UK Foreign Secretary’s Empty Words: Weapons and Spy Flights Expose Hollow Promises

Lammy called Israel’s escalation of the genocide “morally unjustifiable.” But what is beyond unjustifiable is for Lammy to say this while directly arming and providing surveillance information for the genocide.

On Tuesday, after releasing a joint statement with France and Canada threatening “concrete actions” if Israel did not allow aid into Gaza, the U.K. government suspended talks on its upgraded free trade deal, summoned the Israeli ambassador, and imposed new sanctions on settlers in the occupied West Bank. While this might appear substantial for the goal of isolating the Zionist state, it amounts to little more than face-saving measures.

In his speech announcing these measures, U.K. Foreign Secretary David Lammy couldn’t even bear to say these words without condemning the October 7 operation and maintaining Israel’s right to commit genocide. We can’t fall for these empty measures, even if they appear to be a positive push toward some justice. In reality, they are a distraction and feign action from a government supporting Israel as it accelerates its genocidal attacks. Each day, as Israel commits new massacres with American weapons, it is using the Royal Air Force Akrotiri, a British military base on Cyprus, to conduct surveillance flights and facilitate weapons transfers.

The government’s suspension of negotiations on its free-trade agreement is misleading. This is not the existing free-trade agreement in place between Britain and Israel, but a future plan to deepen relations. Known as the 2030 Roadmap, this was initiated under the previous Conservative government in 2022, and the Labour government continued negotiations immediately after entering government in July 2024. Stopping these negotiations is a good first step, but they must end their current free-trade agreement if Lammy’s words are worth their salt.

The sanctions on a handful of people and companies in the occupied West Bank might be a generally positive step. But at a closer look, these measures are only on three people, two outposts, and two organisations. All of the 700,000 settlers occupying the West Bank in their 150 settlements and 128 outposts are illegal under international law. These very narrow sanctions then give wider justification for the illegal occupation of the West Bank, scapegoating a handful of “extreme” characters but not contending with the occupation itself. Last year, the International Court of Justice ruled that Israel’s occupation of Palestine is illegal. Once again, Britain is ignoring international law, just as it does in refusing to hand over surveillance data on Gaza to the International Criminal Court.

Britain’s recent moves should rightly be compared with the United States, which has formed the Gaza Humanitarian Foundation, a private company of U.S. military veteran mercenaries to run an aid distribution operation, better described as a trojan horse to occupy Gaza. As Israel accelerates its genocide in Gaza, the U.S. and Britain are attempting to conceal their role in the violence. We might see these as necessary measures for Israel to be committing what many are referring to as the final stage in the genocide.

Over the past few days, the Starmer government’s statements have given us the illusion of a change in course toward Israel. Yet in five of the six days leading up to May 20, Britain has flown a surveillance flight over Gaza for Israel.

Britain has made no material change in its policy of arming Israel, providing surveillance information, and using its military base on Cyprus for weapons shipments. Therefore, not only are these statements hollow and vacuous, but they are a pernicious and sly attempt to divert attention from Britain’s role as it directly participates in Israel’s genocide against the Palestinian people.

On Sunday (May 18th), Britain sent an A400M Atlas plane to Israel from RAF Akrotiri. This aircraft can carry up to 37 metric tons of cargo, including weapons and soldiers. Two hours later, it sent a surveillance flight over Gaza. These operations have been purposefully concealed from public knowledge, but this is clearly shifting. The only reason we know about these flights is because of the work of Matt KennardDeclassified U.K., and Genocide-Free Cyprus, among other groups. There clearly is mounting pressure as a result of the revelations of Britain’s direct role in Israel’s genocide, and perhaps we must recognize it has a role in Lammy’s face-saving attempts.

Last week, the U.K. government defended its continued provision of F-35 fighter jet parts to Israel, pointing to the need for “national security.” In court, they claimed “no genocide has occurred or is occurring,” that Israel is not “deliberately targeting civilian women or children.” Britain is defending Israel legally, diplomatically, and militarily. No statement can change that fact.

Israel stopped all aid trucks from entering Gaza on March 2. It has taken more than 11 weeks for the government to take any action at all. Every day, the Israeli occupation commits heinous massacres. They are even bragging that the world “won’t stop us.” And so far, they’re right.

