‘A Pattern of Genocide’: Report Details Israel’s Systematic Destruction of Gaza Health System

The Palestinian group Al-Haq outlined the “targeting of hospitals and health centers, the denial of adequate medical provisions into and around the Gaza Strip, and the abduction, torture, and killing of medical personnel.”

Less than a week into a fragile cease-fire between Hamas and Israel in the Gaza Strip, the Palestinian human rights group Al-Haq on Thursday released a report detailing how “Israel has systematically targeted and attacked the healthcare system to the point of its collapse in a campaign of genocide.”

The new report—titled The Systematic Destruction of Gaza’s Healthcare System: A Pattern of Genocide—builds on previous publications, including from United Nations entities, and testimonies from medical professionals who have worked in Gaza since Israel launched its U.S.-backed assault in retaliation for the Hamas-led October 7, 2023 attack.

“The Israeli occupying forces’ (IOF) targeting of hospitals and health centers, the denial of adequate medical provisions into and around the Gaza Strip, and the abduction, torture, and killing of medical personnel is evidence of Israel’s genocidal intent to: (i) inflict conditions of life calculated to bring about the physical destruction of the Palestinian people in the Gaza Strip, and (ii) impose measures intended to prevent Palestinian births in the Gaza Strip,” states the 116-page report.

“The concerted policy to destroy the healthcare system in Gaza is directly and causally linked to statements made by Israeli officials,” the document continues, offering various examples and highlighting how it wasn’t just hospitals—Israel also attacked “civilian residences, schools, shelters, mosques, churches, and other protected areas under international humanitarian law.”

The report argues that “Israel’s systematic campaign against Gaza’s healthcare infrastructure as a whole is exemplified by the targeted destruction of al-Shifa Hospital,” which is the largest hospital in the occupied Palestinian territory and “older than Israel.” The document also addresses Israel’s attacks on Adwan, al-Amal, al-Aqsa, al-Awda, Indonesian, Kamal, and Nasser hospitals.

Along with offering a summary of facts and legal analysis of “Israel’s systematic attacks on Gaza’s healthcare system as acts of genocide,” war crimes, and violations of international humanitarian law, the publication features recommendations for other countries and blocs, international tribunals, U.N. experts, companies, and healthcare professionals.

Al-Haq called on the international community to “name and condemn Israel’s ongoing genocide,” impose an arms embargo, support the United Nations Relief and Works Agency for Palestine Refugees in the Near East, and demand the release of Palestinian political prisoners and those who have been arbitrarily detained by Israel, including healthcare workers.

The report was published as the death toll in Gaza continues to grow, as displaced residents of the Palestinian enclave return to the remnants of their homes and communities decimated by more than 15 months of Israeli bombings and raids.

The Gaza Ministry of Health said Thursday that the official death toll rose to 47,283, after 120 bodies “were recovered from under the rubble” in the past 24 hours, and 111,472 people have been injured. Global experts warn the true death toll is likely far higher.

Israel faces a genocide case led by South Africa at the International Court of Justice (ICJ) over its military assault and restrictions on the flow of humanitarian aid into Gaza. The International Criminal Court (ICC) has also issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Israeli Defense Minister Yoav Gallant, and Hamas leader Mohammed Diab Ibrahim Al-Masri.

Al-Haq’s report notes both the ICC warrants and the ICJ case, urging other governments to formally support the latter effort.

Throughout the 15-month assault on Gaza, Israeli settlers and troops also targeted Palestinians in the illegally occupied West Bank—where Al-Haq is based. However, since the cease-fire took effect Sunday, attacks in the West Bank have sparked fresh alarm.

In addition to pushing for the investigation of Israel’s assault on Gaza, the new report urges a U.N. commission to probe “genocidal acts in the West Bank, including East Jerusalem, including but not limited to killings of Palestinians, causing serious bodily or mental harm to Palestinians, and deliberately inflicting conditions of life calculated to bring about the physical destruction of the Palestinian people.”

