Water companies record worst-ever environmental performance in England as serious pollution incidents increase by 60% in 2024, Environment Agency finds

EMBATTLED water companies have recorded their worst-ever environmental performance in England, with serious pollution incidents up 60 per cent last year, data from the Environment Agency revealed yesterday.

Thames Water, Southern Water and Yorkshire Water were responsible for 81 per cent of all serious incidents, while Thames Water alone saw cases more than double.

Northumbrian and Wessex Water were the only companies with none.

The agency said only Severn Trent achieved the top four-star rating for 2024, while all nine water and sewage firms in England collectively earned just 19 out of a possible 36 stars — the lowest since the annual performance system began in 2011.

The regulator said the decline marked the end of over a decade of gradual improvement.

Serious pollution incidents causing significant environmental harm rose to 75, their highest since 2013.

The agency partly blamed extreme weather, which strained ageing infrastructure, but said “this is never an excuse.”

It also cited long-term underinvestment and poor maintenance.

Company says extra payments relating to work for Kelda Holdings were covered by shareholders not billpayers

The boss of Yorkshire Water, one of Britain’s biggest water suppliers, has received £1.3m in previously undisclosed extra pay since 2023 via an offshore parent company, the Guardian can reveal.

Nicola Shaw received £660,000 from Yorkshire Water’s Jersey-registered parent company, Kelda Holdings, in the 2023-24 and the 2024-25 financial years. The size of the fees was not disclosed in the annual report of the regulated subsidiary, Yorkshire Water Services.

The utility company at first refused to detail the pay Kelda Holdings had awarded Shaw, saying the parent company was a “private entity registered in Jersey and subject to separate disclosure frameworks”. Only after the Guardian raised questions about the ability of MPs and bill payers to scrutinise the pay awarded did the company reveal the amount of the two payments.

Gary Carter, the national officer for GMB, a union representing water workers, said: “This is another case of water companies not listening to the outrage and concerns of the public over the payment of unjustifiable salaries.

“The fact that this salary is hidden and not transparent just further undermines the reputation of water companies. This sort of behaviour has got to end.”

  • Pollution figures ‘the latest indicator of a water sector in total chaos’

A tanker pumps out excess sewage from the Lightlands Lane sewage pumping station in Cookham, Berskhire

CALLS to nationalise the water sector intensified yesterday after it emerged that serious pollution incidents in England jumped by 60 per cent last year.

The Environment Agency reported 75 major incidents that fell under categories one and two, which can severely harm the environment and human health.

Serious incidents doubled from 14 to 33 at crisis-hit Thames Water, the watchdog found.

Southern Water was responsible for 15 of the incidents and Yorkshire Water for 13.

Pollution incidents across all categories had increased by 29 per cent, with 2,801 recorded last year.

Thames Water recorded the most incidents again at 523, followed by Anglian Water (482) and United Utilities (376).

The rise was attributed to underinvestment in new infrastructure, poor asset maintenance and reduced resilience due to the impacts of climate change.

We Own It founder Cat Hobbs said the figures “are the latest indicator of a water sector in total chaos.

“The roots of this chaos extend all the way back to when Thatcher privatised water in the 1980s — effectively flogging the family silver for a quick buck.

“Since then, private shareholders have stuffed their pockets with gold, amassing £80 billion in payouts.

“They’ve killed our rivers and let the infrastructure crumble, while bill-payers pick up the tab.

“Recent research shows that the cost of public ownership could be close to zero. This solution could also save the public £3-5bn a year, making publicly owned water a source of income for the Treasury.”

  • Water firms banned from handing bonuses to bosses

SIX water companies have been banned from paying bonuses to senior bosses under new rules that came into force today.

Thames Water, Yorkshire Water, Anglian Water, Wessex Water, United Utilities and Southern Water were all included in the ban, which covers the 2024-25 financial year.

Environment Secretary Steve Reed warned companies would be “extremely foolish” to try getting around the new ban by increasing salaries.

He warned water companies should avoid moves that would lose the “confidence” of customers and said there was a need to “rebuild their broken relationship.”

“Customers are furious at the fact that they’re seeing local waterways being polluted, but bosses taking multimillion-pound bonuses,” he told Times Radio.

  • Here’s why the accounts of water companies are deceptive and need investigating

Parliamentary committees need to investigate water company accounting, especially as they are continuing with the practices that brought down Carillion.

Ever since its privatisation in 1989, the water and sewage industry in England and Wales has set new standards in ripping people off.

Profits are made by not plugging water leaks and by dumping tons of sewage in rivers and seas. More than one trillion litres of water is lost to leaks from crumbling pipes each year. In 2022, raw sewage was dumped into rivers and seas 824 times a day, nearly 301,000 times a year over 1.75m hours. Despite higher demand, no new reservoirs have been built since privatisation. With captive customers and no competition, companies have hiked charges by 40% in real terms. The biggest winners are shareholders. More than 90% of the nine water companies are owned by overseas investors.

Since privatisation, companies have paid £72bn in dividends and another £15bn is expected by the 2030. These are largely funded by over £60bn of debt. To soothe public anxieties, Ministers claim that since 1989 water companies have invested £190bn. Such claims need to be treated with caution as the companies have a history of murky accounting practices.

Thames Water is England’s’ biggest water company. Since 2010, it has been sanctioned 92 times by the regulators and paid fines of £163m. Since privatisation, it has paid £7.2bn in dividends and has debts of around £14bn.

Taking cue from the water company, in June 2023 a Minister told parliament  that “Thames Water itself has not paid any dividends for the last six year”.  Of course, water companies are not operating as not-for-profit organisations and are masters of financial engineering and obfuscation.

Page 43 of the company’s 2022-23 financial report describes £45m payment (£37m for 2022) to its immediate parent company Thames Water Utilities Holdings Limited as “dividend” which then forwards it to Thames Water Utilities Limited and is still described as “dividend”. The same page then claims that it is not really a dividend because its purpose is to “solely to service debt obligations and group related costs of other companies within the wider Kemble Water Group”. Page 22 of the 2022 accounts of Thames Water Utilities Holdings Limited shows “Dividend Income” of £37.1m. Anything described as a “dividend” in the accounts is a dividend and in the last two years alone this amounts to £82m (£45m + £37m). Since privatisation, vast amounts are likely to have travelled via this route to the company’s ultimate controllers but are not included in the £7.2m of dividends.

Yorkshire Water is also engaged in sleight of hands. Since 2010, it has paid £1.2bn in dividends and claims to have stopped paying dividends from 2017-18. However, page 137 of its 2022-23 financial report states that the company paid £62.3m “dividends” to its parent company. Its 2021-22 accounts (page 99) state that “the Board of Yorkshire Water has approved the payment of £52.6m in dividends.”
