‘We Must Keep the Pressure On’: Humanitarians Say Ceasefire Doesn’t Erase Gaza Genocide

“This much-needed and welcomed ceasefire does not change the simple fact that Israel has just committed a genocide in Gaza,” wrote the co-founder of European Jews for Palestine.

After two years of destruction in the Gaza Strip, Israel signed a ceasefire agreement with Hamas on Thursday that is expected to take effect within the next day. But even as the world reacts with jubilation that the nonstop death and destruction may soon abate, skepticism abounds about whether the agreement will result in a just and lasting peace.

Israel is expected to withdraw troops to an agreed-upon line and to allow an influx of aid into Gaza, along with releasing Palestinian prisoners in exchange for Israeli hostages. Already, signs have emerged that the Israeli government may seek to collapse the fragile agreement, as happened earlier this year.

Francesca Albanese, the UN special rapporteur on the occupied Palestinian territories, pointed out that within hours after the deal was announced by US President Donald Trump on Wednesday, Israeli tanks were filmed firing at civilians attempting to return to their homes in Gaza City.

Middle East Eye reported: “Heavy airstrikes and artillery shelling were reported in Gaza City and Khan Younis overnight, according to local media. Israeli quadcopters were also reported to have dropped bombs on civilians in Gaza City. At least nine people were killed in the attacks since dawn, health officials said.”

Albanese said: “Just hours after the deal—as in January—Israel shoots at Palestinians waiting to return home. Before any next step, member states must ensure that Israel honors the ceasefire.”

Whether the ceasefire will even be finalized remains an open question, as two leading far-right figures in Israeli Prime Minister Benjamin Netanyahu’s government—Finance Minister Bezalel Smotrich and Security Minister Itamar Ben-Gvir—have come out in opposition to the deal’s ratification and suggested that their parties may defect from Netanyahu’s government if they don’t get their way, which could be enough to collaose his narrow governing majority.

In a video at the Al-Aqsa Mosque compound on Jerusalem’s Temple Mount on Wednesday, Ben-Gvir said Israel must pursue “full victory in Gaza,” a move seen as deeply provocative by the Arab world outside one of Islam’s holiest sites, made only more so by his declaration that “we [Jewish Israelis] are the owners of [the] Temple Mount.”

In recent months, Ben-Gvir and Smotrich have said this goal of “total victory” includes carrying out the forced expulsion of Palestinians from Gaza so they can be replaced with Israeli settlers.

Even if this ceasefire proves more durable than previous ones, human rights advocates say that simply halting the violence is not enough.

“We can breathe again, in relief for the end of the daily killing, the starvation, the human suffering beyond imagination, beyond words,” wrote Yoav Shemer-Kunz, the co-founder of European Jews for Palestine in EUObserver. “This much-needed and welcomed ceasefire does not change the simple fact that Israel has just committed a genocide in Gaza.”

Over the past two years, more than 10% of Gaza’s population has been the casualties of Israeli attacks: At least 67,000 people—including over 20,000 children—have been killed, while at least 169,000 people have been injured, many with life-altering wounds, according to official estimates from the Gaza Health Ministry. Other studies suggest the death toll may be even higher when the effects of disease and starvation are taken into account.

Craig Mokhiber, a former United Nations human rights official, said that while Israel and the US had agreed to end the “military component of [the] genocide… they have not yet ended the food and medical components of the genocide.”

Nearly 78% of the buildings, including over 9 in 10 homes, in Gaza have been damaged or destroyed, leaving its medical, water, and sanitation infrastructure in ruins.

And as a result of Israel’s near-total blockade on humanitarian aid, Gaza is now the center of a historic famine. According to the United Nations-backed Integrated Food Security Phase Classification (IPC), nearly a third of the population—641,000 people—is estimated to face catastrophic conditions of hunger, while 1 in 4 children suffers from acute malnutrition.

“A temporary pause or reduction in the scale of attacks and allowing a trickle of humanitarian aid into Gaza is not enough,” said Agnès Callamard, the secretary general of Amnesty International.

