2025 closed as a record-breaking year for illegal Israeli settlement expansion in the occupied West Bank, with Israel’s far-right coalition approving an unprecedented number of new settlements and housing projects – a push rights groups say is aimed at annexing the territory and blocking Palestinian statehood.

According to Israeli settlement watchdog Peace Now, the approvals finalized this year capped an acceleration that began under the current government, surpassing any period since the Oslo Accords were signed in 1993.

“This is nothing to compare to previous governments,” Yonatan Mizrachi of Peace Now’s Settlement Watch Team told Anadolu.

“The goal of this government … is to prevent a political solution based on a two-state solution,” he said.

    41 settlements approved in 2025

Peace Now said plans for 41 new illegal settlements were approved in 2025, making it the most extensive single year of settlement approvals on record. The figure includes both newly announced settlements and the retroactive legalization of previously unauthorized outposts.

In May, Israel’s Security Cabinet approved the construction of 22 new illegal settlements on Palestinian land in the occupied West Bank – the largest expansion in decades.

The move included the reestablishment of settlements in Homesh and Sa-Nur, which were dismantled under Israel’s 2005 unilateral disengagement from the Gaza Strip.

On Dec. 21, the Security Cabinet approved an additional plan to legalize 19 more settlements in the occupied West Bank, some newly established and others long-standing outposts now granted formal status.

READ: 14 countries urge Israel to halt settlement construction in West Bank

Mizrachi said the current government moved quickly after taking office, legalizing 10 outposts in early 2023 and transforming nine of them into settlements.

Outposts are illegal even under Israeli law, while settlements are considered legal by Israel despite being illegal under international law.

Altogether, 68 settlements have been approved, legalized or initiated over the past three years, Peace Now said.

“This does not mean that all 68 settlements have already been established” Mizrachi said. “It means the process has begun – with government support, different planning committees and authorities.”

    Spread across entire West Bank

The expansion is geographically wide-ranging, extending into areas where no settlements previously existed.

“Sixty-eight settlements that will be built according to the Israeli plan from the south to the north or from the north to the south,” said Mizrachi. “Including areas that today we don’t have any settlements like areas around Jenin, around Hebron.”

“It’s all over the West Bank actually,” he added.

In early 2023, there were more or less 140 settlements in the occupied West Bank, Mizrachi said. With recent approvals, that number has risen to 208.

The total number of Israeli settlers in East Jerusalem and the West Bank now stands at about 750,000.

Settlement expansion has also accelerated through construction approvals.

Peace Now on its website said Israeli authorities advanced plans for 28,163 settler housing units in 2025 – the highest figure ever recorded.

On the final day of the year, Israeli authorities approved a plan allowing settlers to return to Sa-Nur, greenlighting 126 housing units at the site evacuated in 2005, according to Israeli media.

The move was enabled by amendments introduced by the current government to the Disengagement Law, lifting restrictions on Israeli presence in parts of the northern West Bank.

Peace Now said the approval marks a return to settlement activity deep inside the northern West Bank, in densely populated Palestinian areas where settlers had not previously been present.

    Blocking Palestinian statehood

Mizrachi said settlement expansion is central to the government’s strategy to prevent Palestinian statehood without formally declaring annexation.

“In the last three years, Israel has taken many steps – bureaucratic steps, advancing settlements, developing the West Bank – to increase the number of Israeli settlers,” he said.

“The aim is to prevent a Palestinian state in any political solution, because there will be so many settlements and so many locations with an Israeli presence that it would be much more difficult to evacuate.”

READ: PA’s Abbas urges pressure on Israel to halt settlement expansion and settler terrorism

He said pressure from settler movements has intensified, pushing the government toward de facto annexation while avoiding a formal declaration due to international and US pressure.

B’Tselem, the Israeli Information Center for Human Rights in the Occupied Territories, spokesperson Yair Dvir said the settlement drive is accompanied by the forcible displacement of Palestinians.

“Israel continues to advance ethnic cleansing in the West Bank, both through the construction and retroactive legalization of outposts and new settlements, and through the forcible displacement of Palestinian communities and the violent takeover of vast areas of Palestinian lands,” he told Anadolu.

