Bolivian Government Charges Labor Leader With Terrorism as Police Crack Down on Protests

The leader of the country’s main labor federation said officials were responding to protesters who have marched hundreds of miles in recent days with “militarization and repression instead of listening to the people.”

A leader of Bolivia’s main labor federation, the Bolivian Workers’ Union, said late Monday that the country’s public prosecutor is “trying to silence” mass protests that have included Indigenous communities, miners, peasants, and teachers in recent days, as the government issued arrest warrants for labor and grassroots organizers.

TeleSUR reported that State Attorney General Roger Mariaca confirmed his office was charging Mario Argollo, executive secretary of the union, known in Spanish as Central Obrera Boliviana (COB), with public instigation to commit crimes and terrorism.

“They will not subdue us in the struggle we have undertaken,” Argollo said in a statement. “They are trying to silence us as leaders with popular actions and criminal charges.”

Drop Site News also reported that the public prosecutor issued an arrest order targeting Justino Apaza Callisaya, a leader of the Federation of Neighborhood Councils of La Paz (FEJUVE), “an influential grassroots organization tied to urban protest movements and labor mobilizations.”

The office is also reportedly investigating “several individuals” following COB’s declaration of a general strike on May 1.

“The accused are being investigated for extremely serious offenses including: public incitement to commit crimes, criminal association, terrorism, financing terrorism, attacks on transportation security, [and] attacks on public services,” reported Drop Site.

The mass mobilization has included dozens of road blockades across the country as the union and other groups have demanded the resignation of President Rodrigo Paz, whose administration ended a fuel subsidy amid an economic crisis; higher wages; and an end to privatization, including through Law 1720, which opponents say would allow the transfer of Indigenous and peasant land to corporations.

Protesters have spent days marching from their communities to La Paz, where thousands were met by riot police armed with tear gas canisters on Monday.

Al Jazeera reported that some protesters brandished “dynamite sticks and slingshots” as they arrived in the capital city.

An unspecified number of protesters were injured Monday as the government deployed the police and the military to try to break the road blockades, Al Jazeera reported. TeleSUR said that at least four demonstrators were reportedly killed. About 90 arrests were made.

The US State Department said Sunday that it supported Paz’s efforts to “restore order for the peace, security, and stability of the Bolivian people.”

COB said the government was responding with “militarization and repression instead of listening to the people.”

“History will remember who defended the citizenry and who turned their backs. No force should be above the people or their rights,” said COB.

The arrest documents and government investigations, said Drop Site, showed that “the Bolivian government is escalating its response to the protests by describing parts of the strike movement not simply as civil unrest, but as potential terrorism and organized criminal activity.”

A student leader at the Public University of El Alto told Drop Site, “No matter what the Paz government attempts to do, repress the protesters or sanction us as terrorists… we will continue to uphold the sovereignty and rights of our peoples.”

An Indigenous leader told the outlet that Paz’s government “was clearly elected with a mandate from the social movements and from indigenous peoples—who have been stabbed in the back the minute they entered office. They have attempted to use the state to go after the very forces that got them to power.”

Christian Castro “is an ICE agent, but his federal badge does not make him immune from state charges for his criminal conduct in Minnesota,” said Hennepin County Attorney Mary Moriarty.

Minnesota state prosecutors on Monday charged and issued a nationwide arrest warrant for a US Immigration and Customs Enforcement officer in connection with the shooting of a Venezuelan man during the Trump administration’s deadly anti-immigrant crackdown in the Twin Cities area.

The Hennepin County Attorney’s Office charged 52-year-old ICE agent Christian Castro with four counts of second-degree assault with a deadly weapon and one count of falsely reporting a crime after Venezuelan national Julio Cesar Sosa-Celis was shot in the leg on January 14.

“Mr. Castro is an ICE agent, but his federal badge does not make him immune from state charges for his criminal conduct in Minnesota,” Hennepin County Attorney Mary Moriarty said in a video announcing the move. “There is no such thing as absolute immunity for federal officers who commit crimes in this state or any other.”

Federal authorities initially charged Sosa-Celis and his roommate, Alfredo Alejandro Aljorna, with assaulting an officer with a broom handle and a snow shovel that day.

