The UN, on Tuesday, reported that Israel’s recurring evacuation orders affecting approximately 80 per cent of the Gaza Strip have exposed civilians to risk, Anadolu Agency reports.
“Israel’s repeated evacuation orders, which are now in effect for about 80 per cent of the Gaza Strip, leaves civilians exposed to the danger of hostilities and deprived of access to essential services,” spokesman, Stephane Dujarric, said at a news conference.
Saying that northern Gaza has been under a tightening siege for nearly two months, Dujarric said around 65,000 to 500,000 people are unable to access regular food, water, electricity or reliable health care.
Dujarric stated that “the entire population of Gaza needs humanitarian assistance,” and stressed the plight of more than 58,000 people with disabilities who are facing additional challenges in accessing food.
In the southern areas of Gaza, he said that “some people are skipping meals and searching through trash to find food.”
Citing the Office for the Coordination of Humanitarian Affairs (OCHA), Dujarric warned that humanitarian access continues to be obstructed.
“In November, out of 578 planned aid movements across Gaza that require coordination with Israeli authorities, only 41 per cent were facilitated. More than a third were denied outright, and the rest were either impeded or cancelled due to security and logistical challenges,” he said.
Dujarric reported that aid missions to northern Gaza have been especially disrupted, with efforts to reach besieged areas such as Jabalia, Beit Lahiya and Beit Hanoun encountering severe obstacles.

“There is a strong likelihood that famine is already occurring in northern Gaza, and that immediate action is required within days, not weeks, to address the crisis,” a new analysis warns.
More than two dozen international relief groups operating in Gaza warned Thursday that humanitarian assistance entering the embattled Palestinian enclave “has fallen to an all-time low” as Israel continues to block lifesaving aid, fueling nascent famine in the north.
“An average of only 37 humanitarian trucks per day entered Gaza in October, and an average of 69 per day during the first week of November. This is still well below the average of 500 per day which entered Gaza… before October 7, 2023, and was insufficient to meet the needs of the population,” the seventh Gaza Humanitarian Aid Snapshot notes.
“For almost a month, Israel has blocked attempts by aid organizations to deliver aid in areas of northern Gaza, effectively severing the population from access to vital lifelines, including food, medical supplies, and all other humanitarian aid,” the report continues, adding that “there is a strong likelihood that famine is already occurring in northern Gaza, and that immediate action is required within days, not weeks, to address the crisis.”
“Tragically, Israeli airstrikes killed at least 20 aid workers from both Palestinian and international organizations,” the analysis laments. “Staff were killed in their homes, in displacement camps, and while delivering lifesaving aid. Many aid workers lost close family members and relatives.”
One forcibly displaced resident of northern Gaza told the report’s authors:
Everyone has received this call before: One of your friends or colleagues or relatives or cousins is under the siege or bombs. And they ask for help. And you can’t do anything. You can’t do anything for them. And they die. They die while they are asking us to help them. This is the worst thing.
The report also notes widespread looting by desperate Gaza residents—a consequence not only of the bombing, invasion, and siege but also of Israel’s targeted killing of Palestinian police officers—and criminal gangs extorting aid groups for “protection” money.
The new analysis came on the same day that a United Nations committee published a report concluding that Israel’s policies and practices in Gaza “are consistent with the characteristics of genocide” and two days after the Biden administration—which backs Israel with arms and diplomatic support—sparked worldwide anger by asserting that Israel is not violating humanitarian law during the war.
A scorecard published earlier this week by some of the same groups that compiled the Humanitarian Aid Snapshot detailed how Israel has failed to fully comply with any of the Biden administration’s 19 demands indicating compliance with humanitarian law.
As children in Gaza began starving to death earlier this year, the International Court of Justice—which is weighing a genocide case against Israel—ordered the Israeli government to stop blocking aid from entering the enclave. Israel has been accused of ignoring the order.
As the Humanitarian Aid Snapshot notes, Israeli forces have killed more than 43,000 Palestinians in Gaza and wounded over 103,000 others as of November 12. Approximately 80% of Gazans are under forced displacement orders—a policy denounced by many as ethnic cleansing—and around 90% of Gaza residents have been forcibly displaced, most of them multiple times.
“The population in northern Gaza faces starvation, severe shortages of clean water, critical supply scarcity, and ever-increasing desperation,” Mercy Corps, one of the groups that contributed to the analysis, said in a statement. “We call on all those with influence and power to take urgent action to de-escalate and halt the unrelenting violence in Gaza, to protect civilians and aid workers, and to do everything possible to achieve an immediate and lasting cease-fire.”

