UN Approval of Gaza ‘Stabilization Force’ Slammed as ‘Denial of Palestinian Self-Determination’

Palestine defenders decried Monday’s approval by the United Nations Security Council of a US plan authorizing a so-called international stabilization force for Gaza—a plan decried by one peace group as a denial of Palestinian self-determination.

Thirteen UNSC members voted for the resolution, while no nation voted against the proposal. China abstained, as did Russia, which submitted a rival draft resolution.

While US Ambassador to the UN Mike Waltz hailed the approval of what he called a “historic and constructive resolution,” Hamas, which has ruled Gaza since 2007, rejected what it said “imposes an international guardianship mechanism on the Gaza Strip, which our people and their factions reject.”

“Assigning the international force with tasks and roles inside the Gaza Strip, including disarming the resistance, strips it of its neutrality, and turns it into a party to the conflict in favor of the occupation,” added Hamas, which the US labels a terrorist organization.

After waging war on Gaza for over two years, Israeli officials also rejected the resolution for opening the door to Palestinian statehood—which is officially recognized by around 150 nations but is vehemently opposed by Israel—with Prime Minister Benjamin Netanyahu calling such an outcome “unacceptable.”

The approved stabilization force will be tasked with securing Gaza’s borders, protecting civilians, facilitating humanitarian assistance, supporting a redeployed Palestinian police force, and supervising disarmament of Hamas and other militant resistance groups. Under the plan, Israeli occupation forces would fully withdraw from Gaza after the stabilization force achieves security and operational control of the Palestinian exclave.

Then, a transitional governing body—the so-called Board of Peace led by US President Donald Trump—would be established to coordinate security, humanitarian aid, and reconstruction. The plan, which builds on Trump’s 20-point peace proposal adopted in last month’s tenuous ceasefire, dangles the carrot of a pathway toward Palestinian self-determination and statehood under a reformed Palestinian governing authority.

Human Rights Watch criticized the vote in an X post stating that “the fact that the words ‘human rights’ don’t appear in the resolution adopted by the Security Council today speaks volumes.”

The US-based peace group CodePink said in a statement that “the resolution, while disguised as a peaceful and humanitarian proposal, is in reality a blueprint for the internationalization of the Israeli occupation and a complete denial of Palestinian self-determination.”

CodePink continued:

The resolution imposes a two-year mandate to “secure borders,” “protect civilians,” and “decommission weapons,” with the stated goal of disarming Palestinian resistance. However, it does nothing to address and end the root cause of the violence: Israel’s ongoing siege, occupation, and ethnic cleansing. The United States, which armed and shielded the Israeli government unconditionally as it killed and displaced hundreds of thousands of Palestinians, should not be considered a neutral actor of good faith. A military force that answers to a “Board of Peace” chaired by the US president is an extension of US and Israeli interests, plain and simple.

“The establishment of a ‘technocratic Palestinian administration’ that answers to a US-led board will strip the Palestinian people of political agency,” CodePink added. “Essentially, it will leave Palestine in the hands of a puppet administration, assigning the United States, which shares complicity in the genocide, as the new manager of the open-air prison that Israel has already established.”

With Genocide Confirmed and Gaza City a ‘Lifeless Wasteland,’ US Vetoes Another UN Ceasefire Resolution

“Israel kills every day and nothing happens,” said Algeria’s UN ambassador. “Israel starves a people and nothing happens. Israel bombs hospitals, schools, shelters, and nothing happens.”

Against a backdrop of Israel’s genocidal obliteration of Gaza City and a worsening man-made famine throughout the embattled Palestinian exclave, the United States on Thursday cast its sixth United Nations Security Council veto of a resolution calling for an immediate ceasefire and the release of all hostages held by Hamas.

At its 10,000th meeting, the UN Security Council voted 14-1 with no abstentions in favor of a resolution proposed by the 10 nonpermanent UNSC members demanding “an immediate, unconditional, and permanent ceasefire” in Gaza, the “release of all hostages” held by Hamas, and for Israel to “immediately and unconditionally lift all restrictions on the entry of humanitarian aid” into the besieged strip.

