Coordinated withdrawal agreed after several member states and UK have quit energy charter treaty

European lawmakers have voted to escape a treaty that lets investors sue governments in private courts for pursuing policies that stop the planet from heating.

Fossil fuel companies have used the energy charter treaty (ECT), an international trade agreement from the 1990s, to demand billions of euros of taxpayers’ money in opaque tribunals set up to protect investors.

Several European countries have already announced their exit from the treaty but efforts to coordinate an EU-wide withdrawal had met resistance from member states.

Anna Cavazzini, a German MEP from the Green group who was in charge of the proposal, said the “absurd” treaty had slowed down climate protection and cost billions in taxpayers’ money.

“International fossil fuel investors no longer have the option of bypassing ordinary courts and attacking climate policy with extrajudicial lawsuits,” she said.

Energy companies have sued governments for profits that they expect to have lost through decisions such as phasing out coal and banning offshore oil exploration.

Even as scientists have warned that the supply of fossil fuels must drop sharply to prevent extreme weather from growing more violent, governments seeking to curb the industry’s expansion have found themselves under attack from investors.

US Leads Charge as Surge of Oil and Gas Projects Threaten Hope for Livable Planet

“The science is clear: No new oil and gas fields, or the planet gets pushed past what it can handle,” said one analyst.

Fossil fuel-producing countries late last year pledged to “transition away from fossil fuels,” but a report on new energy projects shows that with the United States leading the way in continuing to extract oil and gas, governments’ true views on renewable energy is closer to a statement by a Saudi oil executive Amin Nasser earlier this month.

“We should abandon the fantasy of phasing out oil and gas,” the CEO of Saudi Aramco, the world’s largest oil company, said at an energy conference in Houston.

new report published Wednesday by Global Energy Monitor (GEM) suggests the U.S. in particular has abandoned any plans to adhere to warnings from climate scientists and the International Energy Agency (IEA), which said in 2021 that new oil and gas infrastructure has no place on a pathway to limiting planetary heating to 1.5°C.

Despite the stark warning, last year at least 20 oil and gas fields worldwide reached “final investment decision,” the point at which companies decide to move ahead with construction and development. Those approvals paved the way for the extraction of 8 billion barrels of oil equivalent (boe).

By the end of the decade, companies aim to sanction nearly four times that amount, producing 31.2 billion boe from 64 oil and gas fields.

The U.S. led the way in approving new oil and gas projects over the past two years, GEM’s analysis found.

An analysis by Carbon Brief of GEM’s findings shows that burning all the oil and gas from newly discovered fields and approved projects would emit at least 14.1 billion tonnes of carbon dioxide.

“This is equivalent to more than one-third of the CO2 emissions from global energy use in 2022, or all the emissions from burning oil that year,” said Carbon Brief.

GEM noted in its analysis that oil companies and the policymakers who continue to support their planet-heating activities have come up with numerous “extraction justifications” even as the IEA has been clear that new fossil fuel projects are incompatible with avoiding catastrophic planetary heating.

The report notes that U.S. Sen. Lisa Murkowski (R-Alaska) “supported ConocoPhillips’ Willow oil field, arguing that the Alaskan oil and gas industry has a ‘better environmental track record,’ and not approving the project ‘impoverish[es] Alaska Natives and blame[s] them for changes in the climate that they did not cause.'”

Carbon Brief reported that oil executives have claimed they are powerless to stop extracting fossil fuels since demand for oil and gas exists for people’s energy needs, with ExxonMobil CEO Darren Woods telling Fortune last month that members of the public “aren’t willing to spend the money” on renewable energy sources.

A poll by Pew Research Center last year found 67% of Americans supported the development of alternative energy sources. Another recent survey by Eligo Energy showed that 65% of U.S. consumers were willing to pay more for renewable energy.

“Oil and gas producers have given all kinds of reasons for continuing to discover and develop new fields, but none of these hold water,” said Scott Zimmerman, project manager for the Global Oil and Gas Extraction Tracker at GEM. “The science is clear: No new oil and gas fields, or the planet gets pushed past what it can handle.”

Climate scientist and writer Bill McGuire summarized the viewpoint of oil and gas executives and pro-fossil fuel lawmakers: “Climate emergency? What climate emergency?”

