    THE publication of the interim report of the Milburn review into young people and work represents a sinister milestone in the ongoing neoliberal assault on the British welfare state.

    Framed as a “discovery phase” to address the rising numbers of young people who are not in education, employment, or training (Neet), the report is a highly ideological document. It does not seek to understand or alleviate the profound, systemic barriers that keep sick and disabled young people out of the labor market. Instead, it serves as the vanguard for a punitive campaign of benefit cuts, increased conditionality, and state-sponsored coercion.

    As a disabled person who has first-hand experience of the relentless hostility of the Department for Work and Pensions (DWP) towards disabled people claiming benefits, I find the contents of this report both terrifying and entirely predictable.

    Rather than addressing the catastrophic collapse of the National Health Service, the sparsity of youth mental health services, or the structural refusal of employers to accommodate disabled workers, Alan Milburn has chosen to blame the victims. The report is a masterclass in political distraction, designed to prepare the public for a brutal tightening of the screws on some of the most vulnerable members of our society.

    Redefining PIP: disability support as labour market discipline

    One of the most alarming aspects of the Milburn review is its aggressive attempt to redefine the purpose of the personal independence payment (PIP). Since its inception as the replacement for the disability living allowance (DLA), PIP has been understood as a non-means-tested benefit designed to help disabled people meet the extra costs of living with a long-term health condition or disability.

    It was never intended as an out-of-work benefit; it is paid regardless of employment status, because disabled people face additional costs whether they work or not.

    Yet, Milburn laments this design as a systemic failure. He complains bitterly:
    “At no point in a young person’s application or journey on PIP are they asked about, or supported to, work. This is not an accident of delivery. It is how PIP is designed.”

    By framing the lack of work-focus in PIP as a “design flaw,” Milburn is paving the way for the benefit to be subjected to conditionality. If the state begins to demand “work-focused” outcomes as a condition for receiving PIP, it will destroy the benefit’s role as a financial safety net, leaving millions of disabled youth in poverty.

    The concept of PIP as an “investment” for which there must be a “return” is a recurring theme throughout the report. Milburn complains that the state spends £8 billion a year on PIP and universal credit (UC) for young people, yet “for that investment, claimants are getting worse outcomes.”

    This is the barbaric language of venture capitalism applied to human survival. To demand a financial “return” on the money spent to keep disabled people alive is the height of neoliberal depravity.

    Four activists could be sentenced as terrorists next month despite not being convicted of terrorism offences.

    During the trial, a jury was asked to decide whether the defendants were guilty of criminal charges but not allowed to know there was also a “terrorism connection”.

    The 12-panel jury was also not permitted to hear why the defendants chose to target the Israeli arms firm, stripping the action of all context – namely the genocide in Gaza.

    It is now up to the presiding judge to decide whether to sentence the activists with a “terrorism connection” – and, if he does, the ramifications will be enormous.

    Unlike most prisoners in the UK who serve around 40 percent of their sentences, they would have to serve their full terms unless they can convince a parole board that they have “reformed” after serving at least two-thirds of it.

    Once released, they could be treated as terrorists for decades.

    And this could all happen without a jury ever finding them guilty of any terrorist offence, marking the first case where activists risk prosecution under terrorism provisions.

    Commenting on the new energy price cap announced today by the Regulator Ofgem, that could see a 13% increase in a typical household’s energy prices, Hannah Spencer, Green MP for Gorton and Denton, said:

    “Today’s Ofgem price cap announcement will leave so many people even more stressed out and worried about affording their energy bills. Millions of people are already struggling to make ends meet, and it is unacceptable that energy costs continue to shoot up whilst BP’s profits double. 

    “We need immediate government intervention. Rachel Reeves needs to step in and freeze the cap before energy bills go up on July 1st. And if she’s wondering how to pay for it, there are some people doing very well out of this crisis. The government should start by taxing every penny of the huge windfall profits oil and gas giants have made since the start of the illegal war on Iran.

    “Our energy market is incredibly unfair, built to line the pockets of shareholders whilst working people foot the bill. It’s a damning indictment of rip off Britain that simply keeping our homes warm enough in winter and cool enough in summer has become a luxury very few people can afford. We need urgent action, now.”

    HOUSEHOLDS must not bear the brunt of US President Donald Trump’s illegal war, campaigners warned today, as energy bills are set to rise by 13 per cent.  

    Ofgem’s new price cap from July 1 will see the typical household face an annual energy cost of £1,862 — up £221 on current levels, or £18 a month. 

    The regulator said higher wholesale gas prices, “driven by ongoing conflict in the Middle East,” were behind the increase. 

    Energy costs have soared since the US and Israel began their war on Iran and the subsequent blocking of the Strait of Hormuz.

    Calls have mounted for the government to set out action to support the most vulnerable with bills, but Chancellor Rachel Reeves has refused any immediate energy measures in her cost-of-living plan. 

    TUC general secretary Paul Nowak said the government must “go further and faster to protect households from punishing energy price rises in the coming months.”

    “Households must not bear the brunt of costs from Trump’s illegal war,” he said.

    “Painful energy price rises are coming down the track — and working people are already feeling the pinch with fuel costs rising because of Trumpflation.

    Eva Watkinson of Debt Justice called it a “scandal” that the cap was rising while energy companies continued to post enormous profits, saying the government must “immediately act to write off debts that have built up during the cost-of-living crisis.”

    Green MP Hannah Spencer demanded immediate government intervention, telling Ms Reeves to freeze the cap before bills go up. 

    “And if she’s wondering how to pay for it, there are some people doing very well out of this crisis,” she said. 

    “The government should start by taxing 100 per cent of the huge windfall profits oil and gas giants have made since the start of the illegal war on Iran.”

    This government chose not to bring in wealth taxes, not to implement rent controls, not to make the kind of public investment in council-housing that is needed to tackle the housing crisis, and chose not to redistribute resources from those who wield it to those who need it. It chose to give a top political job to a man with an established relationship to a convicted sex offender — a man who just so happened to pride himself on his opposition to our mass movement for social justice and peace.

    Rather than rewriting the rigged rules of corporate Britain, the government also chose to blame a different group of people for the problems in our society: migrants and refugees. It went after the rights of migrants who have contributed so much to this country and demonised human beings seeking asylum. It mimicked the politics of Reform UK and rolled out the red carpet for Nigel Farage.

    There is perhaps one political decision that will leave the greatest stain of all. As Israel embarked on the mass murder of Palestinians in Gaza, this government could have defended international law and called for peace. Yet it chose to facilitate war crimes, crimes against humanity and genocide. And it chose to launch a systematic assault on the civil liberties of those who protested against the government’s complicity (alongside its outrageous decision to erode jury trials, the cornerstone of our justice system). This government’s enduring legacy will be its complicity and participation in the greatest crime of our age. And we will never, ever forget.

    These decisions are the root cause of the chaos that Starmer is now trying to temper — and unless these root causes are addressed, we will continue to lurch from one political crisis to the next. It’s not enough for Starmer to go. What needs booting out is the politics he represents: corporate greed, anti-migrant policies and endless war.

    I haven’t heard anything from his main contenders about the need to end corporate greed, the need for rent controls, or the need for a mass redistribution of wealth and power. I certainly haven’t heard any calls for an investigation into British complicity in genocide — presumably because that investigation would implicate them as well.

    Keir Starmer … managed to hide the real record beneath his rhetoric: child poverty, inequality and genocide. Those
     are the government’s big decisions. And that is how this government will be remembered.
