Confirmation of Project 2025 Architect Russ Vought Expected to Intensify Lawless Trump Rampage

In a party-line vote late Thursday, the U.S. Senate confirmed right-wing extremist and Project 2025 architect Russell Vought to lead the White House budget office as the Trump administration works to unilaterally dismantle entire federal agencies and choke off funding already approved by Congress.

Vought’s confirmation, backed only by Republican votes in the Senate, comes after the chamber’s Democrats used up all 30 hours of debate on his nomination to warn of the damage he could inflict as director of the Office of Management and Budget.

Lawmakers and progressive activists echoed those warnings in the wake of his confirmation. Alex Jacquez, chief of policy and advocacy at the Groundwork Collaborative, said in a statement that “Vought’s fingerprints are all over last week’s illegal funding freeze.”

“Halting funding for Americans’ healthcare, childcare, and food assistance wasn’t a bug,” said Jacquez. “It was by design, and Project 2025 is the blueprint. Now that Vought is officially running the show, he’ll be able to unleash his radical agenda across the federal government. And if the courts stop him, he’s got a billionaire friend with the government’s keys and checkbook: Elon Musk.”

During his confirmation process, Vought expressed agreement with Trump’s view that the 1974 Congressional Budget and Impoundment Control Act (ICA)—a law passed in response to former President Richard Nixon’s refusal to spend congressionally approved funds on programs he opposed—is unconstitutional, a view that Musk has also expressed.

Politico reported Thursday that Vought “is expected to soon press his theory on impoundments, the idea that the president can ignore congressional spending edicts.” Analysts have argued that even without the ICA, unilateral impoundments of the kind the Trump White House is expected to pursue in the coming months and years would still be unconstitutional.

Rep. Rosa DeLauro (D-Conn.), the top Democrat on the House Appropriations Committee, said in a statement Thursday that “in confirming Vought, Republicans have put their stamp of approval on ending American democracy—built on three co-equal branches of government—and on creating a government of billionaires, by billionaires.”

“Our nation is facing an extraordinary crisis,” said DeLauro. “Donald Trump is attempting to claim absolute power for the presidency. The chaos, confusion, and flagrantly unconstitutional actions of the early days of this administration are largely of Vought’s design and doing. With Vought’s encouragement, the administration has taken the groundless position—and demonstrated—that they believe the White House has the absolute power to determine spending, and that they can choose to simply not fund programs and services that Congress has promised to the American people. This could not be further from the truth.”

“The Constitution empowers Congress, not the president, with the power of the purse,” DeLauro continued. “The president is not a king who can pick and choose which laws to follow and which laws to ignore. But the president is relying on the guidance and counsel of Russ Vought to do just that.”

In one of his appearances before the Senate last month, Vought told lawmakers that he views the Clinton-era welfare reform law that doubled extreme poverty as a crowning achievement and declared that “we need to go after the mandatory programs,” which include Social Security, Medicare, and Medicaid.

“Vought is an extremist who has made clear he’ll ignore our nation’s laws, cut funding that helps people across the country, and give Trump unprecedented and unconstitutional power,” warned Sen. Patty Murray (D-Wash.), the top Democrat on the Senate Appropriations Committee, following Vought’s confirmation. “There will be consequences.”

‘A Disgrace’: Trump Admin Targets Multiple Environmental Justice Offices

“Donald Trump has decided that we do not deserve clean air or water, and our right to a livable and safe planet comes second to further enriching his fossil fuel friends and donors,” said one environmentalist.

The Trump administration plans to place over 100 workers who are employed with the Environmental Protection Agency’s Office of Environmental Justice and External Civil Rights on administrative leave, according to Wednesday reporting from The Wall Street Journal, which cited unnamed sources.

Other outlets have since reported on the development, including The Washington Post, which wrote Thursday that Trump appointees at the EPA told staff that they plan to close the office.

This move targeting the EPA, one the latest efforts by the Trump administration to drastically reshape federal agencies, was panned by multiple environmental organizations, who accused the White House of turning its back on vulnerable communities.

“The EPA’s environmental justice office was created to challenge the historic pattern of pollution disproportionately affecting low-income communities and communities of color,” said Chitra Kumar, managing director of the Climate and Energy Program at the Union of Concerned Scientists. Kumar was also formerly an official with the EPA Office of Environmental Justice and External Civil Rights.

“Once again, the Trump administration is sidelining both science and the nation’s most overburdened people,” she added.

Meanwhile, the Trump administration is also reportedly working to “remake” the Justice Department’s Environment and Natural Resources Division, which defends the U.S. government’s environmental actions in court and brings cases against individuals who violate federal environmental law. The Washington Post reported that Trump appointees at the Department of Justice said they plan to fire roughly 20 workers at the division, “among other actions that have sent morale there plummeting.”

The Office of Environmental Justice within the division has already “been eliminated,” and the five people working in that office have already been put on administrative leave, according to the outlet.

