The value of UK arms imported by Israel reached a record high in June this year, exclusive FactCheck analysis of Israeli customs data shows.

The UK government announced in September 2024 that it was suspending 29 licences to export arms to Israel which it believed “might be used in serious violations of International Humanitarian Law”. Some 350 licences remain active, of which over 160 are listed as “military”.

The UK government said at the time that it was blocking the sale of “items used in the current conflict in Gaza which go to the IDF [Israel Defence Forces]”. 

Our analysis of Israel Tax Authority figures shows munitions worth around £400,000 arriving from the UK and passing through Israeli customs in June 2025 – the highest amount in a single month since available records began more than three years ago. 

The exact nature of the items isn’t specified in the records, but they were listed under a category that includes bombs, grenades, torpedoes, missiles and mines. It isn’t possible to identify the end user of the munitions from these statistics.

Our findings come after a UN Commission of Inquiry said there were “reasonable grounds to conclude” that Israel is committing four acts of genocide in Gaza, namely killing, causing serious bodily or mental harm, deliberate destruction, and preventing births.

The Commission said other countries must “employ all means reasonably available to them to prevent the commission of genocide in the Gaza Strip” and stop arms sales to Israel where there is reason to believe they’ll be used in genocide.

British general’s secret visit to Israel ‘should be stopped’

Exclusive: UK military accused of giving a “fig leaf” to Israeli forces as another trip to Tel Aviv is uncovered.

A senior British soldier is heading to Israel for a briefing from the country’s military, despite it being under investigation for genocide and war crimes, Declassified has found.

The trip will be led by major general Zachary Stenning, a former commandant of Sandhurst officer academy.

He is now a director of Strategic Command, part of the Ministry of Defence (MoD). Known as StratCom, it describes its role as “learning and adapting to make Defence more lethal…We are the capabilities you don’t usually see. Or those you can’t.”

The trip is taking place just weeks after the Israeli military’s head of operations, General Oded Basyuk, had to be given immunity from prosecution to visit the MoD in London.

Israeli generals are afraid of being detained abroad after the International Criminal Court issued arrest warrants for prime minister Benjamin Netanyahu and former defence minister Yoav Gallant over the siege of Gaza.

Business as usual

Although the UK government has banned the export of certain weapons to Israel, Declassified understands that the MoD is routinely conducting bilateral military engagement with the Israel Defence Forces (IDF).

John Deverell, a retired brigadier who was director of defence diplomacy at the MoD, told Declassified that British soldiers should not be visiting Israel at this time.

He said: “Our MoD should not have anything to do with their Israeli opposite numbers – and nor should British armed forces as a whole. 

“Any relationship between the two militaries is useful to the IDF because an onlooker can infer that the British Army agrees with how the IDF conducts operations. In effect, it gives a sort of fig leaf to the IDF. 

“But the danger to the British of the series of meetings that are apparently taking place is significant. At the least we are perceived as non-critical of the IDF. And at worst we may be seen as complicit in war crimes.

Israeli General given special immunity for secret trip to Britain

Israeli General Oded Basyuk and his delegation were given special diplomatic immunity to visit Britain last month, the UK government has confirmed.

Basyuk is the head of the Israel Defence Forces (IDF) Operations Directorate, which is responsible for preparing the Israeli military for war.

He was on the ground in Gaza during Israel’s most recent onslaught and presided over decision-making on last year’s offensive in southern Lebanon.

Declassified exposed Basyuk’s trip to London on 22 January, questioning the Israeli General and his delegation after they had finished meetings at the Ministry of Defence (MoD) in Whitehall.

The UK government has now revealed it “gave consent for special mission status for the visit to the UK on 21-22 January of Major General Oded Bassiuk… and delegation” to attend meetings with officials with the MoD, Foreign Office, and Cabinet Office.

The information was provided in response to a parliamentary question from Brian Leishman, the Labour MP for Alloa and Grangemouth.

Jonathan Purcell from the International Centre of Justice for Palestinians (ICJP) told Declassified: “It is not only an insult to the victims of the genocide in Gaza, but also a total disregard to the rule of law, for the UK to grant diplomatic immunity to senior Israeli officials who have been actively responsible for international crimes against the Palestinian people.”

While Basyuk is not currently sought by the International Criminal Court (ICC), it is possible to issue private arrest warrants in Britain under universal jurisdiction legislation, which allows for the most serious crimes to be prosecuted regardless of where they are committed.

However, the UK government blocked this avenue for judicial redress by issuing Basyuk and his delegation with a “special mission” certificate, granting them diplomatic immunity for the duration of the visit.

DECLASSIFIED UK Exclusive: A high-ranking Israeli military delegation tried to quietly visit London today [22 January 2025] but was quizzed outside the Ministry of Defence by Declassified.

An Israeli military delegation led by Major General Oded Basyuk visited Britain’s Ministry of Defence (MoD) today, Declassified can reveal.

Basyuk is the head of the Israel Defence Forces (IDF) Operations Directorate, which is responsible for preparing the Israeli military for war.

The unit works alongside the IDF’s regional commands as well as the air force and navy.

Basyuk was on the ground in Gaza during Israel’s most recent onslaught and presided over decision-making on last year’s offensive in southern Lebanon.

UK-Israel military collaboration

The visit highlights the ongoing high-level military collaboration between the UK and Israel, despite Israeli prime minister Benjamin Netanyahu being pursued by the International Criminal Court (ICC) for war crimes and crimes against humanity.

Keir Starmer spoke over the phone with Netanyahu yesterday, with both politicians agreeing to continue “close co-operation on defence and security matters”.

According to Downing Street, the goal of this cooperation is to support “wider stability in the region – particularly in the face of the ongoing threat posed by Iran”.

Netanyahu’s office recounted a different version of events. 

It said the Israeli prime minister “raised the issue of the weapons export licences to Israel that have been frozen in the UK”, with Starmer responding “that an evaluation of the issue is being carried out”.

Israel drops proposal for 7 October inquiry commission

The Israeli government coalition dropped a proposal in the Knesset yesterday to form a National Commission of Inquiry into the failures of 7 October, 2023. Fifty-one members of the parliament voted against the proposal, with 43 in favour, said Israel Hayom.

Officials in Tel Aviv believe that what happened on 7 October — the Hamas-led cross-border incursion which led to the killing of 1,200 Israelis, many at the hands of the Israel Defence Forces — to be the biggest intelligence and military failure in the occupation state’s history, damaging the image of Israel and its army.

Some of the hostages taken by Hamas on 7 October are still being held in Gaza, and are at the centre of on/off negotiations for a ceasefire in the genocide launched by Israel since that date. At least 45,000 Palestinians have been killed, mainly women and children, and a further 106,000 have been wounded. An estimated 11,000 are missing, presumed dead, under the rubble of their homes and other civilian infrastructure destroyed by Israel in what amount to war crimes and crimes against humanity.

Hamas said at the time that it had attacked military bases and settlements adjacent to Gaza in response to “the daily crimes committed by the Israeli occupation against the Palestinian people and their sanctities, especially Al-Aqsa Mosque.”
