‘These Extrajudicial Killings Are Becoming Normalized,’ Amnesty Warns After More Trump Boat Bombings

The Trump administration on Wednesday killed two more people in the eastern Pacific by bombing a vessel accused—without evidence—of trafficking drugs, bringing the death toll from the US military’s illegal campaign of boat attacks in international waters closer to 200.

Amnesty International, which has spoken out forcefully against the boat strikes since they began in September 2025, warned in a statement Wednesday that “these extrajudicial killings are becoming normalized” as they fade from the headlines and lawmakers do nothing to stop the administration.

“Not only are these killings illegal, they are immoral,” said Amanda Klasing, Amnesty’s national director for government relations. “People of good conscience cannot allow this to continue, yet Congress has so far failed to halt, or even slow down, this lethal and unlawful campaign.”

The US Southern Command announced strikes in the eastern Pacific Ocean on Tuesday and Wednesday, attacks that killed three people total.

SOUTHCOM called the victims “narco-terrorists” without any evidence. According to a tracker maintained by The Intercept’s Nick Turse, the Trump administration’s boat bombing campaign has killed 197 people since September 2025.

“Numbers alone cannot capture the unimaginable human toll of this horrific campaign of murder at sea,” Klasing said Wednesday. “Every single person that the U.S. has killed at sea was arbitrarily deprived of their right to life, and they and their families have a right to justice. Lawmakers must do everything in their power to halt this campaign and hold everyone responsible accountable for their role in these extrajudicial killings.”

“We are witnessing the height of lawlessness—a government taking military action to kill people who it unilaterally deems ‘criminals’ or ‘terrorists’ and then bragging about it on social media and stonewalling members of Congress demanding explanations,” Klasing added. “Regardless of whether the victims committed crimes or not, killing them is completely illegal under both US and international law. Alleged criminal suspects should be dealt with by law enforcement who are bound by international human rights law, which prohibits using lethal force unless absolutely necessary based on an imminent threat to life.”

Few of the nearly 200 victims of the US military’s assault on vessels in the Caribbean and eastern Pacific have been publicly identified. Earlier this year, family members of two Trinidadian men—Chad Joseph and Rishi Samaroo—killed by a US strike in October filed a wrongful death lawsuit against the Trump administration.

“Rishi was a hardworking man who paid his debt to society and was just trying to get back on his feet again and to make a decent living in Venezuela to help provide for his family,” said Sallycar Korasingh, Samaroo’s sister. “If the US government believed Rishi had done anything wrong, it should have arrested, charged, and detained him, not murdered him. They must be held accountable.”

Ana Piquer, Amnesty’s Americas director, called for urgent action from the international community to rein in the lawless Trump administration.

“Beyond US authorities, we need to see leadership from other governments in the region, as well as the Organization of American States,” said Piquer. “The international community must speak out firmly against these murders, which constitute a serious threat to human rights and respect for international law. Governments must immediately suspend intelligence sharing that may contribute to these operations. They further should suspend export licenses to any defense material that could be used to perpetuate these murders.”

Amnesty International condemns Israel’s move to block Gaza aid flotilla as “shameful and inhumane”

Amnesty International has said Israel’s insistence on stopping the Global Sumud Flotilla, which was heading towards the coast of the Gaza Strip in an attempt to break the Israeli blockade, is “shameful and inhumane”.

In a post on X on Monday, the organisation said Israel is “once again using military force to stop solidarity activists from delivering aid to the occupied Gaza Strip, all while continuing to commit genocide and inflict immense suffering on Palestinian civilians there.”

It warned, “Israel’s cruel and shameless determination to crush solidarity efforts with Palestinians is aimed at tightening the grip of its unlawful blockade and isolating Gaza from the rest of humanity,” stressing that “cutting off essential supplies to civilians under occupation is a war crime.”

The organisation also said that silence over attacks on peaceful solidarity activists is indefensible.

It expressed serious concern for the safety of activists aboard the flotilla’s vessels, noting that it had previously documented cases of ill-treatment and widespread abuses against activists detained by the Israeli military from ships in the Global Sumud Flotilla during earlier aid missions.

Israeli naval forces have begun intercepting the humanitarian mission heading towards Gaza to challenge the Israeli maritime blockade, according to Israeli media reports.

While Israel said the claims amount to “blood libel,” a spokesperson for the UN Human Rights Office said, “torture and ill-treatment, including sexual and gender-based violence, are systematically perpetrated against Palestinian prisoners.”

As Israel attempts to discredit New York Times reporting published last week that detailed systematic sexual abuse of Palestinian prisoners by Israeli forces, the United Nations Human Rights Office over the weekend called for an independent probe into what a spokesperson characterized as well-documented mistreatment.

Torture and ill-treatment, including sexual and gender-based violence, are systematically perpetrated against Palestinian prisoners under Israeli custody. This includes numerous cases of rape, involving children,” said Thameen Al-Kheetan, a spokesperson for the UN High Commissioner for Human Rights (OHCHR) on Saturday, in response to questions from the Anadolu Agency.

Al-Kheetan added that the human rights office had confirmed the deaths of at least 90 Palestinian prisoners in Israeli custody since October 7, 2023, including a 17-year-old who showed signs of starvation at the time of death.

