FCC Commissioner Anna Gomez says the commission “doesn’t have the authority, the ability, or the constitutional right to revoke a license because of content.”

President Donald Trump doubled down on his threats to silence his critics Thursday, telling reporters aboard Air Force One that outlets that give him “bad press” may have their broadcast licenses taken away.

The threat came just one day after his Federal Communications Commission (FCC) director, Brendan Carr, successfully pressured ABC into pulling Jimmy Kimmel’s show from the air by threatening the broadcast licenses of its affiliates over a comment the comedian made about the assassination of right-wing activist Charlie Kirk.

“I read someplace that the networks were 97% against me,” Trump told the press gaggle. “I get 97% negative, and yet I won it easily. I won all seven swing states, popular vote, I won everything. And they’re 97% against, they give me wholly bad publicity… I mean, they’re getting a license, I would think maybe their license should be taken away.”

“When you have a network and you have evening shows and all they do is hit Trump, that’s all they do,” the president continued. “If you go back, I guess they haven’t had a conservative on in years or something, somebody said, but when you go back and take a look, all they do is hit Trump. They’re licensed. They’re not allowed to do that.”

He said that the decision would be left up to Carr, who has threatened to take away licenses from networks that air what he called “distorted” content.

It is unclear where Trump’s statistic that networks have been “97% against” him originates, nor the claim that mainstream news networks “haven’t had a conservative on in years.”

But even if it were true, FCC Commissioner Anna Gomez says “the FCC doesn’t have the authority, the ability, or the constitutional right to revoke a license because of content.”

In comments made to Axios Thursday, Gomez—the lone Democrat on the five-member panel—said that the Trump administration was “weaponizing its licensing authority in order to bring broadcasters to heel,” as part of a “campaign of censorship and control.”

National news networks like ABC, CBS, and NBC do not have broadcasting licenses approved by the FCC, nor do cable networks like CNN, MSNBC, or Fox News. The licenses threatened by Carr are for local affiliates, which—despite having the branding of the big networks—are owned by less well-known companies like Nexstar Media Group and the Sinclair Broadcasting Group, both of which pushed in favor of ABC’s decision to ax Kimmel.

Gomez said that with Trump’s intimidation of broadcasters, the “threat is the point.”

“It is a very hard standard to meet to revoke a license, which is why it’s so rarely done, but broadcast license to the broadcasters are extremely valuable,” she said. “And so they don’t want to be dragged before the FCC either in order to answer to an enforcement complaint of some kind or under the threat of possible revocation.”

Reporters Without Borders Sounds Alarm Over Trump Effort to ‘Bring the Press Into Line’

Press freedom in the United States has fallen to its lowest level since Reporters Without Borders began publishing its annual ranking more than 20 years ago, with President Donald Trump’s return to power “greatly exacerbating the situation,” RSF said Friday.

The U.S. fell from 55th to 57th place on RSF’s World Press Freedom Index, marking the second straight year that the situation in the country which lists freedom of the press first in its Bill of Rights has been classified as “problematic.” The report comes ahead of World Press Freedom Day on May 3.

The U.S. has been trending downward on RSF’s index since 2013, when it ranked 32nd in global press freedom. A decade later, it had fallen to 45th place before plunging to 55th place last year amid Trump’s attacks on the media.

“Trump was elected to a second term after a campaign in which he denigrated the press on a daily basis and made explicit threats to weaponize the federal government against the media,” the report states.

Press freedom in the United States has hit a record low, according to the latest World Press Freedom Index published annually by Reporters Without Borders.

“His early moves in his second mandate to politicize the Federal Communications Commission (FCC), ban The Associated Press from the White House, or dismantle the U.S. Agency for Global Media, for example, have jeopardized the country’s news outlets and indicate that he intends to follow through on his threats, setting up a potential crisis for American journalism,” the publication continues, accusing Trump of using “false economic pretexts” to “bring the press into line.”

“The First Amendment to the U.S. Constitution provides broad protections for the press. However, no meaningful press freedom legislation has been passed at the national level in recent years despite the country’s consistent slide on the Press Freedom Index,” the report notes. “The PRESS Act, a federal shield law, failed to pass for a second successive time in 2024. More than a dozen states and communities have proposed or enacted laws to limit journalists’ access to public spaces, including barring them from legislative meetings and preventing them from recording the police.”

