  • Climate Obstructionism Runs Deep in the UK — Watch Out for It at the Election

    Regardless of who wins next month, fossil fuel interests have multiple levers for influencing policy.

    The UK is heading to the polls on July 4. Although it doesn’t get enough attention, the two major parties — the Conservatives and Labour — have chosen climate change and, in particular, fossil fuel production in the North Sea as a clear political dividing line for the electorate. 

    As polling day draws closer, and election fervour takes hold, we will see the forces of British climate obstruction in full effect. Influential individuals, organisations and media outlets that seek to block, dilute, delay, or even reverse climate policies will attempt to widen that political dividing line with a mixture of claims to be defending individual freedoms, putting growth first, being ‘climate realists’, or by displacing concerns about the UK’s responsibility to act on climate change through ‘whataboutism’.

    The Conservative government, under Prime Minister Rishi Sunak, has pushed ahead with issuing hundreds of new oil and gas licences in the North Sea. The government was due to further reform the licensing regime so permits are handed out on an annual basis, all under the auspices of ‘energy security’, but the election has halted the bill’s progress through Parliament. Future licences are expected to yield just three weeks’ worth of gas per year

    Sir Keir Starmer’s Labour Party, however, announced that it will end new licensing for oil and gas in the North Sea, with the very large caveat of honouring those already approved. But even this announcement ignited fierce resistance from the media, trade unions, Labour’s political opponents and some figures it deemed allies. The plan was labelled as “Thatcher on steroids”“naive”, and risked “creating a cliff-edge” for industry and investment in and around the North Sea. In response to the vitriol, Starmer conceded that fossil fuels will continue to be used in the UK “for many, many years”.  

    This episode provides a useful insight into how climate obstructionism operates in the UK. In a new publication for the Climate Social Science Network (CSSN) based at Brown University, alongside Dr Ruth McKie and Dr James Painter, we identified three major channels through which obstructionism operates in Britain and the network of organisations that sustain it. 

    Financial Power

    The first is the material. This speaks to the financial and structural power of the fossil fuel industry that allows it to use threats of capital flight and job losses to curry favourable policy conditions and fend off tax hikes that would dent profitability. It also speaks to party donations, where fossil fuel firms, or those that benefit from their expansion, provide funds to individual politicians or the wider party for access and a say over policy. 

    Since 2019, the Conservatives have received £8.4 million in donations from big polluters and those with direct links to fossil fuel production. The current Energy Security and Net Zero Secretary, Claire Coutinho, accepted a £2,000 donation in January 2024 from Lord Michael Hintze, a funder of the UK’s leading climate science denial group, the Global Warming Policy Foundation. Labour too have taken money from big polluters, most notably Drax, whose North Yorkshire power plant is the UK’s single largest source of emissions.

    Alongside the material sits the institutional. The policy making process in the UK provides a multitude of opportunities for actors to shape policy, all within the bounds of proper procedure and due process. All Party Parliamentary Groups (APPGs), informal groups of politicians organised around key themes or policy issues, have provided an effective fora for obstructionist actors to garner access and shape policy. The rules governing APPGs often inhibit public scrutiny. Trade associations, and the companies they represent, can be omitted from official parliamentary transparency logs as only benefits in kind above £1,500 a year must be declared — a threshold many industry bodies claim not to meet. 

    Revolving doors between industry and government are another institutional means through which fossil fuel interests can determine policy. An investigation by The Ferret found that since 2011, 127 former oil and gas employees have gone into top government roles and been appointed to ministerial advisory boards. At least a dozen of these individuals were given roles in the North Sea Transition Authority, the organisation tasked with governing oil and gas production, as well as within departments responsible for writing energy and climate policy. Shutting this revolving door, or even just slowing it down through ‘cool-off’ periods, would go some way in curtailing obstructionism. 

    Climate Delay

    The final, and perhaps most pronounced, thread of climate obstructionism in the UK is discursive, primarily promoted through the media. The right-leaning media in the UK, such as the Daily Telegraph and Daily Mail, have persistently opposed climate policy and action. This opposition used to be grounded in outright denial, where the integrity of climate science was disputed and denigrated. Now, though, a more pernicious form of discursive obstructionism is prevalent; that of climate delay. 

