European Court of Human Rights Delivers ‘Quantum Leap for Climate Accountability’

“Requiring governments to assess the global climate consequences of oil and gas combustion before approving new fossil projects is common sense, and long overdue,” said one campaigner.

Although the European Court of Human Rights on Tuesday sided with the Norwegian government over six young adults and a pair of climate groups, the plaintiffs still welcomed the tribunal’s ruling as “a major step forward,” in the words of Frode Pleym, head of Greenpeace Norway.

The case stems from the Norwegian Ministry of Petroleum and Energy granting 10 exploration licenses to 13 companies for fossil fuel production in the Arctic Barents Sea in 2016. The plaintiffs argued that doing so violated Article 8 of the European Convention on Human Rights, or the right to respect for private and family life.

The court unanimously held that “there had been no violation” of Article 8, but it also affirmed that the government must conduct a full environmental impact assessment, including greenhouse gas emissions from combustion, for any new petroleum production.

“It’s a relief to see the court recognize what science has told us for years—that new oil and gas fields threaten our most basic human rights,” Pleym said in a statement. “Requiring governments to assess the global climate consequences of oil and gas combustion before approving new fossil projects is common sense, and long overdue.”

Young Friends of the Earth Norway, which sued alongside Greenpeace and the six individuals, also praised the ruling as progress.

“This decision is a quantum leap for climate accountability,” said the group’s leader, Sigrid Hoddevik Losnegård. “The government can no longer continue its oil and gas policy as if climate change doesn’t exist. This judgment will have ripple effects far beyond Norway.”

The plaintiffs noted in a joint statement that the ruling “builds on” recent decisions from the International Court of Justice and the UK Supreme Court. The ICJ said in a landmark advisory opinion in July that countries have a legal obligation to take cooperative action to address the fossil fuel-driven climate emergency. At the time, Danilo Garrido, legal counsel at Greenpeace International, hailed the development as “the start of a new era of climate accountability at a global level.”

That decision came roughly a year after the UK’s top court ruled that Surrey authorities’ approval of the Horse Hill drilling project “was unlawful” because they didn’t consider “emissions that will occur when the oil produced is burnt as fuel,” as required by law. Friends of the Earth UK called the ruling “a heavy blow for the fossil fuel industry” that could impact other projects.

The European court’s Tuesday decision came less than two weeks away from the start of the 30th United Nations Climate Change Conference in Belém, Brazil. In preparation for COP30, the UN on Tuesday released a report warning that governments’ climate plans would reduce fossil fuel emissions by just 10% by 2035 compared to 2019 levels, far short of what is needed to meet the Paris Agreement goal of limiting temperature rise this century to 1.5°C above preindustrial levels.

As Oil Change International pointed out in a June report, Norway and three other wealthy nations—Australia, Canada, and the United States—account for the majority of planned oil and gas expansion over the next decade. This month, the group commissioned a poll that found a majority of Norwegians believe their country should either stop exploring for new oil and gas or slow down the pace.

“The data show that Norwegians increasingly want political leadership that aligns the country’s oil policy with its climate goals,” Oil Change’s North Sea campaign manager, Silje Lundberg, said Monday. “People are calling time on endless oil expansion—it’s the government that’s stuck in the past. The public clearly wants a plan to phase down oil and gas and deliver real climate leadership, not more empty talk from ministers protecting the industry.”

Venezuela Says CIA-Linked Mercenaries Caught During ‘False-Flag Attack’

The government of Venezuelan President Nicolás Maduro said Sunday that his country’s security forces captured a group of mercenaries aligned with the US Central Intelligence Agency, less than two weeks after President Donald Trump confirmed his authorization of covert CIA action against the South American nation.

Venezuela “reports that it has captured a mercenary group with direct information from the US intelligence agency, CIA, being able to determine that a false-flag attack is underway from waters bordering Trinidad and Tobago, or from Trinidad or Venezuelan territory itself,” the Venezuelan government said in a statement.

“This planned action perfectly evokes the provocation of the Battleship Maine and the Gulf of Tonkin, which gave rise to the war against Spain to seize Cuba in 1898 and allowed the US Congress to authorize involvement in an eternal war against Vietnam in 1964, from which they emerged defeated by the Vietnamese people after facing incalculable destruction and regrettable human loss,” the statement continues.