Then-US Department of Homeland Security spokesperson Tricia McLaughlin claimed that Sosa-Celis and Aljorna “began to resist and violently assault” Castro, who fired his gun while on the ground out of fear for his life. Former Homeland Security Secretary Kristi Noem accused Sosa-Celis and Aljorna of “attempted murder.”

However, US District Judge Paul Magnuson subsequently dropped the charges after video evidence directly contradicted the administration’s claims, prompting Democratic Minneapolis Mayor Jacob Frey to assert that “bare due diligence would have shown that the agents were lying.”

Moriarty said Monday that Castro’s “narrative about what he said happened before, like he was hit with a shovel and broom and all of that, in the head multiple times,” was disproven by “a thorough examination, including X-rays.”

“There’s no demonstrable trauma to his body, except for an abrasion to his left hand at the base of the thumb,” she added.

Last month, the city of Minneapolis released surveillance footage that its cameras captured near the duplex where Sosa-Celis and Aljorna live with their partners.

Aljorna, who was making a DoorDash delivery, called home in the middle of a car chase after he fled a traffic stop by Castro and another ICE agent in an unmarked vehicle. The federal agents believed they were stopping an immigration enforcement target, but it ended up being a case of mistaken identity. One of the adults in the duplex called 911 to report what was happening and Moriarty said an emergency dispatcher turned the camera to face the duplex.

The video evidence showed Aljorna racing to the house after he crashed his car into a light pole. Castro pursued him. Sosa-Celis was waiting outside. There was a brief scramble in the yard as the three men were entangled. A shovel and broom were present near the area, but there was no indication they were used as weapons.

A Minnesota Bureau of Criminal Apprehension investigation showed that the shot Castro fired passed through Sosa-Celis’ leg and then penetrated a nearby home, lodging in the wall of a bedroom where several small children sleep.

ICE agents then broke down the home’s door and arrested Sosa-Celis, Aljorna, and three other people. Gabriel Alejandro Hernandez-Ledezma, who had nothing to do with the incident, was accused of attacking Castro and jailed for two weeks without charges in Texas. Two women—who had no criminal records and were also not involved in the incident—were separated from their young children and also detained in Texas for two weeks before being released without charge.

Castro is the second ICE agent that Moriarty’s office has charged in connection with Operation Metro Surge, the Trump administration’s 70-day Twin Cities blitz. Last month, Gregory Donnell Morgan Jr. was charged with two counts of felony second-degree assault after he allegedly pulled a gun on two local residents during a February traffic dispute.

On Monday, Moriarty also addressed public concerns about why her office hasn’t yet charged ICE officer Jonathan Ross, who fatally shot Minneapolis mother Renee Good in January, or Border Patrol agent Jesus Ochoa and Customs and Border Protection officer Raymundo Gutierrez in connection with the deadly shooting of Department of Veteran Affairs nurse Alexi Pretti later that month.

“I have really a lot of empathy for everybody who has said, ‘You have the videos, why haven’t you charged?’ We get that,” she said. “From the inside, we are doing a lot of work. These are unusual cases. It’s just a very unique scenario.”

“We obviously are trying to be very thoughtful and intentional,” Moriarty added. “While I understand people really want accountability, and they saw what they saw in the videos, this is incredibly complex. The last thing we want to do is make a mistake if we feel something is appropriately charged and get dismissed out of federal court.”

In March, Minnesota Attorney General Keith Ellison sued the Trump administration over its refusal to cooperate with state probes into the shooting of Good, Pretti, and Sosa-Celis.

Moriarty’s announcement was hailed by immigrant rights advocates and opponents of Trump’s sweeping crackdown, with one popular progressive account on Bluesky welcoming the prosecution of what it called a “lying ICE goon.”

“This is BIG,” attorney and American Immigration Council senior fellow Aaron Reichlin-Melnick said on X. “These are the first charges relating to an incident that occurred during an enforcement operation. The officers involved lied under oath about this shooting, as the Trump [administration] admitted.”

Spain summons Israeli envoy over Gaza flotilla interception, calls it ‘new violation of int’ law’

Spain on Monday summoned Israel’s chargé d’affaires and lodged what Foreign Minister Jose Manuel Albares described as a “formal and forceful protest” over Israel’s interception of a Gaza-bound flotilla, calling it “a new violation of international law,” Anadolu reports.

