Experts on international law throughout the world have concluded that the unprovoked US-Israeli attack on Iran that began on Saturday is illegal.
Adil Ahmad Haque, a Rutgers Law School professor, wrote an analysis for Just Security published on Monday that called the attacks by the US and Israel a “manifest violation of the United Nations Charter,” which “prohibits the use of force against another State unless that use of force is authorized by the UN Security Council or is a necessary and proportionate act of individual or collective self-defense in response to an armed attack.”
Haque also argued that Iran, in responding to the attacks, violated the UN Charter by launching drone strikes against US allies throughout the Middle East, even though none of those nations had taken part in the US-Israeli operations.
“The United States, Israel, and Iran, have each violated international law,” Haque concluded. “Hundreds of civilians have paid the price. Before more children are burned alive or buried under rubble, this lawless war must end.”
Marko Milanovic, a University of Reading School of Law professor, wrote at the blog of the European Journal of International Law that the US-Israeli strikes are “manifestly illegal” and “as plain a violation of the prohibition on the use of force in Article 2(4) of the UN Charter as one could possibly have.”
Milanovic also said that, leaving legality aside, the war would likely create a humanitarian disaster.
“Maybe, maybe, something good will come out of this… although I very much doubt it,” he wrote. “It is far more likely that many innocent people are about to die, in Iran and possibly in Israel, and that their deaths will be for nothing.”
The Center for International Environmental Law (CIEL) condemned the attacks on Iran as illegal under international law and dismissed any claims by US and Israel that they were necessary to liberate Iranians from a tyrannical government.
“Claims that launching an unprovoked and illegal attack is about defending human rights ring hollow,” CIEL wrote, “when military strikes have already killed hundreds of civilians and intensified suffering as violence escalates—particularly when those same human rights are flagrantly violated by the US and by Israel, both domestically and abroad. Bombs do not yield peace, democracy, climate justice, or human rights.”
Amnesty International secretary general Agnès Callamard described the US-Israeli attack as “a grave threat to multilateralism and to the integrity of the international legal order.”
Callamard also said the international community needed “to intensify diplomatic efforts to prevent further military escalation to avert additional civilian harm, and halt any further crimes under international law against populations who have already endured decades of repression.”
Human rights organization DAWNdemanded that the UN General Assembly call an emergency session to declare the Iran attack a violation of the UN Charter.
Omar Shakir, executive director of DAWN, said that the war is also illegal under the US Constitution, which states that the US Congress has the power to declare war.
“This war is patently illegal,” Shakir said, “and it must be stopped.”

Since President Donald Trump declared that “the war in Gaza is over” on October 3, 2025, US news outlets’ interest in the occupied territory has plummeted. In a FAIR search of US-related news sites using Media Cloud, a news media database, coverage of Gaza post-ceasefire agreement averaged just 1.5% of the news hole—significantly less than the level of coverage before the agreement.
From July 2 through October 1, 2025, mentions of Gaza appeared in 2.3% of news stories in Media Cloud’s US–National dataset, which indexes 248 online outlets. Starting October 2, the day before the ceasefire agreement, coverage in the next three weeks jumped to an average of 4.5%. For the following three months (October 23–January 22), that average dropped to 1.5%. That’s less than two-thirds the level of coverage it received prior to the agreement.
It’s also the lowest three-month average at any point since the current crisis began on October 7, 2023.

And despite the agreement—and multiple binding orders from the International Court of Justice—Israel has kept in place the near-total blockade of Gaza that perpetuates the genocide (Amnesty International, 12/17/25; UNRWA, 1/21/26).
Israel has treated the line it committed to withdraw to in the agreement—the so-called Yellow Line—as a license to kill Palestinians who cross it, thereby ethnically cleansing more than half of Gaza (Al Jazeera, 1/26/26). Israel has begun treating the line as a new permanent border (Drop Site, 1/23/26).
Gaza is at least as newsworthy as it was before the ceasefire deal was signed. The general US media decision to back off covering an ongoing genocide, apparently because Donald Trump declared the conflict over, is both cowardly and complicit.

FEARS mounted over the weekend about the health of the remaining Prisoner’s for Palestine hunger striker, 22-year-old Umer Khalid, held in Wormwood Scrubs.
Mr Khalid is the last remaining hunger striker to take part in the Prisoners for Palestine hunger strike campaign and is currently being held on remand at the London prison.
He has been charged in connection with an action that took place at RAF Brize Norton, where two military aircraft were spray-painted last June.
The Palestine activist is on day 17 of his hunger strike and day three of his thirst strike.
Mr Khalid suffers from a rare genetic disorder, limb-girdle muscular dystrophy, which severely increases the risks associated with his hunger strike.
He was initially on hunger strike for 12 days before becoming seriously unwell and unable to walk. It is understood he has asked prison staff not to intervene in the event that he becomes unconscious.
The Prisoners for Palestine group has written to the Home Secretary asking that the government meet Mr Khalid’s representatives to end the hunger strike safely.
Amnesty International also raised concerns about Mr Khalid’s welfare at the weekend after he escalated his hunger strike by refusing water.
The rights charity’s Kerry Moscogiuri said: “Umer Khalid is in a desperate situation and we urge representatives of the government to meet with his lawyers before it is too late.
“Amnesty International has long opposed the misuse of terrorism powers that have led to lengthy, oppressive and disproportionate detention conditions, contributing directly to this crisis.
“None of the people who have been involved in the hunger strikes have been found guilty of a crime, yet some have been held in prison for up to 18 months in restrictive conditions after anti-terrorism powers have been used against them.