Hospitals in northern Gaza continue to endure Israeli attacks as Palestinians’ health deteriorates amid rising hunger and infectious disease
Kamal Adwan Hospital in northern Gaza remains under direct attack by Israeli forces. After a prolonged siege on the facility, Israeli strikes have damaged critical infrastructure, including water tanks, and injured patients and staff. “Following intense fighting, a siege, and a raid, Kamal Adwan has been reduced from a hospital helping hundreds of patients with dozens of health workers to a shell of itself,” stated WHO Director-General Tedros Adhanom Ghebreyesus.
The latest attacks have destroyed key medical equipment for treating children and newborns, including incubators. Video footage from the hospital shows agitated efforts by staff to move children as Israeli forces target the upper floors of the building. Since children’s and neonatal care in Gaza has suffered severe blows since October 2023, the impact of these latest attacks on Kamal Adwan will deepen the overall healthcare crisis, exacerbated by the fact that most children are exposed to hunger and infectious diseases.
The situation at Al-Awda Hospital is similarly dire. The facility has received no fuel since early October and key services, including ambulance transport, were forced to cease as a result of the attacks. Although limited UN missions have reached the hospital to conduct medical evacuations, they were not allowed to deliver critical supplies, pushing the facility to the brink of collapse. Health workers have voiced fears that ongoing attacks on hospitals in northern Gaza may be intended to completely annihilate healthcare in the region, including by exterminating medical staff who refuse to leave.
Despite targeted attacks and health workers’ concerns about safety, Kamal Adwan and Al-Awda continue to represent the only available point of care for northern Gaza residents. With the hospitals overwhelmed, many patients are dying within days due to scarce medical capacity, Al Jazeera’s Hani Mahmoud reported on November 5.
Other healthcare facilities in the north are also under attack by Israeli forces. Shortly after the polio vaccination campaign in northern Gaza resumed in early November, a primary health center designated as an immunization site was hit, injuring patients and staff. This attack was carried out despite the center being located in an area where a humanitarian pause was agreed to allow vaccination to proceed, according to the WHO.
Because of these ongoing attacks and restrictions imposed by Israeli authorities, the polio vaccination campaign in northern Gaza only reached around 94,000 children out of the planned 119,000. In other parts of the Gaza Strip, WHO and partners were able to achieve or even surpass their 90% coverage goal, but the vaccination rate in northern Gaza dropped below 80%. WHO officials noted that while many children received their vaccines, the continuous obstructions by Israeli forces undermined the overall campaign. The area designated for immunization was restricted compared to previous phases, and the attack on the primary health center highlighted that even these limited zones were not spared from attacks. Rik Peeperkorn, WHO representative for Palestine, described the immunization drive as without doubt “a compromised campaign.”
Women’s health in Gaza also continues to be severely impacted by Israeli obstructions. The UN estimates that 155,000 pregnant and breastfeeding women have been affected by attacks on healthcare facilities, with experts warning of rising rates of complicated, high-risk pregnancies and women forced to give birth without any medical support.
Palestinian prisoners have been denied access to healthcare as well. Prisoners’ associations recently reported on health conditions among political prisoners in Negev detention camp, revealing that “all detainees are infected with scabies and don’t receive any medical treatment, and [are] deprived of hygiene and bathing supplies,” leading to worsening health conditions.
As if this was not enough, new concerns about healthcare access have emerged after the Israeli parliament banned UNRWA’s work. “No one in the UN can replace UNRWA,” agreed Tedros and Peeperkorn. They explained that while WHO organizes medical missions into Gaza, UNRWA’s mandate is essential for ongoing healthcare delivery. Besides coordinating with other agencies, UNRWA directly provides health services, meaning that, once the ban comes into effect, it will leave even more people across Palestine without lifesaving care.

“Such dehumanization cannot help but trigger our associations with scenes depicting the Nazis loading Jews into cattle cars.”
Much alarm has been raised over the so-called “Generals’ Plan,” an ethnic cleansing proposal for northern Gaza that has reportedly garnered attention in the highest reaches of the Israeli government.
But Israeli scholar Idan Landau argued in a column published in English by +972 Magazine on Friday that what the Israeli military is actually doing in northern Gaza “is even more appalling” than the plan outlined by a group of retired generals. Landau argued that focus on the details of the Generals’ Plan has served to obscure the “true brutality” of Israel’s deadly operations in northern Gaza, which has been rendered a hellscape of death and destruction by the military assault and siege.
Landau, a professor of linguistics at Tel Aviv University, opened his column—first published in Hebrew on his blog—by pointing to two photos: one showing a celebratory event at a camp built by an Israeli settler organization just outside of the Gaza Strip, and the other showing displaced Palestinians lined up at gunpoint amid the ruins of northern Gaza.
