‘Unforgivable’: FEMA Missed Thousands of Calls from Texas Flood Victims After Noem Fired Contractors

Outrage continues to grow against U.S. Secretary of Homeland Security Kristi Noem over her response to the deadly floods that ravaged Texas last week.

According to a Friday report from The New York Timesmore than two-thirds of phone calls to the Federal Emergency Management Agency (FEMA) from flood victims went unanswered after Noem allowed hundreds of contractors to be laid off on July 5, just a day after the nightmare storm.

According to The Times, this dramatically hampered the ability of the agency to respond to calls from survivors in the following days:

On July 5, as floodwaters were starting to recede, FEMA received 3,027 calls from disaster survivors and answered 3,018, or roughly 99.7 percent, the documents show. Contractors with four call center companies answered the vast majority of the calls.

That evening, however, Noem did not renew the contracts with the four companies, and hundreds of contractors were fired, according to the documents and the person briefed on the matter.

The next day, July 6, FEMA received 2,363 calls and answered 846, or roughly 35.8 percent, according to the documents. And on Monday, July 7, the agency fielded 16,419 calls and answered 2,613, or around 15.9 percent, the documents show.

Calling is one of the primary ways that flood victims apply for aid from the disaster relief agency. But Noem would wait until July 10—five days later—to renew the contracts of the people who took those phone calls.

“Responding to less than half of the inquiries is pretty horrific,” Jeffrey Schlegelmilch, director of the National Center for Disaster Preparedness at Columbia University, told The Times.

“Put yourself in the shoes of a survivor: You’ve lost everything, you’re trying to find out what’s insured and what’s not, and you’re navigating multiple aid programs,” he added. “One of the most important services in disaster recovery is being able to call someone and walk through these processes and paperwork.”

The lapse is a direct result of a policy introduced by Noem last month, which required any payments made by FEMA above $100,000 to be directly approved by her before taking effect. Noem, who has said she wants to eliminate FEMA entirely, described it as a way of limiting “waste, fraud, and abuse.”

Under this policy, Noem allowed other critical parts of the flood response to wait for days as well. Earlier this week, multiple officials within FEMA told CNN that she waited more than 72 hours to authorize the deployment of search and rescue teams and aerial imaging.

Following The Times’ piece, DHS put out a statement claiming that “NO ONE was left without assistance, and every call was responded to urgently.”

“When a natural disaster strikes, phone calls surge, and wait times can subsequently increase,” DHS said. “Despite this expected influx, FEMA’s disaster call center responded to every caller swiftly and efficiently, ensuring no one was left without assistance. No call center operators were laid off or fired.”

This is undercut, however, by internal emails also obtained by The Times, which showed FEMA officials becoming frustrated and blaming the DHS Secretary for the lack of contracts. One official wrote in a July 8 email to colleagues: “We still do not have a decision, waiver, or signature from the DHS Secretary.”

Democratic lawmakers were already calling for investigations into Noem’s response to the floods before Friday. They also sought to look into how the Trump administration’s mass firings of FEMA employees, as well as employees of the National Weather Service (NWS) and the National Oceanic and Atmospheric Administration (NOAA) may have hampered the response.

Following The Times’ revelations, outrage has reached a greater fever pitch.

Sen. Richard Blumenthal (D-Conn.) called it “unforgivable and unforgettable” and an “inexcusable lapse in top leadership.”

“Sec. Noem shows that dismantling FEMA impacts real people in real time,” he said. “It hurts countless survivors & increases recovery costs.”

In response to the news, Sen. Elizabeth Warren (D-Mass.) simply wrote that “Kristi Noem must resign now.”

Others pointed out that Noem has often sought to justify abolishing FEMA by characterizing it as slow and ineffectual. They suggested her dithering response was deliberate.

“She broke it on purpose,” said Rep. Jared Moskowitz (D-Fla.) in an interview on MSNBC. “So that when it fails this summer, she can say, ‘Oh, see, we told you—FEMA doesn’t work.'”

