ICJ ruling leaves UK with duty to speed up green transition

Reacting to the International Court of Justice’s first-ever ruling on climate change, co-leader of the Green Party, Carla Denyer MP, said:

“In a landmark ruling today the ICJ has made clear that failure to take decisive action to protect the climate, through continued fossil fuel production and consumption and granting fossil fuel exploration licences, can be considered as acting ‘wrongfully’. This means the UK has a legal duty to speed up the transition towards a cleaner, greener economy and block any new licences for the extraction of fossil fuels. 

“The ruling also made clear that human rights must be at the heart of climate action because climate breakdown affects our rights to health, homes, and livelihoods.

“The court has recognised that rich countries like the UK, responsible for ongoing and historic pollution, have a special responsibility to act, and to offer compensation to countries and communities already suffering from floods, droughts, and rising sea levels.

“Today’s ruling should be the moment we draw a line. Governments that fail to act and polluters that refuse to clean up their act must no longer be allowed to harm communities either at home or across the globe with impunity.”

The government’s official position of genocide denial contradicts the consensus of actual genocide scholars who dedicate their lives to the field. That includes Israeli academics such as Omer Bartov, a pre-eminent professor of Holocaust and genocide studies, who said that as a former IDF officer he agonised over reaching his conclusion: “But I have been teaching classes on genocide for a quarter of a century. I can recognise one when I see one.”

Those who have facilitated or justified this abomination have no excuses, no place to hide. More than a year ago, South Africa’s legal team composed a dossier detailing statements of genocidal and criminal intent issued by Israeli leaders and officials: it was 121 – pages long, and is now completely out of date. There is more video footage of civilians being slaughtered and civilian infrastructure being destroyed than any other war crime as it was happening in history.

Yet not only does Britain supply Israel with those crucial F-35 components, its government refuses to describe a single Israeli act as a “war crime”, because it knows that then imposes sweeping legal obligations. Britain continues its annual trade with Israel, which last year was worth £5.8bn. Days after its tokenistic gesture of suspending trade treaty talks, Britain’s embassy in Israel celebrated the arrival of the UK trade envoy. When Britain imposed sanctions on two far-right Israeli ministers, it did so on the grounds of their “horrendous extremist language”, rather than actions, because the latter implicates the British government. They refuse to impose meaningful sanctions on Israel itself.

By proscribing Palestine Action, the government has assured that it is opponents of genocide who face being hauled before the dock in the here and now. Our foreign secretary no doubt believes that the impunity traditionally enjoyed by western leaders and Israel itself will protect him and his colleagues for ever. That assumes the winds will never change. There is no statute of limitation for complicity in genocide. Israel’s crime is not yet complete. Lammy must believe that his freedom is safe for ever: that there will be no knock on his door in five, 10, 20 years. That is quite the bet.

UK government secretly paid foreign YouTube stars for ‘propaganda’

Revealed: Media agency Zinc Network has contract to recruit social media influencers across Europe.

The UK government is secretly paying foreign YouTube stars to publish “propaganda” videos, Declassified can reveal.

A three-year investigation has found that online influencers are made to sign legal contracts banning them from disclosing the government’s involvement.

Whitehall officials give “feedback” on each video before the influencers are allowed to publish them. 

The work is coordinated by a London-based media agency, Zinc Network Ltd, on behalf of the Foreign Office in a deal worth nearly £10m of public money. 

Co-founded by a former Conservative Party spin doctor, the company has won lucrative contracts from the UK, US and Australian governments, becoming a major player in Western influence operations.

Details of Zinc Network’s projects for the government have been a highly guarded secret. In 2022, the company signed a £9,450,000 contract with the Foreign Office, which is due to end in December this year.

Usually, large contracts are published in full on the government’s website, but in this instance the contract was kept under wraps. 

For almost two years, the Foreign Office tried to prevent it from being released under the Freedom of Information Act, leading to three separate reprimands from the Information Commissioner’s Office (ICO) who ruled in favour of transparency each time. 

A heavily redacted version of the contract was eventually disclosed to Declassified, although the ICO is now assessing a fresh complaint over the Foreign Office’s refusal to release the document’s full annexes.

The documents show that Zinc was contracted to help counter disinformation in 22 countries across Central, Eastern and Southern Europe, and in the Baltics. This is done partly by “providing a greater variety” of reliable information, as well as by “increasing societal and general public resilience to disinformation”.

Increasing frequency of heatwaves and flooding raises fears over health, infrastructure and how society functions

Record-breaking extreme weather is the new norm in the UK, scientists have said, showing that the country is firmly in the grip of the climate crisis.

The hottest days people endure have dramatically increased in frequency and severity, and periods of intense rain have also ramped up, data from hundreds of weather stations shows. Heatwaves and floods leading to deaths and costly damage are of “profound concern” for health, infrastructure and the functioning of society, the scientists said.

