UN Approval of Gaza ‘Stabilization Force’ Slammed as ‘Denial of Palestinian Self-Determination’

Palestine defenders decried Monday’s approval by the United Nations Security Council of a US plan authorizing a so-called international stabilization force for Gaza—a plan decried by one peace group as a denial of Palestinian self-determination.

Thirteen UNSC members voted for the resolution, while no nation voted against the proposal. China abstained, as did Russia, which submitted a rival draft resolution.

While US Ambassador to the UN Mike Waltz hailed the approval of what he called a “historic and constructive resolution,” Hamas, which has ruled Gaza since 2007, rejected what it said “imposes an international guardianship mechanism on the Gaza Strip, which our people and their factions reject.”

“Assigning the international force with tasks and roles inside the Gaza Strip, including disarming the resistance, strips it of its neutrality, and turns it into a party to the conflict in favor of the occupation,” added Hamas, which the US labels a terrorist organization.

After waging war on Gaza for over two years, Israeli officials also rejected the resolution for opening the door to Palestinian statehood—which is officially recognized by around 150 nations but is vehemently opposed by Israel—with Prime Minister Benjamin Netanyahu calling such an outcome “unacceptable.”

The approved stabilization force will be tasked with securing Gaza’s borders, protecting civilians, facilitating humanitarian assistance, supporting a redeployed Palestinian police force, and supervising disarmament of Hamas and other militant resistance groups. Under the plan, Israeli occupation forces would fully withdraw from Gaza after the stabilization force achieves security and operational control of the Palestinian exclave.

Then, a transitional governing body—the so-called Board of Peace led by US President Donald Trump—would be established to coordinate security, humanitarian aid, and reconstruction. The plan, which builds on Trump’s 20-point peace proposal adopted in last month’s tenuous ceasefire, dangles the carrot of a pathway toward Palestinian self-determination and statehood under a reformed Palestinian governing authority.

Human Rights Watch criticized the vote in an X post stating that “the fact that the words ‘human rights’ don’t appear in the resolution adopted by the Security Council today speaks volumes.”

The US-based peace group CodePink said in a statement that “the resolution, while disguised as a peaceful and humanitarian proposal, is in reality a blueprint for the internationalization of the Israeli occupation and a complete denial of Palestinian self-determination.”

CodePink continued:

The resolution imposes a two-year mandate to “secure borders,” “protect civilians,” and “decommission weapons,” with the stated goal of disarming Palestinian resistance. However, it does nothing to address and end the root cause of the violence: Israel’s ongoing siege, occupation, and ethnic cleansing. The United States, which armed and shielded the Israeli government unconditionally as it killed and displaced hundreds of thousands of Palestinians, should not be considered a neutral actor of good faith. A military force that answers to a “Board of Peace” chaired by the US president is an extension of US and Israeli interests, plain and simple.

“The establishment of a ‘technocratic Palestinian administration’ that answers to a US-led board will strip the Palestinian people of political agency,” CodePink added. “Essentially, it will leave Palestine in the hands of a puppet administration, assigning the United States, which shares complicity in the genocide, as the new manager of the open-air prison that Israel has already established.”

Rights group warns of life-threatening abuse against Palestinian detainee in Israel

The Prisoners’ Media Office warned Monday that prominent Palestinian detainee Abdullah Barghouti, 53, is being subjected to severe and prolonged physical and psychological torture inside Israel’s Gilboa Prison, describing his treatment as a form of “slow execution.”

In a press statement, the office — affiliated with Hamas — said Barghouti has endured “systematic and repeated assaults” for more than 25 months. According to the statement, prison guards raid his cell day and night, often accompanied by dogs, announcing they “missed beating him” before restraining him and assaulting him with batons. The office reported that these attacks cause bleeding and deep wounds that prisoners are forced to treat using torn clothing and minimal cleaning supplies.

Barghouti, who is serving 67 life sentences, is reportedly suffering from untreated fractures in his right elbow and hand that have persisted for three months. He also has a broken finger, fractures in two ribs on the right side of his chest, torn tendons, and has lost approximately 35 kilograms due to the “starvation” policy pursued by the prison administration.

The Office added that Barghouti has been subjected to electric shocks and deliberately doused with water during torture sessions. He has also been placed in a room infested with scabies, resulting in widespread boils across his body. The statement says he now has severe difficulty moving his hands, with one nearly paralyzed, while prison authorities continue to deny him medical care or even basic pain relief. Human rights organizations are also being prevented from contacting him.

The office said Barghouti’s case reflects an “open war” against leaders of the Palestinian prisoners’ movement, adding that violations have reached the level of “attempted deliberate killing.” It called on international human rights and humanitarian bodies to intervene urgently to stop the torture, ensure Barghouti receives medical treatment, and hold those responsible accountable.

