‘Morally Bankrupt’ Biden Blasted for $8 Billion More in Arms to Israel Amid Gaza Genocide

“The Biden administration is ending its tenure as it has acted throughout it,” said A New Policy co-founder Josh Paul, “with a complete disregard for Palestinian humanity, American laws, and American interests.”

Human rights advocates in the United States and around the world on Monday condemned outgoing U.S. President Joe Biden for continuing to fuel Israel’s genocidal assault on the Gaza Strip with a pending $8 billion weapons package.

Since Axoisrevealed late Friday that his administration had notified Congress of the deal, Biden has faced a fresh flood of outrage, with critics calling the president “morally bankrupt” and his decision to keep arming Israel “willful madness.”

“Too many kids still alive in Gaza for Joe Biden’s liking,” Yousef Munayyer, a Palestinian American political analyst, said on social media. “This is an administration of cowards and criminals and will go down as a historic worst.”

Two men who resigned from the Biden administration over U.S. support for Israel’s assault on Gaza—which has killed at least 45,854 Palestinians and led to a genocide case at the International Court of Justice—shared sharp critiques on Monday.

“The Biden administration is ending its tenure as it has acted throughout it,” said ex-U.S. State Department official Josh Paul, “with a complete disregard for Palestinian humanity, American laws, and American interests.”

“The precedent set by the Biden administration will surely haunt our nation for many years to come.”

Paul and former Education Department official Tariq Habash launched the lobbying group A New Policy in October. Habash also took aim at Biden’s new effort to arm Israel with missiles for fighter jets and attack helicopters, 155 mm artillery shells, small-diameter bombs, 50-pound warheads, bomb fuzes, and kits used to convert “dumb bombs” into precision-guided munitions.

“Americans continue to struggle here at home, so the notion that the Biden administration would push another $8 billion in weapons to Israel on the backs of American [taxpayers] demonstrates how unmoored this administration has become from its values and its commitments to the American people,” said Habash. “The precedent set by the Biden administration will surely haunt our nation for many years to come.”

Win Without War executive director Sara Haghdoosti also denounced the effort, saying in a Monday statement that “these weapon sales won’t bring hostages home and don’t get us closer to a viable long-term solution that ensures Israelis and Palestinians can live with dignity without the threat of violence.”

“Many of the types of weapons reported to be part of this $8 billion package have been used—or are likely to be used—to kill and wound Palestinian civilians in Gaza, in a war that drags on because the president and his advisers refused to exercise real leverage to end it,” she noted. “This new tranche of weapons will surely be used to the same horrific ends.”

Haghdoosti highlighted that “President Biden and his senior advisers continue skirting U.S. laws that should prohibit the sale of deadly weapons while Israeli officials restrict humanitarian aid and seek to make Gaza uninhabitable.”

Despite attempts by progressives in Congress such as U.S. Sen. Bernie Sanders (I-Vt.) to block some arms to Israel, Democratic and Republican lawmakers have repeatedly voted to send more—including with the $895 billion National Defense Authorization Act for fiscal year 2025 that they sent to Biden’s desk last month.

News of the $8 billion package comes just two weeks away from the inauguration of U.S. President-elect Donald Trump.

Paul said that “there is no need to rush these sales to completion, but it is clear President Biden and his appointees at the State Department do not have confidence in the Trump administration to follow through on their decision to rush arms to Israel with no questions asked, which is why they are pushing through these sales now.”

While the current administration is clearly aiming to push the package through ahead of the looming transition of power in the United States, Trump is widely expected to serve as an ally to Israel, as he did in his first term. Haghdoosti sounded the alarm about the Republican’s return to the White House with a GOP-controlled Congress.

“These latest sales mark a bleak handoff to the incoming Trump administration, whose senior nominees openly ally with far-right Israeli government ministers who plan to settle Gaza and annex the West Bank, all but guaranteeing another generation of displacement and deprivation that will undermine security for Palestinians and Israelis alike,” she said.

