulsive person in politics, and there is stiff competition.”

“You don’t see evidence of gang association,” said one legal expert. “It just feels like a dirtying up of the defendant.”

After a US Border Patrol Agent shot two Venezuelan immigrants in Portland, Oregon in January, the Department of Homeland Security claimed that the two victims were “vicious Tren de Aragua gang members” who “weaponized their vehicle” against federal agents, who had no choice but to open fire in self-defense.

However, court records obtained by the Guardian reveal that a Department of Justice prosecutor subsequently told a judge the government was “not suggesting” that one of the victims, Luis Niño-Moncada, was a gang member.

The Guardian also obtained an FBI affidavit contradicting DHS claims about the second victim, Yorlenys Zambrano-Contreras, being “involved” in a shooting in Portland last year, when in reality she was a “reported victim of sexual assault and robbery.”

Attorneys representing Niño-Moncada and Zambrano-Contreras, who both survived the shooting and were subsequently hospitalized, told the Guardian that neither of them have any prior criminal convictions.

Legal experts who spoke with the Guardian about the shooting said it appeared that DHS was waging a “smear campaign” against the victims.

Sergio Perez, a civil rights lawyer and former US prosecutor, noted in an interview that prosecutors filed criminal charges against Niño-Moncada and Zambrano-Contreras just two days after they were shot, even before it had obtained crucial video evidence of the incident.

“This government needs to go back to the practice of slow and thorough investigations,” he told the Guardian, “rather than what we consistently see in immigration enforcement activities—which is a rush to smear individuals.”

Carley Palmer, a former federal prosecutor, told the Guardian that the court records obtained by the paper don’t show DOJ presenting any of the usual evidence that prosecutors use to establish defendants’ alleged gang membership.

“What’s interesting about the filings is that you don’t see evidence of gang association,” said Palmer. “It just feels like a dirtying up of the defendant.”

DHS in recent months has made a number of claims about people who have been shot or killed by federal immigration officers that have not held up to scrutiny.

Most recently, Homeland Security Secretary Kristi Noem claimed that slain Minneapolis intensive care nurse Alex Pretti was a “domestic terrorist” intent on inflicting “maximum damage” on federal agents, when video clearly showed that Pretti was swarmed by multiple federal agents and was disarmed before two agents opened fire and killed him.

Noem also openly lied about the circumstances and actions that resulted in the shooting death of Renee Nicole Good by a federal agent weeks earlier.

In November, federal prosecutors abruptly dropped charges against Marimar Martinez, a woman who was shot multiple times by a US Border Patrol agent in October in Chicago’s Brighton Park neighborhood.

In the indictment filed against Martinez, prosecutors said that the Border Patrol agent who shot her had been acting in self-defense, and that he had only opened fire after Martinez’s car collided with his vehicle.

However, uncovered text messages showed the Border Patrol agent apparently bragging about shooting Martinez, as he boasted that he “fired five rounds and she had seven holes” in a message sent to fellow agents.

An attorney representing Martinez also claimed that he had seen body camera footage that directly undermined DHS claims about how the shooting unfolded.

No explanation was provided for why charges against Martinez were dropped.

Holocaust historian Timothy Snyder said it sounds like ICE is “gearing up for a pogrom in Springfield, Ohio.”

The Trump administration is expected to flood Ohio with immigration agents next week to target thousands of Haitian migrants after they are stripped of their legal status.

One of the main targets will be the town of Springfield, where President Donald Trump and Vice President JD Vance infamously concocted the tale that Haitian immigrants were eating the pets of white residents to stoke xenophobia during the 2024 election, which unleashed an onslaught of racist threats and intimidation upon the community.

Earlier this week, the Springfield News-Sun received a message sent to staff at the Springfield City School District saying that school officials were expecting a federal immigration enforcement operation to begin in the town sometime after February 3, when Haitian residents’ temporary protected status (TPS) expires, and last at least 30 days.

Given that history and the escalating brutality with which US Immigration and Customs Enforcement (ICE) has carried out its recent surges in Minnesota and Maine, Holocaust historian Timothy Snyder said he was “getting the impression that ICE is gearing up for a pogrom in Springfield, Ohio.”

“Any day now, a swarm of armed state police dressed for war could descend” on the town, wrote columnist Marilou Johanek in the Ohio Capital Journal. “The small town of Springfield in Clark County is awaiting an invasion of unaccountable thugs who conceal their faces and identities, drive in unmarked vehicles with blackened windows, stomp on the Bill of Rights, and viciously brutalize human beings based on race and accent.”