Hamas rejects UN Security Council decision on Gaza

Hamas on Tuesday rejected the UN Security Council decision on the Gaza Strip, saying the adoption of the US-sponsored draft does not meet Palestinian demands or rights, and does not reflect the suffering the territory has experienced over the past two years.

The movement said in a statement that the decision does not reach the level of the political and humanitarian rights of the Palestinian people, especially in Gaza, which it said has suffered “a war of extermination and unprecedented crimes” whose effects continue despite the announcement of the end of the war under the plan of US President Donald Trump.

The statement added that the decision imposes an international guardianship mechanism on Gaza, which Palestinians reject, saying it “seeks to achieve goals that Israel failed to achieve through military operations”.

Hamas said the decision separates Gaza from the rest of the Palestinian territory and brings new conditions that undermine the Palestinian right to self-determination and the establishment of an independent state with Jerusalem as its capital.

The movement stressed that “resistance by all means is a legitimate right under international law”, adding that the issue of factions’ weapons is an internal national matter that can only be discussed within a political framework that ends the occupation.

Hamas also criticised any role for an international force inside Gaza that includes disarmament duties, saying this would “remove its neutrality”.

It explained that any potential force should limit its role to separating forces and monitoring a ceasefire along the borders, working under UN supervision and coordinating solely with Palestinian institutions, with no role for Israel.

Israeli army chief warns of rapid shift toward expanded aggression on Gaza

Israeli Chief of Staff Eyal Zamir said on Sunday that the Israeli army must be prepared to shift swiftly from defensive operations to a large-scale offensive aimed at occupying territory beyond the so-called “Yellow Line” in the Gaza Strip.

Zamir’s remarks came during a visit to Rafah in southern Gaza, according to a statement issued by the Israeli army. Zamir conducted a situational assessment with senior commanders, including Southern Command chief Yaniv Asor, Gaza Division commander Barak Hiram and the heads of all brigades operating in the Strip.

The army said Zamir toured the Rafah area, where he reviewed operational developments across all fronts and stressed the need to maintain defensive readiness, eliminate threats and remain prepared for “a rapid transition to offensive operations”.

Zamir stated that the Israeli army currently “controls more than 50% of the Gaza Strip, without controlling its population”, adding that the Yellow Line functions as a “line of encirclement and control”. He said military efforts continue to prevent Hamas from regrouping, including maintaining control over border crossings and areas under Israeli oversight.

“In parallel with the current operational course, and if necessary, we must be prepared to move quickly to a large-scale offensive to occupy areas in the Gaza Strip on the other side of the Yellow Line,” Zamir said.

The chief of staff added that Israeli forces are continuing efforts to clear areas along the Yellow Line and eliminate remaining resistance pockets, while the Southern Command works to destroy “terrorist infrastructure”, including underground tunnels.

Zamir reiterated that Israel is committed to ensuring that “Hamas rule will not remain on the other side of the border”, saying the army’s objective is to dismantle Hamas and disarm the Gaza Strip “whether through agreements or military action”.

He also noted that the military has continued its investigation into the failures of the 7 October attack, saying he established an expert committee upon taking office to ensure “a profound process of learning and understanding”.

“We are not afraid of the consequences,” Zamir said. “All of this is for the sake of advancing the army and improving its future performance.”

As Israel Keeps Killing Palestinians, Tlaib Leads Bill Recognizing War on Gaza as Genocide

“After over two years of slaughter, forced starvation, and mass atrocities in Gaza, the global consensus is clear: The Israeli government has committed genocide against the Palestinian people in Gaza.”

Congresswoman Rashida Tlaib and 20 Democratic colleagues on Friday introduced legislation that would officially recognize Israel’s 25-month war on Gaza as a genocide, a move that came as Israeli forces continued killing Palestinians in the coastal strip and violating a tenuous ceasefire with Hamas.

Tlaib (D-Mich.)—the only Palestinian American in Congress—introduced H.Res. 876, which, if passed, would “officially recognize that the state of Israel has committed the crime of genocide against the Palestinian people in Gaza” and affirm that it is official US policy to “prevent and punish the crime of genocide, wherever it occurs.”

“The Israeli government’s genocide in Gaza has not ended, and it will not end until we act,” Tlaib said in a statement Friday. “Since the so-called ‘ceasefire’ was announced, Israeli forces haven’t stopped killing Palestinians.”

According to Gaza’s Government Media Office (GMO), Israel has violated the ceasefire agreement 282 times as of November 10, 2025—exactly one month after the US-brokered truce took effect. Alleged violations include airstrikes resulting in massacres, shootings of civilians, property demolitions, and raids beyond the ceasefire’s “yellow line” buffer zones.

GMO says Israeli forces have killed least 242 Palestinians and injured more than 620 others during the truce.

