A Berlin court on Wednesday rejected lawsuits filed by Gaza residents seeking to halt German arms exports to Israel, dismissing the cases on procedural grounds rather than examining whether the weapons deliveries violated international law, Anadolu reports.

The Berlin Administrative Court ruled that the requests of the Palestinian plaintiffs were inadmissible because the German government had already changed its policy and stopped approving new weapons exports that could be used in Gaza.

In one case, a Palestinian living in Gaza requested that the German government stop approving weapons export licenses to Israel until the Israeli military withdraws from Gaza. The court ruled the request for preventive legal protection was inadmissible, reasoning that the protection can only be granted if it is foreseeable that Germany would make similar decisions in the near future.

The court noted that Chancellor Friedrich Merz declared in August that the government would no longer approve new export licenses for weapons that could be used in Gaza, making immediate court intervention unnecessary.

In a second case, four Palestinians from Gaza challenged a license granted to a German arms manufacturer in late October 2023 to export 3,000 portable anti-tank weapons to Israel. After their previous urgent application to repeal the delivery license was rejected in 2024, the plaintiffs filed another lawsuit seeking a court declaration that the approval was “unlawful”.

The court dismissed the case as well, stating there was no concrete risk that the government would issue similar licenses under identical circumstances in the future.

“Future decisions on the supply of weapons of war fall within the core area of executive responsibility and cannot therefore be predicted with certainty. In addition, the situation in the Gaza conflict has changed significantly since autumn 2023,” said the count. “Therefore, it cannot be expected with the necessary probability that the German government will continue to decide on deliveries of weapons of war in the manner feared by the plaintiffs.”

The European Center for Constitutional and Human Rights (ECCHR), which supported the plaintiffs in the legal action, said Germany’s authorization of weapons exports to Israel violated international agreements that Berlin signed, including the Arms Trade Treaty and the Geneva Conventions.

“In view of numerous documented war crimes, it was already highly probable at the start of the Israeli military operations that Israel would use the delivered weapons in violation of international law. The German government knew this – and nevertheless approved the exports,” said ECCHR experts.

From Oct. 7, 2023, to June 5, 2025, Germany authorized arms sales to Israel totaling more than €492 million ($570 million). It positioned Germany as Israel’s second-biggest arms supplier, trailing only the US.

Under mounting domestic and international pressure, Merz announced in August that Germany would no longer approve new weapons exports to Israel that could be used in Gaza. But the move stopped short of halting previously approved shipments, prompting criticism.

After the declaration, Germany approved additional arms exports worth €2.4 million ($2.8 million), including bombs, torpedoes, rockets and missiles.

Merz, a staunch ally of Israel, has repeatedly emphasized Germany’s historical responsibility for Israel’s security, rooted in its Nazi past and the Holocaust.

He has insisted that the commitment constitutes part of Germany’s “staatsraeson,” or reason of state. Merz has rejected demands for a total arms embargo on Israel and blocked proposed EU measures, including sanctions on far-right Israeli ministers and the suspension of the EU-Israel trade agreement.

The White House on Wednesday dismissed a report that the US is considering building a temporary military base on the border of the Gaza Strip, Anadolu reports.

“This article was based on a single piece of paper, an inquiry that somebody in the Department of Navy made about an idea that may happen in the future, and this reporter deemed that as an official plan, and ran with a story that the United States is looking into it. I checked with the highest levels of the United States federal government.

“This is not something the United States is interested in being engaged in … it’s not something we are currently involved in right now,” spokeswoman Karoline Leavitt told reporters.

The Yedioth Ahronoth newspaper, citing anonymous Israeli officials, said Washington seeks to establish a large military base in the Gaza border area, which would mark “a significant escalation of US activity in Israel.”

It said the project would be “the first large-scale American military installation on Israeli territory, underscoring a deepening US commitment to post-war stabilization efforts in Gaza.”

Leavitt said President Donald Trump has been “very clear he doesn’t want to see boots on the ground with respect to what’s happening in the Middle East.”