“We are all witness to a dangerous trajectory under President Trump that has already led to a human rights emergency,” said the leader of Amnesty International USA.
Exactly a year into President Donald Trump’s second term in office, a leading human rights group on Tuesday released a report cataloging the administration’s rapid escalation of authoritarian practices—and outlining the steps that can and must be taken in the US to halt Trump’s attacks on immigrants and refugees, the press, protesters, and his political opponents.
The group has documented human rights abuses and the patterns followed by authoritarian regimes around the world and has found that while the rise of autocratic leaders can happen within numerous contexts, the similarities shared by authoritarian escalations include the consolidation of government power, the control of information, the discrediting of critics, the punishment of dissent, the closure of civic space, and the weakening of mechanisms that ensure accountability.
Those patterns have all been documented in the US since January 20, 2025, when Trump took office for a second time.

“We are all witness to a dangerous trajectory under President Trump that has already led to a human rights emergency,” said Paul O’Brien, executive director of Amnesty International USA. “By shredding norms and concentrating power, the administration is trying to make it impossible for anyone to hold them accountable.”
The 12 areas in which Trump is eroding human rights and accelerating toward authoritarianism, according to Amnesty, include:
Scapegoating populations and rolling back non-discrimination policies;
Using the military for domestic purposes;
Dismantling checks on corporate accountability and anti-corruption measures;
Increasing state surveillance; and
Undermining international systems that protect human rights.
Amnesty emphasized that the authoritarian tactics are “mutually reinforcing,” with Trump cracking down on protesters early in his term—targeting foreign-born students who had organized protests against Israel’s US-backed assault on Gaza and revoking thousands of student visas, hundreds of which were revoked after the administration began monitoring foreign students’ social media and accused visa holders of “support for terrorism” under a broad federal statute.
In recent months, Trump’s attacks on refugees and immigrants have gone hand in hand with his militarization of law enforcement and targeting of First Amendment rights.
The president has deployed the National Guard and sent thousands of armed, masked federal agents into communities including Chicago; Los Angeles, Portland, and Minneapolis; in the latter city, a US Immigration and Customs Enforcement (ICE) agent shot and killed a woman who had come out to help protect immigrants in her neighborhood earlier this month.
Masked agents have “seized migrants, asylum seekers, and US citizens” as they have searched for people to arrest to fulfill Trump’s campaign pledge to ramp up deportations.
Those who have been detained are being held in facilities like Camp Montana East in El Paso, Texas, which recently recorded its third detainee death in less than two months, and “Alligator Alcatraz” in Florida, where Amnesty last month documented treatment that amounts to torture.
The report also details Trump’s attacks on the press, with the president hand-picking outlets that are permitted to cover the White House and barring the Associated Press from “restricted spaces” in the government building because of its refusal to call the Gulf of Mexico by Trump’s preferred name, the “Gulf of America.” The Pentagon also demanded that journalists sign agreements waiving their First Amendment rights, resulting in reporters walking out and turning in their press badges, pledging to continue covering the Department of Defense without the administration’s approval.
A White House official also aggressively attacked a journalist last week for asking about an ICE agent’s killing of Renee Nicole Good in Minneapolis, accusing him of being a “left-wing activist” who was posing as a reporter when he did not accept the administration’s claims that the agent had shot Good in self defense.
The report also details the Department of Justice’s efforts to investigate groups it deems “domestic terrorist” organizations“ while moving toward classifying the filming of immigration arrests—a constitutional right—as domestic terrorism; Trump’s weaponization of the DOJ against his political opponents including New York Attorney General Letitia James and former FBI Director James Comey; his executive actions targeting law firms that represent individuals and groups that challenge the government, which resulted in some firms acquiescing; and his abandonment of due process, including through his ”extraordinary“ use of the Alien Enemies Act to expel hundreds of migrants and asylum seekers to an El Salvador prison known for torture.
“Trump’s attacks on civic space and the rule of law and the erosion of human rights in the United States mirrors the global pattern Amnesty has seen and warned about for decades,” said O’Brien. “Importantly, our experience shows that by the time authoritarian practices are fully entrenched, the institutions meant to restrain abuses of power are already severely compromised.”
The report warns that “the Trump administration has moved swiftly—oftentimes outside the bounds of the law—to trample on rights and dangerously consolidate power,” and calls on institutions to take decisive action to respond to the “alarm bells” detailed in the report.
“We know where this path leads, and we know the human cost when alarm bells go unanswered,” reads the report.
Strengthening guardrails against the domestic use of the military for law enforcement and prohibiting finding for “militarized protest suppression that violates human rights standards”;
Conduct oversight of discriminatory press restrictions;
Pass legislation to develop national guidelines on respecting and facilitating the right to peaceful protest and for all law enforcement agencies to review their policies and the equipment used in the policing of demonstrations;
Conduct oversight of immigration agencies including through “unannounced inspections of detention facilities and immigration enforcement”; and
Decriminalize migration and establish a pathway to citizenship for people within the US.
The group also called on international leaders to continue scrutiny of human rights developments in the US, oppose US reprisals and sanctions against international courts and investigators, and mitigate humanitarian harms where US assistance is abruptly withdrawn by coordinating support for affected communities and frontline organizations.
Kerry Moscugiuri, interim chief executive of Amnesty International UK, called on British Prime Minister Keir Starmer to “use every tool at his disposal to confront Donald Trump’s seemingly out of control anti-rights agenda.”
“A year into Trump’s second term and it’s never been clearer: this is a pivotal point in world history,” said Moscugiuri. “Starmer must also speak out on the US government’s support for Israel’s ongoing genocide in Gaza. Failure to oppose and stop the genocide has led us all to where we are now. Silence and inaction as the global human rights architecture is dismantled is not an option. Leaders across the globe must wake up to the world they seem to be sleepwalking into—before it is too late.”
O’Brien added that “authoritarian practices only take root when they are allowed to become normalized. We cannot let that happen in the United States.”
“Together,” he said, “we all have an opportunity, and a responsibility, to rise to this challenging time in our history and to protect human rights.”