    Concerns for 2026

Looking ahead, Mizrachi said settlement expansion is likely to continue into 2026, an election year in Israel.

“We are assuming that the advancing of settlement, house units, financial support to the settlers will continue in 2026 – it might increase or might not,” he said. “But definitely, the pattern that we have seen in the last three years will continue.”

He added that since October 2023, dozens of Palestinian communities have been forced to flee due to settler violence.

“Many times, an outpost is built next to the Palestinian community, making it more tense for the Palestinians to stay there,” he said. “We still see a lot of settler violence, much of it coming from illegal outposts.”

Mizrachi warned the trajectory is deepening instability.

“Instead of going toward a political solution that would mean withdrawing from the West Bank,” he said, “we are just going deeper into a more problematic situation.”

“The ONLY reason Israel gets away with this naked thievery is US military and political support,” said one observer.

Israel’s Cabinet on Sunday finalized approval of 19 new Jewish-only settler colonies in the illegally occupied West Bank, a move the apartheid state’s far-right finance minister said was aimed at thwarting Palestinian statehood.

Cabinet ministers approved the legalization of the previously unauthorized settler outposts throughout the occupied Palestinian territory, bringing the total number of new settlements in recent years to 69.

The move will bring the overall total number of exclusively or overwhelmingly Jewish settlements—which are illegal under international law—to more than 200, up from around 140 just three years ago.

Included in the new approval are two former settlements—Kadim and Ganim—that were evacuated in compliance with the now effectively repealed 2005 Disengagement Law, under which Israel dismantled all of its colonies in the Gaza Strip and four in the West Bank.

“This is righting a historic injustice of expulsion from 20 years ago,” Israeli Finance Minister Bezalel Smotrich—who is a settler—said on Sunday. “We are putting the brakes on the rise of a Palestinian terror state.”

“We will continue to develop, build, and settle the inherited land of our ancestors, with faith in the righteousness of our path,” Smotrich added.

Following an earlier round of approval for the new settlements last week, Palestinian presidential spokesperson Nabil Abu Rudeineh said, “All Israeli settlement activity is illegal and constitutes a violation of international law and international legitimacy resolutions.”

United Nations Secretary-General António Guterres earlier this month denounced Israel’s “relentless” settlement expansion.

Such colonization, said Guterres, “continues to fuel tensions, impede access by Palestinians to their land, and threaten the viability of a fully independent, democratic, contiguous, and sovereign Palestinian state.”

Israeli Prime Minister Benjamin Netanyahu and other Israeli officials—some of whom, including Smotrich, deny the very existence of the Palestinian people—have vowed that such a state will not be established.

While Netanyahu—who is wanted by the International Criminal Court for alleged war crimes and crimes against humanity in Gaza—is under pressure from right-wing and far-right government officials, settlers, and others to annex all of the West Bank, US President Donald Trump recently said that “Israel would lose all of its support from the United States if that happened.”

Some doubted Trump’s threat, with Democracy for the Arab World Now (DAWN) executive director Sarah Leah Whitson reacting to the new settlements’ approval by posting on X that “the ONLY reason Israel gets away with this naked thievery is US military and political support.”

Israel seized and occupied the West Bank including East Jerusalem along with Gaza in 1967, ethnically cleansing around 300,000 Palestinians. Many of these forcibly displaced people were survivors of the Nakba, the Jewish terror and ethnic cleansing campaign that saw more than 750,000 Palestinians flee or be forced from Palestine during the foundation of the modern state of Israel.

Since 1967, Israel has steadily seized more and more Palestinian land in the West Bank while building and expanding colonies there. Settlement population has increased exponentially from around 1,500 colonists in 1970 to roughly 140,000 at the time of the Oslo Accords in 1993—under which Israel agreed to halt new settlement activity—to around 770,000 today.

Settlers often attack Palestinians and their property, including in deadly pogroms, in order to terrorize them into leaving so their land can be stolen. Israeli colonists have also attacked Israel Defense Forces soldiers they view as standing in the way of their expansion.

