At least 235,000 people have been affected by a “man-made” crisis in Gaza after low-pressure weather systems hit the war-ravaged enclave, the head of the UN agency for Palestinian refugees (UNRWA) said Monday, Anadolu reports.
“Months of war and displacement forced people in Gaza to live amid collapsing ruins in makeshift shelters or in flimsy tents,” UNRWA Commissioner-General Philippe Lazzarini said on the US social media company X.
“While Storm Byron that struck Gaza on December 10 was a natural hazard, its consequences are man-made,” Lazzarini stressed.
Heavy rains and strong winds triggered by low-pressure weather systems caused the collapse of 17 buildings and the full or partial damage of more than 42,000 tents or makeshift shelters and affected at least 235,000 people between Dec. 10 and 17, Lazzarini said, citing data by the Shelter Cluster in Gaza.
A new wave of weather depression has been battering Gaza since the weekend, causing the death of two people and the uprooting of tens of thousands of tents, according to civil defense.
Weather conditions pose great danger to displaced Palestinians who are living in worn-out tents or severely damaged high-risk buildings, which have been under repeated Israeli strikes since October 2023.
The Israeli army has killed more than 71,200 people, mostly women and children, and injured over 171,200 others since October 2023 in Gaza in a brutal assault that also left the enclave in ruins.
Despite a ceasefire that took effect in Gaza on Oct. 10, Israel still closes the territory’s crossings and prevents the entry of mobile homes and reconstruction materials, worsening the plight of nearly 2.4 million people in the enclave.

UN Secretary-General Antonio Guterres on Friday warned that while famine in the Gaza Strip has been averted, the humanitarian situation remains extremely fragile, with more than 75% of the population facing acute food insecurity and critical risks of malnutrition, Anadolu Agency reports.
“Famine has been pushed back. Far more people are able to access the food they need to survive,” Guterres told a news conference at the UN headquarters in New York. “Gains are fragile, perilously so.”
He said 1.6 million people in Gaza, more than 75% of the population, are projected to face “extreme levels of acute food insecurity and critical malnutrition risks.”
“And in more than half of Gaza, where Israeli troops remain deployed, farmland and entire neighborhoods are out of reach. Strikes and hostilities continue, pushing the civilian toll of this war even higher and exposing our teams to grave danger,” he said.
Guterres also renewed calls for “a durable ceasefire,” saying: “We need more crossings, the lifting of restrictions on critical items, the removal of red tape, safe routes inside Gaza, sustained funding, and unimpeded access, including for NGOs.”
The Integrated Food Security Phase Classification (IPC) released its news findings on Friday, noting that famine conditions in the enclave have been temporarily offset following a reduction in hostilities and improved access for humanitarian and commercial food deliveries. The latest report, however, warned that the overall situation in Gaza remains critical.
The UN chief also touched on Israel’s refusal to move onto the second phase of the Gaza ceasefire plan until the return of the remains of a final deceased hostage.
“It is essential to move to phase two, and I don’t think that we should have any pretext to avoid it,” said Guterres.
“It’s very important to move with the peace process as a whole. And it’s not only phase two. It’s to make sure that phase one, and namely the ceasefire, are fully implemented,” he added.
ICJ ruling on occupied West Bank ‘must be implemented’
On the situation in the West Bank, Guterres warned that “we cannot lose sight of the rapidly deteriorating situation” in the Palestinian territory occupied by Israel.
He stressed that Palestinians face “escalating Israeli settler violence, land seizures, demolitions and intensified movement restrictions.”
“Tens of thousands have been displaced following operations by Israeli forces in the northern West Bank,” he added.
Guterres emphasized that provisional measures indicated by the International Court of Justice “are binding and must be implemented.”
He also reaffirmed his support for the UN agency for Palestinian refugees (UNRWA), calling it “an indispensable role in serving the Palestinian people.”
Saying that the crisis in Palestine is “born of human decisions,” the UN chief urged for an end to “perverse and prolonged suffering.”
“Palestinians need a horizon of hope. The ceasefire must be implemented in full. The endless cycle of violence must be broken,” he said.