“When judicial actors are threatened for applying the law, it is the international legal order itself that is placed at risk,” the court said.
The International Criminal Court and human rights groups on Thursday condemned new US sanctions on two more of the tribunal’s judges, which brought the total number of sanctioned ICC jurists to 11 amid the Trump administration’s escalating campaign of retaliation against people and institutions seeking to hold Israel and the United States accountable for their alleged crimes.
“Today, I am designating two International Criminal Court (ICC) judges, Gocha Lordkipanidze of Georgia and Erdenebalsuren Damdin of Mongolia, pursuant to Executive Order 14203, ‘Imposing Sanctions on the International Criminal Court,’” US Secretary of State Marco Rubio said in a statement, referring to President Donald Trump’s February edict.
“These individuals have directly engaged in efforts by the ICC to investigate, arrest, detain, or prosecute Israeli nationals, without Israel’s consent, including voting with the majority in favor of the ICC’s ruling against Israel’s appeal on December 15,” Rubio added, referencing Monday’s rejection of an Israeli bid to block a probe into alleged war crimes committed during the genocidal two-year war on Gaza.
Although Israel and the US are not ICC members and do not recognize the Hague-based tribunal’s jurisdiction, Palestineis a state party to the Rome Statute governing the court. The treaty says that individuals from nonsignatory nations can be held liable for crimes committed in the territory of a member state.
Last year, the ICC issued warrants for the arrest of Israeli Prime Minister Benjamin Netanyahu and former Israeli Defense Minister Yoav Gallant for alleged crimes against humanity and war crimes in Gaza, including murder and forced starvation in a war that has left more than 250,000 Palestinians dead, wounded, or missing.
The Trump administration had previously sanctioned nine other ICC jurists: Chief Prosecutor Karim Khan (United Kingdom), Deputy Prosecutor Nazhat Shameem Khan (Fiji), Deputy Prosecutor Mame Mandiaye Niang (Senegal), Judge Solomy Balungi Bossa (Uganda), Judge Luz del Carmen Ibáñez Carranza (Peru), Judge Reine Adelaide Sophie Alapini-Gansou (Benin), Judge Beti Hohler (Slovenia), Judge Nicolas Yann Guillou (France), and Judge Kimberly Prost (Canada).
The affected judges have recently described how the US sanctions have left them and their families—who are also blacklisted—“wiped out economically and socially.”
Responding to the new US punitive measures, the ICC said Thursday that “these sanctions are a flagrant attack against the independence of an impartial judicial institution which operates pursuant to the mandate conferred by its states parties from across regions.”
“Such measures targeting judges and prosecutors who were elected by the states parties undermine the rule of law,” the court continued. “When judicial actors are threatened for applying the law, it is the international legal order itself that is placed at risk.”
“As previously stated, the court stands firmly behind its personnel and behind victims of unimaginable atrocities,” the ICC added. “It will continue to carry out its mandate with independence and impartiality, in full accordance with the Rome Statute and in the interest of victims of international crimes.”
Human Rights Watch also slammed the new US sanctions, which the group called “the latest attempt by the Trump administration to blatantly interfere with independent justice.”
