“Mayor Frey is executing on the municipal laws passed by duly elected officials, by the people of Minneapolis,” said Ocasio-Cortez. “That is what it means to live in a democracy.”

US Homeland Security Secretary Kristi Noem said Sunday that President Donald Trump has “considered” invoking the Insurrection Act a day after Congresswoman Alexandria Ocasio-Cortez warned that Border Patrol agents’ killing of Alex Pretti had plunged the US into a “dangerous, dangerous moment” in which the White House appeared to be “laying the groundwork” to use the law to deploy the US military for domestic law enforcement.

Noem and other top White House officials, said Ocasio-Cortez (D-NY), have been suggesting that leaders like Minneapolis Mayor Jacob Frey and Minnesota Gov. Tim Walz—both Democrats who have demanded federal agents leave the city and state—are “breaking the law” by following local ordinances that protect immigrants and citizens from immigration enforcement.

Noem has claimed that the two leaders are “’inciting,’ that their resistance and difference from this administration, that their political difference in policy from this administration—she is equating disagreement with incitement,” the congresswoman told CNN Saturday.

She suggested the narrative appears aimed at convincing Americans that actions taken by local and state leaders could result in Trump invoking the Insurrection Act and sending the US military into cities, if he doesn’t agree with the leaders’ policies.

Like Trump and White House press secretary Karoline Leavitt have in recent days, Noem on Saturday accused the mayor and governor of “encouraging” violence against “our citizens and our law enforcement officers.”

“The Minnesota governor and the Minneapolis mayor need to take a long, hard look in the mirror,” Noem said. “They need to evaluate their rhetoric, their conversations, and their encouragement of such violence.”

She added that Walz “encouraged residents and citizens and violent rioters to resist.”

Over a week ago, Leavitt also accused Walz of “inciting the harassment” of US Immigration and Customs Enforcement (ICE) officers and said the governor should “pick up the phone and say that he will cooperate with the president and federal government in making Minnesota safer.”

Leavitt held up a photo of people she claimed were undocumented immigrants who had come into the country under the Biden administration and committed violent crimes, but analyses by the libertarian Cato Institute has shown nearly three-quarters of people booked into ICE detention in recent months had no criminal convictions.

The press secretary also accused Democratic governors and mayors of holding state and local law enforcement “hostage” with ordinances barring them from cooperating with ICE.

On CNN, Ocasio-Cortez said that while framing their attacks as though they are targeting Frey and Walz, Noem and Leavitt have actually been “taking issue with the people of Minneapolis and the people of Minnesota, who have duly elected their own elected officials to enact their will. They may not like it, but that is what the people of Minnesota and the people of Minneapolis want. They want people’s civil liberties and civil rights protected.”

“Mayor Frey is executing on the municipal laws passed by duly elected officials, by the people of Minneapolis,” said Ocasio-Cortez. “That is what it means to live in a democracy, and that is precisely what they are trying to threaten and undermine in this moment.”

On Fox News Sunday, Noem said that the question of whether to invoke the Insurrection Act, which would allow Trump to deploy the US military to American cities for domestic law enforcement purposes, is “up to the president” before repeating claims that Pretti was to blame for his own death.

The killing was caught on video by witnesses who saw him holding a cellphone as he tried to help a woman who’d been pushed to the ground by an agent, being pepper-sprayed, and then being thrown to the ground and surrounded by several officers, at least one of whom shot him 10 times after another agent had taken his legal firearm away.

Noem claimed, as she and other Trump officials did immediately after Pretti was killed, that he was “confronting” the officers and “impeding” their operations—assertions that are directly contradicted by videos of the incident.

Ocasio-Cortez said on CNN that following the fatal shooting, the administration has been “asking the American people to not believe their eyes, to not believe their ears, and to not believe what they are seeing right before them… They are asking you to instead hand over your belief to anything they say.”

A military spokesperson refused to comment on what the admiral told Congress beyond confirming that “he did inform them that during the strike he sought advice from his lawyer and then made a decision.”

The journalist who initially revealed that President Donald Trump’s administration killed shipwrecked survivors of its first known boat bombing reported Tuesday that the admiral in charge consulted with a US military lawyer before ordering another strike on the two alleged drug traffickers who were clinging to debris in the Caribbean Sea.

Just days after Trump announced the September 2 bombing on social mediaIntercept journalist Nick Turse exposed the follow-up strike that killed survivors, citing US officials. The attack has sparked fresh alarm in recent weeks, since late November reporting from the Washington Post and CNN that Adm. Frank “Mitch” Bradley ordered the second strike to comply with an alleged spoken directive from Defense Secretary Pete Hegseth to kill everyone on board, which Hegseth has denied.

