A new Welsh electoral landscape puts Plaid Cymru within reach of power

Plaid Cymru’s electoral hopes for May’s Senedd election are high. Polls suggest the party is competing with Reform UK to emerge as the largest group in the next Welsh parliament, putting it, for the first time, within reach of leading a government in Wales.

This marks a striking shift in Plaid’s electoral fortunes. At the first election to what was then the National Assembly for Wales in 1999, the party won 28.4% of the vote. That remains its strongest performance to date in what was widely described at the time as a “quiet earthquake” in Welsh politics.

Since then, Plaid has struggled to match that breakthrough in devolved elections. From 2011 onwards it has consistently been the third-largest party in the Senedd, behind Welsh Labour – which has led every government since devolution – and the Conservatives.

Even so, the arithmetic of Welsh politics has occasionally worked in Plaid’s favour. The party entered government in coalition with Labour between 2007 and 2011, and more recently struck a co-operation agreement from 2021 to 2024. But if Plaid ends up leading a government outright after May 7, it would truly set this election apart.

Positioning itself for power

Plaid Cymru’s strategy is to present itself as a credible government-in-waiting. Its focus is less about being a party of protest and more about delivery. In other words, what it would do in office, how it would tackle Wales’s major policy challenges, and how it would represent Welsh interests at Westminster after nearly three decades of Labour dominance.

In February, the party set out its plan for its first 100 days in government. This focused on improving healthcare, raising education standards, boosting the economy and reforming government.

Alongside these priorities, its manifesto calls for further powers to be devolved to the Senedd. These include greater tax powers, justice and policing, rail services and infrastructure, and the Crown Estate, which oversees things like the sea bed and mineral rights in much of the countryside.

Yet there has also been a noticeable change in tone on the party’s long-term constitutional aims. Our research examined how Plaid Cymru covered these issues in the 2021 Senedd election. Compared with five years ago, Welsh independence is significantly less prominent in both its current manifesto and campaign.

The timetable has softened too. There’s no longer a commitment to holding a referendum on independence in its first term of government. Instead, Plaid describes Wales as being “on a journey” to independence. It has committed to producing a policy on Welsh independence but with no referendum timeframe.

By downplaying its long-term constitutional ambitions in this way, and focusing on the more immediate policy challenges facing Wales, Plaid Cymru is approaching this Senedd election as many other pro-independence parties have done across Europe. A similar strategy helped the Scottish National Party win power in 2007 and remain in government for the next 19 years.

From polling strength to political power

Strong polling does not guarantee power, however, and Plaid faces several obstacles. Opponents continue to highlight its commitment to independence.

Support for independence among the Welsh public remains relatively low – only 26% of respondents in a recent YouGov poll agreed that Wales should be an independent country. Plaid’s challenge is to persuade sceptical voters that this isn’t the most important issue in Wales for the next four years.

The new electoral system also presents fresh uncertainties. This election will use a fully proportional model, with 96 members elected across 16 constituencies. Success will now depend on broad support across Wales. That’s a test for a party whose organisational strength has traditionally been concentrated in the north and west.

The new system is also likely to produce a more fragmented Senedd, with a wider range of parties represented. That could make post-election negotiations decisive, shaping who is able to lead a government and how stable it is.

Rights group calls for dismissal of the ICJ Vice-President

The Arab Organisation for Human Rights in the UK (AOHR UK) has written to the judges of the International Court of Justice (ICJ), calling for the removal of Ugandan Judge Julia Sebutinde, Vice-President of the Court. The letter pointed out that Sebutinde had breached Articles 2 and 18 of the Court’s Statute when she openly revealed her ideological bias in favour of Israel, despite the ongoing genocide being committed against the Palestinian people in Gaza and across the occupied Palestinian territories.

Article 2 of the Court’s Statute obliges judges to display integrity, impartiality, and independence. Should any of these conditions be breached, Article 18 provides that the judge concerned must be removed with the consent of the other Members of the Court.

The AOHR UK added that Judge Sebutinde has not only abandoned impartiality and integrity but has also expressed messianic religious ideas that encourage the perpetuation of the crime of genocide, which has already claimed tens of thousands of victims, the majority of whom are women, children, and the elderly.

The AOHR UK explained that on 10 August 2025, during a speech delivered in a church in Uganda, Judge Sebutinde openly declared her religious support for the actions of the occupying power, stating:

“The Lord relies on me to stand with Israel… signs of the end times are appearing in the Middle East, and I want to be on the right side of history… I am convinced that time is running out, and I encourage you to follow developments in Israel. I feel humbled that God has allowed me to be part of the last days.”

