A group of UN experts on Monday said that Israel “must face the consequences” of its campaign to undermine the legal framework for the protection of civilians in armed conflicts as the military aggression continues unabated, Anadolu Agency reports.

“As we have repeatedly reminded Israel, international humanitarian law comprises a set of universal and binding rules to protect civilian objects and persons who are not, or are no longer, directly participating in hostilities and limits permissible means and methods of warfare,” the experts said in a statement.

“Rather than abide by these rules, Israel has openly defied international law time and again, inflicting maximum suffering on civilians in the occupied Palestinian territory and beyond,” they added.

Citing Israel’s international law violations, the experts said Tel Aviv committed “crimes against humanity including murder, torture, sexual violence, and repeated forced displacement amounting to forcible transfer, war crimes encompassing indiscriminate attacks on civilians and civilian objects, including objects indispensable to the survival of the civilian population and educational institutions and cultural heritage, the use of starvation as a weapon of war, the targeting of healthcare workers and health facilities, attacks on humanitarian workers, arbitrary restrictions on access to humanitarian aid, and attacks on journalists, collective punishment and perfidy.”

“Political and judicial actors must consider the totality of such acts against the entire civilian population under Israeli occupation, who are protected persons and do not constitute military objectives under international law,” they said. “Acts aimed at their destruction in whole or in part are genocidal.”

Israel “grievously” violated its obligations as an occupying power, the experts said, regarding the situation in northern Gaza.

“Indiscriminate attacks, including on shelters for displaced persons and the Kamal Adwan Hospital and its vicinity, and the intensification of siege conditions on northern Gaza for the last three months run contrary to Israel’s legal duty to ensure the protection of the civilian population,” they said.

“We are disturbed that this siege, coupled with expanding evacuation orders, appears intended to permanently displace the local population as a precursor to Gaza’s annexation in further violation of international law.”

Although Israel’s presence in the occupied Palestinian territory was labeled “unlawful” by the International Court of Justice and International Criminal Court issued arrest warrants for Israel’s Prime Minister Benjamin Netanyahu and former defense minister, the experts said: “Nonetheless, Israel continues to face no real consequences, largely due to protection offered by its allies, who have gone so far as to join Israel in delegitimizing international institutions and besmirching Special Procedures mandate-holders.”

The experts reiterated the urgency of allowing independent and thorough investigations of serious violations of international law.

“Israel’s continued impunity sends a dangerous message suggesting that parties to other conflicts around the world need not comply with their obligations under international humanitarian law,” they said. “We cannot afford to lose the force of the multilateral system. Israel and its leaders must be held accountable.”

US Abstains as UN Security Council Demands ‘Immediate Cease-Fire’ in Gaza

“This resolution must be implemented,” said U.N. Secretary-General António Guterres. “Failure would be unforgivable.”

The U.S. on Monday declined to veto but still abstained from a United Nations Security Council on Monday to adopt a resolution demanding an “immediate cease-fire for the month of Ramadan” in the embattled Gaza Strip, a move that came amid an ongoing Israeli genocide in which more than 114,000 Palestinians have been killed or wounded and hundreds of thousands of others are starving.

The Security Council voted 14-0, with the U.S. abstaining, to approve a resolution for the cessation of hostilities during the Muslim holy month after member states overcame a sticking point over the removal of the word “permanent” from an earlier draft version. Instead, the resolution calls for an “immediate” cease-fire.

The U.S. had vetoed three of the previous four cease-fire resolutions.

“This resolution must be implemented,” U.N. Secretary-General António Guterres said following Monday’s vote. “Failure would be unforgivable.”

As the U.N. News explained:

The resolution is a bare-bones call for a cease-fire during the month of Ramadan, which began on March 11. It also demands the return of about 130 hostages seized in Israel and held in Gaza and emphasizes the urgent need to allow ample lifesaving aid to reach a starving population in the besieged enclave.

The demand to end hostilities has so far eluded the council following the Israeli forces’ invasion of Gaza in October after Hamas attacks left almost 1,200 dead and 240 taken hostage.

Since then, Israel’s daily bombardment alongside its near-total blockade of water, electricity, and lifesaving aid has killed more than 32,000 Palestinians in Gaza, according to the health ministry there, where a recent U.N.-backed report showed an imminent famine unfolding.

Palestinians—especially children—are starving to death in Gaza. Hospitals are under attack, with Israeli forces reportedly executing large numbers of people inside al-Shifa Hospital.

Meanwhile, the approximately 1.5 milllion Palestinians in the southern city of Rafah—most of them refugees forcibly displaced from other parts of Gaza—are bracing for an anticipated ground invasion, which Israeli leaders say will proceed despite a warning from U.S. Vice President Kamala Harris that such an operation would have “consequences.”

Monday’s vote followed intense negotiations over the measure introduced by 10 non-permanent Security Council members—Algeria, Ecuador, Guyana, Japan, Malta, Mozambique, Sierra Leone, Slovenia, South Korea, and Switzerland.

The United States—which, despite growing frustration over genocidal atrocities, still arms Israel—brushed off a threat from far-right Prime Minister Benjamin Netanyahu to cancel a planned visit to Washigton by a high-level Israeli delegation if the U.S. did not veto the resolution.

The Associated Press reported Netanyahu followed through with his threat and canceled the trip.

Human rights defenders welcomed Monday’s vote.

“Israel needs to immediately respond to the U.N. Security Council resolution adopted today by facilitating the delivery of humanitarian aid, ending its starvation of Gaza’s population, and halting unlawful attacks,” Louis Charbonneau, director of Human Rights Watch’s U.N. program, said in a statement.

“Palestinian armed groups should immediately release all civilians held hostage,” he added. “The U.S. and other countries should use their leverage to end atrocities by suspending arms transfers to Israel.”

The French president has called for action at a climate summit in Paris attended by heads of state and scientists before Cop28

France will spend €1bn (£880m) on polar research between now and 2030, amid rapidly rising scientific concern over the world’s melting ice caps and glaciers.

A new polar science vessel will spearhead the effort, and France is calling for a moratorium on the exploitation of the seabed in polar regions, to which the UK, Canada, Brazil and 19 other countries have so far signed up.

French president Emmanuel Macron told a summit of heads of state and scientists in Paris: “We are not talking about a threat for tomorrow, but one that is already present and accelerating. We are talking about a transformation of the cryosphere [the Earth’s ice] that already threatens millions and will threaten billions of the planet’s inhabitants with multiple direct and indirect consequences.”

The plight of the Earth’s polar regions and glaciers has sparked alarm among many scientists, as heatwaves at both poles, which were seen for the first time last year, look set to be a regular occurrence.

This year is already the hottest on record and probably the hottest in 100,000 years, with ocean temperatures so far above normal as to be, in the words of one scientist, “gobsmackingly bananas”.

They heard from polar and glacier experts that temperatures were rising four times more rapidly in the Arctic than the global average, half the world’s 200,000 glaciers were set to disappear by the end of the century and that the rate of sea level rise had doubled in the last two decades.

Glaciers were melting across the world, warned the head of the World Meteorological Organisation, Petteri Taalas. As they vanish irrecoverably, more than 1 billion people who depend on them for water and agriculture will face increasingly severe shortages. As well as cutting greenhouse gas emissions overall, there are also urgent measures that scientists believe could be taken now that would reduce or delay the risk of the collapse of glaciers or a tipping point at the poles.
