Trump’s Concentration Camp Build-Out Includes Nearly $40 Billion for Warehouse Conversions

“Germany’s concentration camps didn’t start as instruments of mass murder, and neither have ours,” wrote talk show host Thom Hartmann recently. “History isn’t whispering its warning: It’s shouting.”

President Donald Trump’s anti-immigration agenda has supercharged opposition in cities where he has deployed federal agents to conduct raids, and communities in states including New York and Missouri are already working to block the next step the Department of Homeland Security plans to take in its push for mass deportations: acquiring massive warehouses across the country to use as immigrant detention centers.

US immigration and Customs Enforcement documents that were provided to Republican Gov. Kelly Ayotte of New Hampshire—one of the states where ICE aims to acquire a building and retrofit it to house at least 1,000 people at a time—show that the administration plans to spend $38.3 billion on its mass detention plan.

It would buy 16 buildings across the country to use as “regional processing centers” that could hold 1,000-1,500 people. Another eight detention centers would hold as many as 10,000 people at a time, with the detainees awaiting deportation.

The Washington Post reported that a review of state budget data showed that the amount of money the White House intends to pour into the project over the next several months is larger than the total annual spending of 22 US states.

“Thirty-eight billion dollars,” said Rep. Seth Moulton (D-Mass.). “That’s what Trump is spending to turn warehouses into human holding facilities. Not on schools. Not on healthcare. Not on veterans. On warehousing humans.”

Moulton also condemned ICE’s claim that the new network of detention facilities will ensure the “safe and humane civil detention” of immigrants.

At least six people died in ICE detention centers in January, and one of the deaths, that of Geraldo Lunas Campos at Camp East Montana in El Paso, Texas, was ruled a homicide.

Medical neglect and abusive treatment—including some that amounts to torture—has been reported at multiple facilities.

ICE has already spent more than $690 million purchasing at least eight warehouses in Maryland, Arizona, Georgia, Texas, Pennsylvania, and Michigan in recent weeks. Documents posted on Ayotte’s website show the agency is pursuing additional acquisitions in New Hampshire, New York, New Jersey, and Georgia.

Communities are already rallying against the plan and questioning whether the small towns ICE has selected have sufficient water and sewer infrastructure to support thousands of people detained in a warehouse.

In New York, Rep. Pat Ryan (D-NY) said last week that 25,000 people in his district have signed a petition opposing the use of a local warehouse to house immigrants and pointed to the “major corruption and graft” evident in the plan to purchase and run the warehouses.

“The site in my district that’s proposed is owned by one of Trump’s multibillionaire donors, who would directly financially benefit from this site,” said Ryan, referring to former Trump adviser Carl Icahn.

As Common Dreams reported Friday, private prison firm GEO Group raked in a record $254 million in profits last year as it secured contracts with the Trump administration to build new ICE facilities across the US.

ICE has attempted to make purchases in Oklahoma City; Kansas City, Missouri; and in Virginia, but those plans have fallen through, with the Kansas City Council passing a five-year ban on new nonmunicipal detention centers after the public learned that DHS was the potential buyer of a warehouse in the city.

Sen. Chris Van Hollen (D-Md.) has also joined his constituents in speaking out against ICE’s $100 million purchase of a warehouse in his state to house at least 1,000 people at a time.

“This administration is spitting in the face of communities from Minneapolis to Maryland and wasting our tax dollars. We won’t back down,” said Van Hollen late last month.

The details of the administration’s planned conversion of warehouses were reported less than two weeks after Pablo Manríquez of Migrant Insider revealed that a US Navy contract originally valued at $10 billion “has ballooned to a staggering $55 billion ceiling to expedite President Donald Trump’s ‘mass deportation’ agenda” and to help build “a sprawling network of migrant detention centers across the US.”

At Common Dreams last week, talk show host and author Thom Hartmann wrote that the warehouses Trump plans to use to hold people—purchased by an agency whose own data shows it has largely been detaining people with no criminal records—are best described as concentration camps like those used in Nazi Germany.

“By the end of his first year, [Adolf] Hitler had around 50,000 people held in his roughly 70 concentration camps, facilities that were often improvised in factories, prisons, castles, and other buildings,” wrote Hartmann. “By comparison, today ICE is holding over 70,000 people in 225 concentration camps across America,” with hopes to “more than double both numbers in the coming months.”