“These photos tell a story that is unfolding so rapidly that its harrowing details are already on the brink of being forgotten,” wrote Landau. “Yet this story could start from any point during the past 76 years: the Nakba of 1948, the ‘Siyag Plan‘ that followed it, the Naksa of 1967. On one side, displaced Palestinians with all the belongings they can carry, hungry, wounded, and exhausted; on the other, joyful Jewish settlers, sanctifying the new land that the army has cleared for them.”
The Israeli military’s dehumanization of the people of Gaza, Landau wrote, “cannot help but trigger our associations with scenes depicting the Nazis loading Jews into cattle cars.”

Landau wrote that what the Israeli army has been implementing in northern Gaza in recent weeks is “not quite” the Generals’ Plan, which entails giving Palestinians still in the region a week to leave before declaring the area a closed military zone—and designating everyone who remains a militant who can be denied humanitarian assistance and killed.
The actual strategy Israeli soldiers have been deploying in northern Gaza is “an even more sinister and brutal version” of the Generals’ Plan “within a more concentrated area.”
“The first, most immediate distinction is the abandoning of provisions for reducing harm to civilians, i.e. giving residents of northern Gaza a week to evacuate southward,” Landau wrote. “The second departure concerns the real purpose of emptying the area: while portraying the military operation as a security necessity, it was, in fact, an embodiment of the spirit of ethnic cleansing and resettlement from day one.”
“As opposed to the picture painted by the army, implying that residents in the northern areas were free to move south and get out of the danger zone, local testimonies presented a frightening reality: Anyone who so much as stepped out of their home risked being shot by Israeli snipers or drones, including young children and those holding white flags,” Landau noted. “Rescue crews trying to help the wounded also came under attack, as well as journalists trying to document the events.”
The scholar cites one “particularly harrowing video” in which a Palestinian child is seen “on the ground pleading for help after being wounded by an airstrike; when a crowd gathers to help him, they are suddenly hit by another airstrike, killing one and wounding more than 20 others.”
“This is the reality amid which the people of northern Gaza were supposed to walk, starved and exhausted, into the ‘humanitarian zone,” Landau wrote. “Since the Israeli army began its operation in northern Gaza, it has killed over 1,000 Palestinians. The Israeli Air Force usually bombs at night while the victims are sleeping, slaughtering entire families in their homes and making it more difficult to evacuate the wounded. And on October 24, rescue services announced that the intensity of the bombardment left them with no choice but to cease all operations in the besieged areas.”
The deadly military assault, Landau stressed, has been accompanied by a “starvation policy” that has severely hindered the flow of humanitarian assistance to northern Gaza.
The heads of prominent United Nations agencies and human rights organizations warned Friday that conditions on the ground in the region are “apocalyptic” and that “the entire Palestinian population in North Gaza is at imminent risk of dying from disease, famine, and violence.”
Landau noted that on October 16, following pressure from the Biden administration, the Israeli government reportedly allowed 100 aid trucks to enter northern Gaza.
“But journalists in the north were quick to correct the record: Nothing at all had entered the besieged areas,” Landau wrote. “On October 20, Israeldenied a further request by U.N. agencies to bring in food, fuel, blood, [and] medicines. Three days later, in response to a request for an interim order by the Israeli human rights group Gisha, the state admitted to the High Court that no humanitarian aid had been allowed into northern Gaza up to that point. By this time, we are already talking about a three-week-long food siege.”
Addressing the question of “what is left for us to do” in the face of such a catastrophe, Landau wrote that “the consensus concerning the war of extermination poisons Israeli society and blackens its future so profoundly that even small pockets of resistance can proliferate stamina and hope to those who have not yet been carried away by the currents of madness.”
“We can also look for partners in this fight abroad, where the critical lever of pressure is the pipeline of American weapons,” he added. “The struggle to end this intensifying war of extermination and transfer in Gaza, particularly in the north, is first and foremost a human fight. It is a fight for life, both in Gaza and Israel: for the very chance that life can continue to exist in this blood-soaked land. Nothing could be more patriotic.”
+972 Magazine published Landau’s column a day after Francesca Albanese, the U.N. special rapporteur on the occupied Palestinian territories, warned in a statement that “time is running out” to stop the far-right Israeli government’s attempt to “erase the Palestinians from their own land and allow Israel to fully annex Palestinian territory.”
“Genocide and a man-made humanitarian catastrophe are unfolding in front of us and in Gaza,” said Albanese. “I regret to see so many member states are avoiding acknowledging the suffering of the Palestinian people and instead look away.”

“If this process doesn’t stop immediately, hundreds of thousands of people will become refugees, entire communities will be destroyed and the moral and legal stain of this crime will cling to and pursue every Israeli.”
