International campaign demands the resumption of ICRC’s visits to political detainees in Israeli jails

The Israeli occupation authorities have banned the international organization from visiting political detainees held in its prisons since October 7, 2023, which many say reflects Israel’s collective punishment policy.

press conference was held in front of the office of the International Committee of the Red Cross (ICRC) in Al-Bireh city, in the central occupied West Bank on Tuesday, February 10.

The event was organized as part of an international campaign to gather one million signatures demanding that the ICRC resume its visits to Palestinian and Lebanese prisoners in Israeli jails.

A number of press conferences were held in parallel in nine other cities across the world, including Beirut, Gaza, Cairo, Rabat, Tunis, Brussels and Paris in coincidence with the one held in Al-Bireh.

It is worth mentioning that Israel has banned the international organization from visiting the prisoners since October 7, 2023.

The political detainees held by Israel have also been deprived of family visits, and their lawyers have rarely been able to meet them for 28 months, amid continuously deteriorating humanitarian conditions inside the prisons.

The brutal crackdown against the Palestinian Prisoners’ Movement pre-dates the genocide in Gaza, but began in January 2023, by Israel’s Minister of National Security, Itamar Ben-Gvir.

Israel has misused the presence of the ICRC in the occupied territories to whitewash its crimes, says Qadura Fares

During the conference, former head of the Commission of Detainees and Ex-Detainees Affairs, Qadura Fares, highlighted the key role that the ICRC has played in safeguarding various humanitarian issues internationally and inside occupied Palestine, including the prisoners’ issue.

“We know that the ICRC operates in accordance with international conventions, and in a way that is consistent with its mission as an international humanitarian organization. We are not asking the ICRC to do anything beyond its capacity, but to exert pressure on Israel through the appropriate international legal channels,” Fares noted.

“Nobody can expect Itamar Ben-Gvir, Netanyahu or Smotrich as racist fascist leaders to reconsider their decisions and permit the visits to the prisoners again on their own,” the prominent Palestinian political leader added.

Fares emphasized that this goal will be reached only with pressure being exerted on the Israeli authorities in order to cancel the arbitrary measures against the prisoners.

He also affirmed that the ICRC is able to exert such pressure, but it opted to work “within the limits of the authorization given to it by the Israeli occupation government.”

Fares further pointed out that Israel is misusing the presence of the ICRC and other international organizations in the occupied territories to whitewash its image, by showing that these international bodies are allowed to operate there, while their jurisdiction is extremely restricted and confined by the unlawful Israeli regulations.

The prisoners’ issue is a concern of people of conscience worldwide

Meanwhile, director of the Center for the Defense of Liberties and Civil Rights (Hurryyat), Helmi Al-Araj, asserted that the fact that the campaign has been launched from many cities around the world, including European cities “provides a conclusive evidence that the segregation of the detainees in ghetto-like prisons led to an uprising by the people of conscience all over the globe to support them.”

“This once again proves that all the peoples who struggle for freedom worldwide consider the issue of the Palestinian prisoners, in particular, and the Palestinian cause, in general, their own cause,” Al-Araj maintained. 

For his part, Palestinian political activist, freedom fighter, and former prisoner in Israeli jails, Omar Assaf, indicated that Lebanese and Syrian nationals have also been held in Israeli prisons, while the majority of the prisoners detained by Israel are Palestinians.

Israel releases 9 Palestinians from Gaza after months of unlawful detention

Israel released nine more Palestinians, including a woman, from the Gaza Strip after months of unlawful detention on Tuesday, Anadolu reports.

The freed captives were transported by the International Committee of the Red Cross (ICRC) to the Al-Aqsa Martyrs Hospital in the central city of Deir al-Balah for medical examinations.

Speaking to reporters, ICRC spokesperson in Gaza Emani Nauk said the organization has been unable to access Palestinians held in Israeli prisons since October 2023, and called for information on the fate and whereabouts of all captives, as well as renewed access to detention facilities.

Palestinians previously released from Israeli detention have shown signs of abuse, severe malnutrition and injuries consistent with torture, according to medical staff and human rights organizations.

The releases are part of sporadic Israeli actions involving Palestinians detained from Gaza who were held for months in Israeli prisons in the absence of minimum humanitarian standards, according to documented testimonies from former detainees and rights organizations.