An explosive report published by the Wall Street Journal on Thursday shed fresh light on what critics have described as “outrageous corruption” by US Homeland Security Secretary Kristi Noem.

Among other things, the Journal report highlighted Noem’s relationship with top adviser Corey Lewandowski, whom sources said is romantically involved with the Trump Cabinet official despite both of them being married.

Of particular note, the Journal wrote, is the way Lewandowski has taken over the contracting process at the US Department of Homeland Security (DHS) despite being classified as a special government employee whose service is supposed to be capped at a maximum of 130 days per year.

“Given Lewandowski’s continuing business interests in the private sector, his role in awarding contracts has raised alarm bells inside the White House and DHS,” reported the Journal. “Several officials inside the department said contracts and grants are being awarded in an opaque and arbitrary manner, and some are being held up without explanation.”

The report also claimed that Noem and Lewandowski have been flying around the country together on a luxury 737 MAX jet, complete with a private cabin.

DHS has been leasing the plane, although the Journal’s sources said it is in the process of buying it for $70 million, which “would be double the cost of each of seven other commercial planes the department is also buying at the pair’s direction to carry out deportations.”

Additionally, the report outlined allegedly abusive behavior by Noem and Lewandowski toward DHS staff members, as sources said they “frequently berate senior level staff, give polygraph tests to employees they don’t trust, and have fired employees,” including one incident where “Lewandowski fired a US Coast Guard pilot after Noem’s blanket was left behind on a plane.”

The report generated fierce reaction from critics on social media.

“Noem and Lewandowski are like the most toxic couple you have ever met,” wrote New York Times columnist Jamelle Bouie, “given full rein of a government agency.”

Veteran foreign policy journalist Laura Rozen described Noem and Lewandowski as “the most vile scumbags on Earth” after reading the report, highlighting the details about the pair flying on the luxury jet as particularly egregious.

Investigative journalist Sarah Posner found herself floored by the conduct outlined in the Journal’s report.

“There is so much crazy shit, outrageous corruption, and naked, ham-fisted ambition in this WSJ piece about Noem, Lewandowski, and DHS,” she wrote. “Read and take note of the of eye-popping number of sources who have knives out for Kristi and Corey.”

Former Rep. Barbara Comstock (R-Va.) argued the report showed Noem and Lewandowski “are wholly unqualified and a disaster at DHS,” and have been “been very effective in driving [President Donald] Trump’s ratings into the ditch.”

Ron Filipkowski, editor-in-chief of MeidasTouch, expressed disbelief at how much power Lewandowski had accumulated despite only being a special government employee.

“How the fuck is Corey Lewandowski in any position to fire a Coast Guard pilot?” he asked. “What is his title? What is his job? What is his official position in the US government? If you are Kristi Noem’s boyfriend you get to fire Coast Guard officers?”

UK Palestine Action ban ruled unlawful, in humiliating blow for ministers

Thousands arrested for supporting group since proscription are now in legal limbo as Mahmood says she will appeal

Three senior judges have ruled that the ban on the direct action group Palestine Action under anti-terrorism laws was disproportionate and unlawful, handing the home secretary a humiliating defeat.

Shabana Mahmood was urged to respect the court’s decision after the judges said the ban, introduced by her predecessor Yvette Cooper, impinged on the right to protest and should be quashed.

However, the fate of more than 2,500 people, arrested for supporting Palestine Action since proscription, remained in limbo after Mahmood said she would appeal against the ban. Additionally, the three judges, led by the president of the king’s bench division, Dame Victoria Sharp, said the banning order would not be quashed until both sides had been allowed to make representations.

In the meantime, the Met police said they would stop arresting people immediately for showing support for Palestine Action after the high court ruling but would gather evidence for potential future prosecution.

The judges allowed the challenge on two of four grounds. They were that there was “a very significant interference” with the rights to freedom of speech and freedom of assembly and that the then home secretary, Cooper’s decision to proscribe Palestine Action was not consistent with her own policy, which required her to take into account factors including the nature and scale of the organisation’s activities, and the specific threat that it posed to the UK.

Swiss lawyers file ICC complaint accusing government of complicity over Gaza

A group of Swiss lawyers has filed a complaint with the International Criminal Court, accusing their government of failing to meet its international legal obligations in relation to Israel’s genocide in the Gaza Strip.