In the face of this, we cannot despair. Palestinians in Gaza remain steadfast each day, for the 18 months of this escalation in the genocide that has been ongoing for more than 77 years. Israeli Prime Minister Benjamin Netanyahu says the world “won’t stop us.” Our leaders bought by Zionism will certainly not, but the people will. We must continue our demands for a full arms embargo, an end to British surveillance flights, and the total liberation of Palestine.

“Grotesquely Inadequate”: UK Suspending Trade Talks With Israel Over Gaza

Pro-Palestine advocates say the announcement is a publicity stunt that will do little to end the genocide.

The U.K. government said on Tuesday that it is suspending free trade talks with Israel and imposing sanctions on some settlements in the occupied West Bank over Israel’s recent escalation in Gaza — an announcement being slammed by pro-Palestine advocates as “grotesquely inadequate.”

In remarks to Parliament, Foreign Secretary David Lammy criticized Israel’s recent escalation of its assault on Gaza and its lengthy total aid blockade on the region. He said that Israel’s plan to forcibly displace all Palestinians from Gaza is “morally unjustifiable” and “wholly disproportionate.”

“History will judge them,” Lammy said, ignoring the role of the U.K. and leaders of his own party in allowing Israel’s genocide to reach this point. “Blocking aid. Expanding the war. Dismissing the concerns of your friends and partners. This is indefensible. And it must stop.”

He said that the government is levying sanctions on three individuals and four entities involved in settlement expansion in the occupied West Bank.

The announcement came after U.K. Prime Minister Keir Starmer said he was “horrified by the escalation,” following a joint statement with the French and Canadian governments threatening “concrete action” against Israel and calling for a ceasefire on Monday.

The EU also announced on Tuesday that it is going to launch a review of the EU’s trade agreement with Israel amid the current escalation.

The U.K. has been in negotiations for a new free trade agreement with Israel since 2022, launched under conservative Prime Minister Boris Johnson. Lammy said the existing trade agreement between the two governments is still in effect.

The U.K. has long faced criticism from advocates for Palestinian rights for the government’s support of Israel.

The Labour government announced shortly after taking control last year that it was suspending 29 of the U.K.’s 350 arms licenses to Israel, in a departure from the conservative government. However, data analyzed by pro-Palestine groups has shown that the U.K. has exported thousands of munitions to Israel since the suspension took effect — raising questions over whether the U.K. continued supposedly suspended shipments of F-35 jet parts.

Advocates for Palestinian rights said that the government’s actions do not erase the U.K.’s deep complicity in the genocide.

U.K. group Palestine Solidarity Campaign called the moves “grotesquely inadequate” and called for a full arms embargo.

“Today could be a turning point, where the government begins to undo the depths of its complicity in Israel’s genocide, by treating Israel not as an ally, but as a rogue state carrying out atrocities. Or, without further action, it will be recognised as just a last ditch attempt to salvage its reputation as a government that has enabled these crimes,” the group said.

“Suspending the trade negotiations is a positive step forward but without bolder action this will have little impact. Without suspending parts for Israeli F-35 fighter jets, the UK Government remains complicit in the deaths of thousands of civilians across Gaza,” said Halima Begum, Oxfam GB’s executive director, in a statement.

“The Foreign Secretary should now suspend all arms exports to Israel and impose a full package of sanctions on political leaders and settlers in Israel who are seeking to erase Palestine from the map,” Begum went on.

Meanwhile, following Lammy’s announcement, left-wing members of Parliament grilled Lammy to account for arms exports to Israel, which have soared under Labour, but he refused to answer.

“I just asked the Foreign Secretary why arms sales to Israel under this Labour government now exceed those under the Tories. He dismissed it as ‘clickbait,’” said MP Zarah Sultana on social media. “There’s nothing clickbait about genocide. He has Palestinian blood on his hands.”

UN Warns 14,000 Babies in Gaza Could Die in 48 Hours Without True Lift of Israeli Blockade

“The limited entry of aid into Gaza cannot be mistaken for meaningful progress,” said one humanitarian expert.

The United Nations estimated that the Netanyahu government’s continued starvation of more than 2 million Palestinians could kill up to 14,000 infants in the next two days without a serious influx of aid.

News outlets have reported since Monday that Prime Minister Benjamin Netanyahu allowed five aid trucks carrying baby food and other nutritional aid into the besieged enclave—but humanitarian experts and workers have decried the arrival of the aid as “a trickle among a sea of need.”