RSF continued:

Economic constraints have a considerable impact on journalists. Roughly one-third of the American newspapers operating in 2005 have now shuttered. While some public media outlets, and radio stations in particular, have been able to offset this decline thanks to online subscription models, others have found ways to sustain growth through individual donations. Massive waves of layoffs swept the U.S. media throughout 2023 and 2024 and have continued into 2025, affecting both local newsrooms and major legacy outlets. Many parts of the country are now considered news deserts, with the disappearance of local news outlets reaching crisis levels. Since 2022, more than 8,000 journalists have been laid off in the U.S.

Furthermore, “more Americans have no trust in the media than trust it a fair amount. Online harassment, particularly towards women and minorities, is also a serious issue for journalists and can impact their quality of life and safety.”

“Politicians’ open disdain for the media has trickled down to the public,” RSF added. “Journalists reporting on the ground can face harassment, intimidation, and assault while working. When covering demonstrations, journalists are sometimes attacked and physically assaulted by protestors or wrongfully arrested by police. According to the U.S. Press Freedom Tracker, there were 49 journalist arrests in 2024 compared to only 15 in 2023. The last journalist to be killed in the course of his work was Dylan Lyons in February of 2023.”

RSF paints a grim picture for journalism around the world.

“The conditions for practicing journalism are bad in half of the world’s countries,” as “less than 1% of the world’s population lives in a country where press freedom is fully guaranteed,” the report states.

Noting that economic self-sufficiency is critical to a free press, RSF editorial director Anne Bocandé said in a statement that “guaranteeing freedom, independence,s and plurality in today’s media landscape requires stable and transparent financial conditions.”

“Without economic independence, there can be no free press,” Bocandé continued. “When news media are financially strained, they are drawn into a race to attract audiences at the expense of quality reporting, and can fall prey to the oligarchs and public authorities who seek to exploit them. When journalists are impoverished, they no longer have the means to resist the enemies of the press—those who champion disinformation and propaganda.”

“The media economy must urgently be restored to a state that is conducive to journalism and ensures the production of reliable information, which is inherently costly,” she added. “Solutions exist and must be deployed on a large scale. The media’s financial independence is a necessary condition for ensuring free, trustworthy information that serves the public interest.”

RSF’s new rankings come days after U.S. Attorney General Pam Bondi ended a Biden administration policy that strictly limited the Justice Department’s authority to seize journalists’ records and compel them to testify in leak investigations.

On Wednesday, the Committee to Protect Journalists (CPJ) published a report on Trump’s first 100 days in office, which the group said were “marked by a flurry of executive actions that have created a chilling effect and have the potential to curtail media freedoms.”

“From denying access to upending respect for the independence of a free press to vilifying news organizations to threatening reprisals, this administration has begun to exert its power to punish or reward based on coverage,” CPJ said. “Whether in the states or on the streets, this behavior is setting a new standard for how the public can treat journalists.”

“The uncertainty and fear resulting from these actions have caused requests for safety advice to increase as journalists and newsrooms aim to prepare for what might be next,” the group added. “These moves represent a notable escalation from the first Trump administration, which also pursued banning and deriding elements of the press. After nearly a decade of repeating insults and falsehoods, and filing lawsuits, Trump has normalized disdain for media to an alarming degree.”

“It’s at times like these that journalists need to put down their pens and advocate for accountable leadership,” asserted one campaigner.

First Amendment defenders are calling on media organizations and journalists to stand up to bullying and intimidation by U.S. President Donald Trump, whose administration on Friday confirmed the indefinite exclusion of one of the world’s largest news agencies from White House press briefings and Air Force One flights over its refusal to adopt the Republican leader’s new name for the Gulf of Mexico.

White House Deputy Chief of Staff Taylor Budowich said that because The Associated Press “continues to ignore the lawful geographic name change” of the Gulf of Mexico to the Gulf of America, it will be indefinitely banned from White House news conferences and the president’s official airplane.

“The level of pettiness displayed by the White House is so incredible that it almost hides the gravity of the situation.”

The New York-based AP, which provides news content to roughly 15,000 media outlets in over 100 countries, has explained that, because the gulf is an international body of water, it will continue to call it the Gulf of Mexico because Mexico—whose president on Thursday threatened to sue Google for adopting Trump’s name change—and other countries do not recognize the new name.

In contrast, the AP said it will call Denali, the highest peak in North America, Mt. McKinley following a name change by Trump because the Alaska mountain is located entirely inside the United States.

Budowich said the AP‘s decision on the Gulf of Mexico exposes the agency’s “commitment to misinformation.”

“While their right to irresponsible and dishonest reporting is protected by the First Amendment, it does not ensure their privilege of unfettered access to limited spaces,” he argued.

But critics said the Trump administration’s behavior is about a lot more than just a spat over a name change.