Israel has announced that it will sue the Times for the report by opinion columnist Nicholas Kristof, which included testimony from 14 Palestinians who said they faced sexual assaults in Israeli custody or during attacks by the Israeli military or settlers. Threatening legal action, Prime Minister Benjamin Netanyahu and other government officials described the reporting as “blood libel.”

But Al-Kheetan said the OHCHR had “systematically documented the practice of torture and ill-treatment, including sexual and gender-based violence, against Palestinian detainees in Israeli prisons.”

Reports from other human rights organizations, including Amnesty InternationalHuman Rights Watch, and the Israeli group B’Tselem, have included similar testimonies in which Palestinian former detainees say they’ve experienced or witnessed sexual violence while in custody.

Al-Kheetan added that it was part of a “flawed Israeli detention and justice system,” which includes arbitrary detention, unfair trials, and violations of international law. “This system must end, and Israel, as an occupying power, must respect international human rights law and its obligations,” he said.

While rejecting allegations of systemic abuse, Israel has denied requests by the UN and other agencies for access to its detention facilities. Last year, Israel refused a request from the UN to investigate possible sex crimes committed by Hamas militants against Israelis on October 7, 2023, because it would have also involved a probe into its own treatment of Palestinian detainees.

Al-Kheetan said, “independent, impartial, and transparent investigations must be conducted into every death, torture, ill-treatment, and other case of inhuman or degrading treatment, and those responsible must be held accountable.”

“Shame on European governments who are not acting to stop Israel!” said UN expert Francesca Albanese. “When will Israel’s impunity end?”

Israel’s raid on a peaceful flotilla of international vessels attempting to bring humanitarian aid to the besieged Gaza Strip was described Monday as an act of brazen piracy and condemned by human rights activists and experts who say the world should no longer stand by in the face of such criminality.

Francesca Albanese, UN special rapporteur on the occupied Palestinian territories, called the operations by Israel “yet another act of piracy by the Israeli army in international waters” that must be condemned by the global community.

Noting that the flotilla is “carrying basic necessities to a desperate population in Gaza,” Albanese said: “Shame on European governments who are not acting to stop Israel! When will Israel’s impunity end?”

dispatch was issued by the Global Sumud Flotilla—which has repeatedly tried to break the siege of Gaza—shortly after 10:30 am local time, which said that their vessels off the coast of Cyprus were “currently surrounded and under active interception by Israeli naval warships in international waters, approximately 250 nautical miles from the coast of Gaza.”

The Israeli forces reportedly boarded a number of the more than 50 vessels traveling in the flotilla and began detaining those aboard.

“By intercepting the flotilla at a perimeter of 250 nautical miles today and in Cyprus’ SAR zone,” said the Flotilla in its statement, “the Israeli regime continues to demonstrate a systematic disregard for international maritime law, freedom of navigation on the high seas, and the United Nations Convention on the Law of the Sea (UNCLOS).”

Thiago Avila, a Brazilian activist who was detained and imprisoned by the Israelis for several days after being kidnapped off a boat on a previous attempt by humanitarians to reach Gaza with relief supplies, said in a video statement on Monday that now was the time for the international community to act.

“Do something,” pleaded Avila. “Take to the streets. The world cannot stand a genocide. The world cannot stand a country that violates international law, to continue killing children, assassinating children out of hunger, killing people with drones.”

“They want you not to talk about what’s happening in Gaza,” he continued. “There’s no real ceasefire. Seven months of people getting killed, aid still being hindered, more than half the land being taken away, and their plans are the worst for that area—it is complete ethnic cleansing and genocide. We need to stop that.”

Ann Wright, a retired US Army colonel who has long been a leading anti-war activist and is currently serving as a member of the support team at the Flotilla’s Crisis Center stationed in Istanbul, Turkiye, called the operation to deliver aid the “largest civilian flotilla in the history of support for Palestinians in Gaza” to date.

“Stop the genocide, not the flotilla,” said Stephen Bowen, executive Director of Amnesty International Ireland.

Independent journalist Alex Colston, embedded with the flotilla activists and on one of the vessels approached by Israeli forces, reported that he could confirm “people on intercepted boats are being moved to one, maybe two, military prison frigates,” though it was not clear where exactly those detained would be taken.

Amnesty warns French bill could criminalise solidarity with Palestinians

Amnesty International warned on Monday about the potential impact of a proposed French law aimed at penalising anti-Zionism, saying it could effectively make support for Palestinians a criminal offence.

In a statement posted on the X platform, the organisation’s France branch criticised what is known as the “Yadan law”, warning it could lead to “criminalising support for Palestinians”.

The statement said French MP Caroline Yadan plans to submit the bill to the National Assembly on 16 April, cautioning that it could open the door to “extremely serious abuses”.

The draft law, first introduced in November 2024, proposes penalties for denying the existence of the State of Israel or comparing it to the Nazi regime.

The French parliament is set to begin debating the bill, titled “Combating new forms of antisemitism”, starting on 16th April.

Supporters of the Palestinian cause and left-wing lawmakers oppose the proposal, arguing it could be used to punish anti-Zionism and criticism of Israel under the guise of tackling antisemitism.

More than 500,000 people have signed a petition on the parliament’s website opposing the bill, while a protest against it was held in Paris on Sunday.