And in one of her first acts as U.S. Attorney General, Pam Bondi undid a Biden-era directive ordering the Department of Justice to emphasize enforcement of environmental laws in disadvantaged and low-income communities.

Trump administration attacks on what the White House deems “diversity, equity, inclusion, and accessibility” (DEIA) initiatives were expected. On his first day in office, U.S. President Donald Trump signed an executive order mandating the end of all federal DEI programs, goals, mandates, and plans. The order also specifically called for the termination, “to the maximum extent allowed by law, all DEI, DEIA, and ‘environmental justice’ offices and positions.”

“By shuttering these offices, Donald Trump has decided that we do not deserve clean air or water, and our right to a livable and safe planet comes second to further enriching his fossil fuel friends and donors,” said Sierra Club executive director Ben Jealous in a Thursday statement. “Trump has been on the job for less than a month, but every single day he is making our communities less safe.”

Like Kumar at the Union of Concerned Scientists, senior VP of environmental health at the Natural Resources Defense Council Matthew Tejada (also an alum of the EPA’s environmental justice office) said that the country’s most vulnerable communities would lose out.

“Shuttering the environmental justice office [at the EPA] will mean more toxic contaminants, dangerous air, and unsafe water in communities across the nation that have been most harmed by pollution in the past,” said Tejada. “Trump EPA is turning its back on those who need a cleaner environment more than anyone. This is a disgrace.”

Elon Musk has achieved astonishing power in Trump’s administration – and spent the weekend wielding it

Since declaring his support for Donald Trump in July of last year and subsequently spending more than $250m on his re-election effort, Elon Musk has rapidly accumulated political influence and positioned himself at the heart of the new administration. Now as prominent as the president himself, Musk has begun to make use of that power, making decisions that could affect the health of millions of people, gaining access to highly sensitive personal data, and attacking anyone who opposes him. Musk, the world’s richest man and an unelected official, has achieved an astonishing level of power over the federal government.

Over the weekend, workers with Musk’s “department of government efficiency” (Doge) clashed with civil servants over demands for unfettered access to the computer systems of major US government agencies in a breakneck series of confrontations. When the dust settled, several top officials who opposed the takeover had been pushed out, and Musk’s allies had gained control.

Musk, with the backing of Trump, is now working to shut down the US Agency for International Development (USAid) – the world’s largest single supplier of humanitarian aid. He bragged on Sunday about “feeding USAid into the wood chipper”. He has also targeted several other agencies in an aggressive attempt to purge and remake the federal government along ideological lines, while avoiding congressional or judicial oversight.

Many of Musk’s actions have taken place without forewarning or transparency, sowing chaos and confusion among the thousands of people employed at the agencies like USAid that he has gone after. Humanitarian organizations that rely on US funding have halted operations and laid off staff, while government workers have been locked out of their offices. He is operating Doge as an unofficial government department with no congressionally approved mandate while he technically holds the position of “special government employee”, which allows him to sidestep financial disclosures and a public vetting process.

Exclusive: Government is inviting lobbyists and their clients to play a major role in the deregulatory agenda

“Growth comes from business, not the government.”

That was the message a government minister delivered to hundreds of corporate lobbyists, including those representing banks, arms companies and pharmaceuticals, during a webinar this morning.

Lord Livermore, the financial secretary to the Treasury, made the comments at the online event, which was the first in a series aimed at encouraging lobbyists to play a major role in the government’s ‘growth at all costs’ agenda.

In the call, which openDemocracy attended, Livermore made clear that Number 10 sees this agenda as being driven by corporations, while the government is a secondary actor that “work[s] in partnership with business”.

Also present among the 700 attendees were lobbyists representing tech firms, energy giants and consultancies, and those working for agencies including Hanbury, Headland, Lexington, Brunswick, Cavendish and Grayling.

These people and their clients are a “huge and important part” of the government’s plans, Livermore said, stressing that ministers are “really keen to draw on… the expertise that exists within your organisations and your clients”.

He added that the government’s focus is on getting rid of “stifling regulation that has for too long held business back” and “removing barriers to growth that we, in partnership with business, identify”.

The treasury minister also discussed Great British Energy’s role in “derisking investment” and providing capital for public-private partnerships, to make renewable infrastructure investment more attractive to the market.

While the government has been unapologetic about its outreach to business as a means to drive growth, Labour’s critics say an ever-closer relationship with lobbyists only heightens the impression of a government that does not have an agenda of its own.

Speaking to openDemocracy after the call, Green Party deputy leader Zack Polanski said: “With inequality rife, the government should be listening to the people who keep our country running and those suffering, not hosting desperate mass Zoom calls with arms dealers and oil giants.”

Cutting red tape

Setting out the government’s priorities, Livermore put a particular focus on achieving major reform to the planning system to encourage more commercial and infrastructure projects, and getting rid of regulations that “stand in the way of businesses investing”.