“There must be a full cessation of hostilities and a total lifting of the blockade,” she said. “Israel must allow the unhindered flow of basic supplies, including food, medicine, fuel, and reconstruction material, into all parts of the occupied Gaza Strip, as well as the restoration of essential services, to ensure the survival of a population reeling from starvation, repeated waves of mass forced displacement, and a campaign of annihilation.”

Though the deal signed Thursday calls for 400 aid trucks to begin entering the strip each day, marking a massive surge from previous levels, it is still fewer than the 600 per day that were allowed to enter during January’s ceasefire, which occurred when starvation was at a less critical point.

Though the ceasefire will require the withdrawal of some troops, Israel has said it will still control 53% of the Gaza Strip after it goes into effect and the prisoner exchange ends.

“This fragile ceasefire must be the beginning of a sustained and principled effort that leads to ending Israel’s unlawful occupation and blockade,” said Oxfam International. “It must be focused on restoring rights and rebuilding lives. Any political or reconstruction plan must not entrench the occupation or further undermine Palestinian sovereignty.”

Others emphasized the importance not just of remedies to the suffering of Palestinians, but legal accountability for those in Israel’s government, including Netanyahu and former Defense Minister Yoav Gallant, for whom the International Criminal Court has issued arrest warrants for crimes against humanity.

“The current plan—the so-called ‘Trump peace plan’—falls woefully short in this,” said Callamard. “It fails to demand justice and reparations for victims of atrocity crimes or accountability for perpetrators. Stopping the cycle of suffering and atrocities requires an end to longstanding impunity at the heart of recurring violations in Israel and the occupied Palestinian territories. States must uphold their obligations under international law to bring to justice those responsible for war crimes, crimes against humanity, or genocide.”

Mokhiber said: “We must keep the pressure on until all perpetrators and complicit actors are held accountable for the genocide, the apartheid regime is dismantled, and Palestine is free.”

Israel is seeking permanent control of the Gaza Strip while ensuring a Jewish majority in the occupied West Bank and inside Israel, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory and Israel said in a new report Tuesday, Anadolu reports.

The commission found Israeli policies since October 2023 show “clear and consistent” intent to “forcibly transfer Palestinians, expand Israeli Jewish civilian presence and annex the entirety of the West Bank,” blocking Palestinian self-determination.

It warned that these measures are part of a broader strategy to prevent any future Palestinian state.

“I am particularly appalled by the Israeli Finance Minister (Bezalel) Smotrich’s recently announced plan of annexing 82 percent of the occupied West Bank, and by the approval of a plan cementing the E1 settlement expansion, with Prime Minister (Benjamin) Netanyahu asserting that this will ensure there will be no Palestinian State,” said Navi Pillay, the commission chair.

“Israeli encroachment into the entirety of the West Bank and the dispossession and relocation of multiple Palestinian communities are now explicit goals, which Israeli officials proudly boast about,” she stressed, adding that these measures are “abhorrent and must be condemned widely.”

The report said Israeli military operations in Jenin, Tulkarem, and Nur Shams refugee camps since early 2025 destroyed buildings, displaced residents, and amounted to collective punishment. Some demolished structures were labeled “terrorist homes” by the army, but the commission found the actions were not militarily justified.

In Gaza, the inquiry found that Israeli authorities “extensively and systematically” demolished civilian infrastructure in corridors and buffer zones, expanding control over 75% of the territory by July.

It said such actions have “substantially reduced the territory available for Palestinians, with significant implications for their ability to exercise their right to self-determination.”

The report also accused Israeli authorities of systematically reducing Gaza’s territory and resources, saying actions inflicted conditions of life calculated to destroy Palestinians in Gaza, “which is an underlying act of genocide.”

“Israel must immediately end and reverse its confiscation and use of Palestinian land in Gaza, including for the creation and expansion of the buffer zone and corridors. It must return all confiscated land to its Palestinian owners,” Pillay said.

“Israeli confiscation and control of land ostensibly carried out for security purposes have not achieved more security for anyone but have deepened the misery of the Palestinian people and deprived them of resources indispensable for their survival, including the capacity to produce food.”

The report also noted that inside Israel, successive governments have implemented laws and policies confining Palestinian localities and hindering integration. It said similarities with measures in the West Bank point to a broader policy “intended to secure a Jewish majority in all areas under Israeli control, reducing the possibility of geographical self-determination for the Palestinian people.”