Morgan Ortagus, President Donald Trump’s deputy special envoy to the Middle East, vetoed the proposal, saying that the move “will come as no surprise,” as the US has killed five previous UNSC Gaza ceasefire resolutions under both the Biden and Trump administrations, most recently in June.

Ortagus said the resolution failed to condemn Hamas or affirm Israel’s right to self-defense and “wrongly legitimizes the false narratives benefiting Hamas, which have sadly found currency in this council.”

The US has unconditionally provided Israel with billions of dollars worth of armed aid and diplomatic cover since October 2023 as the key Mideast ally wages a war increasingly viewed as genocidal, including by a commission of independent UN experts this week.

Palestinian Ambassador to the UN Riyad Mansour said the torpedoed resolution represented the “bare minimum” that must be accomplished, adding that “it is deeply regrettable and painful that it has been blocked.”

“Babies dying of starvation, snipers shooting people in the head, civilians killed en masse, families displaced again and again… humanitarians and journalists targeted… while Israeli officials are openly mocking all of this,” Mansour added.

Following the UNSC’s latest failure to pass a ceasefire resolution, Algerian Ambassador to the UN Amar Bendjama asked Gazans to “forgive” the body for not only its inability to approve such measures, but also for failing to stop the Gaza famine, in which at least hundreds of Palestinians have died and hundreds of thousands more are starving. Every UNSC members but the US concurred last month that the Gaza famine is a man-made catastrophe.

“Israel kills every day and nothing happens,” Bendjama said. “Israel starves a people and nothing happens. Israel bombs hospitals, schools, shelters, and nothing happens. Israel attacks a mediator and steps on diplomacy, and nothing happens. And with every act, every act unpunished, humanity itself is diminished.”

Benjama also asked Gazans to “forgive us” for failing to protect children in the strip, more than 20,000 of whom have been killed by Israeli bombs, bullets, and blockade over the past 713 days. He also noted that upward of 12,000 women, 4,000 elderly, 1,400 doctors and nurses, 500 aid workers, and 250 journalists “have been killed by Israel.”

Condemning Thursday’s veto, Hamas accused the US of “blatant complicity in the crime of genocide,” which Israel is accused of committing in an ongoing International Court of Justice (ICJ) case filed in December 2023 by South Africa and backed by around two dozen nations.

Hamas—which led the October 7, 2023 attack on Israel and is believed to be holding 20 hostages left alive out of 251 people kidnapped that day—implored the countries that sponsored the ceasefire resolution to pressure Israeli Prime Minister

who along with former Israeli Defense Minister Yoav Gallant is wanted by the International Criminal Court for alleged war crimes and crimes against humanity, to accept an agreement to halt hostilities.

Overall, at least 65,141 Palestinians have been killed and over 165,900 others wounded by Israeli forces since October 2023, according to the Gaza Health Ministry—whose figures have not only been confirmed by former IDF Chief of Staff Herzi Halevi, but deemed a significant undercount by independent researchers. Thousands more Gazans are missing and presumed dead and buried beneath the ruins of the flattened strip.

UK Ambassador to the UN Barbara Woodward stessed after Thursday’s failed UNSC resolution that “we need a ceasefire more than ever.”

“Israel’s reckless expansion of its military operation takes us further away from a deal which could bring the hostages home and end the suffering in Gaza,” Woodward said.

Thursday’s developments came as Israeli forces continued to lay waste to Gaza City as they push deeper into the city as part of Operation Gideon’s Chariots 2, a campaign to conquer, occupy, and ethnically cleanse around 1 million Palestinians from the strip’s capital. Israeli leaders have said they are carrying out the operation in accordance with Trump’s proposal to empty Gaza of Palestinians and transform it into the “Riviera of the Middle East.”

In what some observers said was a bid to prevent the world from witnessing fresh Israeli war crimes in Gaza City, internet and phone lines were cut off in the strip Thursday, although officials said service has since been mostly restored.

Gaza officials said Thursday that at least 50 Palestinians were killed by Israeli forces since dawn, including 40 in Gaza City, which Al Jazeera reporter Tareq Abu Azzoum said is being pummeled into “a lifeless wasteland.”