Trump and far-right leaders in Israel—including Prime Minister Benjamin Netanyahu, Finance Minister Bezalel Smotrich, and National Security Minister Itamar Ben-Gvir—”will use these sales to advance that violent project,” Haghdoosti added. “It is an utter shame that President Biden has chosen to abet it during his final days in office.”

US Peace Advocates ‘Utterly Condemn’ Biden Decision to Send Israel 1,700 500lb Bombs

“The Biden administration is fully culpable for the slaughter of civilians in Gaza, and should be held accountable for its role in aiding and abetting Israel’s shocking war crimes.”

The Biden administration’s decision this week to lift a pause on the transfer of 500-pound bombs to the Israeli military drew outrage from U.S. peace advocates who warned the weapons would be used to commit additional war crimes in the Gaza Strip, which has been pulverized by nine months of relentless Israeli attacks.

Sara Haghdoosti, executive director of Win Without War, said in a statement Thursday that “we utterly condemn” the administration’s decision to release a shipment of 1,700 500-pound bombs to Israel’s military, which has killed more than 38,000 people in Gaza since the Hamas-led October 7 attack. The shipment was paused in May as Israel prepared to launch its deadly assault on Rafah.

“We are dismayed because these bombs will almost certainly be used to kill more innocents in Gaza, where indiscriminate bombing continues and where a starvation crisis only worsens,” said Haghdoosti. “And if they are not used there, they risk being used to terrible effect in Lebanon, where civilians would again bear the brunt of a disastrous possible war between Hezbollah and the Israeli government.”

“We are perplexed because the White House is, yet again, using arms transfers to directly undermine its stated policy aims—both to secure a cease-fire and protect civilians in Gaza, and to avoid a full-scale war between Israel and Hezbollah that would devastate the region,” Haghdoosti continued. “Releasing this transfer signals to the Israeli government that, if cease-fire talks again stall, the war in Gaza can continue and that a massive conflict with Hezbollah can begin, with no real U.S. pushback.”

President Joe Biden “must reverse this decision, which makes no sense as politics or policy,” she added.

Biden, who is facing mounting calls to drop his reelection campaign, was not asked about the reversal during his closely watched press conference at the conclusion of NATO’s 2024 summit in Washington, D.C. late Thursday.

The administration’s decision to lift the pause came following what The Washington Post described as “a pressure campaign by Israeli Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and pro-Israel lobbyists in the United States, including the American Israel Public Affairs Committee, demanding the resumption of all weapons shipments regardless of their lethality.”

Last month, Netanyahu—who is facing a possible arrest warrant from the International Criminal Court (ICC)—released a video complaining that the administration was “withholding weapons and ammunitions to Israel.”

The U.S. is Israel’s top arms supplier and has sent Israel billions of dollars worth of weapons and other military equipment since October 7—weaponry that Israel has repeatedly used to commit atrocities in Gaza.

An unnamed administration official told the Post that the U.S. was mostly concerned about the 2,000-pound bombs that were part of the initially planned shipment, rather than the 500-pound bombs. The 2,000-pound bombs will remain on hold, the official said.

Democracy for the Arab World Now (DAWN) joined Win Without War in demanding that the Biden administration walk back its decision to lift the pause on the 500-pound bombs, warning that “providing such massive, explosive weapons with wide-area effects despite Israel’s systematic and deliberate deployment of such bombs in built-up civilian areas throughout Gaza further exposes U.S. officials to liability for war crimes prosecution.”

“This week alone, Israel used U.S. weapons to strike a school during a soccer game killing scores of children, and ordered the forced evacuation of hundreds of thousands of desperate civilians from Gaza City,” said DAWN senior adviser Josh Paul, who resigned from the U.S. State Department last year over the Biden administration’s continued arming of Israel.

“Lifting a suspension on the delivery of 500lb bombs meant to prevent the invasion of Rafah, only to then send Israel those bombs to enable the further destruction of Gaza City, is not only an act of perversity but a lawless one as well,” Paul said.