The 15,000 Haitians living in Springfield are among around 30,000 in Ohio and more than 500,000 across the US who are expected to lose TPS on Tuesday after it was abruptly revoked by the Department of Homeland Security (DHS) last year. The expiration could be halted by US District Court Judge Ana C. Reyes, who is expected to issue a decision on February 2.

If not, “they could potentially be arrested, detained, or put in removal proceedings unless they have already applied for some other form of relief they have in addition to TPS, or that they are applying for in addition to TPS,” explained Emily Brown, Ohio State University Moritz College of Law’s Immigration Clinic Director to the Journal.

While the Trump administration has often emphasized its supposed targeting of those in the US unlawfully, editor-in-chief David DeWitt at the Journal emphasizes that “Haitians are currently in the United States legally,” under TPS, which grants temporary legal status to those in danger from armed conflict, environmental disasters, or other extraordinary conditions in their home countries.

The Haitians living in the US are at risk of being deported back to what has been described as “the most dangerous country in the world,” in the midst of a gang war that killed over 8,100 people between January and November 2025, according to the United Nations.

“They are not here illegally,” DeWitt wrote on social media. “Trump is revoking their legal status on February 3, and then, according to reports, immediately sending ICE in to Springfield and Columbus, Ohio, to target them.”

As part of a crusade to end migration from impoverished “Third World” countries, Trump has ramped up his use of racist invective against Haiti in recent months, proudly referring to it as a “shithole country” at a rally in December after denying having described it that way back in 2018.

Viles Dorsainvil, executive director of the Haitian Support Center in Springfield, told the Journal that rumors of the coming surge have struck terror into the hearts of many in the community.

“The folks are fearful,” Dorsainvil, who came to the United States from Haiti in 2020, said. “They came here just to work and send their kids to school and be here peacefully. All of a sudden, they find themselves in another scenario where they’re not accepted… They are panicked, and the worst thing is that they can’t even plan their lives for three months down the road.”

One TPS holder, 41-year-old Pushon Jacques, told the News-Sun that the potential loss of his status “has a big impact.” He said: “I won’t be able to work, I will not be able to provide for my family. It’s a bad situation to be in.”

While the administration has emphasized “self-deportation” as a way to avoid being on the business end of an ICE jackboot, Jacques said: “The situation in Haiti—especially the political situation—has made Haiti unlivable… There is no place in Haiti that is safe right now.”

Local reports say residents are already preparing for their town to come under siege, and despite the White House’s portrayal of Haitians as loathed outsiders, many others in the community have come out to support them.

Churches are running immersive role-playing sessions to train community members on what to do if ICE agents attempt to storm their doors, and residents have constructed phone chains to alert vulnerable community members when agents are spotted.

The Springfield City Council, meanwhile, has passed a resolution urging federal agents to comply with city policies that prohibit police from wearing masks and require them to carry identification, though the city has no authority to enforce them.

“Springfield is a good place,” Jacques said. “I like the environment and the people, because Springfield has a lot of good people… I have never felt any racism, and I feel appreciated.”

Despite attacks from the leaders of his party, Ohio Gov. Mike DeWine, a Republican, has defended his state’s Haitian community, telling the statehouse bureau, “I don’t think it’s in our interest in this country for all the Haitians who are working, who are sometimes working two jobs, supporting their family, supporting the economy, I think it’s a mistake to tell these individuals you can no longer work and have to leave the country.”

According to a spokesperson for DeWine, there has been no formal communication between federal authorities and the governor about ICE’s plans for the state. However, DeWine said, “If ICE does in fact come in, comes in with a big operation, obviously we have to work this thing through and make sure people don’t get hurt.”

The ACLU of Ohio said it will be monitoring the situation in Springfield closely for unconstitutional actions.

“This despicable surge in lawless ICE officers descending upon Springfield will ignite swells of fear within the Haitian community, terrorize our Black and Brown neighbors, and cause considerable damage to citizens and non-citizens alike,” said ACLU Ohio executive director J. Bennett Guess.

“Following the government’s senseless, brutal killings of Alex Pretti and Renee Nicole Good in Minneapolis, it is clear that ICE poses a grave threat to all who call Ohio home,” he continued. “The ACLU of Ohio urges state and local elected officials to do everything in their power to protect the 30,000 Haitians living in Central Ohio. We call on the US Congress to reject a DHS budget that allows these lawless agencies to continue putting our communities in danger.”