The UN General Assembly on Friday adopted a resolution to renew the mandate of the UN agency for Palestinian refugees (UNRWA), Anadolu reports.
During a vote held at the General Assembly, the resolution received 151 votes in favor, 10 against, and 14 abstentions.
Welcoming the decision to renew its mandate, UNRWA chief Philippe Lazzarini said on US social media company X that the decision “reflects the broad solidarity of people across the world with Palestine Refugees.”
“It is also an acknowledgement of the international community’s responsibility to support the humanitarian + human development needs of Palestinian refugees pending a just & lasting solution to their decades-long plight,” he said.
Lazzarini also urged that the decision “be translated into a genuine commitment & matching resources to ensure the mandate is fulfilled.”
UNRWA was established by the UN General Assembly more than 70 years ago to assist Palestinians who were forcibly displaced from their land.
The UN agency has been facing severe financial difficulties since Israel launched a defamation campaign against UNRWA, claiming that staff members were involved in the Oct. 7 attacks.
Despite UNRWA’s requests that the Israeli government provide information and evidence to back up the allegations, the agency has received no response. Following Israel’s accusations, several key donor nations, including the US, suspended or paused funding.

More than 32,000 Palestinians have been displaced by an ongoing Israeli offensive in refugee camps in the northern West Bank, the UN agency for Palestinian refugees (UNRWA) said Thursday, Anadolu reports.
The Israeli army launched a large-scale military offensive in the Jenin refugee camp on Jan. 21, which later spread to the Tulkarem and Nur Shams camps and other areas in the northern West Bank.
Rolan Friedrich, Director of UNRWA Affairs for the West Bank, said the Israeli assault emptied the Jenin, Tulkarem, and Nur Shams refugee camps, displacing some 32,000 residents.
“And yet, even in these ghost towns that were once vibrant camps, Israeli forces still see the need to order demolitions for the sake of so-called ‘military purposes,” Friedrich added in a statement.
He noted that the Israeli authorities issued two mass demolition orders for over 190 buildings in the Jenin refugee camp, while 12 more buildings will be demolished in the upcoming days, which marks “the newest episode in continued efforts to re-engineer the topography of refugee camps in the northern West Bank.”
The UNRWA official said Israel’s systematic destruction violates the basic principles of international law and expands the army’s control over the refugee camps in the long term.
Friedrich called for the rebuilding of the refugee camps and the return of the displaced residents.
“They must not be trapped in interminable displacement,” he added.
On Wednesday, the Israeli army began another military campaign in the Tubas governorate in the northern West Bank, arresting over 60 Palestinians and injuring 10 others.
Alongside the two-year war in Gaza, where nearly 70,000 people have been killed, assaults by the army and illegal settlers in the West Bank have killed at least 1,083 Palestinians and injured about 11,000, while more than 20,500 have been detained, according to official Palestinian figures.
In a landmark opinion last July, the International Court of Justice declared Israel’s occupation of Palestinian territory illegal and called for the evacuation of all settlements in the West Bank and East Jerusalem.

The UN agency for Palestinian refugees (UNRWA) called Saturday for the entry of sheltering materials into the war-torn Gaza Strip as heavy rains flood tents of displaced civilians amid dire humanitarian conditions, Anadolu reports.
“Winter has come to Gaza,” the UNRWA said on US social media company X.
“Winter rains in Gaza are making conditions even more desperate. Families taking shelter anywhere they can, including in makeshift tents.”
The UN agency reiterated that it has the shelter supplies that are urgently needed in Gaza “to help people get through winter.”
According to Gaza Civil Defense, dozens of tents sheltering displaced Palestinians were flooded in Al-Mawasi in the southern city of Khan Younis.
Since early Friday, the Gaza Strip has been under a low-pressure system accompanied by a cold air mass and heavy rainfall, compounding the sufferings of 1.5 million displaced civilians in the war-torn enclave.
Israel continues to block the entry of shelter materials such as tents and mobile homes, reneging on its obligations under a ceasefire agreement that entered into force on Oct. 10.
Israel has killed more than 69,000 people, mostly women and children, in Gaza since October 2023 and reduced the enclave to rubble.