Speaking at a joint press conference with Egyptian Foreign Minister Badr Abdelaty in Madrid, Albares said Israeli forces had intercepted the Global Sumud Flotilla and that Spanish authorities were closely monitoring the situation, El Mundo reported.

“I do not have the exact number of Spaniards, but it would be around 45,” Albares said, adding that between “one and two dozen” Spanish nationals aboard the vessels may currently be detained by Israeli authorities.

Albares said Spain had already established contact with other governments whose citizens were also on board.

The minister called the interception “a new violation of international law,” and that he remains uncertain about how Israeli authorities will proceed with those detained but stressed that the action itself was an “unacceptable act and an illegal detention.”

He said Madrid was following developments “minute by minute” and described the flotilla as “peaceful.”

Earlier Monday, the Israeli army attacked the humanitarian flotilla in international waters and detained around 100 activists.

The flotilla, consisting of more than 50 boats, set sail Thursday from the Turkish Mediterranean district of Marmaris in a renewed attempt to break the Israeli blockade imposed on Gaza since 2007.

Organizers said the mission included 426 participants, among them 96 Turkish activists and participants from 39 other countries, including Germany, the US, Argentina, Australia, Bahrain, Brazil, Algeria, Indonesia, Morocco, France, South Africa, the UK, Ireland, Spain, Italy, Canada, Egypt, Pakistan, Tunisia, Oman, and New Zealand.

On April 29, Israeli forces also attacked the aid mission off the coast of the Greek island of Crete, and deported the activists on board.

Italy hit by mass strike over rearmament and in solidarity with Gaza

A nationwide general strike took place in Italy on Monday in protest against rearmament policies and in support of Palestinians in Gaza, Anadolu reports.

The strike was organized following a call from the USB union and other civil society groups under the slogan “We block everything.”

Participants opposed rising living costs, increased military spending, and what they described as government priorities favoring armament over healthcare and education.

They also expressed opposition to Israel’s attacks in Gaza and voiced support for the “Global Sumud Flotilla,” a civilian aid initiative attempting to reach the territory.

Demonstrations were held in multiple cities, including Rome, where protesters gathered at Piazza Cinquecento.

Many displayed Palestinian flags and demanded that the Italian government reduce or end what they called complicity with Israel.

Slogans calling for a “Free Palestine” were repeatedly heard during the protests.

Transport disruptions were reported across the country.

In Rome, one metro line was suspended, while in Naples, service on a metro line was halted.

In Milan, some suburban rail services were also affected, and port workers in Livorno carried out industrial action.

The protests also highlighted solidarity with activists involved in the Sumud Flotilla.

A Palestinian-origin Spanish activist, Saif Abukeshek, previously detained during a maritime incident involving Israeli forces, attended the Rome rally.

Speaking to Anadolu, he described the recent interceptions of flotilla vessels in international waters as violations of international law and linked them to broader criticism of Italy’s arms trade policies.

Another protester, Andrea Ziccaro, said the strike was aimed at opposing what he called a “war economy,” arguing that prioritizing military spending leads to neglect of social services like health and education.

Natalia Mancini, also a protester, added that recent incidents involving the flotilla exposed the “mask” of what she named the so-called democracies.

Irish President Catherine Connolly’s sister is among the Gaza-bound Global Sumud flotilla activists detained by Israeli forces, according to media reports Monday.

Margaret Connolly was among at least six Irish citizens aboard the aid flotilla detained by Israel, the Irish Independent reported, citing activists.

According to the Global Sumud Flotilla, 10 boats from a 60-vessel convoy were intercepted in international waters and boarded by Israeli forces earlier Monday.

Organizers said the interception took place around 70 nautical miles off the island of Cyprus, with at least six of the 15 Irish participants detained.

The flotilla released videos from Connolly and five other activists that appeared to have been recorded before the interception.

“If you are watching this video, it means I have been kidnapped from my boat in the flotilla by the Israeli occupying forces, and I’m now being held illegally in an Israeli prison,” Connolly said in the video.

“I am so proud to be taking part in this flotilla – it is the largest to date,” she added.