“It’s not really incompetence because they know what they are doing,” said Sen. Chris Murphy (D-Conn.). “They are intentionally breaking government—even the parts that help us when we are deep in crisis.”

Kristi Noem Guts ICE Oversight as Detainee Deaths Surge

ICE Barbie Kristi Noem is making it harder to hold ICE accountable.

As DHS carries out a massive reduction in force, the size of its detainment and deportation operation has only grown. Since Trump’s inauguration in January, 60 local, state, and federal prisons—public and private—have been detaining immigrants for DHS and Immigration and Customs Enforcement.

At least 12 people have already died in ICE custody so far this year, the same number that died in all of 2024. Administration officials have brushed off these deaths as business as usual, but Michelle Brané, a former Immigration Detention Ombudsman, told CNN that the death toll “could be much higher.”

“People’s lives are at risk,” Brané said.

Katie Shepherd, who previously served as a senior policy advisor at CRCL before she was removed as part of the DHS oversight cuts, said the agency was moving in the wrong direction.

“As the Trump administration is doubling down on immigration enforcement, and the number of people in custody is rapidly increasing, we should be increasing oversight, not eliminating it,” Shepherd said.

Why April 20, 2025 Could Alter the Course of American Democracy

April 20 is the deadline Defense Secretary Pete Hegseth and Homeland Security Agency head Kristi Noem have for submitting a joint report to President Donald Trump about conditions at the southern border, along with their recommendations for invoking the Insurrection Act of 1807 and the National Emergencies Act of 1976.

Hegseth and Noem were given this task by a presidential proclamation declaring a state of emergency at the border, and an accompanying executive order (EO No. 14159) that Trump issued on Jan. 20. The edicts gave the department leaders 90 days to reach their conclusions. Both are based on the theory that the U.S. faces an invasion of undocumented migrants on its southern flank, and are part of a larger set of 51 executive orders, 12 memorandums, and four proclamations Trump promulgated on the first day of his second term.

If any of this comes to pass, it won’t just be undocumented migrants, foreign students, asylum-seekers, and suspected gang members who end up in the crosshairs.

Originally adopted in 1792 as the “Calling Forth Act,” the Insurrection Act on the books today authorizes the president to deploy the Army and deputize the National Guard to suppress insurrections, rebellions, instances of civil disorder, and unlawful “combinations or assemblages” that obstruct the authority of the United States or the ability of any state to enforce the law.

US official visits mega-prison in El Salvador, repeats accusation that deported migrants are “criminals”, “terrorists”

US Secretary of Homeland Security tours CECOT mega-prison, and signs a new security cooperation agreement between San Salvador and Washington.

Last Wednesday, March 26, the US Secretary of Homeland Security, Kristi Noem, traveled to El Salvador to visit the mega-prison called Confinement Center for Terrorism (CECOT), where the Salvadoran government has detained hundreds of Venezuelan migrants deported by the United States.

On X, the US Embassy in El Salvador explained that during her visit, “Secretary Noem will address cooperation between the two countries in the fight against illegal migration, reinforcing joint efforts to strengthen border security and ensure a safer region.”

Noem strengthens US-El Salvador alliance on mass deportations

In a clear gesture of support for the Bukele administration, Noem met with the Salvadoran President to strengthen the crackdown on immigration that the Trump administration has initiated since he took office on January 20, 2025. According to the US Embassy in El Salvador, the meeting formalized “bilateral cooperation on security and migration. During the meeting, Secretary Noem thanked the President for El Salvador’s commitment to the fight against illegal migration.”

For his part, El Salvador’s Secretary of Security, Gustavo Villatoro explained that during Noem’s visit, “We toured CECOT, the largest maximum-security prison in the Americas. In addition, we signed a Memorandum of Cooperation to update the Security Alliance for Fugitive Enforcement (SAFE) between our countries. With this agreement, we will have a more streamlined exchange of information and criminal records on fugitives, so that these criminals are not inadvertently released or remain unnoticed in the communities. This will undoubtedly be an enriching experience to share our security achievements and strengthen our strategies to combat transnational organized crime and terrorism.”

