“Humanity has just endured the 11 hottest years on record,” said the secretary-general of the United Nations. “When history repeats itself 11 times, it is no longer a coincidence. It is a call to act.”

The annual State of the Global Climate report by the United Nations’ top meteorological agency was released Monday, marking the first time the authors of the report have included the Earth’s energy imbalance as a key indicator of the climate emergency.

The World Meteorological Organization’s (WMO) inclusion of the imbalance only provides more evidence of what scientists have been warning for decades: The continued extraction of fossil fuels is causing heat-trapping gases like carbon dioxide and methane to build up in the atmosphere and is causing planetary heating, which is leading to extreme weather including wildfiresdrought, and severe hurricanes and cyclones.

The State of the Global Climate report explains that in a stable climate, incoming solar energy is roughly equal to the amount of energy leaving the Earth.

But with greenhouse gases at their highest level in the atmosphere in at least 800,000 years, that equilibrium has been thrown off, and the energy imbalance—which has increased steadily over the past two decades—is at its highest since the observational record began in 1960.

Instead of leaving the Earth system, energy is increasingly staying in the planet’s surface and deep within the oceans.

Ashkay Deoras, a research scientist at the National Center for Atmospheric Science at the University of Reading in the UK, who was not associated with the report, compared the trapped energy to a hot room.

“If you open the window, naturally, you will allow the hot air to escape,” Deoras told The New York Times. “But now what is happening is that, because of all these greenhouse gases, they are just trapping more and more heat. The planet is just not getting a chance to cool down.”

The report emphasized that the higher temperatures humans feel at the Earth’s surface—which have been the hottest in history over the past 11 years—represent just 1% of the excess energy that isn’t leaving the planet system.

Five percent of the excess heat is stored in continental land masses, while more than 91% is stored in the ocean.

As fossil fuel emissions have increased and built up, the ocean has been absorbing about 18 times the energy used by humans each year for the past two decades, according to the report.

“Scientific advances have improved our understanding of the Earth’s energy imbalance and of the reality facing our planet and our climate right now,” said WMO Secretary-General Celeste Saulo. “Human activities are increasingly disrupting the natural equilibrium and we will live with these consequences for hundreds and thousands of years.”

UN Secretary-General António Guterres emphasized that in addition to the energy imbalance, “every key climate indicator is flashing red” in the new report.

Last year was the second- or third-hottest year on record, depending on the data set, owing to La Niña conditions that temporarily cooled the planet. Earth was about 1.43°C warmer than the pre-industrial average, and 2024—when hotter El Niño conditions were in effect—remains the hottest year with global temperatures averaging 1.55°C above pre-industrial levels.

About 3% of excess energy warms and melts ice, and ice sheets on Antarctica and Greenland lost significant mass in 2025, while the average Arctic sea-ice extent last year was the lowest or second-lowest on record.

The loss of Arctic and Antarctic ice is driving the long-term rise in the global mean sea level, with was around 11 centimeters higher at the end of 2025 than it was in January 1993, when satellite records began.

“The State of the Global Climate is in a state of emergency. Planet Earth is being pushed beyond its limits,” said Guterres. “Humanity has just endured the 11 hottest years on record. When history repeats itself 11 times, it is no longer a coincidence. It is a call to act.”

The secretary-general added in a video posted on social media that the world must “accelerate a just transition” to renewable energy to protect “climate security, energy security, and national security.”

Saulo noted that the impact of catastrophic planetary heating grew increasingly evident in 2025, with “heatwaves, wildfires, drought, tropical cyclones, storms, and flooding” causing thousands of deaths and billions of dollars in economic losses.

The World Weather Attribution found that a heatwave across the western US last week would have been “virtually impossible” without the climate emergency. Climate researchers also concluded last summer that devastating floods in central Texas were caused by “very exceptional meteorological conditions,” and the climate crisis “supercharged” the conditions that led to the extreme rainfall and flooding that killed 1,750 people in South Asia late last year.

Meanwhile, US President Donald Trump—whose country is the largest historical emitter of greenhouse gases—has taken steps to weaken the world’s ability to respond to the climate emergency, withdrawing from dozens of climate- and energy-related international treaties and slashing climate research and emergency response spending.

