Book review: Peter Oborne spares neither Labour nor the Conservatives in his searing history of Gaza’s destruction.
As British people have turned against Israel’s destruction of Gaza, leading figures in its present and former governing parties still deny that Israel has committed even war crimes, let alone genocide.
Some of these denialists are hardened Zionists, others are opportunists, but the bottom line is summed up in the one-word title of Peter Oborne’s timely book. They have made themselves “complicit” (at the very least) in Israel’s monstrous crimes.
Oborne traces British complicity through Rishi Sunak’s unconditional backing for Israel after 7 October 2023, and Keir Starmer’s outrageous statement that Israel had the right to cut off power and water, to their joint opposition to a ceasefire.
Through a “cross-party cartel”, they “established the political foundation that would make Britain complicit” in massacres, indiscriminate bombing, torture and displacement.
This led to specific contributions to Israel’s genocide. Britain sold parts for the F-35 fighter jets that it used to kill civilians, and withdrew funding for UNRWA, the agency that provided Gaza’s humanitarian lifeline.
The RAF flew hundreds of reconnaissance flights, as Declassified exposed. The pretext of helping to find Israel’s hostages was quickly undermined as it became clear that Netanyahu was sacrificing them in his pursuit of endless destruction.

“Israel kills every day and nothing happens,” said Algeria’s UN ambassador. “Israel starves a people and nothing happens. Israel bombs hospitals, schools, shelters, and nothing happens.”
Against a backdrop of Israel’s genocidal obliteration of Gaza City and a worsening man-made famine throughout the embattled Palestinian exclave, the United States on Thursday cast its sixth United Nations Security Council veto of a resolution calling for an immediate ceasefire and the release of all hostages held by Hamas.
At its 10,000th meeting, the UN Security Council voted 14-1 with no abstentions in favor of a resolution proposed by the 10 nonpermanent UNSC members demanding “an immediate, unconditional, and permanent ceasefire” in Gaza, the “release of all hostages” held by Hamas, and for Israel to “immediately and unconditionally lift all restrictions on the entry of humanitarian aid” into the besieged strip.
Morgan Ortagus, President Donald Trump’s deputy special envoy to the Middle East, vetoed the proposal, saying that the move “will come as no surprise,” as the US has killed five previous UNSC Gaza ceasefire resolutions under both the Biden and Trump administrations, most recently in June.

Ortagus said the resolution failed to condemn Hamas or affirm Israel’s right to self-defense and “wrongly legitimizes the false narratives benefiting Hamas, which have sadly found currency in this council.”
The US has unconditionally provided Israel with billions of dollars worth of armed aid and diplomatic cover since October 2023 as the key Mideast ally wages a war increasingly viewed as genocidal, including by a commission of independent UN experts this week.
Palestinian Ambassador to the UN Riyad Mansour said the torpedoed resolution represented the “bare minimum” that must be accomplished, adding that “it is deeply regrettable and painful that it has been blocked.”
“Babies dying of starvation, snipers shooting people in the head, civilians killed en masse, families displaced again and again… humanitarians and journalists targeted… while Israeli officials are openly mocking all of this,” Mansour added.

