Iran, Oman reached ‘preliminary understandings’ on Hormuz transit, says Iranian official

Iran’s deputy foreign minister said Wednesday that Iran and Oman have reached an understanding on nearly all issues on future Strait of Hormuz arrangements, adding that a final understanding is “on the verge of being finalized.”

Their understanding includes the location of entry and exit routes for maritime traffic, Kazem Gharibabadi said in remarks carried by Iran’s state-run news agency IRNA.

He added, however, that “this understanding does not mean the complete opening of the Strait of Hormuz.”

It represents “rather a new and different model from the past 60-year practice,” he said.

“In order to enter a second phase, Iran needs to assess whether the US is truly prepared to return to its commitments or not,” he said.

Iran’s ongoing talks with Oman are also focused on “future administration arrangements” aimed at defining a long-term framework for managing the Strait of Hormuz, he added.

A senior Iranian official said Tuesday that Tehran is close to reaching an understanding with Oman on a new navigation arrangement for the Strait of Hormuz, provided the US stops interfering in the negotiations, Anadolu reports.

Speaking to Iran’s Press TV, the official said talks between Tehran and Muscat have entered “a new phase” and are centered on establishing “a new corridor” to ensure the safe passage of commercial vessels through the strategic waterway.

The official said an understanding with Oman is “within reach if the US stops interference.”

He accused US President Donald Trump of attempting to influence the talks and claim credit for the outcome, saying the actions have “only slowing the negotiating process.”

The proposed corridor would safeguard Iran’s sovereign interests as a littoral state while ensuring the safe transit of ships through the Strait of Hormuz, according to the official.

US Secretary of State Marco Rubio said Tuesday that Washington and Tehran have yet to finalize talks on passage through crucial international waterways, but he hopes an agreement will come “very shortly.”

“There’s been progress made in those talks, but not finality yet,” he added.

Iran says talks with Oman on Strait of Hormuz ‘nearing completion’

Iranian Foreign Minister Abbas Araghchi said Sunday negotiations between Iran and Oman over the management of the Strait of Hormuz are “nearing completion.”

Araghchi briefed the Cabinet on the latest status of negotiations between Tehran and Muscat, noting progress in the discussions, Iran’s state-run IRNA news agency reported.

He said the negotiations are “nearing completion and in their final stages,” without providing further details.

Separately, Foreign Ministry spokesman Esmaeil Baqaei said the talks were bilateral and “do not concern any other party,” according to the semi-official Fars news agency.

“The issue of Iran and Oman holding talks to reach a mechanism that safeguards our interests is not new and has been under discussion for a long time,” he said.

Baqaei said under Article 5 of the memorandum of understanding with the US to end the war, the future management of the Strait of Hormuz was to be carried out by Iran, in consultation with Oman and through dialogue with regional countries.

Baqaei said the northern route of the waterway was “completely safe” during the first 22 or 23 days of the memorandum’s implementation and that vessels used it during that period.

The US then launched a military attack against Iran before the expiry of the 30-day period intended to restore maritime traffic to pre-war conditions, he added.

Baqaei said the southern route had contributed to regional insecurity and harmed Iran’s national interests, saying Tehran would not accept it.

“The agreed route will be neither the current northern route nor the southern route, but a new route on which the two sides will reach an understanding,” he said.

He stressed that an understanding between Iran and Oman on a new route “does not mean that the Strait of Hormuz will be opened or remain closed.”

“The Islamic Republic of Iran acts according to the country’s interests and considerations and will not change its decisions under the influence of threats or intimidation by others,” Baqaei added.

​​​​​​​There was no immediate comment from Oman on the Iranian statements.

Bahrain and Kuwait quietly deployed fighter jets to strike targets within Iran earlier this month, marking their first known direct military response against Tehran, The Wall Street Journal reported on Friday, citing “people familiar with the matter.”

The strikes hit facilities used to store drones and missiles, along with other military installations, according to the report.

The United Arab Emirates, which had previously launched several attacks on Iran during the early stages of the conflict, reportedly contributed intelligence on potential targets and provided defensive air support, reflecting growing coordination among Arab states in countering Iran, the report said.

For several weeks, Iran has concentrated its retaliatory attacks on Bahrain and Kuwait, both home to US military bases.

Although the two Gulf nations maintain relatively modest air forces equipped with American and European-made fighter jets, they were unwilling to allow Tehran to continue striking them without responding, the report said.

Regional tensions have escalated over the past two weeks after US President Donald Trump announced on July 8 that the ceasefire outlined in the Islamabad MoU was no longer in effect.

Since then, the US and Iran have exchanged strikes, with Washington targeting sites inside Iran, while Tehran says it has attacked US military facilities and equipmnt across several countries in the region.

Omani delegation arrives in Tehran for Strait of Hormuz talks: Report

An Omani diplomatic delegation arrived in Tehran for talks with Iranian officials on mechanisms governing navigation through the Strait of Hormuz, Iran’s state-run IRNA news agency reported Friday.

The report said the delegation’s visit was part of ongoing consultations between Iran and Oman aimed at establishing appropriate mechanisms for managing ship traffic through the strategic waterway.

Separately, Iran’s Foreign Ministry said Foreign Minister Abbas Araghchi held a phone call with his Omani counterpart Badr Albusaidi on Friday, during which they discussed the latest regional developments, maritime security, and the movement of commercial vessels through the Strait of Hormuz and the Gulf following what Tehran described as the Iranian armed forces’ “reciprocal and proportionate” responses to US attacks against Iran.

The two ministers also stressed the importance of safeguarding maritime security and reviewed regional cooperation and initiatives aimed at preventing further escalation and promoting peace, stability, and security in the region, the ministry added.

No further details were immediately provided about the Omani delegation or the duration of its talks.