The commission named Prime Minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, current Defense Minister Israel Katz, Finance Minister Bezalel Smotrich, Minister of Settlements and National Projects Orit Strock, and National Security Minister Itamar Ben-Gvir as bearing the greatest responsibility for international crimes linked to land and housing, with Netanyahu and Gallant also found responsible for incitement to genocide.

The report will be presented to the UN General Assembly’s 80th session on Oct. 28 in New York.

Last week, the commission concluded that Israel has committed genocide in Gaza by committing “four of the five” genocidal acts defined under the 1948 Genocide Convention: killing members of a group, causing them serious bodily and mental harm, deliberately inflicting conditions of life calculated to destroy the group, and preventing births.

Israel’s Finance Minister Bezalel Smotrich on Wednesday said that the devastated Gaza Strip was a potential real estate “bonanza” and that he was in talks with the United States on how to divide up the coastal enclave after the war.

“There is enormous real estate wealth in Gaza, and we will share it with the Americans,” Smotrich said at the Urban Regeneration Summit of the Real Estate Center in Tel Aviv.

When asked about the possibility of establishing Israeli settlements in Gaza, Smotrich replied that “a business plan prepared by experts is already on the table of US President Donald Trump.” He added: “We have completed the demolition phase, and now we must build.”

Smotrich further stated: “We paid a heavy price in this war, and we must divide the land. We are serious about this and have spoken with the Americans,” signalling his government’s intent to exploit Israel’s war on Gaza to entrench new settlement realities.

He also took a swipe at Prime Minister Benjamin Netanyahu’s recent call for Israel to become a “Super Sparta,” arguing instead: “There is no need for an internal industrial blitz. Rather, Israel’s military power must be strengthened in other ways.”

His remarks come amid mounting Palestinian and international warnings that Israel is using the devastation in Gaza as cover to advance forced displacement and ethnic cleansing schemes.

‘No Safe Place Left’ as Israel Moves to Ethnically Cleanse Nearly 1 Million Gazans

“This is the latest chapter in the genocide that Israel is committing in Gaza and part of a broader campaign of ethnic cleansing engulfing the entire Gaza Strip,” said Oxfam International.

Israel’s US-backed campaign to ethnically cleanse Palestinians from Gaza City has left nearly 1 million people—half of them starved by design—with nowhere to seek refuge, United Nations agencies and other humanitarian groups warned Wednesday.

“We are witnessing a dangerous escalation in Gaza City, where Israeli forces have stepped up their operations and ordered everyone to move south. This comes two weeks after famine was confirmed in the city and surrounding areas,” said the UN Humanitarian Country Team (HCT), a strategic forum of UN agency heads and over 200 nongovernmental organizations (NGOs).

“While Israeli authorities have unilaterally declared an area in the south as ‘humanitarian,’ it has not taken effective steps to ensure the safety of those forced to move there and neither the size nor scale of services provided is fit to support those already there, let alone new arrivals,” HCT continued.

“Nearly 1 million people are now left with no safe or viable options—neither the north nor the south offers safety,” HCT added.

One elderly woman caring for an injured 8-year-old girl who is one of tens of thousands of children orphaned by Israeli attacks told Amnesty International Wednesday that “she’s all that I have left, and I have tried everything I can to protect her.”

“We have been displaced twice just in the last week,” the woman added. “We don’t have the means to go to the south, and we are tired of being forced to relive this ordeal all over again.”

An elderly disabled woman living in a makeshift refugee camp in southern Gaza City told Amnesty that “we were displaced from Sheikh Radwan three weeks ago; my son had to carry me on his shoulders because I have no wheelchair and no transportation could reach our area.”

“Now we are ordered to evacuate again. Where do we go?” she asked. “To secure transportation to the south, you have to pay close to 4,000 shekels ($1,200) and to buy a tent, you have to pay at least 3,000 shekels and we don’t know if we’ll find any land to pitch our tent on.”

“We had already spent all our savings to survive this war, looking for food and basics,” the woman added. “Every day is like the war is starting all over again, only far worse, but we are totally depleted, we have no will or strength to carry on.”