The weather records clearly show the UK’s climate is different now compared with just a few decades ago, the scientists said, as a result of the carbon pollution emitted by burning fossil fuels.

The analysis found that the number of days with temperatures 5C above the average for 1961-1990 had doubled in the last 10 years. For days 8C above average, the number has trebled and for 10C above average it has quadrupled. The UK has also become 8% sunnier in the last decade.

The assessment, called the State of the UK Climate 2024 and published in the International Journal of Climatology, found the last three years were in the UK’s top five hottest years on record. The warmest spring on record was seen in 2024 although this has already been surpassed in 2025.

The UK has particularly long meteorological records and the Central England Temperature series is the longest instrumental record in the world. It shows that recent temperatures have far exceeded any in at least 300 years. However, today’s high temperatures are likely to be average by 2050, and cool by 2100, the scientists said.

OBR: Net-zero is much cheaper than thought for UK – and unchecked global warming far more costly

Reaching net-zero will be much cheaper for the UK government than previously expected – and the economic damages of unmitigated climate change far more severe.

These are two key conclusions from the latest report on risks to the government finances from the independent Office for Budget Responsibility (OBR), which includes a chapter on climate change.

The new OBR report shows very clearly that the cost of cutting emissions to net-zero is significantly smaller than the economic damages of failing to act.

Here are four key charts from the OBR report.

Climate damages could reach 8% of GDP by 2070s

The UK could take an 8% hit to its economy by the early 2070s, if the world warms by 3C this century, according to the new OBR report.

(This aspect of the OBR report has been picked up in a Reuters headline: “Global 3C warming would hurt UK economy much more than previously predicted, OBR says.”)

Its latest estimate (blue line) of the impact of “climate-related damages” by the 2070s is three percentage points (60%) higher than thought just last year (yellow), as shown in the figure below.

The OBR says that the increase in its estimate of climate damages is due to using a “more comprehensive and up-to-date analysis”.

(The world is currently on track to warm by only slightly less than 3C this century.)

Unchecked damages could double hit to borrowing

The impact of climate damages on government borrowing would be nearly twice as high by the 2070s, if global warming goes unchecked and reaches 3C, according to the OBR report.

This is shown in the figure below, which compares additional government borrowing each year, as a share of GDP, if warming is limited to less than 2C this century (left) or if it climbs to 3C (right).

The OBR explains that the largest impact of climate damages on government borrowing is “lower productivity and employment and, therefore, lower tax receipts”.

Cost of net-zero halved

When it comes to cutting UK emissions, the OBR says the government will only need to invest just over half as much on reaching net-zero, compared with what it expected four years earlier.

This is shown in the figure below, with the latest 2025 estimate (right) showing a cumulative government investment of 6% of GDP across the 25 years to 2050, down from 11% (left).

(Note that the large majority of “lost government receipts”, shown in yellow in the figure below, are due to fuel duty evaporating as drivers shift to electric vehicles. As the OBR notes, the government could choose to recoup these losses via other types of motoring taxes.)

The OBR takes its estimates of the costs and benefits of cutting emissions to net-zero from the government’s Climate Change Committee (CCC). The CCC recently issued significantly lower estimates for net-zero investment costs, due to more rapidly falling clean-technology costs.

Acknowledging this shift, the OBR says the latest CCC estimates on the cost of reaching net-zero are “significantly lower” than earlier figures.

It notes that the net cost to the economy of reaching net-zero emissions by 2050 is now put at £116bn over 25 years, some £204bn lower than previously expected.

In very rough terms, this figure – which excludes health co-benefits due to cutting emissions and avoided climate damages – is equivalent to less than £70 per person per year.

Cost of action far lower than cost of inaction

Taken together, the OBR findings show more clearly than ever before that the cost of taking action to tackle climate change would be far lower than the cost of unchecked warming.

For the first time, its latest report combines the estimated cost of cutting emissions with the expected damages due to rising temperatures in a single figure, shown below.

The comparison illustrates that climate damages (blue bars in the chart) are set to impose severe costs on the UK public finances, even if warming is limited to less than 2C this century (left).

The OBR also shows how the cost of government investment in cutting emissions (yellow) is both temporary and relatively small in comparison to climate damages.

Moreover, it highlights how unchecked warming of 3C this century (right) would impose far higher climate damages on the UK government’s finances than if global temperatures are kept in check.

Specifically, global action to limit warming to 2C instead of 3C could prevent more than 1 percentage point of climate damages being added to annual government borrowing by the 2070s.

In contrast, the combined estimated cost to government of action to cut emissions never exceeds 0.6 percentage points – even if lost receipts due to fuel duty are not replaced (green).

Beyond these new numbers, the OBR acknowledges that it still does not include the cost of adapting to climate change, or the impact this could have on reducing damages.

Nor does it consider the potential for accelerated transitions towards clean energy, technological advances that make this shift cheaper or the risk of tipping points, which could cause “large and irreversible changes” to the global climate.