Azzoum reported that tens of thousands of Palestinians “are moving to the south on foot or in carts, looking for any place that is relatively safe—but with no guarantee of safety—or at least for shelter.”

Israel has repeatedly bombed areas it advised Palestinians were “safe zones,” including a September 2 airstrike that massacred 11 people—nine of them children—queued up to collect water in al-Mawasi.

“Most families who have arrived in the south have not found space,” Azzoum added. “That’s why we’ve seen people setting up makeshift tents close to the water while others are left stranded in the street, living under the open sky.”

Reporters Without Borders Urges UN Action After Israel Massacres Gaza Journalists

“This massacre and Israel’s media blackout strategy, designed to conceal the crimes committed by its army for more than 21 months in the besieged and starving Palestinian enclave, must be stopped immediately.”

The international advocacy group Reporters Without Borders on Monday called on the United Nations Security Council to convene an emergency meeting following the massacre of six Palestinian media professionals in an Israeli strike on the Gaza Strip.

Al Jazeera reporters Anas al-Sharif and Mohammed Qreiqeh, camera operators Ibrahim Zaher, Mohammed Noufal, and Moamen Aliwa, and independent journalist Mohammed al-Khaldi were killed Sunday in a targeted Israel Defense Forces (IDF) strike on their tent outside al-Shifa Hospital in Gaza City.

The IDF claimed that al-Sharif—one of the most prominent Palestinian journalists—”was the head of a Hamas terrorist cell,” repeating an allegation first made last year. However, independent assessments by United Nations experts, the New York-based Committee to Protect Journalists, and Reporters Without Borders (RSF) concluded that Israel’s allegations were unsubstantiated.

Investigative journalist Jeremy Scahill warned last year that the IDF’s portrayal of al-Sharif and other Palestinian journalists as Hamas members was “an assassination threat and an attempt to preemptively justify their murder” for showing the world the genocidal realities of Israel’s U.S.-backed war.

“Tonight Israel murdered the bravest journalistic hero in Gaza, Anas al-Sharif,” Scahill said Sunday on social media. “For nearly two straight years, he documented the genocide of his people with courage and principle. Israel put him on a hit list because of his voice. Shame on this world and all who were silent.”

Al Jazeera condemned Sunday’s massacre as “a desperate attempt to silence the voices exposing the impending seizure and occupation of Gaza.”

RSF issued a statement accusing the IDF of killing the six men “without providing solid evidence” of Hamas affiliation, a “disgraceful tactic” that is “repeatedly used against journalists to cover up war crimes.”

The Paris-based nonprofit noted that Israeli forces have “already killed more than 200 media professionals”—including at least 19 Al Jazeera workers and freelancers—since the IDF began its annihilation and siege of Gaza in retaliation for the October 7, 2023 attack led by Hamas.

These include Al Jazeera reporter Ismail al-Ghoul and photographer Rami al-Rifi, who were killed in a targeted strike on the al-Shati refugee camp in July 2024 following an IDF smear campaign alleging without proof that al-Ghoul took part in the October 7 attack. The IDF claimed that al-Ghoul received Hamas military training at a time when he would have been just 10 years old.

“RSF strongly condemns the killing of six media professionals by the Israeli army, once again carried out under the guise of terrorism charges against a journalist,” RSF director general Thibaut Bruttin said in a statement. “One of the most famous journalists in the Gaza Strip, Anas al-Sharif, was among those killed.”

“This massacre and Israel’s media blackout strategy, designed to conceal the crimes committed by its army for more than 21 months in the besieged and starving Palestinian enclave, must be stopped immediately,” Bruttin continued. “The international community can no longer turn a blind eye and must react and put an end to this impunity.”

“RSF calls on the U.N. Security Council to meet urgently on the basis of Resolution 2222 of 2015 on the protection of journalists in times of armed conflict in order to stop this carnage,” he added.

Israel’s latest killing of media professionals sparked international condemnation. On Monday, Stéphane Dujarric, a spokesperson for U.N. Secretary-General António Guterres, called for an investigation into the massacre, saying that “journalists and media workers must be respected, they must be protected and they must be allowed to carry out their work freely, free from fear and free from harassment.”