Tom Fletcher, under-secretary-general for humanitarian affairs for the United Nations, said the tiny amount of aid was a “drop in the ocean” in a bombarded enclave where food security experts announced earlier this month that nearly a quarter of a million people are facing “extreme deprivation of food” and the entire population has “very high” levels of acute malnutrition and excess mortality.

While many medical workers have been killed in Israeli bombings, Fletcher told the BBC‘s Radio 4 “Today” program that teams have assessed that 14,000 infants are likely to die within 48 hours if food aid can’t reach them. The small amount of trucks allowed in through the Karem Abu Salem crossing Monday—a fraction of the 600 per day that provided food, medications, water, and other aid to Palestinians during the recent cease-fire—have yet to actually reach civilians.

On Tuesday, 100 more U.N. trucks were given clearance to enter Gaza. Fletcher said humanitarian workers fear potential looting of aid trucks due to the chaotic, desperate situation faced by Palestinians.

The current blockade began March 2, and international humanitarian groups operating in Gaza have exhausted their reserves of food aid over the past 79 days.

“For over 70 days Israel has been starving the people of Gaza, depriving them of food, water, medicine, and essential supplies while escalating its cruel and indiscriminate bombing campaign,” said Wassem Mushtaha, Gaza response lead for Oxfam. “Two million people are on the brink of famine, and they are not just starving, but also traumatized, sick, and displaced from their homes.”

“The limited entry of aid into Gaza cannot be mistaken for meaningful progress, especially alongside the expansion of Israel’s brutal bombing campaign across the Gaza Strip,” said Mushtaha. “It is not a turning point, but at best a narrow concession that seems to reflect mounting international pressure.”

The continued blockade on effectively all humanitarian aid prompted the United Kingdom, Canada, and France to issue a joint statement Monday saying that “the level of human suffering in Gaza is intolerable” and threatening “targeted sanctions.”

On Tuesday, U.K. Foreign Secretary David Lammy told Parliament that the government had suspended trade negotiations over Netanyahu’s blockade and plan to expand military operations across Gaza.

French Foreign Minister Jean-Noël Barrot said Tuesday that the country also supports a review of the European Union’s trade relationship with Gaza.

“The blind violence and the blockade of humanitarian aid by the Israeli government have turned the enclave into a death trap, not to say a cemetery,” Barrot said. “This must stop… It is an absolute violation of all the rules of international law.”

The European leaders’ comments were a departure from many Western governments’ insistence since 2023 that Israel is operating in self-defense and that it is targeting Hamas in retaliation for the group’s attack on October 7, 2023. Humanitarian groupsrights experts, and progressive lawmakers have called on Western governments to end their support for Israel, which faces a genocide case at the International Court of Justice.

Bushra Khalidi, Oxfam’s policy lead in the occupied Palestinian territory and Gaza, said Tuesday that “what is urgently needed is for all crossings to be opened to allow a full and proper humanitarian response that allows real access, with safe corridors and respect for international humanitarian law.”

“A token convoy does not equal progress, only sustained, accountable access through every crossing will end the impunity that keeps aid from flowing,” said Khalidi. “We must also see an end to the relentless bombing and attacks on Palestinian people, with an urgent and permanent cease-fire, alongside justice and accountability for all.”

UK firms have exported thousands of military items including munitions to Israel despite the government suspending key arms export licences to the country in September, new analysis of trade data shows.

The research also raises questions over whether the UK continued to sell F-35 parts directly to Israel in breach of an undertaking only to sell them to the US manufacturers Lockheed Martin as a way of ensuring the fighter jet’s global supply chain was not disrupted, something the government said was essential for national security and Nato.

The findings have led the former Labour shadow chancellor John McDonnell to call for a full investigation, adding it was a resigning matter if the foreign secretary, David Lammy, was shown to have misled parliament in breach of the ministerial code when he told MPs in September that much of what the UK sends to Israel was “defensive in nature”.

McDonnell said “The government has shrouded its arms supplies to Israel in secrecy. They must finally come clean in response to this extremely concerning evidence and halt all British arms exports to Israel to ensure no British-made weapons are used in Netanyahu’s new and terrifying plans to annex the Gaza Strip and ethnically cleanse the land.”
