A memorandum aimed at restricting arms sales to protect human rights, issued by former U.S. President Joe Biden last year amid intensifying outcry over his administration’s support for Israel’s bombardment of Gaza, ultimately did little to stop the U.S. from continuing to back a military operation in which there is abundant evidence of war crimes.
But advocates decried President Donald Trump’s decision Monday to repeal the document, National Security Memorandum-20 (NSM-20) as “shameful,” warning that it sends the message that “anything goes,” as Sen. Chris Van Hollen (D-Md.) said.
Van Hollen proposed legislation last year that pushed Biden to introduce NSM-20, which required countries that receive military aid from the U.S. to provide assurances that the weapons will not be used to violate international humanitarian law.
When the memo was introduced last February, rights advocates had been warning for months that continued U.S. support for Israel violated laws that were already in place, including the Foreign Assistance Act and the Arms Export Control Act, which restrict arms sales to countries that block humanitarian aid or otherwise break human rights laws.
The U.S. is the largest international funder of the Israel Defense Forces (IDF), which began bombarding Gaza in October 2023 in retaliation for a Hamas-led attack. Numerous reports have shown that the Israeli military has attacked Palestinian civilians indiscriminately in Gaza, with U.S. weapons used in some assaults.
At least 48,346 people have been killed in Gaza since the bombardment began. A temporary cease-fire was established in January.
Trump quietly repealed NSM-20 after approving the sale of more than $7.4 billion in arms sales to Israel earlier this month and lifting sanctions on Israeli settlers in the occupied West Bank.
The president also released one shipment of 2,000-pound bombs that had been frozen by the Biden administration after NSM-20 was issued last year.
Last May, Biden paused the shipment as Israel’s incursion in the southern Gaza city of Rafah garnered international outcry over the danger the expanded attacks posed to the 1.5 million Palestinians who were sheltering in the city.
But that same month, the Democratic administration issued a report that was required by NSM-20 claiming that there was not enough evidence that Israel had violated international humanitarian law to end overall U.S. support for the IDF.
That assessment came days after World Food Program executive director Cindy McCain warned that Israel’s blocking of humanitarian aid into Gaza had led to a “full-blown famine” in the northern part of the enclave.
The administration’s continued support for Israel led some to dismiss NSM-20 as a “PR stunt” and a “gimmick.”

Although NSM-20 did not stop the Biden administration from putting human rights at risk, critics warned that countries such as Israel will be even more emboldened following Trump’s repeal of the memo.

Christopher Le Mon, a former State Department official under Biden, told the outlet that “the only thing the Trump administration does by eliminating NSM-20 is signal to U.S. partners that the administration simply doesn’t care how these governments use U.S. arms, no matter how immoral or illegal their conduct.”
Sarah Yager, Washington director of Human Rights Watch, told the Post that with NSM-20 rescinded but other laws like the Foreign Assistance Act still in place, the Trump administration must now “show the American people that [it] will abide by U.S. laws when sending weapons to allies.”

A HIGH COURT hearing will be scheduled on the government’s continued export of F-35 fighter jet parts to Israel, it has been confirmed.
This is the latest development in a legal challenge to the arms sales brought by Palestinian human rights organisation Al-Haq and the Global Legal Action Network (Glan).
Last September, the Labour government failed to impose a full arms embargo as Israel continued its genocide in Gaza, suspending only 30 arms export licences out of 350 in total.
Among the goods still being exported were parts for F-35 warplanes, which are used to drop 2,000lb bombs on innocent civilians.
Court documents revealed in November that the government knew there was a “clear risk” that the exports could be used to violate international humanitarian law, but it did not suspend them, claiming that such action would “have a profound impact on international peace and security” and “undermine US confidence in the UK and Nato.”
In his latest ruling on the export of arms to Israel, Mr Justice Chamberlain noted: “There is a powerful public interest in a quick, final determination of its legality, one way or the other.”

By targeting hospitals—essential lifelines in a besieged region—Israel not only deepens the humanitarian crisis but also sends a chilling message: no space, not even those dedicated to saving lives, is off-limits.
The recent Israeli raid on Kamal Adwan Hospital, or KAH, the only partially operating hospital in northern Gaza, is the latest phase of Israel’s egregious disregard for international humanitarian law and the sanctity of medical facilities. This audacious act highlights the alarming impunity with which Israel conducts its war of genocide in Gaza, and further aggravate the suffering in Gaza.
In attacking KAH, Israel resorted to the same discredited lies used to justify its assault on al-Shifa Hospital in November 2023, falsely alleging that Hamas operated a command center beneath the facility. This fabricated story has long been employed as a pretext to target medical facilities across Gaza. During its raid on al-Shifa Hospital in November 2023, Israeli forces found no evidence of a military presence yet proceeded to arbitrarily destroy the hospital without justification.
Eyewitness accounts report that Israeli forces stormed KAH under the pretext of searching for individuals allegedly connected to militant groups. Hospital staff were forcibly removed from their posts, and several patients, including children, were left unattended during the raid. Patients and medical staff faced severe intimidation and arrest, critical care was forcibly disrupted as soldiers combed through wards and operating rooms, ultimately setting the hospital on fire after failing to uncover the alleged military infrastructure.

Two days after setting KAH ablaze, Israel escalated its attacks on Gaza’s medical infrastructure, killing seven civilians in a strike on al-Wafaa Hospital in Gaza City and shelling the nearby Ahli Baptist Hospital. Despite mounting evidence disproving its claims, Israel, unchallenged, repeated the same fabricated justification: that fighters were allegedly operating within the hospitals. This unsubstantiated template has become a routine pretext for targeting healthcare facilities, disregarding international laws designed to protect civilians and medical institutions during conflict.