    Countless op-eds and articles have been published that acknowledge climate change but dispute the necessity of addressing it, the cost of implementing climate policy (both economically and in terms of national security), and the efficacy of green technologies such as wind turbines, electric vehicles (EVs) and heat pumps. These interventions, which are sometimes made by individuals with direct links to sceptic organisations or else use their framing, often push blatant untruths to the public, such as renewable energy pushing up household energy bills or solar panels  jeopardising British farming. The media continues to both demonise climate activists and undermine public support for key climate policies. 

    In this election, watch out for climate obstructionism. While institutional channels may be curtailed due to purdah, others will pick up the slack. With all parties now firmly on an election footing, donations will become a crucial resource for knocking doors and getting out the vote in marginal seats. The sources of these donations, and the interests behind them, will bear the thumbprint of the fossil fuel industry. The media will increase its scrutiny of manifesto pledges and publish a litany of analyses. It is highly likely that Labour’s climate policy will be painted as a threat to national security, an insurmountable cost to the public purse, and reflecting the demands of both Vladimir Putin and Just Stop Oil simultaneously. The foundation of this framing has already been set. 

    What is less clear, though, is what comes after July 4. With a change of government comes a reconfiguration of interests and, for the winners, concessions will be made to those actors and constituencies that helped get them past the post. For the losing party, most likely to be the Conservatives, there may be an ideological reorientation that ends the cross-party consensus on tackling climate breakdown, making them the party of climate obstructionism that challenges the necessity of net zero and fights for more oil and gas. 

    This election might be the one that ends 14 years of Conservative rule, but it’s not likely to be the one to end climate obstructionism in the UK.

    dizzy: I don’t agree that there is “cross-party consensus on tackling climate breakdown.” I suggest that instead the Conservative and Labour parties are indistinguishable in their support of plutocracy, sucking up to the rich and powerful. The Conservatives under Sunak have made no pretence of their intention to forge ahead with exploiting North Sea fossil fuels all they can and Labour do not intend to stop the Rosebank North Sea oil and gas field. Starmer has abandoned so many pledges that he should be recognised as as much a liar as Tony Blair or Boris Johnson.

    The title of “… the party of climate obstructionism that challenges the necessity of net zero and fights for more oil and gas. ” is currently shared by the Conservatives and climate denier Nigel Farage’s Reform UK.

  • Climate change made UK’s waterlogged winter worse

    Climate change is a major reason the UK suffered such a waterlogged winter, scientists have confirmed.

    It was the country’s second wettest October to March period on record and a disaster for farmers, who faced flooded fields during a key planting period.

    Global warming due to humans burning fossil fuels made this level of rainfall at least four times more likely, according to the World Weather Attribution group.

    One farmer in Lincolnshire told the BBC that a third of his farm could not be planted in time this year.

    Colin Chappell, a fourth generation farmer on the banks of the River Ancholme in Lincolnshire, who produces food including peas, oil and wheat, says he will only produce half what he would usually expect.

    “There are some farms in the valley that will not see a harvest at all this year. That hasn’t happened here since 1948,” he says.

    He believes the future for many farmers is bleak.

    The past 10 months have all been the hottest on record. The average global temperature in March was 1.68 degrees Celsius warmer than the pre-industrial average.

    Europe’s Copernicus Climate Change Service (C3S) said on Tuesday that March 2024 was the warmest on record, making it the tenth consecutive month to break heat records.

    Last month was 0.1 degrees Celsius warmer than the previous March, and 1.68 degrees Celsius hotter than an average March between the years 1850-1900, the reference period for the pre-industrial era.

    Above-average temperatures were recorded in parts of Africa, South America, Greenland and Antarctica.  Sea surface temperatures also hit a “shocking new high,” the report said.

    Hottest 12-month period

    The average temperature for the 12-month period ending in March was 1.58 degrees Celsius warmer than the pre-industrial average, making it the warmest 12-month period on record.