The rights group emphasised that such statements were not surprising. It recalled that when the Court ordered provisional measures in the Gaza genocide case, and later issued its Advisory Opinion on 19 July 2024 regarding the nature of the Israeli occupation, Judge Sebutinde was the only judge to oppose all measures, including the facilitation of humanitarian aid. Her lengthy dissenting opinion to the Advisory Opinion clearly revealed her religious convictions and her absolute support for the occupation, denying—through biblical lens—the existence of Palestine and the Palestinian people.

Sebutinde’s dissenting opinion, AOHR UK noted, relied heavily on biblical narratives and stories granting Israel fictitious rights, thereby conferring false legitimacy on the horrific crimes committed against Palestinian civilians. “Such reasoning not only contradicts the foundations of international law but also emboldens the continuation of genocide, undermining the very principles upon which the Court’s authority rests;” the letter read. 

AOHR UK pointed out that Judge Sebutinde’s expressed views “mirror the rhetoric of Israeli leaders such as Netanyahu, Ben Gvir, and Smotrich, who for over 22 months of killing, destruction, starvation, and displacement have invoked biblical and Talmudic narratives to justify crimes and spur on the military in pursuit of the “Greater Israel” project, as Netanyahu recently articulated.”

Relatedly, the AOHR UK urged states, scholars, thinkers, lawyers, and legal practitioners worldwide to press the judges of the ICJ to remove Judge Sebutinde, in order to safeguard the integrity, impartiality, and independence of the Court—particularly in light of overwhelming evidence that Israel considers itself a state above the law, emboldened by the colonial support of the West led by the United States.

UN refuses to join Israel’s Gaza aid mechanism that ‘breaches humanitarian principles’

The acting UN Special Coordinator for the Middle East Peace Process, Sigrid Kaag, has said that the United Nations will not take part in any mechanism for delivering humanitarian aid to Gaza if it violates core humanitarian principles, especially neutrality and independence.

In her briefing to the UN Security Council yesterday, Kaag warned that civilians in the enclave are facing an unprecedented humanitarian disaster, stressing: “Israel must halt its devastating strikes on civilian life and infrastructure.”

She warned that the situation in Gaza requires urgent international action beyond statements and symbolic calls.

“Civilians in Gaza have lost hope. Instead of saying ‘goodbye’, Palestinians in Gaza now say, ‘see you in heaven’. Death is their companion. It’s not life, it’s not hope.” She added: “The people of Gaza deserve more than survival. They deserve a future full of dignity and hope.”

Kaag further cautioned that the current humanitarian aid is far from enough to meet the basic needs of over two million people who are on the brink of famine. She described this insufficient aid as a “lifeboat after the ship has sunk”.

She also expressed deep concern about rising tensions in the occupied West Bank, pointing to the accelerating pace of settlement expansion and land confiscation, as well as increasing settler violence. She warned that these developments are leading to “de facto annexation,” which “If not reversed, this will make the two-State solution physically impossible.”

Gaza Humanitarian Foundation’s head resigns, says he ‘will not compromise on principles’

Jake Wood, the CEO of the Gaza Humanitarian Foundation, has announced his resignation, saying current conditions make it impossible to deliver aid to Gaza without violating basic humanitarian principles—something he refuses to do.

In his resignation statement, Wood said that the current circumstances make it impossible to deliver humanitarian aid without compromising “the humanitarian principles of humanity, neutrality, impartiality, and independence, which I will not abandon.” 

Wood also called on Israel to “significantly expand the provision of aid into Gaza through all mechanisms” while also urging “all stakeholders to continue to explore innovative new methods for the delivery of aid, without delay, diversion, or discrimination.”

He stressed that the only path to a lasting solution lies in the release of all hostages held by Hamas, a ceasefire, and a clear roadmap toward peace, security, and dignity for everyone in the region.

Not much is known about the “Gaza Humanitarian Foundation,” which is supported by Washington and Tel Aviv and whose headquarters have been registered since February in Geneva, but the United States supported this foundation without revealing whether it contributes to it directly.

Jake Wood, the founder and outgoing CEO, is a former US Marine sniper who served in Iraq and Afghanistan. He has expressed support for Israel on social media platforms in the past.

Israel continues its policy of systematic starvation against around 2.4 million Palestinians in Gaza by closing border crossings to aid convoys, which have been stuck at the borders since 2 March. This has pushed the territory into a state of famine and has led to the deaths of many.

In recent days, the Israeli military has intensified its operations in both the northern and southern parts of the Gaza Strip, announcing a new ground offensive.