Trump has also pushed for more fossil fuel emissions—investing in the expensive, pollution-causing coal industry; demanding that the Pentagon obtain energy from coal plants; and mandating oil and gas lease sales.

“The way ahead,” said Guterrres, “must be grounded in science, common sense, and the courage to take urgent climate action.”

‘Right Out of the Dictator’s Handbook’: Trump Sends Immigration Agents to San Francisco

Accusing the president of sending in agents to cause “anxiety,” so he can then deploy the National Guard, California Gov. Gavin Newsom said, “This is no different than the arsonist putting out the fire.”

President Donald Trump’s assault on immigrants in Democrat-led cities continued Wednesday with confirmation from the US Coast Guard that its base in Alameda, California is preparing to host 100 federal agents—whose looming arrival is seen as “a likely precursor” to the Republican deploying National Guard troops to San Francisco.

The San Francisco Chronicle initially reported that agents from Customs and Border Protection (CBP)—an agency in the US Department of Homeland Security—were headed to the Bay Area, citing a source who spoke on the condition of anonymity. A spokesperson from the Coast Guard, also part of DHS, then confirmed that the base would serve as a “place of operations.”

“This support of DHS agencies continues the Coast Guard’s operations to control, secure, and defend US borders and maritime approaches,” the spokesperson said in a statement to multiple local media outlets. “Through a whole-of-government approach, we are leveraging our unique authorities and capabilities to detect, deter, and interdict illegal aliens, narco-terrorists, and individuals intent on terrorism or other hostile activity before they reach our border.”

As KQED pointed out Wednesday, the region has already seen increased immigration enforcement in recent months:

Since May, Immigration and Customs Enforcement and CBP officials have been escalating operations throughout the Bay Area, moving to have undocumented immigrants’ asylum cases dismissed and arresting them outside of courtrooms and ICE field offices.

More than 2,000 people were arrested in San Francisco’s “Area of Responsibility” between January and July 2025, according to Mission Local.

The reporting on the federal agents due to start arriving in the Bay Area on Thursday followed various threats from Trump to send National Guard soldiers into San Francisco, as he has with Los Angeles, California; Washington, DC; Portland, Oregon; and ChicagoIllinois. The president and Republican Tennessee Gov. Bill Lee have also collaborated to deploy National Guard troops in Memphis.

A federal judge has blocked the National Guard deployment in Illinois—where ICE’s Operation Midway Blitz is ongoing—but the Trump administration has appealed to the US Supreme Court. Citing two unnamed officials, CBS News‘ Camilo Montoya-Galvez reported on social media Wednesday that Border Patrol’s Gregory Bovino, who has led immigration raids in Chicago and Los Angeles, “is expected to be involved in the operation” in the Bay Area.

Elected officials across California have condemned the deployment of federal agents and Trump’s threats to send National Guard troops. Democratic Gov. Gavin Newsom—a likely 2028 presidential candidate—declared in a Wednesday video on social media that “this is right out of the dictator’s handbook.”

Newsom accused Trump of sending in masked immigration agents to cause “anxiety,” so he can then justify deploying the National Guard. As the governor put it, “This is no different than the arsonist putting out the fire.”

Democratic San Francisco Mayor Daniel Lurie said Wednesday that “our communities have already endured the painful impact of aggressive immigration enforcement. At the same time, we continue to see escalated operations across the country, with military personnel on the ground in cities like Chicago and Portland.”

“For the last 10 months, we have been taking steps to prepare for this kind of escalation here in San Francisco,” he continued. “Just a few minutes ago, I signed an executive directive that will build on these preparations, strengthen the city’s support for our immigrant communities, and ensure our departments are coordinated ahead of any federal deployment.”

“Immigrants are the small business owners, essential workers, community leaders, and neighbors who make San Francisco a place that we are proud to call home. They fuel our economy—contributing nearly $275 billion in output and $23 billion in annual tax revenue across California,” he added. “San Francisco will never stand by as our neighbors are targeted, and neither will I.”

