Nearly 300 UNRWA workers have been killed in Israeli attacks since October 2023, and dozens of other agency staffers have alleged torture during Israel Defense Forces detention.

As the International Court of Justice this week weighs an Israeli ban on a United Nations agency that provides lifesaving aid in Gaza, the program’s leader called out attacks on its workers while the United States defended Israel—the recipient of billions of dollars in U.S. military assistance.

The ICJ is holding a week of hearings in The Hague, Netherlands following the U.N. General Assembly’s December passage of a Norwegian-led resolution asking the tribunal, which is also known as the World Court, for an advisory opinion on Israel’s legal obligation to “ensure and facilitate the unhindered provision of urgently needed supplies essential to the survival of the Palestinian civilian population.”

Among the 38 nations and three regional blocs scheduled to address the 15 ICJ judges, only the United States and Hungary have so far defended Israel, whose forces have killed nearly 300 United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) workers during their nearly 19-month annihilation of Gaza.

“An occupational power retains a margin of appreciation concerning which relief schemes to permit,” U.S. State Department legal adviser Joshua Simmons argued before the court Wednesday, referring to Israel’s 58-year occupation of Palestine, which the ICJ ruled an illegal form of apartheid in a June 2024 advisory opinion.

“Even if an organization offering relief is an impartial humanitarian organization, and even if it is a major actor, occupation law does not compel an occupational power to allow and facilitate that specific actor’s relief operations,” Simmons continued, noting “serious concerns about UNRWA’s impartiality, including information that Hamas has used UNRWA facilities and that UNRWA staff participated in the October 7th terrorist attack against Israel” in 2023.

“Given these concerns, it is clear that Israel has no obligation to permit UNRWA specifically to provide humanitarian assistance,” Simmons added. “UNRWA is not the only option for providing humanitarian assistance in Gaza.”

In what UNRWA Commissioner-General Philippe Lazzarini described at the time as an act of “reverse due process,” the agency fired nine employees in February 2024 following Israeli allegations that they were involved in the Hamas-led attack on Israel in which more than 1,100 Israelis were killed and 251 Israeli and foreign survivors were kidnapped.

Lazzarini admitted to terminating the staffers without due process or an adequate investigation of Israel’s claims. A subsequent probe by the U.N. Office of Oversight Services “was not able to independently authenticate information used by Israel to support the allegations.”

On Tuesday, Lazzarini reminded the world that “over 50 UNRWA staff—among them teachers, doctors, social workers—have been detained and abused” by Israeli forces since October 2023.

“They have been treated in the most shocking and inhumane way,” he continued. “They reported being beaten up and used as human shields. They were subjected to sleep deprivation, humiliation, threats of harm to them and their families, and attacks by dogs. Many were subjected to forced confessions.”

Those forced confessions spurred numerous nations including the United States to cut off funding to UNRWA. Almost all of the countries have since restored funding as Israel’s claims have been debunked or questioned over a lack of evidence.

The U.S.—which has not restored funding for UNRWA—earlier this week abandoned its long-standing position that the body is immune from lawsuits, opening the door for cases by October 7 survivors and victims’ relatives stemming from dubious claims of agency involvement in the attack.

In addition to accusing Israeli troops of torturing its staffers, UNRWA has also documented tortures allegedly suffered by Palestinians imprisoned by Israel, including interrupted drowning—also known as waterboarding—being shot in the knees with nail guns, sexual abuse of both men and women, and being sodomized with electric batons. The Israel Defense Forces is investigating dozens of in-custody deaths, many of them at the notorious Sde Teiman base in the Negev Desert.

While Israel’s physical assault on Gaza has killed hundreds of UNRWA workers, its diplomatic war on the U.N. has seen the agency banned from operating in Palestine and U.N. Secretary-General António Guterres declared “persona non grata” in Israel after he included Israel on his 2024 “list of shame” of countries and armed groups that kill and injure children during wartime.

The U.S.-backed 572-day war waged by the far-right government of Israeli Prime Minister Benjamin Netanyahu—who is a fugitive from the International Criminal Court—has left more than 184,000 Palestinians dead, maimed, or missing in Gaza, according to the Gaza Health Ministry. Nearly all of the embattled enclave’s more than 2 million people have been forcibly displaced and Israel’s “complete siege” of the coastal strip has fueled widespread starvation and illness.

