Gunfire Communication with “Zombie Hordes”: The Gaza Humanitarian Foundation and the IDF

It’s made to order.  First, eliminate the aid system after creating circumstances of enormous suffering.  Then, kill, starve, vanquish and displace those in need of that aid.  Finally: give the pretence of humanity by ensuring some aid to those whose suffering you created in the first place. 

As things stand, the system of aid distribution in the Gaza Strip is intended to cause suffering and destruction to recipients.  Since 26 May, the Gaza Humanitarian Foundation (GHF), an opaquely structured entity with Israeli and US backing, has run the distribution of parcels from a mere four points, a grim joke given the four hundred or so outlets previously operated by the United Nations Palestinian relief agency.  The entire process of seeking aid has been heavily rationed and militarised, with Israeli troops and private contractors exercising murderous force with impunity. Opening times are not set, rendering the journey to the distribution points even more precarious.  When they do open, they do so for short spells.  

Haaretz has run reports quoting soldiers of the Israeli Defence Forces claiming to have orders to deliberately fire upon unarmed crowds on their perilous journey to the food sites.  In a 27 June piece, the paper quotes a soldier describing the distribution sites as “a killing field.”  Where he was stationed, “between one and five people were killed every day.”  Those seeking aid were “treated like a hostile force – no crowd-control measures, no tear gas – just live fire with everything imaginable: heavy machine guns, grenade launchers, mortars.  Then, once the center opens, the shooting stops, and they can approach.  Our form of communication is gunfire.” 

The interviewed soldier could recall no instance of return fire. “There’s no enemy, no weapons.”  IDF officers also told the paper that the GHF’s operations had provided a convenient distraction for continuing operations in Gaza, which had been turned into a “backyard”, notably during Israel’s war with Iran.  In the words of a reservist, the Strip had “become a place with its own set of rules.  The loss of human life means nothing.  It’s not even an ‘unfortunate incident’, like they used to say.”

An IDF officer involved in overseeing security at one of the distribution centres was full of understatement.  “Working with a civilian population when your only means of interaction is opening fire – that’s highly problematic, to say the least.”  It was “neither ethically nor morally acceptable for people to have to reach, or fail to reach, a [humanitarian zone] under tank fire, snippers and mortar shells.”

Much the same story can be found with the security contractors, those enthusiastic killers following in the footsteps of predecessors who treat international humanitarian law as inconvenient if not altogether irrelevant.  Countries such as Afghanistan and Iraq can attest to the blood-soiled record of private military contractors, with the killing of 14 Iraqi civilians in Baghdad city’s Nisour Square by Blackwater USA employees in September 2007 being but one spectacular example.  While those employees faced trial and conviction in a US federal court in 2014 on an assortment of charges – among them murder, manslaughter and attempted manslaughter – such a fate is unlikely for any of those working for the GHF.

On 4 July, the BBC published the observations of a former contractor on the trigger-happy conduct of his colleagues around the food centres.  In one instance, a guard opened fire on women, children and elderly people “moving too slowly away from the site.”  Another contractor, also on location, stood on the berm overlooking the exit to one of the GHF sites, firing 15 to 20 bursts of repetitive fire at the crowd.  “A Palestinian man dropped on the ground motionless.  And then, the other contractor who was standing there was like, ‘damn, I think you got one’.  And then they laughed about it.”

The company had also failed to issue contractors any operating procedures or rules of engagement, except one: “if you feel threatened, shoot – shoot to kill and ask questions later.”  No reference is made to the International Code of Conduct for Private Security Service Providers.  To journey to Gaza was to go to a land unencumbered by laws and rules.  “Do what you want,” is the cultural norm of GHF operatives.  And this stands to reason, given the reference of “team leaders” to Gazans seeking aid as “zombie hordes”.

The GHF, in time honoured fashion, have denied these allegations.  Ditto the IDF, that great self-proclaimed stalwart of international law.  It is therefore left to such contributors as Anas Baba, NPR’s producer in the Gaza Strip, to enlighten those who care to read and listen.  As one of the few Palestinian journalists working for a US news outlet in the strip, his observations carry singular weight.   In a recent report, Baba neatly summarised the manufactured brutality behind the seeking of aid in an enclave strangled and suffering gradual extinction.  “I faced Israeli military fire, private US contractors pointing laser beams at my forehead, crowds with knives fighting for rations and masked thieves – to get food from a group supported by the US and Israel called the Gaza Humanitarian Foundation”.  

