UN Experts Urge Israel to Free Gaza Doctor, Citing Reports of ‘Severe Torture’

Dr. Hussam Abu Safiya’s imprisonment appears “to be flagrantly arbitrary and manifestly inconsistent with the Mandela Rules, which establish the obligation of states to ensure prisoners have access to healthcare.”

A pair of United Nations human rights experts on Tuesday called on Israel to immediately release Dr. Hussam Abu Safiya, a Palestinian physician and hospital director who has been imprisoned for more than 450 days and allegedly tortured by his captors.

Israel must ensure Abu Safiya “is granted access to medical examination and treatment,” UN Special Rapporteurs Tlaleng Mofokeng and Ben Saul said, adding that the doctor reportedly suffered “severe torture.”

“We have received reports that Dr. Abu Safiya has been subjected to torture and other cruel and degrading treatment, and that his health condition remains dire,” the experts continued. “The conditions of his detention appear to be flagrantly arbitrary and manifestly inconsistent with the Mandela Rules, which establish the obligation of states to ensure prisoners have access to healthcare.”

“He has been systematically denied critical medical examination and treatment, and deprived of essential care to such an extent that his life, health, and well-being have been gravely endangered,” the pair added.

Israeli troops detained Abu Safiya, who is now 52 years old, on December 28, 2024 amid a prolonged siege and assault on Kamal Adwan Hospital in Beit Lahia, where he served as director. Abu Safiya which refused to evacuate the facility as long as patients were still being treated.

Former detainees released from the notorious Sde Teiman torture prison in southern Israel said they met Abu Safiya there. According to testimonies gathered by the Geneva-based Euro-Mediterranean Human Rights Monitor, Abu Safiya was tortured before his arrival at Sde Teiman and inside the facility.

Abu Safiya was subsequently transferred to Ofer Prison in the illegally occupied West Bank of Palestine, where another renowned Gaza physician, Dr. Adnan al-Bursh, died after reportedly enduring torture. UN Palestine expert Francesca Albanese cited reports that al-Bursh was “likely raped to death.”

During a previous Israeli attack on Kamal Adwan Hospital, Abu Safiya’s 15-year-old son was killed in a drone strike. Abu Safiya was seriously wounded in a separate drone attack that left six pieces of shrapnel in his leg.

Shortly after Abu Safiya’s detention, his mother died of a heart attack attributed to “severe sadness” by the medical charity for which the doctor worked.

A UN commission concluded in 2024 that “Israel has perpetrated a concerted policy to destroy Gaza’s healthcare system as part of a broader assault on Gaza, committing war crimes and the crime against humanity of extermination with relentless and deliberate attacks on medical personnel and facilities.”

Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant—who ordered the “complete siege” of Gaza—are wanted by the International Criminal Court for alleged crimes against humanity and war crimes, including murder and forced starvation.

“Violence against healthcare workers, destruction of health facilities, and underlying determinants of health continue unabated despite a so-called ceasefire in Gaza,” the UN experts said Tuesday. More than 650 Palestinian civilians, including medical professionals, have been killed by Israeli forces since the ceasefire took effect last October, according to Gaza officials.

Overall, more than 250,000 Palestinians have been killed or wounded over 899 days of Israel’s US-backed war, which UN expertshuman rights groups, and many others argue is a genocide. Since South Africa filed a genocide case against Israel at the International Court of Justice in late 2023, nearly 20 countries have formally intervened to support the proceedings.

Most of Gaza’s over 2 million people have also been forcibly displaced—many of them multiple times—and many have suffered starvation and sickness.

The UN experts asserted that countries “have the power to end [Abu Safiya’s] torment, and we call on them to use it.”

“It is incumbent upon states with influence on Israel and the international community to use all avenues to ensure prevention, recourse, and justice,” they added. “Israel must release Dr. Abu Safiya and all healthcare workers, and ensure they have access to appropriate medical care.”

“We are a rogue murder state now, and positively proud of it,” said one historian.

US Pentagon Secretary Pete Hegseth’s dismissal on Monday of what he called “stupid rules of engagement” in the illegal war against Iran amounted to an invitation for American and allied forces to commit war crimeshuman rights organizations and other critics warned.

Hegseth’s remarks came during a press conference alongside the top US general, Joint Chiefs of Staff Chairman Dan Caine. The Pentagon chief boasted that the US is “unleashing the most lethal and precise air power campaign in history,” “all on our terms with maximum authorities,” unbound by “stupid rules of engagement,” and undeterred by “what so-called international institutions say”—an apparent reference to the United Nations.