This week’s ICJ hearing comes amid the tribunal’s ongoing genocide case against Israel, which was brought by South Africa and is backed by dozens of nations either individually or via regional blocs. The court has issued three provisional orders in the case, all of which Israel has been accused of flouting.

Responding to the U.S. intervention in this week’s ICJ hearings, Palestinian Ambassador to the Netherlands Ammar Hijazi told Middle East Eye that “everybody knows that Israel is using humanitarian aid as a weapon of war and is starving the population in Gaza because of that.”

U.N. agencies and international humanitarian groups have warned in recent days of the imminent risk of renewed famine in Gaza as food stocks run out.

“ #Gaza: children are starving. The Government of Israel continues to block the entry of food and other basics.A manmade and politically motivated starvation.Nearly 2 months of siege.Calls to bring in supplies are going unheeded.”— UNRWA Commissioner-General Philippe Lazzarini

UNRWA (@unrwa.org) 2025-04-27T08:38:54.197Z

“The U.S. intervention is very narrow in its scope, when it highlights the rights of an occupying power but ignores the so many layers of duties of that occupying power that Israel is in violation of,” Hijazi added.

Among the countries defending UNRWA during Wednesday’s ICJ session were Indonesia and Russia, which is currently waging a war against Ukraine. Indonesian Foreign Minister Sugiono affirmed “the Palestinian people’s right to self-determination,” while Maksim Musikhin, legal director of Russia’s Foreign Ministry, argued that “international law should be respected by Israel” and that UNRWA deserves a Nobel Peace Prize.

Palestinian Envoy to ICJ: Israel Using Starvation as ‘Weapon of War’ in ‘Genocidal Campaign’

“Israel is starving, killing and displacing Palestinians while also targeting and blocking humanitarian organizations trying to save their lives,” said Palestinian envoy Ammar Hijazi.

With Israel’s “total and complete blockade” leaving people across Gaza “slowly dying” if they aren’t being “killed with bombs and bullets,” according to one United Nations official, Palestinian envoy Ammar Hijazi was among those who described the reality on the ground to the U.N.’s top court on Monday as the body considered Israel’s legal obligations in Palestine.

Ammar Hijazi, Palestinian ambassador to the Netherlands, warned the International Court of Justice (ICJ) that since October 2023, Israel’s blockade on humanitarian aid “has progressively turned into a total siege.”

“Israel is starving, killing, and displacing Palestinians, while also targeting and blocking humanitarian organizations trying to save their lives,” he said, accusing the Israeli military of waging a “genocidal campaign” in Gaza.

On March 2, for the second time since the Israel Defense Forces (IDF) began bombarding Gaza in retaliation for a Hamas-led attack in October 2023, Israel halted all humanitarian aid into the enclave. The total blockade was followed by Israel’s decision to end a cease-fire that has begun in January, conducting a bombing campaign that killed hundreds of Palestinians in its first day.

For nearly two months, food supplies have dwindled in Gaza, and the World Food Program announced last week that it had delivered its last remaining stocks of hot meals to food kitchens.

The siege has created conditions that are “incompatible with sustaining life or the continued existence of Palestinians in Gaza,” Hijazi said.

The ambassador noted that the ICJ hearing was taking place to consider whether Israel is violating international law.

“It is not about the number of aid trucks Israel is or is not allowing into the Occupied Palestinian Territories, especially Gaza,” said Hijazi. “It is about Israel destroying the fundamentals of life in Palestine while it blocks U.N. and other humanitarians from providing lifesaving aid to the population. It is about Israel unraveling fundamental principles of international law, including their obligations under the U.N. Charter.”

“Starvation is here,” Hijazi added. “Humanitarian aid is being used as a weapon of war.”

The hearing on Monday was the first of several that will take place at the ICJ over the next five days, following a resolution passed by the U.N. General Assembly last year calling on the court to consider Israel’s legal responsibilities after the government blocked the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) from operating in the Palestinian territories—cutting Palestinians off from the agency that has for years provided crucial food aid, cash assistance, and health services, among other necessities.

Elinor Hammarskjold, U.N. undersecretary-general for legal affairs, argued during the hearing that Israel’s ban on UNRWA is “inconsistent with Israel’s obligation under international law” and warned that Israel has an “overarching obligation to administer the territory for the benefit of the local population” and must “agree to and facilitate relief schemes.”