“The government of Prime Minister Kamla Persad-Bissessar has renounced the sovereignty of Trinidad and Tobago to act as a military colony subordinate to US hegemonic interests, turning its territory into a US aircraft carrier for war throughout the Caribbean against Venezuela, Colombia, and all of South America,” Caracas asserted.

The statement continues:

By folding to Washington’s militaristic agenda, Persad-Bissessar not only intends to attack Venezuela, a country that has always maintained a policy of energy cooperation, mutual respect, and Caribbean integration, and break our historic bonds of brotherhood; she also violates the United Nations Charter, the proclamation of Latin America and the Caribbean as a Zone of Peace approved by [the Community of Latin American and Caribbean States], and the principles of [the Caribbean Community], which protect all peoples of the Caribbean.

These are not defensive exercises: this is a colonial operation of military aggression that seeks to turn the Caribbean into a space for lethal violence and US imperial domination.

“Venezuela does not accept threats from any vassal government of the US. We are not intimidated by military exercises or war cries,” the statement says, adding that the country “will always defend its sovereignty, its territorial integrity, and its right to live in peace against foreign enemies and [their] vassals.”

Venezuela’s accusation came amid joint military exercises between the US and Trinidad and Tobago in the Caribbean Sea and follows a string of deadly US attacks on vessels the Trump administration claimed—without evidence—were transporting drugs bound for the United States. According to the Trump administration, at least 43 people have been killed in the US boat strikes in the southern Caribbean and Pacific Ocean since early last month.

Trinidad and Tobago challenged Venezuela to provide proof of the alleged false-flag operation and said the joint military operation with the United States “aims to bolster the fight against transnational crime and build resilience through training, humanitarian activities, and security cooperation.”

The Trump administration—which had already deployed an armada of warships and thousands of troops to the southern Caribbean—said Friday that it ordered the USS Gerald R. Ford carrier strike group off the coast of Venezuela, which possesses the world’s largest oil reserves.

The US has been meddling in Venezuelan affairs since at least the late 19th century, going back to the 1895 border dispute between Venezuela and Britain. Since then, the United States has helped install and prop up brutal dictators and assisted in the subversion of democratic movements, including by training Venezuelan forces in torture and repression at the notorious US Army School of the Americas.

In the 21st century, successive US administrations beginning with George W. Bush have tried to thwart the Bolivarian Revolution that was launched by former President Hugo Chávez and continued under Maduro. During the first Trump administration, Venezuela foiled an attempt by a group of mercenaries, including two Americans, to invade the country and topple Maduro.

Tens of thousands of Venezuelans have also died as a result of US economic sanctionsaccording to research from the Center for Economic and Policy Research.

Taunting the Venezuelan president during a Sunday appearance on CBS “60 Minutes,” Sen. Rick Scott (R-Fla.) said, “If I was Maduro, I’d head to Russia or China right now.”

However, senior Venezuelan officials waxed defiant in the face of the latest US threat.

“Once again, the empire and its accomplices seek to bend the sovereign will of the Venezuelan people through a criminal economic siege that flagrantly violates the Charter of the United Nations and international humanitarian law,” Venezuelan Foreign Minister Yván Gil Pinto said Monday.

“These actions are not only illegal,” he added, “they are an unconventional act of war that we are determined to face and defeat in all scenarios.”

Israel accused Hamas of breaking the US-brokered ceasefire in a manner in which no one was physically harmed. Gaza officials say Israel has violated the truce 125 times, killing or wounding hundreds of Palestinians.

Following Israel’s 125 reported violations of the October 10 Gaza ceasefire in attacks that have killed or wounded hundreds of Palestinians, Israeli Prime Minister Benjamin Netanyahu on Tuesday ordered “powerful strikes” in response to an alleged Hamas breach of the deal in which no one was physically harmed.

Netanyahu’s office said the right-wing prime minister instructed the Israel Defense Forces (IDF) to immediately carry out the attacks on the flattened strip, where two years of genocidal war and siege have left at least 248,000 Palestinians dead, maimed, or missing, hundreds of thousands of others starving; and the vast majority of Gaza’s more than 2 million people forcibly displaced.

