The taxman has the numbers needed to estimate how much cash is lost to overseas havens – but it isn’t sharing the details

An MP has demanded HMRC release its official estimate of how much tax is being lost to offshore havens – information we discovered is currently being withheld by the authority.

A Freedom of Information request by TaxWatch, shared with TBIJ, revealed that in apparent contrast to its previous claims, HMRC holds data needed to estimate the offshore tax gap. But it would not hand the information over.

“We urgently need HMRC to clarify the situation – otherwise we will never crack down on tax dodging,” said Lloyd Hatton MP, who sits on the Public Accounts Committee.

The offshore tax gap is the difference between the amount of tax the UK should collect from offshore sources, and what it actually receives. It puts a number on the cost to the public when people and companies move their money offshore to avoid, evade or fail to declare tax.

HMRC has previously claimed that it holds no estimate for the overall offshore tax gap. But in response to a recent FOI request, the tax authority revealed that it does in fact hold a figure for “offshore tax at risk”.

This number is the amount of tax HMRC thinks could be lost because of avoidance, evasion and non-compliance. HMRC has said itself that this could be used to work out the offshore tax gap. All HMRC would need to do is subtract from it another number called the “compliance yield” – the amount HMRC did manage to claw back through enforcement activities.

HMRC has even published its figures on the compliance yield for offshore-related tax, meaning it already has data needed to calculate the offshore tax gap figure.

But in response to our FOI request, HMRC refused to disclose the “tax at risk” figure on the basis it could “prejudice the effective conduct of public affairs”.

The correspondence calls into question direct statements made earlier this year by the head of HMRC to the Public Accounts Committee (PAC), whose role is to scrutinise government departments.

In February, the authority’s CEO Jim Harra wrote to the PAC’s chair to say his organisation did not hold figures on the total offshore tax gap. Instead, he referred to a number published by the agency in 2024.

Back then, this partial number – gathered from self-assessment tax returns – was referred to as “experimental statistics” and it estimated that tax from offshore sources was underpaid to the tune of only £0.3bn.

This figure has been called into question as too low by the Public Accounts Committee. By comparison, the UK’s entire tax gap is estimated by HMRC to be nearly £50bn.

Commenting on the new FOI correspondence, Hatton said: “The Public Accounts Committee report [in July] showed that HMRC is incapable of identifying those super-wealthy individuals who choose to squirrel away their wealth – often using offshore accounts in tax havens.

“Without this, it cannot effectively pursue those who deliberately avoid or evade paying their fair share of tax.

“The Committee has pressed for greater transparency concerning tax lost offshore, without this information we cannot properly assess whether HMRC’s compliance efforts are effective or adequately resourced. And – even more crucially – we cannot go after egregious tax dodging.”

A spokesperson for TaxWatch said: “We understand that HMRC has a responsibility to ensure that it’s publishing accurate information. But there seems undue secrecy around this figure, which is routinely published for other types of tax and taxpayer.”

It marks yet another turn in the hunt for clarity on just how much tax is avoided or evaded offshore. In 2022, then Treasury Minister Lucy Frazer vowed that HMRC would publish the much-desired offshore tax gap figure, but in the run-up to the general election, HMRC demurred.

A spokesperson for HMRC said: “We are working to assess the feasibility of broadening the scope of the published estimate of the offshore tax gap, as stated to the Public Accounts Committee, and will report back to them.”

Israel’s war expenses reach $76.3B in 2 years, official figures show

Israel’s military expenses surged to $76.3 billion since the outbreak of the Gaza conflict two years ago, official data showed on Tuesday, Anadolu reports.

Israel’s public broadcaster KAN, citing finance ministry data, said that the war expenses have so far totaled 250 billion shekels ($76.3 billion).

According to senior ministry officials, the defense establishment misused reserve service days, leading to “the waste of billions of shekels” in payments to reservists during service periods.

Israel’s far-right Finance Minister Bezalel Smotrich told a press conference on Tuesday that it was “necessary to increase the defense budget to enable growth in Israel’s economy in the coming years,” without elaborating further.