    This record warmth does not necessarily mean that global temperatures have broken the 1.5-degree limit set by world leaders in Paris in 2015 as such measurements are taken in decades rather than individual years, but it does show a general trend in that direction.

    “It’s the long-term trend with exceptional records that has us very concerned,” Samantha Burgess, deputy director of C3S told Reuters news agency.

    “Seeing records like this — month in, month out — really shows us that our climate is changing, is changing rapidly,” she added.

    Climate change and its effects have been seen across the globe. This year itself, Venezuela saw a record number of wildfires, and southern Africa has faced drought conditions. Warm waters in the southern hemisphere are causing a mass coral bleaching event.

    Wildfires, also commonly called forest fires or bushfires, are unplanned and uncontrolled fires burning in a vegetated landscape, such as a forest or grasslands. Many wildfires are sparked by human activity, such as campfires, or natural causes, like lightning. Dry conditions and prolonged droughts, which are becoming more frequent with climate change, exacerbate the risks of wildfires. Droughts, high winds, and other extreme weather are also making wildfires more common and more powerful, with larger blazes that burn for longer and expand across more land.

    From 1998 to 2017, over 2,400 human deaths were attributed to both wildfires and volcanoes. Even when people can evacuate an affected area, they may lose their homes or businesses to the fires. Wildfires can also kill wildlife in the habitats that catch fire. Further, wildfires feed back into a loop, worsening climate change by releasing more carbon dioxide and fine particulate matter into the air.

    Climate change brings increasing temperatures and drier conditions that can fuel wildfires around the world. Researchers expect significant increases in wildfire risks in the U.S., South America, central Asia, southern Europe, southern Africa and Australia from 2070 to 2100. [Don’t we already have that?]

    Even in the UK, typically considered a colder locale, experts are telling citizens to expect more wildfires in the near future as extreme heatwaves grip the nation. 

    The expected increase in wildfires will bring with it more emissions and more forest loss, according to a recent study. As fire seasons become longer and more severe, forest loss due to wildfires is steadily increasing, with the highest losses occurring in boreal forests, which span Canada, China, Finland, Japan, Norway, Russia, Sweden and the U.S.

    Wildfires are worsening in many countries globally, including the U.S., and are expected to become more of an issue in places they weren’t previously, like in the UK. Australia is particularly vulnerable to increasing blazes, as are regions of boreal forests.

    As a part of nature, wildfires do play an essential part in promoting biodiversity, but only when they occur at a natural rate. Human activity and climate change are spurring more intense and more frequent fires that contribute more emissions, feeding into a loop that worsens climate change. 

    Air pollutants from wildfires worsen air quality, putting the health of wildlife and humans at risk and costing countries billions of dollars per year to contain the blazes and pay for damages. Wildfires can also kill off vulnerable wildlife, as is the case for endangered koalas in Australia that recently lost tens of thousands from the already low population, and injure and/or displace thousands more animals.

    Ultimately, the goal is not to end wildfires. They are an essential part of many ecosystems, but the fact that they are getting bigger and are happening more frequently does more harm than good. Thankfully, it’s not too late to minimize the number of wildfires.

    We can reduce the number of human-made wildfires by staying aware of ongoing weather conditions. When conditions are dry, hot, and windy, avoid any activities that could create a spark or spread smoke and flames. Even driving your car or mowing the lawn can start a fire, so be mindful during high fire risk conditions.

    Human-caused or not, wildfires can be destructive. If you live in an area prone to fires, make sure you have a safety plan in place, with supplies ready to go if you need to evacuate or are left without power for long periods of time.

    Wildfires are another part of our world, and they are only expected to worsen as the world grows hotter. While we can mitigate personal risks, working collectively with governments and corporations to slow climate change is the best way to minimize wildfire risks worldwide.

  • New Evidence Reveals Fossil Fuel Industry Sponsored Climate Science in 1954

    Documents shed light on the earliest-known instance of climate science funded by the fossil fuel industry, adding to growing understanding of Big Oil’s knowledge of climate change.