Photos showing hundreds of thousands of Palestinians—including some with donkey-drawn carts—slowly streaming southward from Gaza City evoked images from the Nakba, when more than 750,000 Arabs were ethnically cleansed from Palestine by Zionist terror militias during the establishment of modern Israel.

The World Health Organization (WHO), a UN body, warned Wednesday that “starvation and malnutrition in Gaza are at the highest levels ever since the conflict began almost two years ago,” and that “deliberate blocking and delay of large-scale food, health, and humanitarian aid has cost many lives.”

“After 22 months of relentless conflict, over half a million people in the Gaza Strip are facing catastrophic conditions characterized by starvation, destitution, and death,” the agency added. “Another 1.07 million people (54%) are in ‘emergency’ (IPC Phase 4), and 396,000 people (20%) are in ‘crisis’ (IPC Phase 3).”

WHO also cited overall casualties in Gaza—now approaching at least 65,000 deaths, mostly women and children—and 164,000 injuries, according to the Gaza Health Ministry (GHM)—and noted that “as of September 5, 2025, there have been 2,339 reported fatalities among aid-seekers near militarized distribution sites and along convoy routes since May 27.”

Oxfam International—a coalition of over 20 independent NGOs focused on alleviating poverty—echoed the UN experts, asserting that “Israel’s intent to displace around 1 million civilians, half of whom are living in famine, is impossible and illegal.”

“Displacement orders, on leaflets thrown from the sky, or posted on social media, signal grave next steps, a scene all too familiar in Gaza where every order has preceded new waves of destruction and mass casualties,” Oxfam said. “This is the latest chapter in the genocide that Israel is committing in Gaza and part of a broader campaign of ethnic cleansing engulfing the entire Gaza Strip, where nothing and no one has been spared.”

Heba Morayef, regional director for the Middle East and North Africa at Amnesty International, said Wednesday that Israel’s mass displacement order for Gaza City residents “is cruel, unlawful, and further compounds the genocidal conditions of life that Israel is inflicting on Palestinians.”

“Gaza City… is now facing complete obliteration,” Morayef added. “It is evident that Israel is determined in pursuing its goal to physically destroy Palestinians in the Gaza Strip. It is unconscionable that states with leverage over Israel continue to provide it with arms and diplomatic support to destroy Palestinian lives.”

Operation Gideon’s Chariots 2—Israel’s plan to ”conquer, cleanse, and stay” in Gaza and “annihilate everything” there—as Israeli Finance Minister Bezalel Smotrich recently put it—has ramped up in recent days, with intensified Israeli air and artillery strikes and ground troops pushing deeper into Gaza City.

According to GHM, at least 72 Palestinians were killed and a minimum of 356 others were wounded by Israeli forces across Gaza on Thursday, including children and infants. At least 53 of the victims were killed in Gaza City. Israeli strikes reportedly targeted homes, tents housing refugees, and aid distribution points.

Additionally, GHM said that seven Palestinians including a child died from starvation over the past 24 hours, bringing the total number of famine-related deaths in Gaza to at least 411, 142 of them children.

Smotrich declares West Bank as part of Israel by “Divine Promise”

Israeli Finance Minister Bezalel Smotrich asserted on Thursday that the occupied West Bank is inherently part of Israel, citing a “divine promise” as the basis for his claim.

In a news conference, Smotrich announced the initiation of a project aimed at connecting the Ma’ale Adumim settlement to occupied Jerusalem. He characterised the establishment of a Palestinian state as a threat to Israel; “the only Jewish state in the world.”

Smotrich stated that he has the backing of Prime Minister Benjamin Netanyahu regarding matters related to the West Bank. He noted, “We are confiscating thousands of dunams of land and investing billions to settle one million Jews in the West Bank.”

He emphasised that time has come to apply Israeli sovereignty over the West Bank and to permanently dismiss the notion of dividing Israel. “Every Israeli home built in the West Bank represents a declaration of sovereignty, and each neighbourhood strengthens our claim,” he remarked, highlighting plans to double the size of the Ma’ale Adumim settlement.

In conclusion, Smotrich asserted, “Our future is not dictated by external opinions but by the actions of the Jewish people,” expressing confidence that a significant declaration regarding the imposition of sovereignty over the West Bank is imminent.