Israel said the decision to escalate came after IDF invaders—none of whom were reportedly harmed—came under fire in southern Gaza, and amid Israeli anger over alleged Hamas subterfuge regarding the return of bodily remains from an Israeli hostage abducted during the October 7, 2023 attack.

Netanyahu’s announcement also came on the same day that the prime minister appeared in a Jerusalem court to continue his testimony in his ongoing trial for alleged fraud, breach of trust, and bribery. His testimony was cut off three hours early due to unspecified “security developments.” Critics, including relatives of hostages, have accused Netanyahu of unnecessarily prolonging the war in order to further delay his trial. The prime minister denies any wrongdoing.

Hamas said it would respond to Israel’s escalation by delaying the handover of the remaining 13 dead hostages it either holds or is trying to locate. The armed resistance group, which governs Gaza, said Tuesday it had recovered the body of another hostage.

The Gaza Government Media Office responded to Israel’s accusation of Hamas ceasefire violations by noting what it said are 125 incidents in which Israeli forces broke the truce, “resulting in the killing of 94 Palestinians and the injury of more than 344 others.”

Israeli violations of the current ceasefire include several massacres, such as the October 18 bombing of a bus that killed at least 11 members of the Abu Shaaban family, who were trying to return to inspect their home in Gaza City. Among the victims were three women and seven children ages 5-13.

Israel was also accused of nearly 1,000 violations of the previous ceasefire earlier this year—breaches that officials said left at least 116 civilians dead and nearly 500 others wounded.

There has been scant reporting of Israeli ceasefire breaches in the US corporate media. In a glaring act of apparently selective inattention, the Associated Press on Tuesday called Netanyahu’s strike order “a new test for the US-brokered ceasefire.”

‘The Stuff of Nightmares’: Jamaica Braces for Catastrophic Landfall as Hurricane Melissa Horrifies Experts

“Unimaginable violence is hiding in the very small and compact eyewall of Melissa,” said one hurricane specialist.

Hurricane Melissa barreled toward Jamaica on Tuesday as a monstrous Category 5 storm as the island country braced for devastating landfall, humanitarian operations urgently mobilized, and experts voiced horror at the latest climate-fueled weather disaster.

Anne-Claire Fontan, the World Meteorological Organization’s tropical cyclone specialist, told reporters that “a catastrophic situation is expected in Jamaica” and described the hurricane as “the storm of the century” for the island. Melissa is expected to make landfall imminently, bringing extreme flooding, landslides, and other life-threatening impacts.

Tens of thousands of Jamaicans lost power as the slow-moving storm approached the island, bringing torrential rain and maximum sustained winds of 185 mph, with gusts over 220 mph. Storms like Melissa are the reason scientists are pushing to formally add a Category 6 for hurricanes.

“Unimaginable violence is hiding in the very small and compact eyewall of Melissa,” said Greg Postel, hurricane specialist at The Weather Channel. “Nearly continuous lightning will accompany the tornadic wind speeds.”

The International Federation of the Red Cross said up to 1.5 million people in Jamaica—roughly half the island’s population—are expected to be directly affected by Hurricane Melissa, one of the most powerful hurricanes ever recorded in the Atlantic Basin and the strongest storm on Earth this year.

“We are okay at the moment but bracing ourselves for the worst,” Jamaican climate activist Tracey Edwards said Tuesday. “I’ve grown weary of these threats, and I do not want to face the next hurricane.”

The International Organization for Migration warned that “the risk of flooding, landslides, and widespread damage is extremely high,” meaning that “many people are likely to be displaced from their homes and in urgent need of shelter and relief.”

Melissa’s landfall will come on the same day that United Nations Secretary-General António Guterres said the international community has failed to prevent planetary warming from surpassing the key 1.5°C threshold “in the next few years.”

Meteorologist Eric Holthaus wrote on social media that “this is the news I’ve dreaded all my life.”

“Humanity has failed to avoid dangerous climate change,” he wrote. “We have now entered the overshoot era. Our new goal is to prevent as many irreversible tipping points from taking hold as we can.”

Climate experts said Hurricane Melissa bears unmistakable fingerprints of the planetary crisis, which is driven primarily by the burning of fossil fuels.

The warming climate is “clearly making this horrific disaster for Jamaica, Cuba, and the Bahamas even worse,” Jennifer Francis, a senior scientist at the Woodwell Climate Research Center, told the New York Times.

