The International Federation of Red Cross and Red Crescent Societies (IFRC) on Wednesday said it is “outraged” by the killing of a Palestinian paramedic during a humanitarian mission in southern Gaza, calling the death a violation of protections for medical and aid workers, Anadolu reports.

Hussein Hassan Hussein Al-Samiri, a paramedic with the Palestine Red Crescent Society (PRCS), was killed while performing life-saving duties in Khan Younis during an attack in the Al-Mawasi area on Wednesday, the organization said in a statement.

Extending condolences to his family, friends and colleagues, the IFRC expressed “full solidarity” with the PRCS.

“Humanitarian workers and medical personnel must be respected and protected at all times to ensure life-saving assistance can reach people in need,” it said.

It stressed that the Red Cross and Red Crescent emblems are “symbols of protection, humanity, neutrality, and hope,” yet staff and volunteers are “too often” killed while carrying out emergency work.

“The loss of Hussein is a tragic reminder of the dangers faced by those who dedicate their lives to helping others,” the IFRC said, calling the protection of civilians, humanitarian workers and medical personnel “a legal and moral obligation.”

According to the federation, the latest death brings the number of PRCS staff and volunteers killed in the line of duty to 30 in Gaza and two in the West Bank since October 2023.

The Hind Rajab Foundation on Wednesday filed a complaint in the US seeking a criminal investigation into war crimes and genocidal acts by Adi Karni, a former Israeli army sergeant, during Israel’s war on Gaza, Anadolu reports.

“This U.S. filing follows earlier complaints filed by HRF in multiple jurisdictions, including Peru, where a formal criminal investigation is already open against Karni for genocide,” the foundation said in a statement.

It added that the HRF has also submitted filings concerning Karni in several other countries, “as part of its strategy to ensure that jurisdiction is activated wherever he travels.”

HRF said Karni is currently present in the US and is scheduled to speak publicly at Boston University this evening, “a fact that directly engages U.S. jurisdiction and heightens the urgency of the filing.”

It noted that the complaint is based on an HRF investigative report reporting that Karni took part in demolishing civilian infrastructure and religious sites in Gaza, was involved in systematic destruction by his unit, and later publicly denied the existence of civilians while justifying attacks on civilian objects.

“The report concludes that this conduct may constitute war crimes, and, when assessed in its broader context, contribute to the legal elements of crimes against humanity and genocide,” it added.

HRF added that the filing against Adi Karni forms part of HRF’s broader mandate to “ensure that international crimes are investigated wherever jurisdiction exists, and that no country—whether in Europe, the Americas, or elsewhere—becomes a safe haven for impunity.”

‘Where Is the Ceasefire?’: Israel’s Bombing of Gaza Kills 23, Mostly Women and Children

It comes as nearly 20,000 Palestinians are being denied the ability to leave Gaza for medical treatment, in what activist Muhammad Shehada called “a slow-motion massacre.”

Israeli bombings across Gaza have killed at least 23 Palestinians since dawn on Wednesday, including at least two infants, according to hospital officials and other health authorities.

“Where is the ceasefire? Where are the mediators?” asked Dr. Mohamed Abu Salmiya, director of Gaza City’s Shifa Hospital, which received the bodies of 11 people—mostly from the same family—who were killed after Israeli soldiers fired upon a building in northern Gaza.

Israel said the attack was in retaliation after Hamas militants fired at an Israeli soldier, badly wounding him. The Associated Press reports that among the Palestinians killed were “two parents, their 10-day-old girl Wateen Khabbaz, her 5-month-old cousin, Mira Khabbaz, and the children’s grandmother.”

Another attack on a tent in the southern city of Khan Younis killed three more people: Nasser Hospital, which received the bodies, said they included a 12-year-old boy. Another strike killed five more people, including a paramedic named Hussein Hassan Hussein al-Semieri, who was on duty at the time.

A total of 38 Palestinians were wounded in the series of attacks, according to the Gaza Health Ministry.

Since a “ceasefire” agreement went into effect on October 10 last year, the Gaza Government Media Office says Israel has committed at least 1,520 violations, killing at least 556 people—including 288 children, women, and elderly people—and wounding 1,500 others.

In comments to Al Jazeera, the Palestinian human rights advocate Muhammad Shehada said a ceasefire that is violated so consistently “is no ceasefire at all”.

“At most, [the deal] can be just described as some sort of mild diplomatic restraint,” Shehada said. “Whenever the world’s attention is elsewhere, Israel escalates dramatically.”

Since its genocidal war in Gaza began in October 2023, nearly 72,000 Palestinians have been killed and 171,000 injured, according to the Gaza Health Ministry, whose figures the Israel Defense Forces (IDF) recently conceded are accurate after more than two years of denial. Independent estimates suggest the true death toll is much higher.

Wednesday’s onslaught came as Israel began to slowly open the Rafah crossing—the main point of entry and exit from the strip—for those in severe need of medical attention to leave.

Gaza’s hospitals have been rendered largely inoperable by two years of relentless bombing and a lengthy blockade on medical supplies entering the strip, which has left more than half the population without medical treatment.

The World Health Organization said last week that 18,500 Palestinians are in need of medical treatment abroad, including hundreds in need of immediate treatment.

According to Egyptian officials, 50 patients were expected to enter through the crossing each day. However, on Monday, just five Palestinians were allowed to leave Gaza for treatment, followed by 16 on Tuesday, according to Al Jazeera reporters on the ground.

Around 4,000 of those awaiting treatment are children. According to health officials, one of them, 7-year-old Anwar al-Ashi, died of kidney failure on Wednesday while on a waitlist.

