Japanese Prime Minister Shigeru Ishiba said on Wednesday that his country will work to deliver humanitarian aid to Palestinians in the Gaza Strip, which is currently besieged by Israel.
The Japanese Prime Minister’s office said in a statement that Ishiba received the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), Philippe Lazzarini, in Tokyo.
Ishiba stressed “Creating an environment in which aid is possible is extremely important,” expressing his respect for UNRWA’s support for Palestinian refugees.
Lazzarini, in turn, expressed his gratitude to Ishiba for the Japanese government’s efforts to improve the humanitarian situation in Gaza.
The two sides reiterated their commitment to continuing cooperation to support Palestinian refugees.
According to the UN, through deliberate starvation in order to achieve forced displacement, Israel has pushed 2.4 million Palestinians to the brink of famine by closing the Gaza Strip’s crossings to humanitarian aid, particularly food, since 2 March.

Under the weight of war and a suffocating blockade, more than two million people in the Gaza Strip are facing an unprecedented water crisis that threatens their daily survival. What was already a dire situation before the escalation has now turned catastrophic due to the ongoing bombardment and the widespread destruction of water infrastructure. The UN report from 2022 unveils a grim reality: over 97 per cent of Gaza’s drinking water is unfit for drinking or human consumption as a result of contaminants infiltrating groundwater reserves, whether it was caused by the excessive pumping of polluted water by the Israeli Occupation into Wadi Gaza, leakage from deteriorating sewage networks into the aquifer or the intrusion of the polluted saltwater into the aquifer by 75 per cent to meet the water deficit of the increased demand caused by the increased population. Compared to that, natural rain that does not exceed 30 per cent of natural replenishment. The situation is further exacerbated by the leakage of residues from Israeli munitions into groundwater sources.
Gaza’s water crisis: Numbers dripping with pain
Gaza’s water reality reveals a prolonged and profound deficit. While the Israeli Occupation enjoys a near-universal coverage of clean water (more than 99 per cent), as well as a substantial control over the aquifer, Gaza languishes among the world’s lowest water access rates, with a coverage below 10 per cent, placing it in a state of constant water emergency.
Over the past years, Israel, through its national water company, Mekorot, supplied Gaza with around 18 million cubic meters of water annually through three pipelines, amounting to only 9 per cent of Gaza’s needs. Yet, the water sector in Gaza suffers from a severe deficit exceeding 120 million cubic meters per year (approximately 60 per cent of total demand). With the outbreak of the latest war, these limited supplies have been repeatedly disrupted and, today, they are completely cut off following the destruction of transmission networks. During the war, these pipelines provided up to 70 per cent of Gaza City’s water supply, after most local water sources were destroyed. More than 85 per cent of Gaza’s water and sewage networks have been bombarded, causing destruction and damage to 2,263 kilometres of pipelines and 47 pumping stations, as well as the cessation of all operations of wastewater treatment plants. Currently, only 30 per cent of Gaza’s wells remain operational. The capacity of desalination plants has plummeted to their lowest levels due to continuous bombardment and the shortages of electricity and fuel. Consequently, water supplies available to Gaza’s people have dropped by 95 per cent, with the average daily water consumption per capita reduced to just 3–5 litres, far below the 15-liter minimum emergency threshold set by the United Nations.
Gaza’s displaced: Long queues and arduous journeys for a few drops of water
Since the beginning of the escalation, thousands of Gaza’s residents have endured the tragedy of displacement, which has only deepened their daily suffering. Hundreds of families, forced to flee their homes under heavy bombardment, now face the exhausting challenge of searching for water in distant areas or in overcrowded shelters lacking even the most basic necessities of life. Long queues at water distribution points and wells have become a daily reality, fraught with the constant risks of air strikes, fear and loss of life.
“We wait for long hours just to access unsafe and contaminated water, and sometimes we only manage to get our share after complete exhaustion,” says Fatima, a 35-year-old mother of four, who was displaced with her children to a shelter in western Gaza. “The distance we have to walk every day just to collect water can stretch for several kilometres and, with each passing day, the journey becomes even more difficult.”