“Of course, this is just more petty behavior by a president seeking to punish any news organization that doesn’t follow his dictates, regardless of how ridiculous they may be,” Timothy Karr, the senior director of strategy and communications at Free Press, told Common Dreams on Friday.

“It’s at times like these that journalists need to put down their pens and advocate for accountable leadership,” Karr stressed. “They need to advocate for themselves, their colleagues, and for journalism writ large.”

“The good news is that more than a dozen of the mass market news outlets have refused to adopt Trump’s name change for the Gulf of Mexico,” he added. “That’s a start. They now need to speak out against his First Amendment threats, despite the consequences. There is much more at stake now than just having access to the White House.”

“By defying Trump, the AP has created a rallying point for other organizations and individuals to find their spines and defy him as well.”

Writing for Public Notice Friday, Noah Berlatsky commended the AP for “not changing their style to suit the whims of a would-be tin-pot dictator.”

“And by defying Trump, the AP has created a rallying point for other organizations and individuals to find their spines and defy him as well,” Berlatsky added.

Those include the heads of the White House Correspondents’ Association (WHCA) and Reporters Without Borders (RSF), as well as groups like the Committee to Protect Journalists, National Press Club, PEN America, and Society of Professional Journalists.

“The White House cannot dictate how news organizations report the news, nor should it penalize working journalists because it is unhappy with their editors’ decisions,” WHCA president Eugene Daniels said earlier this week.

RSF USA executive director Clayton Weimers said in a statement that “the level of pettiness displayed by the White House is so incredible that it almost hides the gravity of the situation.”

“A sitting president is punishing a major news outlet for its constitutionally protected choice of words,” Weimers added. “Donald Trump has been trampling over press freedom since his first day in office.”

Numerous experts highlighted what they called the unconstitutionality of banning a media outlet from press briefings for political reasons.

“The AP—a major news agency that produces and distributes reports to thousands of newspapers, radio stations, and TV broadcasters around the world—has had long-standing access to the White House,” Aaron Terr, director of public advocacy at the Foundation for Individual Rights and Expression, wrote on Friday.

“It is now losing that access because its exercise of editorial discretion doesn’t align with the administration’s preferred messaging,” Terr added. “That’s viewpoint discrimination, and it’s unconstitutional.”

Berlatsky wrote: “As ABC, Meta, the LA Times, The Washington Post, and Google demonstrate, you lose 100% of the fights you preemptively and despicably surrender. The AP has already won an important victory by refusing to change the Gulf of Mexico to some random other name at the whim of a power-mad orange gasbag.”

“If any portion of Trump’s agenda is to be stopped, we need people and organizations who are willing to defy him and speak truths he doesn’t want to hear,” he added. “Despite Trump, the AP still calls the Gulf of Mexico the Gulf of Mexico. In doing so, it’s reminding us what freedom looks like. It’s also demonstrating us that if you don’t want to lose your freedoms, you have to use them.”

“Physically dragging out a reporter from the State Department briefing room while preaching press freedom to the rest of the world is the perfect example of the Biden administration’s love affair with double standards and duplicity,” said one foreign policy observer.

Two journalists were removed from Secretary of State Antony Blinken’s final news conference on Thursday after interrupting Blinken’s remarks to heckle him about the United States’ policy toward Gaza, a day after a cease-fire deal between Hamas and Israel was announced. One of the reporters, independent journalist Sam Husseini, was physically carried out of the briefing room by security.

Less than two minutes into Blinken’s remarks, as he was thanking the reporters in the attendance for “asking tough questions,” Max Blumenthal, the editor in chief of The Grayzone—an independent news—addressed Blinken, saying loudly in reference to the cease-fire deal:“300 reporters in Gaza were on the receiving end of your bombs. Why did you keep the bombs flowing when we had a deal in May?” On Wednesday, President Biden announced the breakthrough, saying that “this is the ceasefire agreement I introduced last spring.”

“Why did you sacrifice the rules-based order on the mantle of your commitment to Zionism,” Blumenthal continued, before being led to the door. “How does it feel to have your legacy be genocide?” he yelled.

Blumenthal also called out State Department Spokesman Matt Miller, who is briefly visible in a video filmed by the journalist, who charged that Miller “smirked through a genocide.”

Not long after, Husseini also interrupted Blinken.

“I am asking questions after being told by Matt Miller that he will not answer my questions,” said Husseini, who also referenced the findings of Amnesty International, which concluded in December that Israel has committed genocide against Palestinians in Gaza. “You pontificate about a free press… Criminal! Why aren’t you in the Hague.” The Hague is where the International Criminal Court is located.