Recognizing the possibility that he would become one of the more than 61,500 Palestinians killed by Israeli forces in Gaza since October 2023, al-Sharif, like many Palestinian journalists, prepared a statement to be published in the event of his death.

“This is my will and my final message. If these words reach you, know that Israel has succeeded in killing me and silencing my voice,” he wrote. “I urge you not to let chains silence you, nor borders restrain you. Be bridges toward the liberation of the land and its people, until the sun of dignity and freedom rises over our stolen homeland.”

“Make my blood a light that illuminates the path of freedom for my people and my family,” al-Sharif added.

Since October 2023, RSF has filed four complaints with the International Criminal Court—which last year issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant for alleged crimes against humanity and war crimes—requesting investigations into IDF killings of journalists in Gaza and accusing Israel of a deliberate “eradication of the Palestinian media.”

The six journalists’ killings came as Israeli forces prepared to ramp up the Gaza invasion with the stated goal of occupying the entire coastal enclave and ethnically cleansing much of its Palestinian population.

The Gaza Health Ministry said Monday afternoon that at least 69 Palestinians, including at least 10 children and 29 aid-seekers, were killed in the past 24 hours. An IDF strike on Gaza City reportedly killed nine people, including six children. Five more Palestinians also reportedly died of starvation in a burgeoning famine that officials say has claimed at least 222 lives, including 101 children.

The U.S. government, said one human rights lawyer, “proves once again to the world that it is fully committed to the continuation of the genocide in Palestine.”

The Biden administration faced fierce criticism on Wednesday after using its veto power at the United Nations Security Council to block a resolution demanding an immediate, unconditional, and permanent cease-fire in Israel’s assault on the Gaza Strip.

The vetoed measure also called for all parties to implement a U.N. Security Council (UNSC) resolution passed in June—which would lead to the release of all hostages—and to enable Gaza civilians’ immediate access to basic services and humanitarian assistance.

Jess Peake, who directs the International and Comparative Law Program at the University of California, Los Angeles, condemned the U.S. decision as “absolutely unforgivable” while Nina Turner, a senior fellow at the Institute on Race, Power, and Political Economy, declared that “this is absurd.”

Mai El-Sadany, executive director of the Tahrir Institute for Middle East Policy in Washington, D.C., called it “yet another shameful abuse of the UNSC veto by the U.S. to perpetuate a war that violates U.S. law and U.S. international legal commitments.”

“Today’s message is clear to the Israeli occupying power—you may continue your genocide… with complete impunity.”

Human rights attorney Craig Mokhiber, who last year resigned as the New York director for the Office of the High Commissioner for Human Rights over the United Nations’ response to Gaza, said Wednesday that “the U.S. has just vetoed another cease-fire resolution in the U.N. Security Council, and, in doing so, proves once again to the world that it is fully committed to the continuation of the genocide in Palestine.”

Mokhiber also called for action at the United Nations General Assembly (UNGA), where there is no U.S. veto power.

“Even as we seek accountability for Israeli perpetrators, we must also seek accountability for complicit U.S. actors,” he said. “Israeli/U.S. impunity threatens the entire world. And the U.N. must now move to take concrete action in the UNGA.”

The 14-1 vote at the UNSC marked the fourth time the United States has blocked a Gaza resolution since Israel began its retaliation for the Hamas-led October 7, 2023 attack. All five permanent members of the Security Council—the U.S., the United Kingdom, Russia, France, and China—have veto power. The other seats are filled on a rotating basis and lack that authority.

The 10 nonpermanent members—Algeria, Ecuador, Guyana, Japan, Malta, Mozambique, Sierra Leone, Slovenia, South Korea, and Switzerland—were behind the push to pass this draft resolution. Those who supported it represent “the collective will” of the international community, Algerian Ambassador Amar Bendjama said after the vote, according to U.N. News.

“It is sad day for the Security Council, for the United Nations, and the international community as a whole,” Bendjama said, stressing that it has been “five months since the adoption of Resolution 2735, five months during which the Security Council remained idle—remained hand-tied.”