Noem’s prison video sparks controversy over US policy and human rights

One of the most controversial moments of the visit was disseminated by Secretary Noem herself, who recorded a video inside the CECOT mega-prison, in front of a cell holding dozens of shirtless inmates posing in silence.

“I want to thank El Salvador and their President for the partnership with the US to bring the terrorists here, and to incarcerate them and to have consequences for the violence they have perpetuated in our communities.” But most seriously, she warned in a threatening tone, that if anyone dared to enter the United States illegally, “this is one of the consequences you can face… [CECOT] is one of the facilities that we will use if you commit crimes against the American people”.

Despite Noem repeating that the detained men are “terrorists” and “criminals”, none of the 238 migrants who were irregularly deported from the US to El Salvador were granted a trial – a constitutional right – meaning they have not been proven guilty of anything. In fact, family members of many of those deported have shared that their relatives’ only crime was being a poor migrant with tattoos.

The agreement to receive deported migrants and lock them up was signed between the President of El Salvador, Nayib Bukele, and the Secretary of State, Marco Rubio. 

According to official information leaked by AP, El Salvador will receive around USD 20,000 per year for each person the US government sends to the Central American country.

Venezuela continues to demand the immediate and safe return of its citizens from El Salvador, and has received several deportation flights this past week.

Trump doubles down on deportations and detainment 

For now, Trump shows no signs of abandoning his immigration policy, including the deportation of migrants to El Salvador. Despite the objections of several human rights organizations and the Venezuelan government, Trump has ordered a blackout on information regarding deportation operations to the Central American country. Everything related to the flights of Venezuelans to El Salvador has been declared a “State Secret” by the US president. 

Meanwhile, hundreds of Venezuelan families, along with the Maduro government, continue to demand the release and repatriation of their compatriots to Venezuela.

When the Press Says “Fiery” It Means “Insane”

With the president-elect choosing his rogues’ gallery of future appointees, the political press is really wearing out its go-to synonym for crazy.

The meaning of mainstream media euphemisms has always been pretty plain to me, even before I entered the business. But just as I need my daughter, Alice, to translate when she says, “John is rizzing up trade”—it means “John is flirting with someone attractive”—it stands to reason that a new generation might need help with the word fiery. It means “sociopathic or clinically insane.”

Suddenly the news is full of fiery people. Stephen Miller is “fiery” (Associated Press, CNN). Elise Stefanik is “fiery” (Politico, Albany Times Union). Matt Gaetz is “fiery” (New York Times, Sky News) and also a “firebrand” (Financial Times, Reuters). Gaetz is so proud of the latter that in 2020 he published a book titled Firebrand. The puppy-killing South Dakota Governor Kristi Noem, whom Trump nominated for secretary of homeland security, is another “firebrand” (Fox News). So is (Financial Times, Daily Mail), the ax-throwing Fox News personality Trump nominated for secretary of defense. So is the Trump superloyalist Kash Patel (Daily Mail), rumored to be Trump’s pick for FBI director. This is all just in the past week. Little fires everywhere.

The one person who hasn’t been called “fiery” or “firebrand” lately is Robert Kennedy Jr. I find this omission puzzling, given that Trump’s nominee for health and human services secretary practically stepped out of a textbook on abnormal psychology: whale-beheader, dead-bear fancier, sex diarist, etc. And that’s before we plumb RFK Jr.’s novel opinions against vaccines and fluoridation. Maybe the press feels squeamish about the worm that ate part of Kennedy’s brain. But they don’t come much fierier.

America’s firebrand in chief is Donald Trump. We’ve all been witnessing Trump’s mental derangement for so long that when the press describes Trump as “fiery” it has come to mean more than just “toxic and unhinged.” It means “more toxic and unhinged than usual.”
