Israeli Knesset passes preliminary reading of bill to annex occupied West Bank

The Israeli Knesset (parliament) passed a bill in its preliminary reading on Wednesday to annex the occupied West Bank, Anadolu reports.

A Knesset statement said the bill was approved in a preliminary reading “to apply the sovereignty of the State of Israel to the territories of Judea and Samaria (West Bank).”

The statement said 25 lawmakers supported the bill, introduced by Avi Maoz, leader of the far-right Noam Party, while 24 opposed it. The Knesset has 120 members in total.

The bill still must pass three additional readings to become law. It will now go to the Knesset Foreign Affairs and Defense Committee for further deliberations.

The daily Yedioth Ahronoth also reported that another bill to annex the Ma’ale Adumim settlement bloc in the occupied West Bank also passed its preliminary reading in the Knesset’s plenary session with 32 votes in favor and nine against. The bill was introduced by Avigdor Lieberman, head of the Yisrael Beiteinu Party.

The vote came despite opposition from US President Donald Trump, who said last month that he would not allow Israel to annex the West Bank. It also came as US Vice President JD Vance is currently visiting Israel.

Annexing the West Bank would effectively end the possibility of implementing a two-state solution to the Palestinian-Israeli conflict as outlined in UN resolutions.

Israeli attacks have escalated across the occupied West Bank since October 2023, killing more than 1,056 Palestinians, injuring 10,300, and detaining over 20,000 others, according to Palestinian figures.

In a landmark opinion last July, the International Court of Justice declared Israel’s occupation of Palestinian territory illegal and called for the evacuation of all settlements in the West Bank and East Jerusalem.

The International Court of Justice (ICJ) ruled on Wednesday that Israel is obliged under the Geneva Convention to agree to and facilitate relief schemes provided by third states and impartial humanitarian groups, including the International Committee of the Red Cross (ICRC) and the UN agency for Palestinian refugees (UNRWA), to ensure that sufficient aid reaches the Gaza Strip, Anadolu reports.

In its detailed opinion, the world court underscored that Israel, as the occupying power, carries an unconditional duty to ensure the local population’s basic needs are met.

It found that the population of Gaza has been “inadequately” supplied within the meaning of Article 59 of the Fourth Geneva Convention, and that Israel must therefore permit and assist humanitarian relief operations.

The court said that following the events of Oct. 7, 2023, Israel severely restricted the entry of aid and even blocked the delivery of humanitarian and medical supplies starting this March 2, allowing only limited amounts to resume as of May 19.

Rejecting Israel’s claims that UNRWA staff were affiliated with armed groups, the court stated that “Israel has not substantiated its allegations that a significant part of UNRWA employees are members of Hamas” or what it called “other terrorist organizations.”

It also found no evidence of discrimination in the UNRWA’s distribution of aid based on nationality, race, religion, or political opinion.

“The occupying power may never invoke reasons of security to justify the general suspension of all humanitarian activities in occupied territory,” the court said, reiterating that Israel’s obligation to facilitate aid is “unconditional.”

It reaffirmed that the law of occupation applies alongside international humanitarian law governing hostilities, and that Israel must comply with both sets of obligations.

While noting that its opinion focuses on identifying Israel’s legal obligations rather than determining the consequences of any violations, the court stressed that Israel remains bound under international law to respect, protect, and fulfill the human rights of Palestinians in the occupied territories.

“Israel, as an occupying power, is not entitled to sovereignty over or to exercise sovereignty powers in any part of the occupied Palestinian territory, including East Jerusalem,” the court said.

It also reiterated Israel’s obligation not to use starvation of the civilian population as a method of warfare.

Israeli Prime Minister Benjamin Netanyahu dismissed National Security Adviser Tzachi Hanegbi on Tuesday amid disagreements over policy decisions, including a recent attack on Qatar and an offensive to occupy Gaza City, local media said, Anadolu reports.

Hanegbi confirmed his departure, saying his tenure as head of the National Security Council would end after Netanyahu informed him a replacement would be appointed, The Jerusalem Post daily reported.

He called for a “thorough investigation” into Israel’s failures surrounding the Oct. 7 Hamas attack, saying he shared in the responsibility.

Netanyahu’s office confirmed that the deputy head of the National Security Council, Gil Reich, has been appointed as the acting head of the agency, replacing Hanegbi, according to the Yedioth Ahronoth newspaper.