After the first strike, “Bradley—then the head of Joint Special Operations Command—sought guidance from his top legal adviser,” according to Turse. He interviewed several sources familiar with the admiral’s recent classified briefing to Congress, former members of the Judge Advocate General’s (JAG) Corps, and ex-colleagues of the JSOC staff judge advocate to whom Bradley turned, Col. Cara Hamaguchi.

As Turse reported:

How exactly [Hamaguchi] responded is not known. But Bradley, according to a lawmaker who spoke on the condition of anonymity to discuss a classified briefing, said that the JSOC staff judge advocate deemed a follow-up strike lawful. In the briefing, Bradley said no one in the room voiced objections before the survivors were killed, according to the lawmaker.

Five people familiar with briefings given by Bradley, including the lawmaker who viewed the video, said that, logically, the survivors must have been waving at the US aircraft flying above them. All interpreted the actions of the men as signaling for help, rescue, or surrender.

Bradley, now the chief of Special Operations Command, declined to comment, the reporter noted. SOCOM also declined to make Hamaguchi available, though the command’s director of public affairs, Col. Allie Weiskopf, said: “We are not going to comment on what Admiral Bradley told lawmakers in a classified hearing. He did inform them that during the strike he sought advice from his lawyer and then made a decision.”

Tuesday’s reporting caught the attention of the former longtime executive director of Human Rights Watch (HRW), Kenneth Roth, who has stressed that not only is it “blatantly illegal to order criminal suspects to be murdered rather than detained,” but “the initial attack was illegal too.”

Various other experts and US lawmakers have similarly condemned the dozens of strikes in the Caribbean and Pacific Ocean since September—which as of Monday have killed at least 105 people, according to the Trump administration—as “war crimes, murder, or both,” as the Former JAGs Working Group put it after the Hegseth reporting last month.

“Extrajudicial executions,” declared public interest lawyer Robert Dunham on social media Wednesday, sharing Turse’s new report and tagging the groups Amnesty International USA, HRW, and Reprieve US, as well as the Office of the United Nations High Commissioner for Human Rights and independent experts who report to the UN Human Rights Council.

Those experts on Wednesday rebuked Trump’s recent aggression toward Venezuela, including not only the boat strikes but also threats to bomb the South American country and attempts to impose an oil blockade. They said that “the illegal use of force, and threats to use further force at sea and on land, gravely endanger the human right to life and other rights in Venezuela and the region.”

‘Do Not Become Inured’: Death Toll From Trump Boat Strikes Tops 100 After Latest Murders

“This is premeditated killing outside of armed conflict. We call that murder,” said one expert.

The US military on Thursday bombed two vessels in the eastern Pacific, killing at least five people and pushing the death toll from the Trump administration’s lawless military campaign in international waters above 100.

Thursday’s strikes marked the third time this week that the US military has bombed boats operated by people accused, without evidence, of smuggling drugs. None of the dozens of strikes that have now killed at least 105 people since early September have been authorized by Congress, and legal experts at home and abroad have said the attacks clearly constitute murder.

Brian Finucane, a senior adviser with the US Program at the International Crisis Group, warned against allowing the Trump administration to normalize and escape accountability for its extrajudicial killings.

“The lawless killing spree continues. Do not become inured,” Finucane wrote on social media. “This is premeditated killing outside of armed conflict. We call that murder.”

As with previous attacks, the Trump administration attached a short video clip to its announcement of the Thursday strikes, which came amid mounting fears that President Donald Trump is dragging the US into an illegal war with Venezuela and possibly other South American countries.

But US Defense Secretary Pete Hegseth is refusing to release footage of at least one of the deadly strikes that he authorized with a verbal order to “kill everybody” onboard the targeted vessel.

“We’re not going to release a top secret, full, unedited video of that to the general public,” Hegseth told reporters earlier this week, referring to footage of a September 2 attack in the Caribbean that killed the survivors clinging to wreckage from an initial strike.

The ACLU’s Jeffrey Stein and Christopher Anders wrote Thursday that “if a president can murder civilians at sea and keep the legal justifications secret, we should all be concerned.”

“The harm is even worse when basic factual evidence, such as full videos and orders, is also hidden from the American people,” they continued. “Transparency can’t wait while the government murders more people. That’s why we’re asking everyone to send a message to their representatives in Congress urging them to act now. Demanding answers, insisting on public hearings, and refusing to accept secret law as a license to kill, is how we can all help stop these unlawful strikes and defend the basic principle that no one—not even the president—is above the law.”