No details were provided on where the expenses were made, though the total is believed to include costs from Israel’s military campaigns in Gaza, Lebanon, and Iran since October 2023.

The Gaza war came to a halt under the first phase of a ceasefire deal that took effect on Oct. 10, under US President Donald Trump’s 20-point plan.

Phase one includes the release of Israeli hostages in exchange for Palestinian prisoners. The plan also envisages the rebuilding of Gaza and the establishment of a new governing mechanism without Hamas.

Since October 2023, the Israeli genocidal war has killed nearly 69,000 people and injured more than 170,300, according to the Gaza Health Ministry.

Israel continues to violate truce: 3 killed in Rafah, airstrikes hit parts of Gaza

The Government Media Office in Gaza said that Israeli forces committed around 19 violations of the ceasefire agreement during the past 24 hours, raising the total number of breaches to 194 since the truce began on 10 October.

Three people were killed by Israeli army fire north of Rafah city in southern Gaza, as Israel continued to violate the ceasefire agreement with ongoing airstrikes and heavy artillery shelling across large areas of the Strip.

The attacks coincided with the demolition of several houses in the eastern parts of Gaza City and Khan Younis.

According to the Gaza Ministry of Health, 238 people have been killed and 600 others wounded since the ceasefire took effect on 10 October 2025.

The ministry also reported the recovery of 510 bodies since the start of the truce.

It added that Israel handed over the bodies of 45 Palestinians today, bringing the total number of bodies returned to 270, of which 78 have so far been identified.

The Government Media Office reiterated that Israeli forces have carried out 19 ceasefire violations within the past day alone, bringing the total to 194 since the agreement began on 10 October.

WFP says food aid reached 1M people in Gaza but far more access needed

A spokesperson for the Israeli Prime Minister’s Office confirmed on Monday evening that Benjamin Netanyahu supports imposing the death penalty on Palestinian prisoners following what she described as a “fair trial”.

The statement was reported by foreign media outlets and cited by Israeli sources.

This announcement came after the Knesset’s National Security Committee earlier in the day approved a draft bill requiring the death penalty for anyone convicted of killing an Israeli on nationalistic or hostile grounds. The bill is expected to be brought for its first reading in the Knesset on Wednesday.

According to Israel’s Channel 12, Netanyahu has given the green light for the legislation to proceed. Far-right National Security Minister Itamar Ben-Gvir, who is sponsoring the bill, said that “the time has come to achieve justice,” stressing that the death penalty must be mandatory and that courts should have no discretion in such cases.

The Hamas movement condemned the committee’s approval of the bill, calling it a serious escalation and a blatant violation of international laws and conventions.

In a statement, Hamas said the committee’s endorsement and the move to bring the bill to a Knesset vote “reflect Israel’s true face” and demonstrate its continued disregard for international humanitarian law and the Third Geneva Convention, which governs the treatment of prisoners of war.

Israeli naval forces detained five Palestinian fishermen off the coast of Gaza City on Tuesday, a local group said, Anadolu reports.

Israeli gunboats opened fire on fishing boats west of Gaza Port, forcing fishermen to jump into the water without their clothes before being bound and arrested, Zakaria Bakr of the Union of Agricultural Work Committees, a nongovernmental organization, said in a statement.

Four of the detainees are from the same family, including three brothers, he added.

Israel continues to ban fishing in Gaza’s waters despite a ceasefire agreement with Hamas, which took effect Oct. 10. Naval forces have kept pursuing and arresting fishermen, cutting off their only source of income amid a collapsing economy in the enclave.

Despite the risks, Gazan fishermen continue to venture out to sea to provide for their families amid the collapse of the local economy and severe unemployment.

According to World Bank data, Israel’s two-year war on Gaza has pushed nearly all residents of the enclave into poverty, leaving them entirely dependent on humanitarian aid.

Phase one of the ceasefire deal included the release of Israeli hostages in exchange for Palestinian prisoners and a partial Israeli withdrawal. The plan also envisages rebuilding Gaza and establishing a new governing mechanism without Hamas.