    In 1955 in the wilds of Big Sur, a young Caltech researcher named Charles David Keeling gathered carbon dioxide samples among Northern California’s towering redwoods. Crawling out of his sleeping bag several times a night on research trips conducted over the course of 18 months, from January 1955 to June 1956, Keeling measured background levels of carbon dioxide across the western United States — at Big Sur, but also at desert and high mountain stations, in forests and grassland, above the city of Los Angeles, and over the waters of the Pacific Ocean. 

    Keeling’s findings would lead him to conduct a separate series of experiments from the top of the Hawaiian volcano Mauna Loa resulting in the famous Keeling Curve — a visual depiction of rising atmospheric carbon dioxide (CO2) caused by the burning of fossil fuels. His work underpins our understanding of manmade climate change. 

    By December 1954, the Air Pollution Foundation had approved an allocation of $13,814 (approximately $158,000 in today’s money) to fund Keeling’s earliest CO2 investigations.

    These never-before-seen documents from the Caltech Archives and the U.S. National Archives, along with material from the Charles David Keeling papers at the University of California, San Diego, and local Los Angeles newspapers from the 1950s, establish the Air Pollution Foundation’s sponsorship of Keeling’s research at Caltech as the earliest-known instance of climate science funded by the fossil fuel industry. It’s possible it was also the first time that the oil industry was directly informed about CO2-induced climate change — five years before physicist Edward Teller warned the API of the disruptive consequences of burning fossil fuels.

    Fossil Fuel Fingerprints

    Carbon atoms contain a combination of the isotopes carbon-12 (C12), carbon-13 (C13), and carbon-14 (C14). Carbon atoms from fossil fuels, however, contain relatively little C13 and almost no C14, which is radioactive and decays over time. 

    In the 1940s and early 1950s, a carbon isotope scientific revolution was underway in the United States. Scientists had learned that they could measure the different ratios of carbon isotopes in materials to accurately determine the age of ancient objects: carbon dating. By analyzing the isotopic fingerprint of carbon atoms in tree rings, scientists could also identify whether the carbon dioxide absorbed by trees through photosynthesis had been produced naturally or as a result of burning fossil fuels. And, by measuring the isotopic ratios in tree rings of various ages, researchers could also estimate how far CO2 concentrations had risen since the Industrial Revolution as a result of burning fossil fuels

    In a proposal sent to the Air Pollution Foundation in November 1954, Keeling’s research director Epstein wrote, “It is clear that several factors contribute to the variations in the isotopic composition of carbon in trees.” Among these factors, Epstein explained, were the various ecological conditions under which the tree grew, including the isotopic composition of the carbon in the atmosphere. “Since 1840, the carbon-isotope ratio (C12/C13) has increased in the trees so far investigated,” he continued — an increase which could be explained by a change in the carbon-isotope ratio in atmospheric carbon dioxide “resulting from the burning of the C12-enriched coal and petroleum.”

    Epstein’s research proposal for the Air Pollution Foundation left no doubt about the potential significance of this research. Approximately sixty years before the Paris Agreement, he described the “concentration of CO2 in the atmosphere” as a matter “of well recognized importance to our civilization” and explained that the possible consequences of “a changing concentration of the CO2 in the atmosphere with reference to climate” may “ultimately prove of considerable significance to civilization.”

    Ahead of the Keeling Curve

    Confident in the accuracy of his measurements, Keeling communicated his findings to an employee of the U.S. Weather Bureau and, in the summer of 1956, its director of meteorological research, Harry Wexler, invited him to Washington, D.C., to present his data. Impressed, Wexler suggested that the young researcher continue his investigations by measuring CO2 at the newly built observatory on the Hawaiian volcano Mauna Loa. Keeling secured federal sponsorship for this work and measured atmospheric CO2 on Mauna Loa, observing a rising trend of CO2 increasing year on year from approximately 313 ppm in 1957 to 320 ppm in 1967. Caused primarily by the burning of fossil fuels, the depiction of this trend would come to be known as the Keeling Curve — a key piece of evidence that climate change is human caused.