The editors of Israel’s oldest newspaper on Wednesday published an editorial decrying the ethnic cleansing of Palestinians from northern Gaza amid a ferocious Israeli offensive there that’s killed more than 1,000 people over the past three weeks.
“For three and a half weeks, Israeli forces have been besieging the northern Gaza Strip,” the editors of the left-wing newspaper Haaretz wrote in Wednesday’s lead editorial. “Israel has almost completely blocked the entry of humanitarian aid, thereby starving the hundreds of thousands of people who live there. Information emerging from the besieged area is only partial, because ever since the war began, Israel has barred journalists from entering Gaza.”
“Israel says it told the residents that they needed to leave northern Gaza, and even now, they can still move southward on routes the army has designated for this purpose,” the editors noted. “Thus the residents, many of whom have already been uprooted two or three times or even more from the places to which they have fled the terrors of war, are now being asked to move again. Yet Israel has refrained from giving the displaced any guarantee that they will be able to return once the war ends.”
“Given this,” they added, “it’s no wonder that grave suspicions have arisen that Israel is effectively perpetrating ethnic cleansing in northern Gaza and that this operation is intended to permanently empty this area of Palestinians.”
“This suspicion fits with both the principles of the ‘Generals’ Plan’ being pushed by Maj. Gen. (Res.) Giora Eiland—a plan Defense Minister Yoav Gallant has denied implementing—and the demands of the Jewish supremacist parties in the governing coalition that are openly pursuing a policy of mass expulsions and the renewal of Jewish settlement in northern Gaza,” the editorial states.
Last week, senior Israeli officials including members of Prime Minister Benjamin Netanyahu’s Cabinet and far-right Knesset lawmakers gathered near the Gaza border for a conference dedicated to the ethnic cleansing of Arabs and Jewish recolonization in the embattled Palestinian enclave.
“We came here with one clear purpose: to settle the entire Gaza Strip… Every inch from north to south,” settler leader Daniella Weiss told attendees of the rally, which was backed by Netanyahu’s Likud party. “Each of you will witness how Jews go to Gaza and Arabs will disappear from Gaza.”
Ethnic cleansing is both a moral crime and a legal one. Criminal law treats mass expulsions as both a war crime and a crime against humanity. Horrifyingly, some members of Benjamin Netanyahu’s government want to commit these crimes. As soon as the war began, they began calling for “erasing Gaza” and for perpetrating a “second Nakba.” But many Israelis made light of such statements, and the law enforcement system, headed by Attorney General Gali Baharav-Miara, refrained from dealing with this incitement to commit crimes.
Now, we can see the results: Israel is sliding into ethnic cleansing; its soldiers are carrying out the criminal policies of the messianic, Kahanist right; and even the opposition on the center and center-left isn’t making a peep. This consensus behind ethnic cleansing is shameful, and every public leader who doesn’t demand an end to the de facto expulsion is supporting this crime and has become a party to it.
“If this process doesn’t stop immediately,” the editors stressed, “hundreds of thousands of people will become refugees, entire communities will be destroyed and the moral and legal stain of this crime will cling to and pursue every Israeli.”
Israel was founded in 1948, largely through the ethnic cleansing of more than 750,000 Arabs from Palestine during the Nakba, or “catastrophe.” Zionist militias—the two most violent of which were led by future Israeli prime ministers—utilized terror tactics including massacres and a death march to force the Indigenous Arabs from their homeland.
United Nations officials and international human rights groups said this week’s Knesset vote to ban the life-saving U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) will exacerbate Israeli crimes in Gaza, including ethnic cleansing.
“Efforts to eliminate UNRWA are illegal under international law and will only amplify the genocide and ethnic cleansing Israel is enacting in Gaza while also undermining long-term prospects for peace,” the American Friends Service Committee, a Quaker group, said Tuesday. “The Israeli government is not only deliberately blocking humanitarian and medical aid to people who are starving and dying, it is undermining support for Palestine refugees and the international legal framework protecting their rights.”
On Monday, Francesca Albanese, the U.N.’s special rapporteur on Palestine, published a report “contextualizing the situation within a decadeslong process of territorial expansion and ethnic cleansing aimed at liquidating the Palestinian presence in Palestine.”
Albanese’s report was released a day after Israeli Finance Minister Bezalel Smotrich—who supports the “total annihilation” of Gaza and said that killing 2 million Palestinians would be “justified and moral”—reiterated his call for Israeli annexation of the entire West Bank and the expulsion of the occupied territory’s Palestinians.
Israel’s policies and practices in Gaza—where more than 150,000 Palestinians have been killed or wounded by Israeli forces since the Hamas-led attack on Israel on October 7, 2023—are the subject of an ongoing South Africa-led genocide case before the International Court of Justice in The Hague.