The complaint relies on reports issued by United Nations bodies and independent international human rights organisations in characterising events in Gaza as genocide.

According to sources familiar with the filing, the complaint places particular emphasis on Switzerland’s status as the depositary state of the Geneva Conventions, arguing that this role carries heightened legal and moral responsibilities.

The plaintiffs include 25 lawyers from both French- and German-speaking regions of Switzerland, a move they say reflects broad concern within parts of the country’s legal community.

The complaint contains direct accusations that policies pursued by Swiss Foreign Minister Ignazio Cassis facilitated Israeli military operations in Gaza.

The lawyers argue that Switzerland’s official position did not adequately reflect the gravity of Israel’s crimes in the occupied Palestinian territories and instead provided political and legal cover for their continuation.

According to the filing, Swiss exports of military equipment and dual-use materials to Israel during the war totalled approximately 16.7 million Swiss francs in 2024, rising to around 25 million francs the following year. The complainants described these exports as direct material support contributing to the ongoing conflict.

International campaign demands the resumption of ICRC’s visits to political detainees in Israeli jails

The Israeli occupation authorities have banned the international organization from visiting political detainees held in its prisons since October 7, 2023, which many say reflects Israel’s collective punishment policy.

press conference was held in front of the office of the International Committee of the Red Cross (ICRC) in Al-Bireh city, in the central occupied West Bank on Tuesday, February 10.

The event was organized as part of an international campaign to gather one million signatures demanding that the ICRC resume its visits to Palestinian and Lebanese prisoners in Israeli jails.

A number of press conferences were held in parallel in nine other cities across the world, including Beirut, Gaza, Cairo, Rabat, Tunis, Brussels and Paris in coincidence with the one held in Al-Bireh.

It is worth mentioning that Israel has banned the international organization from visiting the prisoners since October 7, 2023.

The political detainees held by Israel have also been deprived of family visits, and their lawyers have rarely been able to meet them for 28 months, amid continuously deteriorating humanitarian conditions inside the prisons.

The brutal crackdown against the Palestinian Prisoners’ Movement pre-dates the genocide in Gaza, but began in January 2023, by Israel’s Minister of National Security, Itamar Ben-Gvir.

Israel has misused the presence of the ICRC in the occupied territories to whitewash its crimes, says Qadura Fares

During the conference, former head of the Commission of Detainees and Ex-Detainees Affairs, Qadura Fares, highlighted the key role that the ICRC has played in safeguarding various humanitarian issues internationally and inside occupied Palestine, including the prisoners’ issue.

“We know that the ICRC operates in accordance with international conventions, and in a way that is consistent with its mission as an international humanitarian organization. We are not asking the ICRC to do anything beyond its capacity, but to exert pressure on Israel through the appropriate international legal channels,” Fares noted.

“Nobody can expect Itamar Ben-Gvir, Netanyahu or Smotrich as racist fascist leaders to reconsider their decisions and permit the visits to the prisoners again on their own,” the prominent Palestinian political leader added.

Fares emphasized that this goal will be reached only with pressure being exerted on the Israeli authorities in order to cancel the arbitrary measures against the prisoners.

He also affirmed that the ICRC is able to exert such pressure, but it opted to work “within the limits of the authorization given to it by the Israeli occupation government.”

Fares further pointed out that Israel is misusing the presence of the ICRC and other international organizations in the occupied territories to whitewash its image, by showing that these international bodies are allowed to operate there, while their jurisdiction is extremely restricted and confined by the unlawful Israeli regulations.

The prisoners’ issue is a concern of people of conscience worldwide

Meanwhile, director of the Center for the Defense of Liberties and Civil Rights (Hurryyat), Helmi Al-Araj, asserted that the fact that the campaign has been launched from many cities around the world, including European cities “provides a conclusive evidence that the segregation of the detainees in ghetto-like prisons led to an uprising by the people of conscience all over the globe to support them.”

“This once again proves that all the peoples who struggle for freedom worldwide consider the issue of the Palestinian prisoners, in particular, and the Palestinian cause, in general, their own cause,” Al-Araj maintained. 

For his part, Palestinian political activist, freedom fighter, and former prisoner in Israeli jails, Omar Assaf, indicated that Lebanese and Syrian nationals have also been held in Israeli prisons, while the majority of the prisoners detained by Israel are Palestinians.