Contaminated water: An immediate and long-term health threatThe health situation in Gaza has become catastrophic due to the acute shortage of clean water and the forced reliance on contaminated sources for drinking and hygiene, if available, which has led tothe widespread outbreak of acute diseases such as diarrhoea, kidney infections, urinary tract infections and waterborne diseases, as well as skin infections due to poor hygiene conditions or the use of polluted water for personal care.
These health risks are even more severe for children under the age of five, who are particularly vulnerable to malnutrition, intestinal infections, and severe diarrhoea, which can lead to dehydration or death. Pregnant women also face higher risks of early miscarriage, premature delivery and reduced breast milk production due to dehydration and exposure to contaminated water. The elderly are not spared, either, as they face an increased risk of kidney diseases, kidney failure and challenges in managing chronic conditions in the absence of safe and sufficient water supplies.
Impact of the water crisis on food security and forced displacement
The water crisis in Gaza is not only a health emergency but also a growing threat to food security. The destruction of agricultural irrigation networks has further worsened the already fragile economic situation, increasing poverty and hunger across the Gaza Strip due to a sharp decline in agricultural and livestock production. Agricultural productivity in the limited available farmland has dropped by 60 per cent as a result of using contaminated water, not to mention that farmlands have become either unsuitable for cultivation or located in unsafe areas due to the ongoing conflict. Moreover, the scarcity of clean and safe water has intensified forced displacement, with many residents compelled to leave their homes in search of areas where drinking water is available.
A grave breach of International Law: Denying people their right to life
The targeting and destruction of water sources and infrastructure in Gaza constitute a grave breach of international humanitarian law.
According to the 1977 Additional Protocol I to the Geneva Conventions, it is prohibited to attack resources indispensable to the survival of civilians, such as water supplies. Denying water to civilians amounts to a war crime under the Fourth Geneva Convention and represents a blatant violation of Article 25 of the Universal Declaration of Human Rights.Such acts may also qualify as crimes against humanity under the Rome Statute of the International Criminal Court.
In the face of tragedy: An urgent call for action
In light of this tragic reality, there is an urgent need for immediate and coordinated action. Internationally, the United Nations must activate emergency protection mechanisms, while international organisations, including the Organisation of Islamic Cooperation and the Arab League, should play a key role in intensifying political pressure on the United States to compel Israel to stop the war, halt the supply of weapons to the Occupying forces and ensure the immediate entry of humanitarian aid into Gaza. The Human Rights Council is also expected to issue investigative reports on these violations, and the International Criminal Court should open immediate investigations into the crimes committed.
On the humanitarian level, aid organisations must intensify efforts to find emergency solutions for providing clean water to the population in Gaza by repairing damaged water networks, maintaining wells and desalination plants using locally available resources, operating mobile desalination units powered by solar energy, expanding water distribution through water trucks to shelters and displacement camps and providing households with simple tools for water purification and desalination.
On the relief level, it is essential to pre-position water-related equipment, including well supplies, fixed and mobile desalination units, generators, solar energy systems, spare parts for water networks and fuel in both Egypt and Jordan. These should be ready for immediate delivery as soon as border crossings are opened for humanitarian aid. It would be a grave mistake to wait until Crossings re-open before starting to procure these critical supplies, given the time required for sourcing and delivery.
For the recovery and development of Gaza’s water system, it is equally critical not to wait until the war ends to begin planning and preparation. Delaying the restoration and development of the water sector will only prolong the suffering of a population that has already endured unimaginable hardship for over 17 months. Efforts must begin now by developing a comprehensive recovery plan, securing supply chains, mobilising funding and preparing technical teams to respond without delay, ensuring the most vital resource for life, water, is restored for Gaza’s population.