This uncritical reporting not only undermines journalistic integrity but also perpetuates misleading narratives, often downplaying or outright ignoring Israeli crimes. By omitting the broader context of occupation, two-decade blockade, and systemic oppression, these media platforms contribute to a distorted representation of the reality on the ground. Western media, in particular, frequently report on Israeli atrocities as though they are inevitable natural disasters, devoid of human accountability or compassion. This approach not only erases the agency behind these tragedies but also dehumanizes Palestinian lives, reducing them to mere statistics.
The failure to keenly examine and challenge Israel’s repeated falsehoods reflects a blatant bias in Western journalism. By granting disproportionate weight to Israeli perspectives while sidelining Palestinian voices, these outlets perpetuate stereotypes and reinforce systemic racism. This one-sided, remote reporting on Gaza undermines the principles of journalistic integrity and fuels global indifference to the plight of the civilians. The lack of accountability for such biased coverage underscores the need for a more equitable and truthful approach by reporting directly from inside the war zone.

The raid on KAH is not an isolated incident but a manifestation of a broader military policy aimed at inflicting maximum pain on the people of Gaza. Already deprived of food, water, power, and adequate medical supplies due to Israel’s blockade, the timing of the raid on the only partially functioning hospital in northern Gaza, is emblematic of a systematic strategy to render the region uninhabitable.
The international community’s tepid response to such blatant violations has emboldened Israel to act with impunity. Despite clear evidence of war crimes, accountability remains elusive. The lack of meaningful action from global powers and institutions undermines the credibility of international law and signals to Israel that it can evade consequences.
Hospitals, including military hospitals, are recognized as neutral spaces under international law, protected from military aggression to ensure the uninterrupted provision of critical care during times of war. The United Nations has both a moral and legal obligation to uphold and enforce Article 18 of the Fourth Geneva Convention, which explicitly prohibits attacks on medical facilities. Anything less would be a betrayal of the principles that underpin international humanitarian law and a failure to stop war crimes.
The genocidal war on Gaza is not merely a regional issue; it is a moral litmus test for the global community. Every bomb dropped, every home destroyed, and every life lost in Gaza is a stain on humanity’s conscience. The international community must confront this genocide with the urgency and resolve it demands. Failing to act not only condemns Gaza’s population to further suffering but also erodes the very foundations of international law and human decency.

UK trade department approved 34 military export licences to Israel in the two months since David Lammy announced a partial arms embargo, new data shows.

Keir Starmer’s government has continued to approve arms exports to Israel even after some licences were suspended in September, it can be revealed.
31 “standard” and three “open” licences for military goods have been issued to Israel since 2 September, when UK foreign secretary David Lammy announced partial restrictions on arms sales to Israel.
Those items included “components for trainer aircraft” and “commercial aircraft” which were “not assessed to be used in relation to current military operations in Gaza”.
However, training aircraft can still be used to instruct Israeli pilots on how to conduct offensive operations in Gaza.
35 “standard” and six “open” licences were also approved for items classed as “non-military” such as telecommunications equipment and imaging cameras.
The UK government refused to issue a further 18 licences to Israel for “components for combat aircraft and naval vessels, as well as components for targeting and radar equipment”.
The information is contained in new data released this week on an “ad hoc” basis by Britain’s trade department in response to “significant parliamentary and public interest” in the issue.
The data was evaluated at parliament’s trade committee on Tuesday, during which ministers admitted that the UK government has still not determined whether Israel’s bombing of Gaza amounts to a violation of International Humanitarian Law (IHL).
The committee was told that the UK government has not updated its assessment on Israel’s compliance with IHL since 31 July, some four and a half months ago. Previous assessments have taken less than half that time to finalise.
One minister further confirmed that there was “no appetite” for stopping the export of F-35 fighter jet components for use by Israel, despite concerns that this breaches Britain’s legal obligations.
It comes days after Amnesty International accused Israel of committing a genocide in Gaza and warned the UK to “immediately suspend the direct and indirect supply, sale or transfer, to Israel of all weapons” in order to “stop fuelling violations of international law”.

An airstrike on a medical compound in Gaza exposes Britain’s complicity with Israeli war crimes.
On 18 January 2024, a bomb exploded beside a villa in Gaza, housing international doctors working for the charity Medical Aid for Palestinians (MAP).
Despite the building being “deconflicted” — a designation meant to ensure its protection under International Humanitarian Law (IHL) — the strike injured two staff members and left the structure severely damaged.
Among the survivors was Amer Shoaib, a British orthopaedic surgeon working for MAP UK. Dr Shoaib, a veteran of the Royal Army Medical Corps, narrowly escaped the attack.
“Everything went completely white, and the ceiling and windows caved in,” Dr Shoaib recalls. “We were lucky. It was a minor miracle just because of where the bomb landed.”
An investigation by the United Nations Mine Action Service (UNMAS) has since revealed troubling evidence about the attack.
The findings suggest the airstrike may have involved UK-manufactured components, raising serious concerns about Britain’s role in the violence in Gaza.
The bomb used in the attack on MAP’s villa, potentially a GBU-32 (Mk 83) equipped with a delay fuse, was delivered by an F-16 fighter jet.
These jets, outfitted with advanced missile-launching kits and display systems supplied by British defence giant BAE Systems, have been integral to Israel’s military campaigns in Gaza.

Documents revealed in the High Court show that licences for F-35 components were excluded from the September suspension due to their “profound impact on international peace and security” – alluding to Britain’s ‘special relationship’ with the US, which leads the F-35 program.