Gaza ceasefire to begin at 0630GMT Sunday: Qatar

Qatar’s Foreign Ministry announced on Saturday that the ceasefire agreement for the Gaza Strip will go into effect at 8.30 a.m. local time (0630GMT) on Sunday, Jan. 19, Anadolu Agency reports.

Ministry spokesperson Majed Al-Ansari confirmed the development on X: “As coordinated by the parties to the agreement and the mediators, the ceasefire in the Gaza Strip will begin at 8:30 a.m. on Sunday, January 19, local time in Gaza.”

“We advise the inhabitants to take precaution, exercise the utmost caution, and wait for directions from official sources,” he added.

The Israeli army also issued a statement confirming its readiness to implement the deal.

“The agreement will take effect on Sunday, January 19, at 08:30,” the Israeli army said in a statement, noting that its forces “will carry out the operational plan in the field in accordance with the established agreements.”

Meanwhile, the Interior and National Security Ministry in Gaza announced preparations to deploy its forces in the enclave after the ceasefire enters into force.

Qatar announced a three-phase ceasefire agreement on Wednesday to end more than 15 months of deadly Israeli attacks on the Gaza Strip with the ceasefire set to take effect on Sunday.

Nearly 46,900 Palestinians, mostly women and children, were killed and more than 110,600 injured in Israel’s genocidal war on Gaza since Oct. 7, 2023, according to local health authorities.

The International Criminal Court issued arrest warrants in November for Israeli Prime Minister Benjamin Netanyahu and his former Defense Minister Yoav Gallant for war crimes and crimes against humanity in Gaza.

Israel also faces a genocide case at the International Court of Justice for its war on the enclave.

Israeli Assault on Gaza, West Bank Continues in ‘Final Stage’ of Cease-Fire Talks

“As a cease-fire in Gaza is near, Israel is expanding its assault on the West Bank,” said one expert. “It was always a war on Palestinian existence.”

As negotiators in Qatar navigated the “final stage” of a cease-fire agreement to end the U.S.-backed Israeli assault on the Gaza Strip, Israel’s forces on Tuesday continued to kill Palestinians in the besieged coastal enclave and the illegally occupied West Bank.

Since the Hamas-led October 7, 2023 attack, the Israel Defense Forces (IDF) have killed at least 46,645 Palestinians in Gaza and wounded 110,012, with over 10,000 others missing, health officials said Tuesday. The true death toll could be much higher. A peer-reviewed analysis published last week in The Lancetfound that the official tally through last June was likely a 41% undercount.

The Palestinian National Authority’s news agency WAFA reported Tuesday that IDF shelling killed at least two civilians at the Nuseirat refugee camp and a correspondent in Gaza City “said that Israeli warplanes fired missiles at a house in the Sheikh Radwan neighborhood, north of Gaza City, and another house in the Manara neighborhood, south of Khan Younis City, killing several civilians and injuring others.”

According to multiple media outlets, Israeli forces also killed at least 13 people in an attack on a home in Deir al-Balah.

Israel faces a genocide case at the International Court of Justice over its assault on Gaza and in November the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and his former defense minister, Yoav Gallant, as well as Hamas leader Mohammed Diab Ibrahim Al-Masri.

In addition to waging war on Gaza over the past 15 months, Israel has stepped up its military activity in the West Bank—where a Tuesday strike on the Jenin refugee camp killed at least six Palestinians and wounded several others. The Times of Israel reported that “the IDF said it carried out the strike in a joint operation with the Shin Bet, without immediately providing further information.”

The Israeli newspaper also noted that “on Tuesday evening, as on many previous Tuesday nights, thousands gather for a unity rally of prayer and song held in Tel Aviv’s Hostages Square,” while hundreds of right-wing demonstrators blocked “an intersection in central Jerusalem, in protest of the ongoing hostage negotiations between Israel and Hamas.”

