  • The UK’s sanctions on Israeli settlements are a great victory – but must be only the beginning

    The change in policy is a direct result of sustained pressure from activists and organisers across the Palestine movement. But what comes next?

    We can certainly retain our anger at the government’s complicity. No sanction can offset the foreign policy decisions made by the former prime minister Keir Starmer and former foreign secretary David Lammy, the repression of domestic pro-Palestine advocacy, or the sheer loss of life. But we must balance this with cautious optimism that the political tide is turning.

    The necessary next step is a full arms embargo and an end to cooperation with Israeli security forces – to truly have teeth, these sanctions must not take with one hand and then give with another. Miliband has said that “we’ve already suspended over 30 arms licences used by the IDF in Gaza. That suspension remains fully in place”, and that the government will “now also refuse all licence applications for arms and other exports that materially contribute to the occupation”. But components of F-35 jets continue to be exported to Israel and used for operations in Gaza, as are surveillance technologies such as drones and radar made in the UK by Elbit Systems. This is a total dereliction of duty by the British government.

    Miliband’s announcements were a necessary reminder that a just political future is possible and, within it, a reckoning with past crimes. As a campaigner, I have borne witness to Israel’s most egregious human rights violations: I have documented Israeli settlers committing pogroms against the community of Al-Mufaqara, sat in Palestinian villages threatened with home demolitions and army raids, and witnessed the ongoing daily misery of Israel’s apartheid policies. This has all strengthened my motivation to see the end of the Israeli occupation.

    Ed Miliband to reassert support for Palestinian rights and a two-state solution in move fiercely criticised by US and Israel

    Ed Miliband will announce a broad reset of the UK’s relations with Israel on Tuesday, promising the government will take a more active approach in supporting the Palestinian cause.

    In an intervention which has already drawn fierce criticism from the US and Israel, the foreign secretary will impose a UK ban on the trade in goods and some services from illegal Israeli settlements.

    He has also told civil society groups he is determined to reassert support for a two-state solution to the conflict, with an appeal for the protection of Palestinian rights and respect for international law.

    The prime minister, Andy Burnham, spoke to the US president, Donald Trump, on Monday night, a call which No 10 said “stressed the importance of a two-state solution”, but it gave no other details of the conversation.

    On Tuesday the US ambassador to Israel said the US could issue its own reprisals against the UK. Mike Huckabee, who had claimed the Labour government is gripped by “Jew hatred”, told BBC Radio 4’s Today programme it would “do great damage to any Brits who are doing business in a number of states in the US”.

    Comment by dizzy: It’s an inadequate and delayed response by the UK government following it’s extended active participation is Israel’s Gaza genocide. [11am: Actually continuing UK’s active participation in Israel’s Gaza genocide. Addressing illegal settlements only is inadequate(ed: and a distraction). ]

    What’s needed is a total severance of relations with Israel: it needs to be recognised and treated as a state committing the war crimes of genocide and forced displacement. Anything less that that may be regarded as complicity in genocide. Arms sales and military assistance and co-operation must end.

    Exclusive: UN special rapporteur on occupied territories says ban on goods from settlements ‘important’ but must go further if it is to amount to more than a ‘press release’

    The UK’s planned ban on trade with unlawful Israeli settlements is a welcome, if overdue, first step and must be judged according to its practical impact, a UN expert has told the Guardian.

    Palestinian groups in the UK are holding judgment until they see the fine detail of Miliband’s policy, due to be announced on Tuesday, but are expecting the most significant shift since a previous foreign secretary, David Lammy, withdrew most arms export licences in September 2024.

    Speaking to the Guardian, Francesca Albanese, the UN’s special rapporteur on the occupied territories, said a “ban on settlement goods was a change in UK government stance and absolutely important”. She added she would “not join those dismissing it as theatre before the details had been announced”.

    She said a settlement trade ban would have to be part of “a true paradigm shift to Israel-Palestine that ultimately seeks to implement the international court of justice advisory opinion in 2024”, which stated that Israel’s presence in the occupied territories was “unlawful in its entirety”. The opinion, she added, said that “all states carry an obligation – not a preference of an obligation – not to recognise the situation as legal, and not render aid and assistance in maintaining it”.

    Ms Sultana, who represents Coventry South, was first elected in 2019 as a Labour MP. But shortly after the 2024 General Election she was suspended from the Labour Party for rebelling against the party line on the two-child benefit cap.