Israeli media, including Channel 12, reported that Hanegbi had clashed with Netanyahu over both last month’s airstrike targeting Hamas leadership in the Qatari capital Doha and the launch of a military operation to occupy Gaza City.

Before the operation began, Hanegbi reportedly told the Cabinet he opposed Netanyahu’s push to take control of Gaza City, arguing it could endanger the lives of Israeli hostages.

“I fully agree with the chief of staff (Eyal Zamir) that taking control of Gaza City jeopardizes the lives of the hostages, which is why I oppose the prime minister’s proposal,” he was quoted as saying by Channel 12.

Five Hamas members and a Qatari security officer were killed in the Israeli attack in Doha on Sept. 9 amid a global condemnation of the strike.

A ceasefire agreement took effect in Gaza on Oct. 10, based on a phased plan presented by US President Donald Trump. Phase one included the release of Israeli hostages in exchange for Palestinian prisoners.

The plan also envisages the rebuilding of Gaza and the establishment of a new governing mechanism without Hamas.

Since October 2023, the Israeli genocidal war has killed over 68,200 people and injured more than 170,300, according to the Gaza Health Ministry.

EU Commission chief says ‘Europe must play a role in rebuilding Gaza’

Europe must play a central role in rebuilding Gaza as well as reviving the two-state solution to Israel-Palestine conflict, European Commission President Ursula von der Leyen said on Tuesday, Anadolu Agency reports.

Speaking on the EU’s priorities for the coming year at the European Parliament, von der Leyen stressed that Europe’s independence and influence on the global stage depend on shaping the emerging international order, starting from its immediate neighborhood.

“This is true in the Middle East, where Europe must play a role in rebuilding Gaza, in relaunching the two-state solution, as well as in encouraging the birth of a new Syria,” she said.

Von der Leyen also underscored the EU’s commitment to supporting Ukraine and strengthening Europe’s defense capabilities against a range of threats, including hybrid warfare, terrorism, and security consequences of climate change.

She highlighted the importance of a strong democracy in delivering solutions to citizens’ concerns, particularly in migration and child protection on social media.

The EU commission chief stressed the full implementation of the EU Pact on Migration and Asylum, stronger border management through Frontex, and stricter enforcement against smugglers and traffickers.

“Legal migration is welcome, and we will need more of it. But illegal migration is not, and we cannot tolerate the smugglers and traffickers working against our rules,” she said.

She said Europe must protect its children from the growing harms of social media, noting that the EU is setting up a panel of experts to deliver recommendations for protecting children online, including a digital minimum age.

“And then we will act on this in the coming year. I really hope for your support. Because we should be absolutely clear that it should be parents who raise their children, not algorithms,” she added.

The Commission Work Program 2026, she said, will focus on competitiveness, defense readiness, and democratic resilience to ensure Europe can act decisively at home and abroad.

Palestinians document over 150 assaults by illegal Israeli settlers since start of olive harvest season

Illegal Israeli settlers staged 158 assaults against Palestinian farmers in the occupied West Bank since the start of the olive harvest season in October, according to a local official, Anadolu reports.

Muayyar Shaaban, who heads the Palestinian Authority’s Colonization and Wall Resistance Commission, said field teams documented 17 attacks by the Israeli army and 141 others by illegal settlers.

“These attacks ranged from violent physical assaults, arrests, movement restrictions, denial of access, intimidation, and harassment to direct gunfire,” Shaaban said.

According to the official, 56 attacks were carried out in the northern city of Nablus, 51 assaults in the central city of Ramallah, and 15 in Hebron in the southern West Bank.

Shaaban noted that 57 incidents of movement restrictions and intimidation against olive pickers were documented, in addition to 22 cases of beating and physical assault against farmers.

A total of 795 olive trees were destroyed in 74 attacks directly targeting olive-planted lands, he added.

The Palestinian official described the season as “one of the most difficult and dangerous in decades” due to the escalating attacks by the Israeli army and illegal settlers.

Shaaban accused the Israeli occupation of systematically targeting the olive harvest season due to the deep emotional and historical bond between Palestinians and their land as part of “a clear and declared plan to control Palestinian geography and deny Palestinians access to their lands.”

According to Palestinian figures, illegal Israeli settlers have carried out 7,154 attacks against Palestinians and their property across the West Bank since October 2023, killing 33 Palestinians and displacing 33 Bedouin communities.