Raed Jarrar, DAWN’s advocacy director, called on the ICC to “investigate U.S. officials for their complicity in the genocidal atrocities in Gaza, insisting on providing Israel with some of the most lethal weapons in the world despite full knowledge that Israel is using them unlawfully against Palestinian civilians.”

“The Biden administration is fully culpable for the slaughter of civilians in Gaza, and should be held accountable for its role in aiding and abetting Israel’s shocking war crimes and crimes against humanity,” Jarrar added.

“It is long past time for the United States to use its leverage and uphold U.S. law to end Israel’s indiscriminate bombardment of Gaza and have this war come to an end.”

A broad coalition of advocacy groups on Tuesday launched an emergency online campaign to pressure U.S. lawmakers to support an immediate and permanent cease-fire in Gaza.

Demand Progress, Oxfam America, the Friends Committee on National Legislation, Win Without War, Common Defense, the Quincy Institute for Responsible Statecraft, and 23 partner groups started CeasefireAction.com, which includes a searchable database of each member of Congress and where they stand on the cease-fire issue, as well as a tool for contacting lawmakers to urge them to publicly support a cease-fire.

“It is long past time for the United States to use its leverage and uphold U.S. law to end Israel’s indiscriminate bombardment of Gaza and have this war come to an end,” said Seth Binder, director of advocacy at the Middle East Democracy Center, a coalition member. “The humanitarian catastrophe that millions of Palestinians are suffering through and its seismic moral and strategic consequences should compel members of Congress to do everything in its power to secure a cessation of hostilities.”

According to the database, 164 of the 536 members of Congress “support some form” of cessation of hostilities in Gaza. All of them are Democrats, plus independent Sens. Angus King (Maine) and Bernie Sanders (Vt.). Seventy-six lawmakers “fully support” a cease-fire.

The launch of CeasefireAction.com comes as Israeli forces continue their relentless bombardment, invasion, and starvation of Gaza’s 2.3 million people, around 90% of whom have been forcibly displaced. According to Palestinian and international humanitarian officials, more than 102,000 Palestinians have been killed or wounded by Israeli bombs and bullets, with at least 7,000 others missing and believed dead and buried beneath the rubble of some of the hundreds of thousands of homes and other buildings destroyed or damaged by Israeli bombardment.

Israel’s conduct in war, along with statements by members of Israeli Prime Minister Benjamin Netanyahu’s far-right government and Knesset lawmakers, are cited in a South Africa-led genocide case filed in the International Court of Justice in The Hague. On January 26, the ICJ issued a preliminary ruling that found Israel is “plausibly” committing genocide and ordered the country’s government to “take all measures within its power” to prevent genocidal acts.

As Israeli forces are poised for a major ground invasion of Rafah, where an estimated 1.5 million Palestinians—the vast majority of them forcibly displaced from other parts of Gaza—are sheltering, “it is more urgent than ever that Congress and the [Biden] administration support an immediate, permanent cease-fire,” said Demand Progress policy adviser Hajar Hammado.

“We need an end to the violence, a release of [Israeli] hostages, and the free flow of humanitarian aid to alleviate the immense scale of suffering,” Hammado added. “This new tool, CeasefireAction.com, empowers constituents to hold their members of Congress accountable for their stances in this critical moment. A temporary, six-week cease-fire is not enough—we need an immediate, permanent cease-fire now.”

The Biden administration—which is seeking an additional $14.3 billion in U.S. military aid for Israel atop the nearly $4 billion it already gets from Washington each year—has pushed for a temporary cease-fire deal ahead of Ramadan in recent days under intensifying pressure from the U.S. public.

Vice President Kamala Harris on Sunday said that “given the immense scale of suffering in Gaza, there must be an immediate cease-fire for at least the next six weeks.”

“People in Gaza are starving,” Harris said. “What we are seeing every day in Gaza is devastating. We have seen reports of families eating leaves and animal feed, children dying from malnutrition and dehydration. Too many innocent Palestinians have been killed.”

Meanwhile, the Biden administration—which twice sidestepped congressional review to expedite weapons transfers to Israel since October 7—is preparing to send thousands more bombs to the country’s military.