“We’ve made great peace, we’ve made great progress with the peace plan in Gaza and we want to continue to see that move forward,” she added.

Trump presses for Netanyahu to be pardoned on corruption charges: Israeli presidency

Israeli President Isaac Herzog has received a letter from his American counterpart, Donald Trump, demanding a pardon for Prime Minister Benjamin Netanyahu in his corruption trial, Anadolu reports.

Herzog’s office shared the picture of a letter signed by Trump, in which the US leader called on the Israeli president “to fully pardon Benjamin Netanyahu, who has been a formidable and decisive wartime prime minister.”

“While I absolutely respect the independence of the Israeli Justice System and its requirements, I believe that this ‘case’ against Bibi, who has fought alongside me for a long time, including against the very tough adversary of Israel, Iran, is a political, unjustified prosecution,” Trump said.

In response, Herzog’s office said anyone seeking a presidential pardon “must submit a formal request in accordance with the established procedures.”

There was no immediate confirmation from the White House on the Israeli statement.

According to Israeli law, the president holds the authority to pardon criminals or commute their sentences based on necessary information or opinions from relevant authorities, such as the ministers of justice or defense.

However, the law obliges criminals to admit guilt to be pardoned by presidential decree.

Netanyahu refuses to admit to any of the charges against him.

“Israeli law states that the first condition for receiving a pardon is admission of guilt and expressing remorse for one’s actions,” opposition leader Yair Lapid said on US social media company X, commenting on Trump’s letter.

Trump has repeatedly called on the Israeli president to grant Netanyahu a pardon several times, including during his speech at the Knesset last month.

Netanyahu, whose trial began on May 24, 2020, is the first sitting Israeli leader to take the stand as a criminal defendant in the country’s history.

In January, Netanyahu began interrogation sessions related to corruption charges in cases designated 1000, 2000 and 4000, all of which he denies.

The Israeli premier also faces charges of war crimes and crimes against humanity, with the International Criminal Court issuing arrest warrants for him and former Defense Minister Yoav Gallant in November 2024 over atrocities in Gaza, where over 69,000 people, mostly women and children, have been killed since October 2023.

The French authorities have barred eight Israeli companies from participating in the Milipol Paris security and defence exhibition, which is scheduled to be held in the French capital next week.

According to Israel’s Channel 12, the French government informed Tel Aviv of its decision after reviewing the list of Israeli firms registered for the event, though it has not yet revealed the names of the companies affected.

Paris justified its move by saying that allowing those companies to take part “would create a problem” in the current circumstances. It added that other Israeli firms which were also reviewed would still be permitted to attend.

Channel 12 reported that the French authorities expressed concern to their Israeli counterparts about possible protests or disturbances during the exhibition by pro-Palestinian organisations.

France is expected to announce on Wednesday the names of the eight excluded companies, out of a total of 45 Israeli firms that had been listed to participate. It remains unclear whether the ban is linked to the activities of those companies in Gaza or in West Bank settlements.

Milipol Paris, due to take place from 18 to 25 November, is one of the world’s largest exhibitions specialising in homeland security and defence, attracting hundreds of security firms and institutions from around the globe.

Gaza’s Health Ministry on Tuesday reported 6,000 amputations in the enclave since the start of Israel’s two-year war in October 2023, Anadolu agency reported.

A ministry statement said that children account for 25 per cent of the total amputations, and women make up 12.7 per cent.

“The shortage of medical supplies and assistive devices exacerbates the suffering of the wounded and amputees,” it added.

“These figures reflect the profound humanitarian suffering experienced by thousands of the wounded and their families,” the ministry said, calling for urgent rehabilitation and psychological and social support services, especially for children who now face permanent disabilities at an early age.

In attacks in Gaza since October 2023, Israel has killed more than 69,000 people, most of them women and children, injured over 170,600 others, and left about 9,500 missing – many believed to be trapped under destroyed homes or still unaccounted for.

The brutal Israeli war came to a halt under a ceasefire agreement that took effect on 10 October under a 20-point plan by US President Donald Trump.