Between a suffocating siege and relentless bombardment, the people of Gaza struggle for every drop of water, much like a drowning person gasping for their final breath. They call for water but receive none; they cry out for help but are left unheard. Has humanity truly turned its back on them? Is water not a right for every living soul, including those trapped and besieged in Gaza?

Let’s be clear: The forced displacement of Palestinians is not a new idea. U.S. President Donald Trump’s latest proposal to take “long-term ownership” of Gaza, to “clean out” the “mess,” and to turn it into a “Riviera of the Middle East” is just the latest iteration of efforts aimed at ethnically cleansing Palestinians from their homeland.
What makes Trump’s comments dangerous is not the immediate threat of U.S. military intervention in Gaza followed by the expulsion of its 2.2 million residents. The real danger lies elsewhere.
First, Israel may interpret Trump’s words as a green light to push Palestinians out of Gaza or the West Bank. Second, the U.S. could tacitly endorse another Israeli offensive under the guise of fulfilling the president’s wishes. Third, Trump’s remarks suggest his foreign policy on Palestine will remain largely unchanged from his predecessor’s.
Trump’s so-called “humanitarian” ethnic cleansing proposal will similarly go down in history as another failed attempt, particularly as Arab and international solidarity with the steadfast Palestinian people is stronger than it has been in years.
Some Democrats have seized this moment to criticize Arab and Palestinian Americans who voted for Trump or abstained from supporting Democratic presidential nominee Kamala Harris in the last elections. However, the idea of ethnic cleansing was already being floated during the Biden administration.
While then-Secretary of State Antony Blinken reiterated that “Palestinian civilians… must not be pressed to leave Gaza,” former President Joe Biden created the conditions for displacement through unconditional military support for Israel. This allowed one of the most devastating wars in modern Middle Eastern history to unfold.
Just days into the war, on October 13, 2023, Jordan’s King Abdullah II warned Blinken in Amman against any Israeli attempt to “forcibly displace Palestinians from all Palestinian territories or cause their internal displacement.”
The latter displacement became a reality as most of northern Gaza’s population was crammed into overcrowded refugee encampments in central and southern Gaza, where conditions have been and remain inhumane for over 16 months.
At the same time, another displacement campaign is underway in the West Bank, particularly in its northern regions, accelerating in recent weeks. Thousands of Palestinian families have already been displaced in the Jenin governorate and other areas.
Despite this, the Biden administration has done little to pressure Israel to stop.
Arab concerns over Palestinian expulsion were real from the war’s outset. Almost every Arab leader raised the alarm, often repeatedly.
Egyptian President Abdel Fattah el-Sisi addressed the issue multiple times, warning of Israeli efforts—and possibly U.S. involvement—in a “population transfer” scheme.
“What is happening now in Gaza is an attempt to force civilian residents to seek refuge and migrate to Egypt,” Sisi stated, insisting that such an outcome “should not be accepted.”
Fifteen months later, under Trump, he repeated his rejection, vowing that Egypt would not participate in this “act of injustice.”
The Saudi statement was issued almost immediately after Trump doubled down on the idea during a joint press conference with Israeli Prime Minister Benjamin Netanyahu on February 4. The Saudi foreign ministry went further than rejecting Trump’s “ownership” of Gaza but articulated a political discourse that summarized Riyad’s, in fact, the Arab League’s position on Palestine.
“The Ministry of Foreign Affairs affirms that the Kingdom of Saudi Arabia’s position on the establishment of a Palestinian state is firm and unwavering,” the statement said, adding that the Kingdom “also reaffirms its unequivocal rejection of any infringement on the legitimate rights of the Palestinian people, whether through Israeli settlement policies, land annexation, or attempts to displace the Palestinian people from their land.”
The new U.S. administration, however, seems oblivious to Palestinian history. Given the mass displacement of Palestinians in 1948, no Arab government—let alone the Palestinian leadership—would support another Israeli-U.S. effort to ethnically cleanse millions into neighboring states.