The continued development of new oil and gas fields, he added, amounts to “pure insanity.”

Janine Jackson: Climate disruption is, of course, one of the most disastrous phenomena of today’s life, affecting every corner of the globe. It’s also one of the most addressable. We know what causes it, we know what meaningful intervention would entail. So it’s a human-made tragedy unfolding in real time before our eyes.

To understate wildly, we need to be talking about it, learning about it, hearing about it urgently, which is why the results of our next guest’s research are so alarming. I’ll just spoil it: Broadcast news coverage of the climate crisis is going down.

Evlondo Cooper is a senior writer with the Climate and Energy Program at Media Matters for America. He joins us now by phone from Washington state. Welcome to CounterSpin, Evlondo Cooper.

Evlondo Cooper: Thank you for having me. I’m excited about our conversation today.

JJ: We’re talking about the latest of Media Matters’ annual studies of climate crisis coverage. First of all, just tell us briefly what media you are looking at in these studies.

EC: So we’re looking at corporate broadcast network coverage. That’s ABC, CBS and NBC. And for the Sunday morning shows, we also include Fox BroadcastingFox News Sunday.

JJ: All right. And then, for context, this decline in coverage that you found in the most recent study, that’s down from very little to even less.

Media Matters (3/14/24)

EC: Yeah, so a little context: 2021 and 2022 were both record years for climate coverage, and that coverage was a little bit more than 1%. This year, we saw a 25% decrease from 2022, which brought coverage to a little bit less than 1%. We want to encourage more coverage, but even in the years where they were doing phenomenal, it was only about 1% of total coverage. And so this retrenchment by approximately 25% in 2023 is not a welcome sign, especially in a year where we saw record catastrophic extreme weather events, and scientists are predicting that 2024 might be even worse than ’23.

JJ: Let’s break out some of the things that you found. We’re talking about such small numbers—when you say 1%, that’s 1% of all of the broadcast coverage; of their stories, 1% were devoted to the climate crisis. But we’ve seen, there’s little things within it. For example, we are hearing more from actual climate scientists?

EC: That was a very encouraging sign, where this year we saw 41 climate scientists appeared, which was 10% of the featured guests in 2023, and that’s up from 4% in 2022. So in terms of quality of coverage, I think we’re seeing improvements. We’re seeing a lot of the work being done by dedicated climate correspondents, and meteorologists who are including climate coverage as part of their weather reports and their own correspondents’ segments, a bigger part of their reporting.

So there are some encouraging signs. I think what concerns us is that these improvements, while important and necessary and appreciated, are not keeping up with the escalating scale of climate change.

Media Matters (3/14/24)

JJ: It’s just not appropriate to the seriousness of the topic. And then another thing is, you could say the dominance of white men in the conversation, which I know is another finding, that’s just kind of par for the elite media course; when folks are talked to, they are overwhelmingly white men. But it might bear some relation to what you’re seeing as an underrepresentation of climate-impacted populations, looking at folks at the sharp end of climate disruption. That’s something you also consider.

EC: Yeah, we look at coverage of, broadly, climate justice. I think a lot of people believe it’s representation for representation’s sake, but I think when people most impacted by climate change—and we’re talking about communities of color, we’re talking about low-income communities, we’re talking about low-wealth rural communities—when these folks are left out of the conversation, you’re missing important context about how climate change is impacting them, in many cases, first and worse. And you’re missing important context about the solutions that these communities are trying to employ to deal with it. And I think you’re missing an opportunity to humanize and broaden support for climate solutions at the public policy level.

So these aren’t communities where these random acts of God are occurring; these are policy decisions, or indecisions, that have created an environment where these communities are being most harmed, but least talked about, and they’re receiving the least redress to their challenges. And so those voices are necessary to tell those stories to a broad audience on the corporate broadcast networks.

JJ: Yes, absolutely.

CBS (7/17/23)

Another finding that I thought was very interesting was that extreme weather seemed to be the biggest driver of climate coverage, and that, to me, suggests that the way corporate broadcast media are coming at climate disruption is reactive: “Look at what happened.”

EC: Totally.