As the hearing was underway, medical sources in Gaza toldAl Jazeera that at least 36 people had been killed in Israeli attacks since dawn while eight out of 12 ambulances in southern Gaza were no longer operating due to a lack of fuel.

The Palestinian Civil Defense said its capacity to respond to residents in need will be increasingly reduced by the blockade, “threatening the lives of hundreds of thousands of citizens and displaced persons in shelters.”

“We hold the Israeli occupation responsible for the worsening suffering of our people in the Gaza Strip due to the ongoing war and the continued imposition of the blockade,” said the civil defense.

In addition to describing to the court the impact of Israel’s blockade, Hijazi spoke about the IDF’s attacks that have killed hundreds of aid workers, including nearly 300 UNRWA staff members and dozens of paramedics.

“These killings are deliberate, not accidental,” he said of the killing earlier this month of 15 paramedics who were found with bullet wounds in a mass grave, and whose vehicles were shown to be clearly marked in cellphone footage that was later released—despite Israeli claims that they had provoked suspicion by driving in the dark without headlights on.

One of the attorneys representing Palestine at the ICJ, Paul Reichler, said that “the inhumanity of this Israeli policy is compounded by its unlawful objective: to forever extinguish the right of the Palestinian people to self-determination.”

“In these circumstances, there can be no doubt that Israel is violating its obligations under international humanitarian law, including obligations under the Fourth Geneva Convention and customary international law,” said Reichler.

Blinne Ní Ghrálaigh, another of the international human rights lawyers who represented Palestine at the ICJ on Monday, cataloged just some of Israel’s recent displays of hostility to the rule of law, noting that Defense Minister Israel Katz said earlier this month that “Israel’s policy is clear: No humanitarian aid will enter Gaza,” and that the Israeli government is planning to annex 75 square kilometers of the southern Gaza city of Rafah as part of a so-called “buffer zone.”

Ní Ghrálaigh emphasized that “despite the extraordinary efforts of Palestinian journalists, who are themselves repeatedly targeted and killed, so much remains undocumented.”

“As stated by UNRWA’s commissioner-general, I quote, ‘I shudder to think of what will still be revealed about the horrors that have taken place in this narrow strip of land,'” she said.

Forty states and four international groups are scheduled to present in the upcoming ICJ hearings, which are separate from the genocide case filed at the court by South Africa. The ICJ said in January 2024 that Israel was required to take steps to protect Palestinians in Gaza from the risk of genocide and to provide humanitarian aid.

A ruling in the case that began Monday is expected to take several months to be announced.

Mourners gather around the bodies of 8 Red Crescent emergency responders, recovered in Rafah a week after an Israeli attack, as they are transported for burial from a hospital in Deir al-Balah, Gaza Strip, March 31, 2025

The massacre of Red Crescent and civil defence aid workers has elicited little coverage and no condemnation by major powers — this is the age of lawlessness, warns JOE GILL

IT IS difficult to be shocked after 18 months of Israel’s genocidal onslaught on Gaza.

Brazen crimes against humanity have become the norm. World powers do nothing in response. At best, they put out weak statements of concern. Now the US does not even bother with that. It is fully on board with genocide.

Israel and the US are planning the violent ethnic cleansing of Gaza, knowing full well that no-one will stop them. The International Court of Justice and the International Criminal Court are sitting on their hands, despite what appeared to be significant rulings last year on Israeli war crimes by the ICC, and on the “plausible risk” of genocide by the ICJ.

As Israeli anti-zionist commentator Alon Mizrahi wrote this week:

“As Israel and the US announce and begin to enact plans to ethnically cleanse Gaza of Palestinians, let’s remember that the International Court of Justice has not even convened to discuss the genocide since May 24 2024, when it was using very blurry language about the planned Rafah action. Tens of thousands have been exterminated since then, and hundreds of thousands have been injured. Babies starved and froze to death, and thousands of children lost limbs. Not a word from the ICJ.

“Zionism and US imperialism have rendered international law null and void. Everyone is allowed to do as they please to anyone. The post-World War II masquerade is truly over.”