    She later left the party and went on to set up Your Party with former Labour leader Jeremy Corbyn.

    In a debate this [last] week, she said: “The Prime Minister has reeled off a list of policies since coming into office. Interestingly, he has failed to mention one major Intervention: his Government have continued his predecessor’s policy of arming Israel—an apartheid state that has committed and continues to commit genocide in Gaza.

    “Instead of deflection and the boring nice-guy act, will he finally admit to the House that he has chosen to continue arming Israel and is therefore complicit in the genocide of the Palestinian people?”

    “The American people do not want American military integration with a country responsible for war crimes, international law violations, and mass killings amounting to genocide.”

    A coalition of over 50 rights groups on Thursday wrote to leaders in Congress to “strongly urge” them to reject not only specific proposals in each chamber’s version of the next Pentagon budget, but also “any legislation seeking to intertwine US and Israeli defense or intelligence capabilities.”

    The provision in the House-approved National Defense Authorization Act for Fiscal Year 2027 (HR 8800) is Section 219—previously titled Section 224—and the related but slightly different proposal in the pending Senate bill (S. 4784) is Section 1217. Congressional leadership is expected to negotiate a version of the full NDAA that can pass both GOP-controlled chambers.

    “The provisions would establish a new US Israel Defense Technology Cooperation Initiative aimed at accelerating joint research, development, and integration of Israeli-origin and jointly developed defense technologies into US military systems and programs of record,” says the new letter to the chairs and ranking members of both Armed Services committees: Sens. Roger Wicker (R-Miss.) and Jack Reed (D-RI) and Reps. Mike Rogers (R-Mich.) and Adam Smith (D-Wash.).

    “This would expand US-Israeli military integration across some of the most sensitive domains of emerging technology, including quantum computing, AI and autonomous systems, cyber and electronic warfare, directed energy, and defense industrial base co-production, while expediting pathways from R&D into procurement,” notes the letter, first reported by Reuters.

    Congressional consideration of the provision comes nearly three years into US-armed Israeli forces’ campaign in the Gaza Strip—decried as genocide by many activists, experts, and governments around the world—in response to the Hamas-led October 2023 attack on Israel. The violence has claimed over 73,000 Palestinian lives and continues, despite a nearly year-old ceasefire.

    “Israel’s grievous violations of US and international law and its other human rights violations include the use of US-supplied weapons in killing Palestinian civilians, extrajudicial killings by Israeli soldiers, the systemic use of torture and sexual abuse by Israeli security forces, and policies such as the withholding of humanitarian assistance, other forms of collective punishmentethnic cleansingapartheid, and genocide,” the coalition highlighted in its letter to lawmakers.

    “These facts alone should prevent even the discussion of deepening military ties, especially given the complete inability of the United States to apply existing laws, such as the Foreign Assistance Act or the Arms Export Control Act, that would require the suspension of US military aid and arms transfers to Israel,” the groups argued. “The American people do not want American military integration with a country responsible for war crimes, international law violations, and mass killings amounting to genocide.”

    Pointing to polling that has shown growing opposition to US military aid to Israel “across the political spectrum,” the coalition wrote that “Section 219/1217 works to hide continuing US military support to Israel from public scrutiny and congressional oversight and involvement. Far from working to shift the US-Israel relationship in line with American public opinion, this section encourages the direct use of Israeli-manufactured technology into the US’ systems, which may render the United States dependent on Israel’s provision of such technologies, and make disentangling the relationship in the future ever more difficult.”

    “At a time in which American interests are increasingly diverging from those of Israel, and American public opinion is turning increasingly against unconditional support to Israel, creating new points of influence for Israel in the U.S. defense-technology ecosystem is exceptionally dangerous,” stresses the letter.

    It also sounds the alarm about Section 622 of the 2027 Intelligence Authorization Act, which was introduced in May by Sen. Tom Cotton (R-Ark.) and “would limit the president’s ability to restrict America’s intelligence-sharing and military collaboration with Israel by requiring the president to identify and document a specific national security concern that necessitates any changes, and expand intelligence sharing and cooperation with countries that have normalized relations with Israel under the Abraham Accords.”

    “Governments have an obligation to ensure the protection of human rights and fundamental freedoms when advancing their national security interests, including countering threats to their populations’ right to privacy or other freedoms,” the letter declares. “Intertwining US and Israeli information-gathering and defense raises significant concerns given the recent evidence of Israeli espionage against people in the US, including government officials.”