According to a draft obtained by The Associated Press, the first part of the three-stage deal would involve a halt to the fighting, both sides releasing captives, displaced Palestinians in Gaza returning home, and more humanitarian aid entering the strip.

Phase two would feature a declaration of “sustainable calm” and Hamas freeing more hostages in exchange for additional Palestinian prisoners and the full withdrawal of Israeli troops from Gaza, AP reported. The third part would include an exchange of bodies, a reconstruction plan for the strip—where civilian infrastructure is in ruins—and the reopening of border crossings.

“The terms of the deal being negotiated are largely consistent with what was on the table last May when outgoing President Joe Biden first announced it. Biden allowed Netanyahu to steamroll him for months—rewarding Israel with billions of dollars in arms transfers and political support after rejecting that cease-fire deal,” Jeremy Scahill detailed at Drop Site News.

The latest cease-fire talks come as U.S. President-elect Donald Trump prepares for his inauguration next Monday. The Republican has been pushing for a resolution to Israel’s assault on Gaza—or at least an appearance of one—before he returns to office.

“The fact that Trump emerged as the decisive player in pushing a potential cease-fire forward is evidence that Biden never used the full powers available to a sitting U.S. president to seal the deal in the summer,” wrote Scahill. “While Trump has publicly repeated his threat that he will ‘unleash hell’ on Hamas if the Israeli hostages are not freed, his pressure has not been solely focused on Hamas; Trump and his aides have made clear to Netanyahu that the president-elect expects Israel to comply with his demands, too.”

Netanyahu on Tuesday told hostages’ families that “he is willing to agree to a prolonged cease-fire Gaza in exchange for their return,” according toHaaretz. Later Tuesday, The Times of Israel reported that the prime minister was meeting with “Israel’s hostage negotiation team and with members of Israel’s security establishment,” and expected negotiations to go through the night.

Even if a deal is reached regarding Gaza, some experts fear the bloodshed will continue there and in the West Bank

“There will possibly be an end to the Gaza war, but there will be now another war in the West Bank,” Sami Al-Arian, a Palestinian analyst and director of the Center for Islam and Global Affairs at Istanbul Zaim University, told Scahill. “It may not be on the same scale, but it would be as vicious from the settlers, from the Netanyahu government.”

Gazan writer and analyst Muhammad Shehada wrote for the U.S.-based Center for International Policy last week that a senior Arab official told him the U.S. president-elect asked the Qataris and Egyptians to finalize a deal before he takes office but the Israeli prime minister “is not budging while at the same time issuing false positive statements of a breakthrough and progress to buy time and pretend to seek a deal until Trump is in office, where Netanyahu can trade the Gaza war for something big in the West Bank.”

Sharing on social media a video of the Tuesday strike on Jenin, Middle East expert Assal Rad said that “as a cease-fire in Gaza is near, Israel is expanding its assault on the West Bank. The Gaza genocide is only the most recent atrocity Israel—with the help of the U.S.—has carried out against Palestinians. The same story for 77+ years. It was always a war on Palestinian existence.”

Quaker group pulls New York Times ad over paper’s refusal to call Gaza bombing ‘genocide’

A prominent American Quaker organisation has cancelled its advertising with the New York Times (NYT) after the newspaper refused to allow an advertisement referring to Israel’s aggression in Gaza as genocide.

The American Friends Service Committee (AFSC), a century-old peace and justice organisation, had proposed an advertisement reading: “Tell Congress to stop arming Israel’s genocide in Gaza now! As a Quaker organization, we work for peace. Join us. Tell the President and Congress to stop the killing and starvation in Gaza.”

Commenting on the newspaper’s decision not to run the advertisement, AFSC General Secretary Joyce Ajlouny said: “The refusal of The New York Times to run paid digital ads that call for an end to Israel’s genocide in Gaza is an outrageous attempt to sidestep the truth. Palestinians and allies have been silenced and marginalised in the media for decades as these institutions choose silence over accountability. It is only by challenging this reality that we can hope to forge a path toward a more just and equitable world.”