Beyond the immorality of expelling an Indigenous population, history has shown that such actions destabilize the region for generations. The 1948 Nakba, which saw the ethnic cleansing of Palestine, ignited the Arab-Israeli conflict, whose repercussions continue today.
History also teaches us that the Nakba was not an isolated event. Israel has repeatedly attempted ethnic cleansing, starting with its intense attacks on Palestinian refugee camps in Gaza in the early 1950s, and ever since.
The 1967 war, known as the Nakba or “Setback,” led to the ethnic cleansing of hundreds of thousands of Palestinians, both internally and externally. In the years that followed, various U.S.-Israeli initiatives throughout the 1970s sought to relocate the Palestinian population to the Sinai desert. However, these efforts failed due to the steadfastness and collective resistance of the people of Gaza.

The key question now is whether Arabs and other supporters of Palestine worldwide will go beyond merely rejecting such sinister proposals and take the initiative to push for the restoration of the Palestinian homeland. This requires a justice-based international campaign, rooted in international law and driven by the aspirations of the Palestinian people themselves.

A group of UN experts on Monday said that Israel “must face the consequences” of its campaign to undermine the legal framework for the protection of civilians in armed conflicts as the military aggression continues unabated, Anadolu Agency reports.
“As we have repeatedly reminded Israel, international humanitarian law comprises a set of universal and binding rules to protect civilian objects and persons who are not, or are no longer, directly participating in hostilities and limits permissible means and methods of warfare,” the experts said in a statement.
“Rather than abide by these rules, Israel has openly defied international law time and again, inflicting maximum suffering on civilians in the occupied Palestinian territory and beyond,” they added.
Citing Israel’s international law violations, the experts said Tel Aviv committed “crimes against humanity including murder, torture, sexual violence, and repeated forced displacement amounting to forcible transfer, war crimes encompassing indiscriminate attacks on civilians and civilian objects, including objects indispensable to the survival of the civilian population and educational institutions and cultural heritage, the use of starvation as a weapon of war, the targeting of healthcare workers and health facilities, attacks on humanitarian workers, arbitrary restrictions on access to humanitarian aid, and attacks on journalists, collective punishment and perfidy.”
“Political and judicial actors must consider the totality of such acts against the entire civilian population under Israeli occupation, who are protected persons and do not constitute military objectives under international law,” they said. “Acts aimed at their destruction in whole or in part are genocidal.”
Israel “grievously” violated its obligations as an occupying power, the experts said, regarding the situation in northern Gaza.
“Indiscriminate attacks, including on shelters for displaced persons and the Kamal Adwan Hospital and its vicinity, and the intensification of siege conditions on northern Gaza for the last three months run contrary to Israel’s legal duty to ensure the protection of the civilian population,” they said.
“We are disturbed that this siege, coupled with expanding evacuation orders, appears intended to permanently displace the local population as a precursor to Gaza’s annexation in further violation of international law.”
Although Israel’s presence in the occupied Palestinian territory was labeled “unlawful” by the International Court of Justice and International Criminal Court issued arrest warrants for Israel’s Prime Minister Benjamin Netanyahu and former defense minister, the experts said: “Nonetheless, Israel continues to face no real consequences, largely due to protection offered by its allies, who have gone so far as to join Israel in delegitimizing international institutions and besmirching Special Procedures mandate-holders.”
The experts reiterated the urgency of allowing independent and thorough investigations of serious violations of international law.
“Israel’s continued impunity sends a dangerous message suggesting that parties to other conflicts around the world need not comply with their obligations under international humanitarian law,” they said. “We cannot afford to lose the force of the multilateral system. Israel and its leaders must be held accountable.”

“People in Gaza are struggling to survive apocalyptic conditions, but nowhere is safe, no one is spared, and there is no exit from this shattered enclave,” said the humanitarian group’s secretary-general.
The international humanitarian group Médecins Sans Frontières published a report Thursday detailing how the Israeli military has systematically destroyed conditions of life in the Gaza Strip over the past 14 months by dismantling the enclave’s healthcare system, forcibly displacing most of the population, choking off humanitarian aid, and reducing much of the territory to rubble.