Hegseth, an accused war criminal who successfully lobbied President Donald Trump to pardon alleged or convicted war criminals during his first White House term, also praised Israel for its willingness to dispense with rules of engagement, “unlike so many of our traditional allies who wring their hands and clutch their pearls, hemming and hawing about the use of force.”

Human Rights Watch (HRW) said in a statement Monday that “these remarks are concerning in light of Hegseth’s actions in the past year that have weakened US military posts and mechanisms intended to ensure compliance with international humanitarian law, also known as the laws of war.”

“Rules of engagement are official military directives that tell military forces when, where, how, and against whom force may be used. They must always be in accordance with the laws of war,” said HRW. “Hegseth abolished ‘civilian environment teams’ and other mechanisms intended to limit harm to civilians during operations. The 2026 National Defense Strategy omitted references to civilian protection and the Defense Department rolled back restrictions on its use of antipersonnel landmines and moved ahead with cluster munitions procurement despite these weapons’ foreseeable immediate and long-term harm to civilians.”

“Human Rights Watch will endeavor to assess whether these Defense Department actions unlawfully increase the risk of harm to civilians during US military operations,” the group added. “US civilian and military officials should reaffirm US compliance with the laws of war and restore the personnel and oversight structures that help protect civilians during armed conflict.”

Historian Seth Cotlar wrote on social media that Hegseth’s comments underscored that “we are a rogue murder state now, and positively proud of it.”

The Pentagon chief’s remarks came days after a girls’ school in Iran was bombed, allegedly by US or Israeli forces. The US Central Command said it was “looking into” the attack, which killed 165 people—most of them girls between the ages of 7 and 12. The Guardian notes that the school was “adjacent to a cluster of buildings that form the local Islamic Revolutionary Guard Corps (IRGC) barracks and support buildings.”

An Al Jazeera investigation concluded the school strike was likely “deliberate.”

The Euro-Mediterranean Human Rights Monitor said in a statement over the weekend that “any deliberate attack on a school or on civilians, as well as any indiscriminate or disproportionate attack that violates the principles of distinction and proportionality, constitutes a grave breach and may amount to a war crime where intent to target the school is established or where the attack is indiscriminate or disproportionate.”

Hegseth has previously derided limitations on US troops’ conduct overseas as “stupid.” During remarks to hundreds of generals last year, the Pentagon chief declared that we “untie the hands of our warfighters to intimidate, demoralize, hunt, and kill the enemies of our country.”

“We unleash overwhelming and punishing violence on the enemy,” Hegseth said at the time. “No more politically correct and overbearing rules of engagement.”

Euro-Med rights group says US cover enables Israel’s genocide and ‘slow death’ in Gaza

The Euro-Mediterranean Human Rights Monitor has accused the United States of providing political cover that allows Israel to perpetuate genocide in the Gaza Strip and impose a “slow death” on the civilian population.

In a statement published on Sunday, the Geneva-based organisation said US support has enabled Israel to maintain the status quo in Gaza, despite the catastrophic humanitarian situation. It argued that Washington has effectively made any progress towards a ceasefire conditional on the return of the last body from Gaza, a position the group described as “shameful complicity” in ongoing crimes.

The Monitor said such US-backed conditions contribute directly to continued ceasefire violations, the sustained siege, mass displacement of civilians, and the destruction of what remains of homes and livelihoods across the Gaza Strip.

It stressed that “the fate of more than two million people in Gaza should never be tied to political or military conditions that may be difficult, or even impossible, to fulfil on the ground,” adding that fundamental human rights must be guaranteed “immediately and unconditionally”.

The organisation said the scale of devastation in Gaza, combined with the systematic destruction of search-and-rescue equipment and emergency vehicles, has made fulfilment of Israeli conditions for progress on the ceasefire extremely difficult. It said these conditions are being used as a pretext to prolong the siege and deepen humanitarian suffering.

The Monitor added that US support for Israel in this context reinforces an illegitimate conflation between negotiation processes and guaranteed human rights. It said such rights must be implemented without conditions, compromises or political exploitation, regardless of the circumstances.