Meanwhile, those attempting to cross have been met with treatment described as “humiliating” by reporters who witnessed it. Israeli troops have subjected patients to strip searches and interrogations—some were blindfolded and had their hands tied.

“The Rafah crossing continues to be a cruel and severely restricted ‘passage’ of pain and humiliation,” said the Palestinian politician and activist Hana Ashrawi. “This continues to be a multifaceted war of aggression, based on the deliberate manipulation of the pain of a captive people.”

Salmiya said that at the rate Israel is allowing them to leave, “it will take about five years on average for all patients to be discharged.” He referred to Israel’s actions as “crisis management, not a solution to the crisis.”

On Tuesday, United Nations Secretary-General António Guterres called for “the facilitation of rapid and unimpeded passage of humanitarian relief at scale—including through the Rafah crossing.”

He added that Israel’s recent suspension of dozens of aid organizations—including Doctors Without BordersOxfam, and Save the Children—defies humanitarian principles, undermines fragile progress, and worsens the suffering of civilians.“

Shehada, who said he and his family were eagerly awaiting the end of travel restrictions, told Al Jazeera that “Israel hollowed [it] out of any substance or meaning.” Instead, he said, “it’s basically a slow-motion massacre.”

‘This Occupation Has to End!’ Omar Argues After Homan Says Most Agents Will Stay in Minnesota

“Every single ICE and CBP agent should be out of Minnesota,” the congresswoman said. “The terror campaign must stop.”

President Donald Trump’s “border czar,” Tom Homan, announced Wednesday that 700 immigration agents are leaving Minnesota, but with around 2,000 expected to remain there, Democratic Congresswoman Ilhan Omar, whose district includes Minneapolis, declared that the drawdown is “not enough.”

As part of Trump’s “Operation Metro Surge,” agents with Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) have invaded multiple Minnesota cities, including Minneapolis and Saint Paul, and committed various acts of violence, such as fatally shooting Alex Pretti and Renee Good.

Omar Warns Trump Aims to Provoke Enough Agitation in Minnesota So He Can Declare ‘Martial Law’

In a pair of social media posts about Homan’s announcement, Omar argued that “every single ICE and CBP agent should be out of Minnesota. The terror campaign must stop.”

“This occupation has to end!” she added, also renewing her call to abolish ICE—a position adopted by growing shares of federal lawmakers and the public as Trump’s mass deportation agenda has hit Minnesota’s Twin Cities, the Chicago and Los Angeles metropolitan areas, multiple cities in Maine, and other communities across the United States.

In Congress, where a fight over funding for CBP and ICE’s parent agency, the Department of Homeland Security, is playing out, Omar has stood with other progressives in recent votes. The bill signed by Trump on Tuesday only funds DHS through the middle of the month, though Republicans gave ICE an extra $75 billion in last year’s budget package.

During an on-camera interview with NBC News’ Tom Llamas, Trump said that the reduction of agents came from him. After the president’s factually dubious rant about crime rates, Llamas asked what he had learned from the operation in Minnesota. Trump responded: “I learned that maybe we can use a little bit of a softer touch. But you still have to be tough.”

“We’re really dealing with really hard criminals,” Trump added. Despite claims from him and others in the administration that recent operations have targeted “the worst of the worst,” data have repeatedly shown that most immigrants detained by federal officials over the past year don’t have any criminal convictions.

Operation Metro Surge has been met with persistent protests in Minnesota and solidarity actions across the United States. Jaylani Hussein, executive director of the Minnesota chapter of the Council on American-Islamic Relations, said Wednesday that “the limited drawdown of ICE agents from Minnesota is not a concession. It is a direct response to Minnesotans standing up to unconstitutional federal overreach.”

“Minnesotans are winning against this attack on all our communities by organizing, resisting, and defending our constitutional rights. But this moment should not be a victory lap,” Hussein continued. “It must instead be a call to continue pushing for justice. The deaths of Renee Good and Alex Pretti at the hands of federal immigration agents remain uninvestigated, and communities and prosecutors alike have raised grave concerns about violations of their oaths and the Constitution. This is not the time to pull back, it is the time to deepen our resilience, increase our support for one another, and keep fighting for our democracy and accountability until justice is served.”

The Not Above the Law coalition’s co-chairs—Praveen Fernandes of the Constitutional Accountability Center, Kelsey Herbert of MoveOn, Lisa Gilbert of Public Citizen, and Brett Edkins, of Stand Up America—similarly said that “Tom Homan’s announcement that 700 federal immigration agents will be withdrawn from Minnesota is more a minor concession than a meaningful policy shift.”

“The vast majority—approximately 2,000 federal agents—remain deployed in the state, and enforcement operations continue unabated,” the co-chairs stressed. “This token gesture does nothing to address the ongoing terror families face or the constitutional crisis this administration’s actions have created.”

“The killings of Minnesotans demand real accountability,” they added. “Families torn apart by raids and alleged constitutional violations deserve justice. Real change means the complete withdrawal of all federal forces conducting these operations in Minnesota, full accountability for the deaths and violations that have occurred, and congressional action to restore the rule of law. The American people deserve better than political theater when constitutional rights hang in the balance.”

On Tuesday, the state and national ACLU asked the United Nations Committee on the Elimination of Racial Discrimination to “use its early warning and urgent action procedure in response to the human rights crisis following the Trump administration’s deployment of federal forces” in the Twin Cities.

“The Trump administration’s ongoing immigration enforcement operations in Minnesota are being carried out by thousands of masked federal agents in military gear who are ignoring basic constitutional and human rights of Minnesotans,” said Teresa Nelson, legal director of the ACLU of Minnesota. “Their targeting of our Somali and Latino communities threatens Minnesotans’ most fundamental rights, and it has spread fear among immigrant communities and neighborhoods.”