MSF, also known as Doctors Without Borders, noted in its 34-page report that its staffers have witnessed and in some cases been the victims of large-scale “violence unleashed by Israeli forces,” which has “caused physical and mental damage on a scale that would overwhelm any functioning health system, let alone one already decimated by a crushing offensive and a 17-year-long blockade.”
While MSF secretary-general Christopher Lockyear stressed that the group doesn’t “have legal authority to establish intentionality” on the part of the Israeli military, “the signs of ethnic cleansing and the ongoing devastation—including mass killings, severe physical and mental health injuries, forced displacement, and impossible conditions of life for Palestinians under siege and bombardment—are undeniable.”
“People in Gaza are struggling to survive apocalyptic conditions, but nowhere is safe, no one is spared, and there is no exit from this shattered enclave,” said Lockyear, who visited Gaza earlier this year. “The recent military offensive in the north is a stark illustration of the brutal war the Israeli forces are waging on Gaza, and we are seeing clear signs of ethnic cleansing as Palestinians are forcibly displaced, trapped, and bombed.”
“What our medical teams have witnessed on the ground throughout this conflict,” he added, “is consistent with the descriptions provided by an increasing number of legal experts and organizations concluding that genocide is taking place in Gaza.”
Even if Israel’s assault ended today, MSF said, “its long-term impacts would be unprecedented, given the scale of the destruction and the extraordinary challenges of providing healthcare across the strip.”
“The cumulative physical toll and mental trauma caused by the extreme violence, loss of family members and homes, repeated forced displacement, and inhumane living conditions will scar generations,” the group added.

MSF’s report, titled Gaza: Life in a Death Trap, finds that Israel’s response to the Hamas-led October 7, 2023 attack “provoked the collapse of Gaza’s already-vulnerable healthcare system” and compromised its ability to provide humanitarian assistance with attacks on aid workers.
Since October 2023, at least eight MSF workers and “many of their family members” have been killed in Gaza, the group said Thursday.
“The pattern of attacks outlined above coupled with its foreseeable consequences and the denial of access to medical care and humanitarian assistance… effectively demonstrate Israeli forces waging a ‘war on the health of Gazans’ that has left the healthcare system in shreds,” the new report states.
The report quotes MSF staffers relaying their horrifying experiences working in Gaza’s barely functional hospitals and clinics without adequate supplies to treat the massive influx of Israeli airstrike victims.
“There are wounded lying everywhere,” Karin Huster, medical referent for MSF in Gaza, said in June. “Bodies are being carried out in plastic bags, the smell of blood is unbearable. Hundreds of people are in the hospital waiting for news of their loved ones injured in the bombardments.”
“Nothing justifies what I saw today,” Huster added. “These children, the three-month-old baby, the 7-year-old, the 12-year-old who died, the 25-year-old man, the 78-year-old woman, all with horrific injuries: Why did they deserve this?”
Human Rights Watch said Thursday that “Israeli authorities have deliberately inflicted conditions of life calculated to bring about the destruction of part of the population in Gaza by intentionally depriving Palestinian civilians there of adequate access to water, most likely resulting in thousands of deaths.”
“In doing so,” HRW added, “Israeli authorities are responsible for the crime against humanity of extermination and for acts of genocide.”
Doctors Without Borders said Thursday that “an immediate and sustained cease-fire must be implemented” and the “complete destruction of Palestinian life in Gaza and all things that make up the very fabric of society must stop.”
Additionally, the group urged Israel’s allies to end their unconditional support for the assault on Gaza and demanded an independent investigation into attacks on humanitarian workers.
“Israeli authorities continue to actively block MSF and other humanitarian organizations from providing lifesaving assistance to people trapped under siege and bombardment,” the group said. “States must leverage their influence to alleviate the suffering of people and enable a massive scale-up of humanitarian assistance across the Gaza Strip.”