Livermore talked up the recent ousting of the head of the competitions regulator and his replacement with a former Amazon executive as evidence that the government is taking seriously its deregulatory agenda.

He also mentioned the recent push for regulators to submit proposals for growth and said Labour’s National Wealth Fund will “help catalyse private investment into sectors where at the moment, perhaps there’s a too high degree of risk”.

“We can use the National Wealth Fund to help derisk some of those investments,” said the minister. Economists describe this process as the state stepping in to improve the private returns on infrastructure assets.

Livermore continued that the fund could be used to “guide investments, particularly into the kind of clean energy investments of the future that we want to see”.

The government-lobbyist calls are being led by a new partnerships team in No 10 fronted by James Carroll, who has previously worked for the party on external relations and business engagement.

Also on the call was a senior executive at Anacta UK, described by The Times as the “first Starmerite lobbying firm”, and a banking lobbyist who is also involved in the running of Labour in the City, a group which convenes Labour supporters who work in financial services.

Lobbyists were able to submit questions during the call. One criticised “some parts of the business community” which have been “vocally critical about the government’s handling of the economy so far,” describing it as “unhelpful”.

They then asked: “How can firms who don’t want to talk down the UK but would rather promote a more positive narrative about the many opportunities open to British businesses best work with the government to do so?”

This prompted Carroll to quip: “I promise I haven’t planted that question.”

Carroll then rounded out the call by reiterating the importance the government places on developing this relationship with lobbyists.

“Just to emphasise,” he said, “your clients [and] your expertise is critical to delivering these ambitious national missions the prime minister has set out and the chancellor reiterated this week.”

Polanski, the Green’s deputy leader, said the plans to derisk investment “amounts to privatising the rewards and socialising the risks”.

He added: “Regulation exists for a reason, Grenfell stands as a towering reminder of lives lost and the total failure of standards.

“This isn’t growth for the many, just more wealth for the super-rich while the rest of us are told to look up at their private jets and wait for the trickle down.”

Ocasio-Cortez Denounces Musk-Led Attacks on Agencies as ‘A Plutocratic Coup’

Rep. Alexandria Ocasio-Cortez of New York took to social media on Sunday to denounce billionaire Elon Musk, who has been tasked with leading the new administration’s effort to slash federal spending and bureaucracy, and is currently working to shut down the U.S. Agency for International Development.

In response to reporting that U.S. President Donald Trump’s administration placed two security chiefs at USAID on leave after their refusal to hand over classified materials to Musk’s “government-inspection teams,” per The Associated Press, Ocasio-Cortez on Sunday wrote: “This is a five alarm fire. The people elected Donald Trump to be president—not Elon Musk.”

“Having an unelected billionaire, with his own foreign debts and motives, raiding U.S. classified information is a grave threat to national security,” she continued.

Her remarks were reposted by the venture capitalist Chamath Palihapitiya, who wrote that Ocasio-Cortez is “wrong” and that the real five alarm fire will happen after Musk’s team reveals government waste and fraud.

Ocasio-Cortez hit back, casting doubt on the legitimacy of Musk’s efforts and writing: “This is a plutocratic coup. If you want the power, run for office and be chosen by the people.” The entire exchange took place on the Musk-owned social media platform X.

Musk, a billionaire and GOP megadonor, established himself as a major power player in Trump’s orbit even before Trump was inaugurated. In December, Musk sank a bipartisan spending bill, leaving Congress to scramble to come up with a new spending agreement to avert a government shutdown.

But since Trump’s return to the White House, Musk’s power has only grown as he’s moved swiftly to exert influence over levers of power within government. In a day one executive order, Trump established his Department of Government Efficiency, or DOGE, by repurposing an existing entity, the U.S. Digital Service, an agency conceived to help improve the federal government’s services through better technology and design. Now called the U.S. DOGE Service, the move “will give centibillionaire Elon Musk and his allies seemingly unprecedented insight across the government, and access to troves of federal data,” according to WIRED.

Musk’s influence now extends to the General Services Administration as well as the Office of Personnel Management. Representatives from DOGE were also granted access to a sensitive Treasury Department payment system that contains the personal information of every American who receives tax refunds, Medicare, Social Security, and other payments from the government.

Meanwhile, Ocasio-Cortez has been one of the most vocal members of Congress speaking out about Musk and the Trump administration’s actions.

In a livestream on social media shortly after Trump’s inauguration, Ocasio-Cortez implored her audience not to take the Trump administration’s actions quietly.

“It is important that we continue to signal to one another what we believe, because if we get quiet… then everyone around us is going to think that everyone has given up,” said the New York Democrat.

“I want you all to know that you’re going to be hearing more from me,” she explained. “My responsibility is in trying to explain to you all what is going on as best as I can and leaning into our ability to collectively organize.”