In July 2024, the International Court of Justice—where Israel is currently facing a genocide case related to the Gaza war—found the occupation of Palestine to be an illegal form of apartheid that must be ended as soon as possible. The ICJ also ruled that Israeli settler colonization of the West Bank amounts to annexation, also a crime under international law. Article 49 of the Fourth Geneva Convention states that an “occupying power shall not deport or transfer parts of its own civilian population into the territory it occupies.”

As the world’s attention focused on Gaza during the past two years, Israeli soldiers and settlers have killed at least 1,039 Palestinians—at least 225 of them children—in the West Bank. This year, at least 233 Palestinians, including at least 52 children, have been killed so far, according to the United Nations Relief and Works Agency for Palestinian Refugees in the Near East.

On Saturday, Israeli occupation forces shot and killed two Palestinians in the northern West Bank, including a 16-year-old boy, Rayan Abu Muallah, who the Israel Defense Forces said was shot after he threw an object at its troops.

The Israeli settlement watchdog Peace Now has called for the dismissal of the Israeli army’s Central Command chief, accusing him of supporting settler attacks against Palestinians in the occupied West Bank.

In a statement, Peace Now demanded the removal of Major General Avi Bluth, who oversees the Central Command responsible for the West Bank, explaining that he acts as a representative of the “Hilltop Youth” settler group. The movement described the group as responsible for attacks on Palestinian civilians and the seizure of their land following forced displacement, in order to establish illegal settlement outposts.

Lior Amichai, the director general of Peace Now, said Bluth was cooperating with settlers and called on Israeli Chief of Staff Eyal Zamir to dismiss him immediately.

The call followed the broadcast of an investigative report on the programme Zman Emet on Israeli public broadcaster Kan 11, which examined the establishment of new hilltop settlement outposts in the West Bank.

Amichai said Bluth had “effectively turned the Israeli army into an auxiliary force for establishing illegal Jewish terrorist outposts throughout the occupied territories”.

He described the commander as “a representative of the ‘Hilltop Youth’ terrorist group in an IDF uniform”, urging the army chief to “act without delay and terminate Bluth’s command immediately”.

According to the investigation, evidence was uncovered pointing to coordination and cooperation between Bluth and the founders of the settlement outposts.

Illegal Israeli settlers attacked Palestinian vehicles Saturday in the village of attacked Palestinian vehicles in the central occupied West Bank, Anadolu reports.

A group of illegal settlers blocked the path of Palestinian vehicles in the village and attacked them while Israeli forces were present, the Palestinian news agency Wafa reported.

The agency said the attack did not result in any injuries.

Separately, the Israeli army closed the four entrances to the city of Jericho in the eastern West Bank, preventing passage and causing severe traffic gridlock and the accumulation of hundreds of vehicles, eyewitnesses told Anadolu without clarifying the reason for the closure.

They added that some of the dirt roads drivers tried to use had illegal settlers present on them, forcing many people to turn back.

Many Palestinians in various areas of the West Bank are forced to use multiple means of transportation between cities and villages, amid Israel’s closure of dozens of gates it has installed across the West Bank.

Israeli forces and illegal settlers have killed at least 1,097 Palestinians in the occupied West Bank, including East Jerusalem, injured nearly 11,000, and detained around 21,000 since October 2023, according to Palestinian figures.

In a landmark opinion last July, the International Court of Justice declared Israel’s occupation of Palestinian territory illegal and called for the evacuation of all settlements in the West Bank and East Jerusalem.

At least 40 Palestinians were rounded up by the Israeli army in military raids across the occupied West Bank, a prisoners’ rights group said Wednesday, Anadolu Agency reports.

A child and former prisoners were among the detainees in the raids that targeted the cities of Salfit, Jenin, Bethlehem, Ramallah, Nablus, Tulkarem, and Hebron, the Palestinian Prisoner Society said in a statement.

Israeli forces stormed several houses, carried out abusive acts targeting Palestinians, and vandalized their properties during the raids, the statement said.

Witnesses told Anadolu that special Israeli forces, backed by military reinforcements, stormed the eastern neighborhood of Jenin city at dawn and turned a house into a military outpost.

Following the raid, the Palestinian Education Ministry suspended schools in Jenin to maintain the safety of students.

According to Palestinian figures, nearly 21,000 people have been detained by the Israeli army in the West Bank since the start of the Gaza war in October 2023.