The latest bombings came a day after House Republicans blocked a pair of resolutions aimed at stopping the Trump administration’s unauthorized boat strikes and march to war with Venezuela.

In the Senate, Ruben Gallego is pushing a new resolution that “orders the US Armed Forces to immediately cease hostilities against vessels in the Caribbean Sea and the eastern Pacific Ocean unless authorized by Congress.”

“If the president believes the use of military force is necessary, he needs to come talk to Congress first and make that case. The decision to use military force is one that requires serious debate, and the power to declare war unambiguously belongs to Congress under the Constitution,” said Gallego. “As an Iraq war veteran, I know the costs of rushing into an unnecessary war and that the American people will not stand for it.”

But Trump insisted Thursday that he doesn’t “have to” go to Congress before taking military action.

Asked if war with Venezuela is a possibility, Trump said, “I don’t rule it out.”

U.S. officials familiar with the planning said options for “reclaiming” the vital waterway include close cooperation with Panama’s military and, absent that, possible war.

President Donald Trump has directed the Pentagon to prepare plans for carrying out his threat to “take back” the Panama Canal, including by military force if needed, two U.S. officials familiar with the situation told NBC News Thursday.

According to the outlet, the officials said that U.S. Southern Command (SOUTHCOM) is drawing up potential plans that run the gamut from working more closely with Panama’s military to a less likely scenario in which U.S. troops invade the country and take the canal by force. They also said that SOUTHCOM commander Adm. Alvin Holsey has presented draft strategies to be reviewed by U.S. Defense Secretary Pete Hegseth, who is scheduled to visit Panama next month.

The officials explained that the likelihood of a U.S invasion depended on the level of cooperation shown by the Panamanian military.

Trump has repeatedly refused to rule out use of military force to seize control of the vital U.S.-built waterway, as well as Greenland, an autonomous territory of NATO ally Denmark.

Last week during his joint address to Congress, Trump proclaimed that “to further enhance our national security, my administration will be reclaiming the Panama Canal,” but his administration has not clarified precisely what “reclaiming” entails.

The Republican president says the U.S. needs to retake control of the Panama Canal to enhance “economic security,” and has falsely claimed that the waterway is “operated by China.”

Earlier this month, the New York-based investment firm BlackRock led a group of investors in a $23 billion deal to purchase ports at both ends of the Panama Canal from a Hong Kong-based conglomerate, an agreement Trump dubiously seized upon as proof that “we’ve already started” reclaiming the conduit.

Panamanian President José Raúl Molina countered that “the Panama Canal is not in the process of being reclaimed… The canal is Panamanian and will continue to be Panamanian!”

The U.S. controlled what was formerly called the Panama Canal Zone from the time of the waterway’s construction in the early 20th century—largely done by Afro-Caribbean workers, thousands of whom died in what’s widely known as the world’s deadliest construction project—until then-President Jimmy Carter transferred sovereignty to Panama in the late 1970s. Under the Torrijos-Carter treaties, the U.S. reserves the right to use military force to defend the canal’s neutrality.

The United States has repeatedly used deadly military force in Panama over the decades, including during a 1964 student-led uprising against American control in which 22 Panamanians and four U.S. soldiers were killed, and in a full-scale invasion in 1989 ordered by then-President George H.W. Bush to capture erstwhile ally and CIA asset turned narcotrafficking dictator Manuel Noriega. The U.S. invaders killed hundreds of Panamanians, including many civilians.

Writing for Americas Quarterly this week, Panamanian jurist Alonso E. Illueca argued that Panama’s efforts to appease Trump aren’t working. These include the BlackRock deal and other moves like quitting China’s “Belt and Road” initiative, taking in third-country migrants deported by the U.S., backing a U.S. resolution on Ukraine at the United Nations Security Council, auditing the country’s ports, and revisiting a railway project originally developed by the Chinese government.

“Panama should abandon its accommodating policy towards the U.S., which can only lead to escalating demands to banish Chinese influence, to the detriment of Panama’s national sovereignty,” Illueca asserted.

“An alternative policy for Panama is to align with the rules based international order,” he continued. “This includes establishing synergies with like-minded states which have been also affected by U.S. actions such as Canada, Mexico, Greenland, and Denmark. The country should seek to transcend the U.S.-China binary and find alternatives for alliances, which should include partners like the European Union.“

“In short,” Illueca added, “the way forward for Panama lies in replacing strategic dissonance with strategic clarity.”