Former detainees have said many of those released suffer from malnutrition and injuries caused by severe physical abuse during detention.

According to the Palestinian Commission of Detainees Affairs and the Palestinian Prisoner Society, Israel has killed more than 100 prisoners and detainees since the start of the Gaza genocide, with the identities of 87 announced, while dozens of detainees from Gaza who died in custody had been subjected to enforced disappearance.

Palestinian, Israeli and international reports have repeatedly warned of the torture of Palestinians in Israeli prisons, including severe beatings, medical neglect, starvation and sexual assault.

Recently released Palestinian detainees have also reported systematic torture and cases of rape, appearing emaciated, with some showing symptoms of mental illness due to abuse.

Solidarity protest held In Gaza for Palestinian prisoners

Participants gathered in front of the International Committee of the Red Cross (ICRC) building to demand the protection of prisoner rights and their immediate release.

A solidarity demonstration took place on Monday, in Gaza to support Palestinian prisoners held in Israeli jails, Anadolu Agency reports.

The event aimed to highlight violations reported within the Israeli prison system.

Families of prisoners, health service officials, the Prisoners’ Committee, and representatives from national and Islamic groups attended the gathering.

Healthcare workers specifically protested the targeting of medical personnel.

They carried photographs of Palestinian doctors who were arrested by Israeli forces after being detained from hospitals.

Those in attendance called for international organizations to meet their legal and humanitarian responsibilities.

The groups demanded urgent intervention to stop violations in prisons and to secure the release of Palestinian detainees.

According to Palestinian data, more than 9,300 Palestinians are currently held in Israeli prisons, including at least 3,385 held in administrative detention without charge or trial.

Israel has sharply escalated its violations against Palestinian detainees, particularly those from Gaza, since the start of the war, including starvation, torture, sexual violence and systematic denial of medical care, rights groups said.

Israel has killed more than 71,000 people, mostly women and children, and injured over 170,000 others in attacks in Gaza since October 2023.

Red Cross: Teams unable to reach Palestinian detainees in Israel

The International Committee of the Red Cross (ICRC) announced on Monday that its teams have been unable to visit Palestinian detainees held in Israeli detention centres since October 2023.

In a statement, the committee said it had not received approval to access the detainees during this period. It stressed the importance of being informed about the status and location of all detainees and being allowed to carry out its humanitarian work in accordance with international humanitarian law.

The ICRC underlined the need to ensure humane treatment for detainees, provide decent detention conditions, and allow them to communicate with their families.

The statement added that many Palestinian families are living in deep anxiety while waiting for any information about their detained relatives.

The committee said it continues to hold talks with Israeli authorities to resume visits to all Palestinian detainees, without giving a specific timeline.

So far, there has been no official response from Israeli authorities regarding the statement.

Israel releases remains of 15 more Palestinians under Gaza ceasefire deal

Israel returned the remains of 15 more Palestinians on Wednesday under a Gaza ceasefire agreement with Hamas, medics said, Anadolu reports.

Nasser Hospital in the southern city of Khan Younis said in a statement that the bodies were transferred to the facility by the International Committee of the Red Cross (ICRC), without giving further details.

The new handover brought the number of Palestinian bodies returned by Israel since the ceasefire took effect on Oct. 10 to 285.

The Gaza Health Ministry had previously said that many of the bodies handed over by Israel showed signs of abuse, including beatings, bound hands, blindfolds, and facial disfigurement, and were returned without names.

Families have been trying to identify the remains of their relatives by physical markings or clothing, as forensic facilities in Gaza remain out of service due to the Israeli blockade and the destruction of laboratories.

Before the ceasefire, Israel held 735 Palestinian bodies in so-called “cemeteries of numbers,” according to the Palestinian National Campaign to Retrieve Martyrs’ Bodies.

According to the Israeli daily Haaretz, the Israeli army has been holding about 1,500 bodies of Palestinians from Gaza at the notorious Sde Teiman military base in southern Israel.

Phase one of the ceasefire deal includes the exchange of prisoners and bodies between Israel and Hamas. The plan also envisages the rebuilding of Gaza and the establishment of a new governing mechanism without Hamas.

Since October 2023, the Israeli genocidal war has killed nearly 69,000 people and injured more than 170,600, according to the Gaza Health Ministry.
