A UN spokesman on Wednesday urged the full reopening of the Rafah crossing for humanitarian aid and civilian movement, as conflicting reports emerged from Israel and Egypt about whether operations at the key entry point would soon resume, Anadolu reports.

Stephane Dujarric told reporters that the UN is aware of contradictory statements—Israel suggesting the crossing would reopen soon and Egypt denying any such coordination.

“Like you, we’ve seen contradicting reports,” Dujarric said.

“What we want to see is Rafah reopened fully for the movement of humanitarian cargo, for the movements of people, and both for humanitarian workers. If residents of Gaza, Palestinians, want to leave, they need to be able to do so voluntarily and freely without any pressure. And for those residents of Gaza who may have left the enclave a while ago, if they wish to return, they should be able to return,” he added.

Dujarric underscored that any reopening hinges on coordination between Israel and Egypt but insisted that humanitarian imperatives must take precedence.

“What we think we need to see is a reopening of Rafah for humanitarian cargo to be able to go in, for humanitarian workers to go in and out, and for Palestinians who wish to leave to be able to do so freely, safely, without any pressure to do so. And for those who have left and wish to come back, and therefore, they want to come back, they should be able to come back,” he added.

Dujarric said the Office for the Coordination of Humanitarian Affairs (OCHA) continues to receive reports that air strikes, shelling, gunfire, and other Israeli military operations are causing more civilian casualties, displacement, and destruction in the Gaza Strip.

He said things are “better than” they were before the announcement of the ceasefire between Israel and Hamas.

“But, you know, we’re comparing a horrific situation to an extremely challenging one, to say the least,” he added.

The Rafah border crossing in southern Gaza was scheduled to reopen last October as part of the ceasefire agreement, but it remained closed due to Israel’s non-compliance with the deal.

Since May 2024, the Israeli army has blocked the movement of Palestinians through the crossing, the territory’s only window to the outside world that was not controlled by Tel Aviv before the start of the Israeli onslaught against Gaza in October 2023.

Turning to the Israeli killing of two Palestinian children on Saturday in a drone strike in southern Gaza, Dujarric said it was “horrific to say the least.”

“It’s hard to see how two boys — 8 and 10 — can be considered a threat, and there needs to be an investigation. And accountability for what happened,” he added.

The area targeted by the strike lies within the zones the Israeli army continues to hold under the ceasefire agreement, which took effect in October.

UN says Israel must facilitate entry of essential supplies into Gaza

The UN said Monday that Israel must facilitate access and entry of essential supplies into Gaza through available crossing points to address people’s “urgent needs,” Anadolu reports.

“Civilians must be respected, and they must be protected,” said spokesperson Stephane Dujarric during a daily press briefing, emphasizing the need for “full, safe, and sustained humanitarian access in accordance with humanitarian principles.”

He said the World Food Program (WFP) reports that one in five people in Gaza faces “catastrophic levels of hunger” due to heavy constraints on humanitarian operations.

“Given the heavy constraints on bringing in supplies and carrying out humanitarian operations across Gaza, people are going hungry,” Dujarric said, adding that tons of food have been prepared in the region and are ready to serve people in Gaza “if increased access is granted.” ​​​​​

He said that Secretary-General Antonio Guterres was “alarmed” over new evacuation orders issued by Israeli authorities in northern Gaza, “which have once again displaced tens of thousands of people.”

“People are being pushed into overcrowded areas where thousands of others are already staying. These spaces lack shelter. They lack water, they lack sewage systems, not to mention medical facilities,” Dujarric said.

– Fuel ban threatens critical services

Dujarric called on Israeli authorities to allow fuel entry into Gaza for life-saving operations, including hospitals, desalination plants, sanitation equipment, and telecommunications.

“If the ban on fuel continues, more of these critical services will shut down soon, and in some areas very soon,” he warned.

The spokesperson said fuel powers community kitchens, which are essential for feeding Gaza’s population, and allows cargo to move between locations.

Dujarric said Guterres also “condemns” continued civilian casualties from Israeli attacks and “welcomes” continued mediation efforts for a permanent ceasefire.

Despite international calls for a ceasefire, the Israeli army has killed more than 56,500 Palestinians in a deadly onslaught in the Gaza Strip since October 2023.

Last November, the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and his former Defense Minister Yoav Gallant for war crimes and crimes against humanity in Gaza.

Israel also faces a genocide case at the International Court of Justice for its war on the enclave.

UN warns of devastating civilian toll amid Gaza aid crisis

UN spokesman Stephane Dujarric warned Wednesday that ongoing Israeli military operations in the Gaza Strip are having a devastating toll on civilians, Anadolu reports.

“Our colleagues at the Office of the Coordination of Humanitarian Affairs (OCHA) warned that Israeli operations, including shelling and bombing across the Strip, continue to have a devastating impact on civilians, reportedly killing and injuring scores of people, many of whom were just seeking aid,” Dujarric told reporters.

He said Israeli authorities continue to restrict the delivery of fuel into and throughout the enclave, “effectively choking off” life-saving services for deprived and starving people.

The UN and its partners on Tuesday attempted to coordinate 15 humanitarian movements inside Gaza, but only four were fully facilitated by the Israeli authorities, he said.

“Seven other attempts were denied outright, preventing teams from trucking water, retrieving broken trucks or repairing roads. Another four missions were initially approved but then impeded on the ground – although one was ultimately accomplished today. Another mission had to be cancelled by the organizers,” the spokesman added.

The UN has been “extremely vocal, extremely transparent, extremely animated” about the suffering of the people of Gaza, Dujarric stressed.

Rejecting international calls for a ceasefire, the Israeli army has pursued a brutal offensive against Gaza since October 2023, killing over 56,100 Palestinians, most of them women and children.

Last November, the International Criminal Court issued arrest warrants for Israeli Premier Benjamin Netanyahu and his former Defense Minister Yoav Gallant for war crimes and crimes against humanity in Gaza.

The UN, on Monday, said that local food systems in Gaza have been “devastated” by Israel’s land and air strikes, highlighting access to food as one of the most pressing concerns, Anadolu Agency reports.

said UN spokesman, Stephane Dujarric, during a news conference.

He stated that “access to food remains the most critical concern raised by community members across all groups”.

Dujarric emphasized that food insecurity in Gaza is “worsening” daily, leaving people “more vulnerable”.

Describing the bakeries in Gaza as a “lifeline”, he said they are unable to remain operational due to a lack of fuel and flour.

Responding to Anadolu’s question on World Central Kitchen suspending its aid operations as well as UN agency for Palestinian refugees (UNRWA) recently halting aid via Karm Abu Salem Crossing due to security concerns, Dujarric referred to his previous comments about the ongoing lack of food, UN’s inability to distribute aid and said “the facts are pretty clear, and they’re pretty horrific”.