“Today’s message is clear to the Israeli occupying power—you may continue your genocide… with complete impunity. In this chamber—you enjoy immunity,” he added. “To the Palestinian people, another clear message—while the overwhelming majority of the world stands in solidarity with your plight, others remain indifferent to your suffering.”

Israel faces a South Africa-led genocide case at the International Court of Justice over its assault on Gaza, which as of Wednesday has killed at least 43,985 Palestinians, according to local officials. Another 104,092 people have been wounded, and most of the enclave’s 2.3 million residents have been repeatedly displaced as Israeli forces have devastated civilian infrastructure.

U.S. Ambassador Robert Wood said Wednesday that “we made clear throughout negotiations we could not support an unconditional cease-fire that failed to release the hostages.”

“This resolution abandoned that necessity,” he argued. “For that reason, the United States could not support it.”

The U.S. government has been widely accused of complicity in genocide for arming Israeli forces over the past 13 months—including by progressives in Congress. Sen. Bernie Sanders (I-Vt.) on Wednesday planned to force a vote on resolutions that would block American weapons sales to Israel on the grounds that they violate federal law.

New wave of Israeli terrorist cyber attacks hit Lebanon

Facing no consequences from the international community on its first series of cyber terrorist attacks in Lebanon, Israel launched a new wave of similar attacks within less than 24 hours

At least nine people were killed and more than 300 others injured when thousands of wireless devices including walkie-talkies were detonated in different parts of Lebanon on Wednesday, September 18. The new blasts took place, while the information regarding the first day’s cyber terrorist attacks through pagers remained largely unknown and subject to speculation.

Preliminary media reports stated that the trademark of Taiwan pager manufacturer Gold Apollo was identified on the remains of the pagers, which detonated on Tuesday and that they were model AR-924. In response to the reports, Gold Apollo issued a statement on Wednesday denying that it had manufactured the pagers used by Hezbollah members, clarifying that its logo was only labelled on the devices, which were manufactured by a Hungarian company called BAC through a licensing agreement with the Taiwanese company.

“According to the cooperation agreement, we authorize BAC to use our brand trademark for product sales in designated regions, but the design and manufacturing of the products are solely the responsibility of BAC,” Gold Apollo said in a statement, while the Hungarian partner BAC has not commented on the incident so far.

Meanwhile, some of the walkie-talkie devices that exploded on Wednesday, were reportedly identified as Icom model V82s, according to media sources. Nonetheless, Icom has not commented on the tragic blasts yet.

Although the United States said on Tuesday that it was not aware of the cyber terrorist attacks on Lebanon in advance, CNN published a report on Wednesday unveiling that Israeli officials informed the US about an Israeli plan to carry out an operation in Lebanon on Tuesday without providing it with further details about the planned operation.

While media outlets have been relying on information provided by anonymous or special sources, as well as analysts to demystify the terrorist attacks that rocked Lebanon on Tuesday and Wednesday, no official statement has been issued on the circumstances of the attacks by Hezbollah yet. However, Hezbollah-run Al Manar news network announced that Hezbollah Secretary General Sayyed Hassan Nasrallah will deliver a speech via Al-Manar television at 17:00 (Beirut time) on Thursday to respond to the new development.

The United Nations Security Council also announced on Wednesday that it will hold an emergency meeting on Friday afternoon to discuss the recent mass explosions of communication devices across Lebanon. The meeting was scheduled after Algeria submitted a request to the Security Council on Wednesday, amidst the near complete silence of the international community, which was slammed by the Belgian Deputy Prime Minister Petra de Sutter. “Silence is not an option. An international investigation is called for. The bloodshed must end,” Sutter wrote on her platform on X, strongly condemning the “massive attack”, which she described as a “brutal escalation of violence.”

Izzat al-Rishq, a senior official in the Palestinian Islamic Resistance movement Hamas, also urged the international community to abide by its legal obligations to put an end to Israel’s actions. Al-Rishq described Israel’s cyber terrorist attacks on Lebanon as an assault that violated Lebanon’s land, its leadership, and its people.