If nothing else, it is high time that the GHF scrap any pretence of being humanitarian in its title and admit to its true role: an adjutant to Israel’s program of extirpating Gaza’s Palestinian population.

The attack on a crowded café has been described by international law experts as wildly disproportionate, following new reporting about the munitions used.

International law experts are describing Israel’s Monday attack on a Gaza café as a potential war crime after an investigation in The Guardian revealed that the attack was carried out using a 500-lb bomb supplied by the U.S. government.

Reporters photographed fragments of the bomb left behind in the wreckage of the al-Baqa Café. Weapons experts identified them as parts of an MK-82 general purpose bomb, which it called “a US-made staple of many bombing campaigns in recent decades.”

The attack killed anywhere from 24 to 36 Palestinians and injured dozens more. Casualties included women, children, and the elderly. A prominent photojournalist and artist were also killed.

Experts have called the use of such a weapon on an area full of civilians wildly disproportionate and a likely violation of the Geneva Convention, which outlaws military operations that cause “incidental loss of civilian life” that is “excessive or disproportionate” to the military advantage to be gained.

“It is almost impossible to see how this use of that kind of munition can be justified,” said Marc Schack, an associate professor of international law at the University of Copenhagen in comments to The Guardian. “If you are talking about 20, 30, 40 or more civilian casualties, usually that would have to be a target of very great importance.”

After the attack drew heavy criticism, an army spokesperson for the Israel Defense Forces (IDF) said the strike had killed “several Hamas terrorists” and that “prior to the strike, steps were taken to mitigate the risk of harming civilians using aerial surveillance.”

Gerry Simpson of Human Rights Watch criticized that defense.

“The Israeli military hasn’t said exactly whom it was targeting, but it said it used aerial surveillance to minimize civilian casualties, which means it knew the café was teeming with customers at the time,” Simpson told The Guardian. “The military would also have known that using a large guided air-dropped bomb would kill and maim many of the civilians there. The use of such a large weapon in an obviously crowded café risks that this was an unlawful disproportionate or indiscriminate attack and should be investigated as a war crime.”

Since Monday’s bombing, the attacks against civilians in Gaza have only intensified. According to a Thursday report from the Gaza Government Media Office, more than 300 Palestinians have been killed within the last 48 hours in “26 bloody massacres.”

According to reporting Thursday from Al Jazeera, these have included attacks on “shelters and displacement centers overcrowded with tens of thousands of displaced people, public rest areas, Palestinian families inside their homes, popular markets and vital civilian facilities, and starving civilians searching for food.”

At least 33 people were killed Thursday at a Gaza Humanitarian Fund (GHF) aid distribution site, adding to the hundreds of aid seekers who have been killed in recent weeks. In a Haaretz investigation last week, soldiers described these aid sites, administered by the U.S. and Israel, as a “killing field,” where they have routinely been ordered to fire on unarmed civilians who posed no threat.

Two American contractors at a GHF site told The Associated Press on condition of anonymity that their colleagues fired their guns wildly, including in the direction of Palestinians. They provided a video which shows hundreds of aid-seekers crowded between metal gates, being assaulted with stun grenades and pepper spray, while gunshots echo in the background.

On Tuesday, Amnesty International and hundreds of other humanitarian NGOs called for an end to the Israeli government’s blockade of food and other necessities entering the Gaza Strip. They also called for an end to the “deadly Israeli distribution scheme” and for a return of aid distribution to the United Nations and other international organizations.

“This devastating daily loss of life as desperate Palestinians try to collect aid is the consequence of their deliberate targeting by Israeli forces and the foreseeable consequence of irresponsible and lethal methods of distribution,” said Agnès Callamard, the secretary general of Amnesty International, on Thursday.

Gaza: Doctors under attack

The job of journalists is to tell the stories that people need to know. Often, that means telling stories that other people, the people who are subjects of our investigations, would rather were not heard.

Few situations in the world today have illustrated those two truisms more clearly than the October 7 massacres in Israel and the 21 months of Israel’s military campaign in Gaza that followed.

One of the ways in which the reality of that situation has been reported – and to many people’s way of thinking has been under-reported – is the story of how the fighting has embroiled the medical services operating in Gaza. 