The Gaza Project Exposes Israel’s ‘Chilling Pattern’ of Killing Journalists

“This is one of the most flagrant attacks on press freedom that I can remember,” said one campaigner. “The impact on press freedom in Gaza, in the region, and the rest of the world is something we cannot accept.”

With more than 100 media professionals—nearly all of them Palestinian—killed in Gaza since October, a group of 50 reporters from 13 international organizations this week shared the results of a new investigative journalism initiative aimed at exposing the deadly toll Israel’s onslaught has taken on those reporting it to the world.

The Gaza Project—led by the Paris-based nonprofit Forbidden Stories—”analyzed nearly 100 cases of journalists and media workers killed in Gaza, as well as other cases in which members of the press have been allegedly targeted, threatened, or injured since October 7,” when Hamas-led attacks on Israel left more than 1,100 people dead and over 240 others kidnapped.

“Faced with what is being reported as the record number of journalists killed, Forbidden Stories, whose mission is to pursue the work of journalists who are killed because of their work, set out to investigate the targeting of journalists,” the group said

“For four months, Forbidden Stories and its partners investigated the circumstances of their killings, as well as those who have been targeted, threatened, and injured in the West Bank and Gaza,” it added. “These investigations point to a chilling pattern and suggest some journalists may have been targeted even though they were identifiable as press.”

Gaza Project member Committee to Protect Journalists (CPJ) has condemned what it called an “apparent pattern of targeting journalists and their families,” noting cases in which media workers were killed while wearing press insignia and after being threatened by Israeli officials.

“This is one of the most flagrant attacks on press freedom that I can remember,” CPJ program director Carlos Martínez de la Serna said of the ongoing war. “The impact on press freedom in Gaza, in the region, and the rest of the world is something we cannot accept.”

Basel Khair Al-Din, a Palestinian journalist in Gaza who believes he was targeted by a drone strike while wearing a press vest, said, “Whereas this press vest was supposed to identify and protect us, according to international laws, international conventions, and the Geneva Conventions, it is now a threat to us.”

“It’s this vest that almost got us killed, as has happened to so many of our fellow journalists and media workers,” he added.

Groups like Human Rights Watch (HRW) and Amnesty International have called for official investigations into Israeli killing of journalists including an October 13 attack that killed 37-year-old Lebanese Reuters videographer Issam Abdallah and wounded half a dozen other journalists who were covering cross-border clashes between Israeli troops and Hezbollah fighters in southern Lebanon.

Dylan Collins, an American deputy editor at Al Jazeera English, was wounded while administering first aid to Christina Assi, an Italian Agence-France Presse journalist whose legs were blown off in the attack.

Reuters determined that an Israeli tank crew “fired two shells in quick succession” at the journalists, who HRW said were “clearly identifiable as members of the media, and had been stationary for at least 75 minutes.” HRW “found no evidence of a military target near the journalists’ location.”

Amnesty International, meanwhile, asserted that the Israel Defense Forces (IDF) strike was “likely a direct attack on civilians that must be investigated as a war crime.”

Asa Kasher, the lead author of the IDF’s Code of Ethics, told Forbidden Stories that “no member of the press should have been killed under normal circumstances of hostilities in Gaza.”

“It shouldn’t happen, even a single one,” he added. “It’s illegal. It’s unethical. The person who does it should be brought to court.”

Israel’s alleged deliberate targeting of journalists is part of the evidence presented in a South Africa-led genocide case against Israel being reviewed by the International Court of Justice in The Hague.

Separately, the chief prosecutor at the International Criminal Court (ICC), also located in the Dutch city, is seeking arrest warrants for Israeli Prime Minister Benjamin Netanyahu, Israeli Defense Minister Yoav Gallant, and three Hamas leaders for alleged war crimes and crimes against humanity including extermination and forced starvation in the case of the Israelis and extermination, rape, and torture in the case of Hamas.

The international press freedom group Reporters Without Borders last month filed a third ICC complaint alleging “war crimes against journalists in Gaza.”

According to Palestinian and international officials, at least 37,718 Palestinians—mostly women and children—have been killed during Israel’s 264-day assault on Gaza, which has also left more than 86,300 people wounded and 11,000 others missing and feared dead and buried beneath the rubble of hundreds of thousands of homes and other bombed-out buildings.

Around 90% of Gaza’s 2.3 million people have also been forcibly displaced, and the Israeli siege on Gaza has caused widespread—and deadly—starvation and what the head of the United Nations food agency called a “full-blown famine” in northern parts of the strip.