Akshay Deoras, a meteorologist at the University of Reading in the United Kingdomtold the Associated Press that the Atlantic “is extremely warm right now.”

“And it’s not just the surface,” said Deoras. “The deeper layers of the ocean are also unusually warm, providing a vast reservoir of energy for the storm.”

Amira Odeh, Caribbean campaigner at 350.org, warned in a statement Tuesday that “what is happening in Jamaica is what climate injustice looks like.”

“Every home without electricity, every flooded hospital, every family cut off by the storm is a consequence of political inaction,” said Odeh. “We cannot continue losing Caribbean lives because of the fossil fuel industry’s greed.”

“As world leaders head to COP30, they must understand that every delay, every new fossil fuel project, means more lives lost,” Odeh added. “Jamaica is the latest warning, and Belém must be where we finally see a steer to change courses. The Caribbean is sounding the alarm once again. This time, the world must listen.”

At Request of Billionaire ‘Friends,’ Trump Pulls Plug on Troop Deployment to San Francisco—For Now

After threatening for days to deploy troops to San Francisco, President Donald Trump announced Thursday that he would pull back for the moment, apparently after some of his billionaire “friends” in the city called him and asked him not to.

“The Federal Government was preparing to ‘surge’ San Francisco, California, on Saturday,” Trump wrote on Truth Social. “But friends of mine who live in the area called last night to ask me not to go forward with the surge in that the Mayor, Daniel Lurie, was making substantial progress.”

Trump said he “spoke to Mayor Lurie last night and he asked, very nicely, that I give him a chance to see if he can turn it around. I told [Lurie], I think he is making a mistake, because we can do it much faster, and remove the criminals that the Law does not permit him to remove. I told him, ’It’s an easier process if we do it, faster, stronger, and safer but, let’s see how you do?‘”

In a separate post, Lurie affirmed that he had spoken with Trump. He said he told the president that “San Francisco is on the rise,” and that a military occupation would “hinder our recovery.”

Although Trump is walking back his troop threat, for now, US Customs and Border Protection agents still arrived in the Bay Area on Thursday as part of the Trump administration’s crackdown on immigrants.

The Associated Press reported that “police used at least one flash-bang grenade to clear a handful of demonstrators from the entrance” of Coast Guard Island in Alameda, where the CBP agents will be based.

In addition to threatening San Francisco in recent days, Trump has sent National Guard troops to Los Angeles, California; Washington, DC; Portland, Oregon; and Chicago, Illinois—where a judge has halted the deployment.

Like virtually all of the cities where Trump has either surged or threatened to surge federalized troops, San Francisco has no crime wave to “turn around.” In fact, crime has been falling precipitously in the city. Homicides dropped by 35% during 2024 and hit a 60-year low this year, contradicting Trump’s assertions that the city is a “mess” and that people there lived in constant fear of being “mugged, murdered, robbed, raped, assaulted, or shot.”

Lurie said he agreed to help Trump go to war on this imaginary crime wave, and said he would welcome “would welcome continued partnerships with the FBI, DEA, ATF, and US attorney.”

Trump said he was persuaded to hold off on the surge of troops after he was called by two Silicon Valley billionaires, Marc Benioff and Jensen Huang, whom he called “great people.”

Benioff, the CEO of Salesforce, was a longtime Democrat who quickly morphed into an outspoken Trump supporter after his victory in 2024. He was also an initial champion of Trump’s proposal to send troops to San Francisco, but later backed off and even apologized after facing criticism from local officials and former political allies.

Huang, the CEO of the computer tech company Nvidia, meanwhile, cut an unprecedented deal with Trump in August that allowed the company to sell computer chips in China if it handed 15% of the revenue from those sales to the federal government, which was described as a “shakedown” by one financial columnist.

Trump said that these two and some unspecified “others” called him, “saying that the future of San Francisco is great” and that “they want to give [Lurie’s efforts] a ’shot.‘”

“Therefore,” Trump said, “we will not surge San Francisco on Saturday.”

Hafiz Rashid, a writer for the New Republic, quipped that “maybe other cities should try to convince a wealthy tech CEO or two to keep the president from siccing his agents on them.”