Meanwhile, in Alameda, where the base is located, the city said in a Wednesday statement that “the Alameda Police Department (APD) is not a part of this operation, and APD does not enforce federal immigration laws or related civil warrants.”

The city also shared various resources and stressed its commitment “to the values of dignity, inclusivity, and respect for all individuals, regardless of ethnic or national origin, gender, race, religious affiliation, sexual orientation, or immigration status.”

Congresswoman Nancy Pelosi (D-Calif.), a former speaker of the House of Representatives, said Tuesday that “San Francisco does not want or need Donald Trump’s chaos. Our city takes great pride in the steps we’ve taken to significantly increase public safety and reduce crime—without the interference of a president just seeking headlines.”

California Attorney General Rob Bonta this week threatened to sue over any deployment of the National Guard, as did San Francisco City Attorney David Chiu—who on Monday urged the US Supreme Court “to uphold the bedrock legal principle that domestic law enforcement is not the military’s job.”

“San Francisco has seen historic drops in crime,” Chiu said, “and our local law enforcement are more than capable of keeping our city safe while upholding First Amendment rights.”

The administration’s attacks on First Amendment rights have extended far beyond immigrants and protesters of the president’s anti-migrant agenda; Trump and his officials have also targeted journalists and media companiescomedianslaw firmsfederal workersanti-fascists, and anyone expressing views deemed “anti-Christianity,” “anti-capitalism,” or “hostility toward those who hold traditional American views on family, religion, and morality.”

AN ACTIVIST-RUN ship on a mission to deliver humanitarian aid to Gaza was attacked by drones in international waters off the coast of Malta this morning, its organisers said.

The Conscience, a 68-metre-long passenger ship carrying volunteers from the Freedom Flotilla Coalition (FFC), set sail from the Mediterranean island nation to the besieged Palestinian territory on Thursday.

The grassroots solidarity movement whose goal is to end Israel’s two-month illegal blockade of Gaza said they had been organising the non-violent action under a ”media black out” in hopes of avoiding any potential sabotage.

But the Conscience didn’t make it very far.

At 12:23am this morning, two weaponised drones ”attacked the front of an unarmed civilian vessel twice, causing a fire and a substantial breach in the hull,” the FFC said.

Video filmed from the ship and posted on FFC’s social media channels today didn’t show the drones. But it did show a large fire blazing on the bow, and two loud bangs.

Firefighters from the Fire Brigades Union (FBU) take part in the Cuts Leave Scars rally outside the Scottish Parliament in Edinburgh, calling for an end to cuts imposed on the Scottish Fire and Rescue Service over the last 10 years, October 26, 2023

YEARS of cuts in fire and rescue services in Scotland have left public safety at risk as emergency response times lengthen and fewer fire appliances can be mobilised.

The Fire Brigades Union said (FBU) firefighter numbers are the lowest since eight regional fire brigades merged to form the Scottish Fire and Rescue Service (SFRS) in 2013 — down from 4,159 full-time posts to 3,422, a loss of 737 jobs.

The number of control room staff, who take emergency calls and mobilise crews, fell from 234 to 172.

Part-time retained firefighters, who cover 80 per cent of Scotland, including rural and island communities, saw 344 front-line jobs go.

Exclusive: Fire Brigades Union general secretary Matt Wrack told The Independent that it was ‘a miracle’ nobody was killed in the blaze in Dagenham over the bank holiday weekend

Fire Brigade Union general secretary Matt Wrack has described a blaze which destroyed a block of flats in Dagenham, east London, as a national scandal which should not be able to happen.

Mr Wrack spoke to The Independent after touring the site of the disaster in Freshwater Road, Dagenham, with deputy prime minister Angela Rayner, who is also in charge of the Ministry of Housing, Communities and Local Government (MHCLG).

The veteran union boss and former firefighter said he has been at the site of many fires before but described the burnt-out block of flats as one of the worst he had seen.

He said his warning to Ms Rayner was that the blaze was the consequence of years of deregulation on building regulations under the Tories and massive cuts to the council departments responsible for checking building standards.