JJ:  And even when they say, “Look at what’s happening,” and you know what, folks pretty much agree that this is due to climate disruption, these houses sliding into the river, it’s still not saying, “While you look at this disaster, know that this is preventable, and here is who is keeping us from acting on it and why.”

EC: Yeah, that is so insightful, because that’s a core critique of even the best coverage we see, that there is no accountability for the fossil fuel industry and other industries that are driving the crisis. And then there’s no real—solutions are mentioned in about 20% of climate segments this year. But the solutions are siloed, like there are solution “segments.”

But to your point, when we’re talking about extreme weather, when you have the most eyeballs hearing about climate change, to me, it would be very impactful to connect what’s happening in that moment—these wildfires, these droughts, these heat waves, these hurricanes and storms and flooding—to connect that to a key driver, fossil fuel industry, and talk about some potential solutions to mitigate these impacts while people are actually paying the most attention.

JJ: And then take it to your next story about Congress, or your next story about funding, and connect those dots.

EC: Exactly. I mean, climate is too often siloed. So you could see a really great segment, for instance, on the Willow Project, at the top of the hour—and this is on cable, but the example remains—and then later in the hour, you saw a story about an extreme weather event. But those things aren’t connected, they’re siloed.

And so a key to improving coverage in an immediate way would be to understand that the climate crisis is the background for a range of issues, socioeconomic, political. Begin incorporating climate coverage in a much broader swath of stories that, whether you know it or not, indirectly or directly, are being impacted by global warming.

JJ: It’s almost as though corporate media have decided that another horrible disaster due to climate change, while it’s a story, it’s basically now like a dog-bites-man story. And if they aren’t going to explore these other angles, well, then there really isn’t anything to report until the next drought or the next mudslide. And that’s just a world away from what appropriate, fearless, future-believing journalism would be doing right now.

Evlondo Cooper: “It doesn’t have to be about just showing the destruction and carnage. There are ways that you can empower people to take action.”

EC: It’s out of step, right? Pull up the poll showing bipartisan support for government climate action, because, whether people know it or not, as far as the science, —and there’s some deniers out there, but anecdotally, people know something is happening, something is changing in their lives. We’re seeing record-breaking things that no one’s ever experienced, and they want the government to do something about it.

And so it’s important to cover extreme weather and to cover these catastrophes. And I know there’s a range of thought out there that says if you’re just focusing on devastating impacts, it could dampen public action. But to me, to your point, report on it and connect it to solutions, empower people to call their congressperson, their representative, their senator, to vote in ways that have local impacts to deal with the local climate impacts.

It doesn’t have to be about just showing the destruction and carnage. There are ways that you can empower people to take action in their own lives, and to galvanize public support.

And the public wants it. The public is asking for this. So I think just being responsive to what these polls are showing would be a way to immediately improve the way that they cover climate change right now.

Climate change is speeding up in Antarctica

In recent years, Antarctica has experienced a series of unprecedented heatwaves. On 6 February 2020, temperatures of 18.3C were recorded, the highest ever seen on the continent, beating the previous record of 17.5C which had only been set a few years earlier.

Around February 2022, another strong heatwave in Antarctica led to record-breaking surface ice melt. In March of the same year, East Antarctica saw its strongest ever heatwave, with temperatures soaring to 30C or 40C higher than the average in some areas.

Over the last year, we have seen the lowest levels of Antarctic sea ice coverage since records began.

Events in recent years have bordered on the unbelievable, and it is difficult not to link them to climate change. In fact, studies have already emerged that clearly attribute some of these heatwaves to global warming: one of our investigations strongly suggests that without the influence of climate change, 2020’s record-breaking temperatures would not have occurred.

Antarctica’s changing climate

In 2009, a study quantified the speed of ecosystem migration due to climate change on a global scale, and documented, essentially, the speed at which certain species have to move to ensure their survival. It concluded that biomes were moving at a speed between 0.8 and 12.6km per decade, with an average speed of 4.2km per decade.

In our more recent study, published in February 2024, we adapted this measurement of speed and applied it to the edges of Antarctica. To do this, we tracked the southward migration of the zero-degree isotherm.