US media reported that the NYT’s advertising team suggested AFSC replace the word “genocide” with “war” – a term with fundamentally different implications both colloquially and under international law. When AFSC rejected this proposal, the Times’ Ad Acceptability Team responded that “various international bodies, human rights organisations, and governments have differing views on the situation,” citing a need for “factual accuracy and adherence to legal standards.”

Ajlouny highlighted the organisation’s direct experience of the situation: “Our courageous staff members in Gaza witness daily horrors and continue to provide vital support despite Israel’s relentless attacks on their homes and families. Our ad campaign aims to shed light on these atrocities while urging people in the U.S. to pressure the President and Congress to halt weapons shipments to Israel and advocate for an end to the genocide.”

AFSC, which has operated in Gaza since 1948, currently maintains staff in the besieged Strip, Israeli occupied Ramallah and Jerusalem. Since October 2023, their Gaza team has distributed 1.5 million meals, hygiene kits and other humanitarian aid to displaced people.

The controversy comes after the International Court of Justice’s provisional ruling in January 2024 that Israel’s actions in Gaza were “plausibly genocidal” in the case brought by South Africa, now supported by 14 countries. Notably, the Washington Post has run advertisements from Amnesty International using genocide terminology.

“The suggestion that the New York Times couldn’t run an ad against Israel’s genocide in Gaza because there are ‘differing views’ is absurd,” said Layne Mullett, AFSC’s director of media relations. “The New York Times advertises a wide variety of products and advocacy messages on which there are differing views. Why is it not acceptable to publicise the meticulously documented atrocities committed by Israel and paid for by the United States?”

There is growing consensus among major human rights organisations, legal scholars and international experts that Israel’s military onslaught in Gaza amounts to genocide. This includes assessments from prominent organisations such as Amnesty International, Human Rights Watch, the Centre for Constitutional Rights, and the University Network for Human Rights, along with numerous Palestinian human rights groups and genocide scholars. Many of these organisations are regularly cited as authoritative sources in the New York Times’ own reporting on other matters.

The UK’s Guardian newspaper pointed out that the NYT has previously run advertisements using the term genocide. In 2016, it published an ad from the Armenian Educational Foundation thanking Kim Kardashian for opposing denial of the Armenian genocide. In 2008, presidential candidates Barack Obama, Hillary Clinton and John McCain co-signed a letter advertisement in the New York Times calling out the genocide in Sudan’s Darfur.

It also highlighted that the Times’ advertising guidelines state that its “advertising space is open to all points of view” and that submissions may be subjected to factchecking. It reserves the right to reject an ad if it is found to be deceptive or inaccurate.

Ireland has submitted a declaration to join South Africa’s genocide case against Israel, the International Court of Justice (ICJ) said Tuesday, Anadolu Agency reports.

“Ireland, invoking Article 63 of the Statute of the Court, filed in the Registry of the Court a declaration of intervention in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip,” or South Africa versus Israel, the Court said in a statement.

Irish Foreign Minister, Micheal Martin, announced last month that they would join the case after they secured government approval for the move under the Genocide Convention.

Under Article 63, any state party to a convention that is under judicial consideration has the right to intervene, making the ICJ’s interpretation of that convention binding on them as well.

In December 2023, South Africa filed an application instituting proceedings against Israel, claiming violations of the Genocide Convention in relation to Palestinians in the Gaza Strip. Several countries have since joined the case, including Nicaragua, Colombia, Libya, Mexico, Palestine, Spain and Turkiye.

Israel has continued its brutal offensive on Gaza since a Hamas attack in October 2023 despite a UN Security Council resolution demanding an immediate ceasefire.

Nearly 46,000 people, mostly women and children, have since been killed and over 105,000 injured, according to local health authorities.

The Israeli onslaught has displaced almost the entire population of the Territory amid an ongoing blockade that has led to severe shortages of food, clean water and medicine.