Under the Joe Biden administration, secretary of state Antony Blinken and the smirking US spokesperson Matt Miller would make performative statements about “concern” over the killing of Palestinians (they would never use a word as clear as “killing,” always preferring the perpetrator-free “deaths”).

Today, under the Donald Trump regime, the mask of respect for the rituals of international diplomacy has been thrown aside. This is the law of the jungle, and the winner is the government that uses superior force to seize what they believe is theirs, and to silence and destroy those who stand in their way.

Declassified UK Exclusive: New study reveals the scale of British intelligence gathering above Gaza, raising fears of complicity in Israeli war crimes

The Royal Air Force (RAF) has conducted at least 518 surveillance flights around Gaza since December 2023, an investigation by Action on Armed Violence (AOAV) for Declassified UK has found.

The flights, carried out by 14 Squadron’s Shadow R1 aircraft from RAF Akrotiri in Cyprus, have been shrouded in secrecy, raising concerns about whether British intelligence has played a role in Israeli military operations that have resulted in mass civilian casualties in Gaza.

These revelations come as Israel faces allegations of genocide at the International Court of Justice (ICJ) and war crimes at the International Criminal Court (ICC), with warrants issued for Israeli prime minister Benjamin Netanyahu and former defence minister Yoav Gallant.

The UK government insists that the flights are purely for hostage recovery, but the lack of transparency has done little to allay suspicions that the intelligence gathered may be facilitating Israeli attacks.

Surveillance sorties continued during and after the ceasefire, despite Israel’s renewed bombing of Gaza killing hundreds of children.

Over 500 missions in 15 months

AOAV’s analysis of flight-tracking data shows that between 3 December 2023 and 27 March 2025, the RAF carried out at least 518 Intelligence, Surveillance, and Reconnaissance (ISR) flights over or close to Gaza’s airspace.

Both Labour and Conservative governments have enacted the policy, with at least 215 flights taking place during Keir Starmer’s tenure as prime minister and 303 under Rishi Sunak’s administration.

The frequency of flights remained high throughout 2024, with some months seeing as many as 49 sorties. The missions have typically lasted up to six hours, with the longest flight recorded at seven hours and four minutes.

Netanyahu threatens Lebanon with ‘Gaza-like destruction’ as Israel expands genocide

Israeli Prime Minister Benjamin Netanyahu has threatened Lebanon with “destruction and suffering” akin to that experienced by Palestinians in Gaza if the Lebanese people do not “free” themselves from Hezbollah. The ominous warning is interpreted widely as a threat to carry out a second genocide and stoke civil war in the already besieged nation.

Israel is currently under investigation by the International Court of Justice (ICJ) for genocide in Gaza. More than 42,000 people, mostly women and children, have been killed by the occupation state, in what experts have called a “textbook case of genocide”.

Netanyahu threatened to visit the same fate on the people of Lebanon. In a video address directed at the Lebanese people, the Israeli Prime Minister stated, “You have an opportunity to save Lebanon before it falls into the abyss of a long war that will lead to destruction and suffering like we see in Gaza.” He added, “I say to you, the people of Lebanon: Free your country from Hezbollah so that this war can end.”

Netanyahu’s threat comes as Israel ramps up its ground offensive against Hezbollah along the southern section of the Lebanese coast, deploying more troops and urging civilians in coastal areas to evacuate. More than a million people have been forced to flee due to the Israeli offensive. The escalation suggests that Israel has opted for a regional war rather than pursuing ceasefire deals and the return of Israeli hostages.

The widening of the conflict has not gone unnoticed within Israel’s own military ranks. Reports indicate that 130 Israeli soldiers have declared their refusal to serve unless the government actively pursues a hostage deal and ceasefire in Gaza.

Critics argue that Israel’s actions demonstrate a clear intent to provoke a regional war. Israel has expanded its military aggression beyond Gaza, conducting bombing campaigns in the illegally-occupied West BankYemen, Lebanon, Iran and Syria. In Lebanon alone, Israeli strikes have killed more than 1,640 people and displaced more than one million since 23 September.

Adding to the controversy, Israel has killed a number of its own citizens being held hostage in Gaza during its genocide in the enclave, fuelling criticism further about its aggressive stance. Hezbollah, in response to the ongoing Israeli attacks, has threatened increased rocket fire on Israeli towns and cities if the bombing of Lebanese population centres continues.