The zero-degree isotherm is an imaginary line that encloses the areas that are at zero degrees or lower. Its southward movement means that the area with temperatures below zero Celsius in Antarctica is getting smaller and smaller. Given that water freezes at zero degrees, this movement will have serious consequences for ecosystems and for the cryosphere (areas of the Earth where water is frozen).

Our calculations show that the zero-degree isotherm has moved at a speed of 15.8km per decade since 1957 in the area surrounding the Antarctic, while on the Antarctic peninsula itself it has moved at 23.9km per decade. As a result, it now sits over 100km south of where it was in the mid 20th century.

These measurements show that the speed of climate change on the edge of Antarctica is four times faster than the average of other ecosystems.

The effects of emissions

To predict the consequences of the southward migration of the zero-degree isotherm, we ran our data through twenty different climate models. Although there is some variation in the shift of the isotherm among the models, all agree that it will move significantly further southward over the next few decades.

The models also predict that, over the coming decades, the isotherm’s movement will accelerate regardless of emissions. However, the extent of its southward movement in the second half of the 21st century will depend on how much carbon we emit.

If we continue at our current rate of emissions, the zero-degree isotherm will continue to advance at a similar rate before slowing down during the second half of the 21st century. However, if emissions are higher, the isotherm’s migration will accelerate continuing its southward movement until the end of the century.

Impacts on the cryoshpere and ecosystems

The zero-degree isotherm’s southward movement will not remain solely in the atmosphere, it will also affect the cryosphere (all of the frozen areas of Antarctica) and the biosphere (the species that live there).

Changes in the isotherm’s position will mean more liquid rain instead of snow in the outermost regions of the continent, though it may in fact cause increased snowfall in other areas.

Reduced snowfall on the frozen sea – which acts as insulation – may lead to accelerated loss of sea ice during summer thaw periods.

Although the effects on permafrost, ice shelves and continental ice are still uncertain, it will undoubtedly affect the peripheral glaciers of the Antarctic Peninsula. These constitute one of the largest potential sources of sea level rise in the coming decades.

Changes in the cryosphere will also lead to changes in ecosystems. New areas will become habitable thanks to thawing ice, but with more areas above zero degrees, invasive species from warmer, more hospitable continents may be able to settle, and they will compete with native species for resources.The Conversation

When the Big Oil CEO Blames You for the Climate Crisis His Industry Created

We simply “waited too long,” said ExxonMobil’s top executive last week. But never mind, the important thing is that we made “above-average returns.”

[L]ast week the CEO of Exxon gave an interview that amounts to an attempt to pawn off the climate crisis on everyone else, and also to map out the road he sees ahead—a road that involves wasting huge amounts of money subsidizing the fossil fuel industry. Darren Woods was talking to Fortune magazine reporter Michal Lev-Ram and editor Alan Murray, who began by explaining that Exxon was a group of charming “Texas tough boys” before teeing up one of the classic softball questions of all time. Some people, he said, were thinking that perhaps Exxon wasn’t entirely “serious about addressing climate change. Tell me why they’re wrong.”

Well, Woods explains, Exxon is a molecule company, by which he means it’s interested in transforming molecules—’and they happen to be hydrogen and carbon molecules’—to ‘address the needs of our society.’ What he’s saying, quite explicitly, is that Exxon is not an electron company, i.e. a company interested in building out wind or solar power. And when Fortune asks him why not, he lets slip the basic truth of our moment: “we don’t see the ability to generate above-average returns for our shareholders.”

For everyone who’s ever asked themselves, why isn’t Exxon (and Chevron and the rest) leading the charge to renewable energy, there’s the answer: you can make money doing it, but not as much as they’ve made traditionally. That’s because the sun and the wind deliver the energy for free, and all you need is some equipment to turn it into electrons. But Exxon controls the molecules—that’s what oil and gas reserves are. And that control means they can make outsize profits—as long as they can persuade the world to keep burning stuff.

And it’s the story of that persuasion where Woods’ words go from galling to really really gross. Because he explains to his nodding interlocutors that the world “waited too long” to start developing renewables. Or, in his particular brand of corporate speak: “we’ve waited too long to open the aperture on the solution sets terms of what we need as a society.”