Following the UNSC’s latest failure to pass a ceasefire resolution, Algerian Ambassador to the UN Amar Bendjama asked Gazans to “forgive” the body for not only its inability to approve such measures, but also for failing to stop the Gaza famine, in which at least hundreds of Palestinians have died and hundreds of thousands more are starving. Every UNSC members but the US concurred last month that the Gaza famine is a man-made catastrophe.
“Israel kills every day and nothing happens,” Bendjama said. “Israel starves a people and nothing happens. Israel bombs hospitals, schools, shelters, and nothing happens. Israel attacks a mediator and steps on diplomacy, and nothing happens. And with every act, every act unpunished, humanity itself is diminished.”
Benjama also asked Gazans to “forgive us” for failing to protect children in the strip, more than 20,000 of whom have been killed by Israeli bombs, bullets, and blockade over the past 713 days. He also noted that upward of 12,000 women, 4,000 elderly, 1,400 doctors and nurses, 500 aid workers, and 250 journalists “have been killed by Israel.”
Condemning Thursday’s veto, Hamas accused the US of “blatant complicity in the crime of genocide,” which Israel is accused of committing in an ongoing International Court of Justice (ICJ) case filed in December 2023 by South Africa and backed by around two dozen nations.
Hamas—which led the October 7, 2023 attack on Israel and is believed to be holding 20 hostages left alive out of 251 people kidnapped that day—implored the countries that sponsored the ceasefire resolution to pressure Israeli Prime Minister
who along with former Israeli Defense Minister Yoav Gallant is wanted by the International Criminal Court for alleged war crimes and crimes against humanity, to accept an agreement to halt hostilities.
Overall, at least 65,141 Palestinians have been killed and over 165,900 others wounded by Israeli forces since October 2023, according to the Gaza Health Ministry—whose figures have not only been confirmed by former IDF Chief of Staff Herzi Halevi, but deemed a significant undercount by independent researchers. Thousands more Gazans are missing and presumed dead and buried beneath the ruins of the flattened strip.
UK Ambassador to the UN Barbara Woodward stessed after Thursday’s failed UNSC resolution that “we need a ceasefire more than ever.”
“Israel’s reckless expansion of its military operation takes us further away from a deal which could bring the hostages home and end the suffering in Gaza,” Woodward said.
Thursday’s developments came as Israeli forces continued to lay waste to Gaza City as they push deeper into the city as part of Operation Gideon’s Chariots 2, a campaign to conquer, occupy, and ethnically cleanse around 1 million Palestinians from the strip’s capital. Israeli leaders have said they are carrying out the operation in accordance with Trump’s proposal to empty Gaza of Palestinians and transform it into the “Riviera of the Middle East.”
In what some observers said was a bid to prevent the world from witnessing fresh Israeli war crimes in Gaza City, internet and phone lines were cut off in the strip Thursday, although officials said service has since been mostly restored.
Gaza officials said Thursday that at least 50 Palestinians were killed by Israeli forces since dawn, including 40 in Gaza City, which Al Jazeera reporter Tareq Abu Azzoum said is being pummeled into “a lifeless wasteland.”
Azzoum reported that tens of thousands of Palestinians “are moving to the south on foot or in carts, looking for any place that is relatively safe—but with no guarantee of safety—or at least for shelter.”
Israel has repeatedly bombed areas it advised Palestinians were “safe zones,” including a September 2 airstrike that massacred 11 people—nine of them children—queued up to collect water in al-Mawasi.
“Most families who have arrived in the south have not found space,” Azzoum added. “That’s why we’ve seen people setting up makeshift tents close to the water while others are left stranded in the street, living under the open sky.”

A US-contracted flight over the southern city of Khan Younis in December 2024, the night before Israeli bombing killed 30 Palestinians, indicated intelligence flights from the British base were “being used for fighting on the ground,” according to the journalist.
Britain’s intelligence and military support to Israel since October 7, as well as the continued authorisation of components of F35 jets, “crosses the line into participation,” Mr Kennard added.
Forz Khan, the lawyer who represented the family of Jim Henderson, an aid worker with World Central Kitchen who was killed in April 2024, said it was ”highly likely that Sir Keir Starmer is guilty of genocide.”
Considering the government’s failure to totally ban the sale of arms and to stop intelligence sharing with Israel, he said: “It is highly likely the Prime Minister of this country is guilty of genocide.
“It is highly likely that John Healey, the Defence Secretary, is guilty of genocide. And others who provide support, some of them civil servants, will be found guilty should they be tried.
“Not only has it not fulfilled its legal obligations, the United Kingdom government has totally and utterly breached international criminal law —and UK criminal law— and its legal obligations, as well as assisted genocide.”
Mr Khan also said the government had footage which could have provided further information concerning the killing of Mr Henderson, from an RAF surveillance flight said to be operating at the scene.
He added that it is “absolutely true” that the government is more interested in protecting Isreal than it is in finding the truth about a citizen who was killed in Gaza.