This, in addition to the at least 249,000 Palestinians who have been killed or wounded by Israeli forces since October 2023, including upward of 10,000 people who are missing and presumed dead and buried beneath the ruins of Gaza, which could take decades to clear. Around 2 million Palestinians have been starved, sickened, and forcibly displaced. Many others have been arbitrarily imprisonedtortured, and allegedly subjected to rape and other sexual abuse.

“After over two years of slaughter, forced starvation, and mass atrocities in Gaza, the global consensus is clear: The Israeli government has committed genocide against the Palestinian people in Gaza,” Tlaib noted.

She continued:

Palestinians in Gaza have attested to this genocide for over two years and it has been concluded by the United Nations Independent International Commission of Inquirythe International Association of Genocide Scholars, and highly respected international, Palestinian, and Israeli human rights organizations such as Amnesty InternationalHuman Rights WatchDoctors Without BordersAl-Haqthe Palestinian Centre for Human RightsAl Mezan Center for Human RightsB’TselemPhysicians for Human Rights Israelthe Lemkin Institute for Genocide PreventionForensic Architecture, and the University Network for Human Rights.

The resolution calls for the United States to “respect its obligations under the Genocide Convention by employing all means reasonably available to it to prevent and punish the crime of genocide.”

These include:

  • cessation of relevant arms and equipment transfers;
  • investigation and prosecution of individuals and corporations in the United States implicated in the crime of genocide;
  • compliance with the orders of the International Court of Justice and the investigations of the International Criminal Court (ICC); and
  • targeted, lawful sanctions with respect to the state of Israel and individuals or corporations involved in or facilitating the commission of genocide.

“Impunity only enables more atrocity,” Tlaib warned. “As our government continues to send a blank check for war crimes and ethnic cleansing, Palestinian children’s smiles are extinguished by bombs and bullets that say made in the USA.”

“To end this horror, we must reject genocide denial and follow our binding legal obligations under the Genocide Convention to take immediate action to pursue justice and accountability to prevent and punish the crime of genocide,” she added. “We must hold individual perpetrators and complicit corporations to account. We must stop sending weapons to a genocidal military. We must follow international law and use all means available to us, including sanctions, to bring this genocide to an end.”

Despite existing laws prohibiting US assistance to foreign security forces that commit gross human rights violations, the United States—which grew into a world power in part via genocide of Indigenous Americans—has provided arms and diplomatic cover to the perpetrators of genocides in ParaguayGuatemalaBangladeshEast TimorKurdistan, and Gaza over the past half-century, while turning a blind eye to other genocides.

Under the Biden and Trump administrations, the US has provided Israel with more than $20 billion in armed aid while thwarting efforts to end the genocide by vetoing numerous United Nations Security Council ceasefire resolutions.

The Trump administration has also slapped sanctions on ICC judges after the tribunal issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant for alleged war crimes and crimes against humanity in Gaza, including murder and forced starvation.

Trump has also targeted individuals and nations who seek justice for Palestinians, acknowledge the Gaza genocide, or recognize Palestinian statehood.

Tlaib’s resolution is co-sponsored by Democratic Reps. Becca Balint (Vt.), André Carson (Ind.), Greg Casar (Texas), Maxine Dexter (Ore.), Maxwell Alejandro Frost (Fla.), Jesús “Chuy” García (Ill.), Al Green (Texas), Pramila Jayapal (Wash.), “Hank” Johnson Jr. (Ga.), Ro Khanna (Calif.), Summer Lee (Pa.), Jim McGovern (Mass.), Alexandria Ocasio-Cortez (NY), Ilhan Omar (Minn.), Mark Pocan (Wis.), Ayanna Pressley (Mass.), Delia Ramirez (Ill.), Lateefah Simon (Calif.), Nydia Velázquez (NY), and Bonnie Watson Coleman (NJ).

The resolution—which is unlikely to get through the Republican-controlled Congress—is also endorsed by more than 100 organizations.

“This resolution is an important step towards recognizing Israel’s actions against Palestinians in the occupied Gaza Strip for what they are—genocide,” Amnesty International Middle East and North Africa advocacy director Elizabeth Rghebi said in support of the measure.

“The US ratified the Genocide Convention which imposes a duty on states to prevent and punish the crime,” Rghebi added. “Amnesty International calls on all members of Congress to urgently support this resolution and ensure the US begins taking the actions necessary to prevent and punish Israel’s genocide in Gaza.”

Beth Miller, political director at Jewish Voice for Peace Action, said that “for over two years, the US has been a full partner in the Israeli government’s genocide against Palestinians. Presidents and members of Congress have denied and erased Israel’s ongoing atrocities in Gaza, shielded Israel from accountability in the international arena, and attempted to dehumanize Palestinians.”

“Congresswoman Tlaib and the original co-sponsors joining her on this historic resolution are making clear that this complicity must come to an end,” Miller added. “These representatives are heeding the call of the overwhelming majority of Americans who want to see an end to his genocide and a halt to US support for war crimes.”