Human Rights Group Warns US Gaza Plan Will Impose ‘Unlawful Collective Imprisonment’ of Palestinians as New Details Emerge

“The design of these proposed cities mirrors the historical model of ghettos,” said the Euro-Mediterranean Human Rights Monitor, which said the US plans to cram 25,000 people into areas smaller than a square kilometer.

A prominent international human rights organization is warning that the United States’ plan for postwar Gaza will impose “unlawful collective imprisonment” on the Palestinian civilians who have survived two years of genocide.

In November, several news outlets reported on the Trump administration’s plan to carve Gaza in two: a so-called “green zone” controlled by Israel and a “red zone” controlled by the militant group Hamas.

The US would construct what it called “Alternative Safe Communities” for Palestinians to live in the Israeli-controlled portion of Gaza, which is over half of the territory under the current “ceasefire” agreement.

The New York Times described these communities as “compounds” of 20,000 to 25,000 people, where Israeli officials reportedly argued they should not be allowed to leave.

The initial reporting raised fears that the US and Israel were constructing what would amount to a “concentration camp,” where Palestinians would be forced to live in squalid conditions without freedom of movement.

On Wednesday, the Euro-Mediterranean Human Rights Monitor released new details on how Palestinians, currently facing mass displacement from their homes in the portion of the strip not occupied by Israel, would be corralled into the green zone under the US proposal.

The Geneva-based group issued a stark warning about the plan, which it said carried “grave risks, including the effective displacement of Palestinians from their homes and the transformation of large parts of Gaza into closed military zones under the direct control of the Israeli army.”

“Entry and exit would be permitted only through security screening, effectively converting these sites into overcrowded detention camps that impose severe restrictions on residents’ freedom of movement and daily life.”

Euro-Med’s report explains that the transfer of Palestinians would be carried out using “various pressure tactics.”

“This is done by creating a coercive environment in the red zone and making access to relative protection and basic services conditional on relocating to designated areas within the green zone, following extensive security screening and vetting,” the report says. “This removes any genuine element of consent and places the process squarely within the scope of forced displacement prohibited under international humanitarian law.”

It also provides new details on the conditions Palestinians would be subject to once they’ve arrived: “The plan includes the establishment of ‘cities’ of prefabricated container homes (caravans) in the green zone, each housing around 25,000 people within an area of no more than one square kilometer and enclosed by walls and checkpoints.”

This means these Palestinian cantons would be over three times as densely populated as the Tel Aviv District, the most crowded in Israel, which has about 8,130 people per square kilometer.

This is not the first proposal to use the promise of safety to lure Palestinians into an enclosed space without the right to leave.

Earlier this year, following US President Donald Trump’s call for the people of Palestine to be forcibly removed from the Gaza Strip, Israeli Defense Minister Israel Katz proposed the creation of a massive “humanitarian city” built on the ruins of Rafah that would be used as part of an “emigration plan” for hundreds of thousands of displaced people.

Under that plan, Palestinians would have been given “security screenings” and once inside would not be allowed to leave. Humanitarian organizations, including those inside Israel, roundly condemned the plan as essentially a “concentration camp.”

Euro-Med said that the design laid out in the new US plan “mirrors the historical model of ghettos, in which colonial and racist regimes confined specific groups to sealed areas surrounded by walls and guard posts, with movement and resources controlled externally, as seen in Europe during World War II and in other colonial contexts.”

Gaza cut off as Israel maintains 2nd day of communications blackout

For a second straight day on Thursday, residents of Gaza City were left without internet or landline service as Israeli attacks knocked out major infrastructure routes, deepening the enclave’s isolation under an ongoing military campaign, Anadolu reports.

The Palestinian Telecommunications Regulatory Authority confirmed that fixed-line and internet networks collapsed in Gaza City and parts of the north on Wednesday after key cables and facilities were damaged.

Such blackouts, which paralyze hospitals, civil defense teams and humanitarian aid operations, have become a defining feature of Israel’s war on Gaza. Rights groups warn they are not accidental but part of a deliberate policy to silence the enclave and obstruct outside scrutiny.

The Euro-Mediterranean Human Rights Monitor has tracked more than a dozen complete communication shutdowns since October 2023, describing them as systematic efforts to “turn off the lights” on Gaza and cover up violations on the ground.

‏The Israeli army has continued a brutal offensive on the Gaza Strip, killing more than 65,100 Palestinians since October 2023. The military campaign has devastated the enclave and forced the population into famine.

On Tuesday, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory confirmed that Israel had committed genocide in Gaza.