A group of senior Democratic senators in the US has issued a scathing letter calling on the Trump administration to immediately halt funding to the Gaza Humanitarian Foundation (GHF), a controversial private organisation accused of complicity in the deaths of hundreds of Palestinians near its aid distribution sites.
Senators Elizabeth Warren, Chris Van Hollen and Peter Welch, joined by 19 others, urged the US Secretary of State Marco Rubio, US Ambassador to Israel Mike Huckabee and the Director of the Office of Management and Budget Russ Vought to cut financial support to GHF and redirect funds to established humanitarian mechanisms. “We urge you to immediately cease all US funding for GHF and resume support for the existing UN-led aid coordination mechanisms,” the senators wrote.
The letter, shared with The Guardian and published on Van Hollen’s website, sharply criticises the administration’s handling of the GHF programme, alleging that funding was approved despite serious internal warnings from USAID officials. The agency flagged “operational and reputational risks and lack of oversight,” noting that the group’s risk management plan failed to provide assurances that aid would reach civilians in need.
GHF began distributing aid in Gaza in late May after the Israeli government approved limited entry of food and supplies through only four militarised sites in the south. The system replaced a UN-led aid network that previously operated over 400 distribution points across the Strip. The shift is believed to have been designed to displace Palestinians and fragment the aid ecosystem in favour of Israeli-coordinated alternatives with the final aim of ethnically cleansing Gaza.
Since GHF began operations, thousands of Palestinians have been killed while attempting to access food near its sites, according to UN data. Witnesses report civilians being fired on by Israeli tanks, drones and soldiers. “Any operation that channels desperate civilians into militarised zones is inherently unsafe. It is killing people,” warned UN Secretary-General António Guterres in late June.
The senators’ letter raises serious concerns that GHF is not a neutral humanitarian actor. The organisation is reported to work in close coordination with the Israeli military and uses American private military contractors, including Safe Reach Solutions and UG Solutions, to secure its aid convoys. These contractors have been documented using live ammunition and stun grenades during aid distributions.
GHF’s first executive director, Jake Wood, resigned prior to its operational launch, stating the plan could not be implemented without abandoning fundamental humanitarian principles. The senators noted that GHF’s system, by forcing Palestinians to travel long distances to receive food, risks facilitating forced displacement.
Despite the mounting evidence of war crimes, the State Department proceeded with a $30 million grant to GHF in June. This was done under a “priority directive” from the White House, bypassing standard audits, Congressional consultation and legally mandated vetting procedures meant to prevent aid from reaching designated terrorist organisations. The grant was also exempted from third-party monitoring.
Further controversy surrounds GHF’s reported involvement in a proposal dubbed the “Gaza Riviera,” a 38-page development plan for large-scale camps, which critics argue would legitimise Israel’s ethnic cleansing campaign by resettling Palestinians outside of Gaza.
The senators also demanded full transparency from the administration of President Donald Trump, calling for the release of GHF’s funding documents, award contracts, and any export licences for military services. They questioned whether US nationals employed by GHF-linked contractors had engaged in hostilities in Gaza, and if the administration had licensed the export of firearms to these firms.

UN specialist speaks out as Gaza tribunal told of atrocities
MINISTERS could face prosecution for war crimes as the Gaza tribunal today heard that Israeli military deliberately mutilated boys’ genitals for “target practice.”
UN Special Rapporteur on Palestine Francesca Albanese said that British policymakers who green-lit economic ties with Israel, and who allowed the trade of arms during the genocide met the “criminal threshold” for complicity in war crimes.
The Jeremy Corbyn-led tribunal also heard shocking first-hand accounts from medics and humanitarian workers and legal experts who worked in Gaza.
British doctor Nick Maynard, who recently returned on his third trip to Gaza since October 7, told of the injuries he saw while working at Nasser Hospital in Khan Yunis, which he said amounted to a “daily witnessing of war crimes.”
He said that Israeli forces targeted specific body parts of Palestinian children, citing examples of bullet wounds in their head, neck and abdomen.
…
Ms Albanese said that Britain’s failure to uphold the Convention on the Prevention and Punishment of Genocide could leave government officials at risk of prosecution.
She said: “This failure to abide by international obligations alone could be sufficient to establish a case for criminal complicity in the actions of Israel.
“Conduct such as the present and moral support [for Israel] has been found to meet the criminal threshold for complicity for individuals before international tribunals.
“Government officials can be held individually responsible if found complicit of crimes .