On Wednesday night, Channel 4 will screen Gaza: Doctors Under Attack, a documentary produced during much of that long period of conflict, which offers powerful evidence that the doctors, nurses and paramedics of Gaza have been denied the non-combatant protection that the norms of warfare usually offer them.

Their hospitals have become combat zones, their very operating theatres have been conscripted into the military theatre of operations.

One side says this has happened through the deliberate choice of their enemy. The other side says it is an unavoidable result of their enemy’s tactics.

Perhaps this is the new normal of warfare, because the whole conflict, from the first murderous moments of the October 7th massacre of innocents to the latest report of machine guns aimed at food queues, has shifted norms in disturbing ways.

In this particular aspect, each side accuses the other of denying medicine its neutrality. The Israel Defence Force says Hamas uses hospitals, patients and medical staff as shields for terrorist headquarters; Gaza’s health authorities and medics accuse the IDF of besieging those hospitals, forcibly evacuating those patients, detaining, terrorising, brutalising and targeting those doctors, nurses and support staff.

In video that is terribly hard to watch and with testimony delivered through tears and anguish, this documentary presents evidence that Israel’s armed forces have deliberately dragged those offering medical aid into the frontline. It also reports the IDF’s strong denials of allegations that medics were tortured.

We are showing this programme because we believe that, following thorough fact-checking and verification, we are presenting a duly impartial view of a subject that both divides opinion and frequently provokes dispute about what constitutes a fact. 

Channel 4 has a strong tradition of putting uncomfortable reporting in front of our audiences. In doing so, we know we will antagonise somebody somewhere sometime. But we do it because we believe it is our duty to tell important journalistic stories – especially those that aren’t being told elsewhere.

Doctors Under Attack, was commissioned by another broadcaster which took a different view of the original content and decided not to broadcast it.

That other broadcaster will have had its own reasons for not showing the programme. For ourselves, after rigorous fact-checking and assessing the film against our own editorial criteria as well as against all regulatory requirements, we decided that it was both compliant with the Ofcom Broadcasting Code, but also that it was important journalism in the public interest. Any small changes were carried out with the producers to update the film and give viewers as much information as possible.

The result is harrowing, no doubt. It will make people angry, whichever side they take, or if they take no side.

But while we would never judge anyone who decides that showing something could create a risk of being thought to be taking sides, we believe there are times when the same risk is run by not showing anything at all.

Dystopia UK: Genocidal RAF Squadron Targeted by Palestine Action is Owned by a Hedge Fund

If you thought RAF jets were owned by the RAF, think again.

The RAF squadron targeted for a repaint by Palestine Action due to its involvement in supplying Israel’s genocide, does not in fact belong to the RAF at all. It belongs ultimately to Polygon Global Partners LLP, a Hedge Fund.

Through a chain of seven cutout companies, which I will take you through, the direct ownership is with Airtanker Ltd, which gives its address as RAF Brize Norton. It owns, maintains and operates the RAF’s Voyager refuelling aircraft, which have been providing mid-air refuelling to the Israeli Defence Forces as well as carrying, in their cargo role, munitions to the IDF.

Airtanker Ltd states that five of the Voyager aircraft while available to the RAF: “can also be made available to other parties. This can include providing military capability to other nations…”.

Whether the aircraft have been operated by the RAF on behalf of the Israelis, or whether they have been “provided to” the IDF direct, is an interesting question. Is this designed to build in plausible deniability for the UK government?

Eight of the Voyager Aircraft though fully painted in RAF livery, actually are the property of Airtanker Ltd.

The RAF’s Voyager aircraft are effectively being provided under the Private Finance Initiative. Exactly how much money the hedge fund managers and this string of companies are taking out of the defence budget is hard to know.

One particularly surprising fact is that it is plain that the private companies are also providing the RAF ground crew. Who employs the flight crews is not entirely clear.

That such an obviously rotten and corrupt arrangement exists in the RAF I had no idea. Some British military personnel are in fact contracted mercenaries. It gives new context to the active RAF involvement in the Genocide in Gaza.

Palestine Action’s excellent act of resistance in vandalising this Hedge Fund Air Force has brought all of this to our attention. Which is yet a further reason to be grateful to Palestine Action.
