Britain quietly approves $11.85m arms licence to Israel despite Gaza ban

The UK Department for Business and Trade (DBT) has granted two new licences for the export of military equipment to Israel, including an £8.7 ($11.85) million licence covering “components and technology for targeting equipment”, the Campaign Against Arms Trade (CAAT) has revealed.

The licences were issued despite the British government’s September 2024 suspension of such exports over fears they would be used in Israel’s genocide in Gaza. CAAT’s analysis of UK export licensing statistics for the fourth quarter of 2025, published on 30 April, found that the UK issued export licences worth £20.5 ($27.9) million in total for transfers to Israel during the quarter.

The most significant of the new approvals was an Open Individual Export Licence for “components and technology for targeting equipment” — a category of export the UK government had publicly suspended eight months earlier, citing the risk of use in Israel’s genocide in Gaza. When questioned about the licence, DBT replied that it “covers items for re-export from Israel, and the Government of Israel is not an end-user or ultimate end-user. This is consistent with our suspension”.

CAAT said the defence rested on a legal fiction. The watchdog warned of the risk of “auto-diversion”: a process by which Israel can fail to retransfer military equipment to its declared destination and instead assign it to an unauthorised end-user, such as the Israel Defence Forces (IDF), for use in Gaza. 

Such a move would constitute a breach of the export licence and a potential criminal offence under UK law. British ministers have previously said they would revoke any licence should “any evidence” emerge that exported equipment had not reached its declared destination, but CAAT noted that the UK government makes no known efforts to verify what happens to its military exports after they leave Britain.

The watchdog’s concerns are not theoretical. In March, an investigation revealed that an Elbit-owned subsidiary in the UK had shipped dozens of drone components, including Watchkeeper engines, to Israel over an 18-month period.

Israel had failed to retransfer the equipment to Romania as required by the licence, citing force majeure arising from its assault on Gaza. The contract with Romania has still not been fulfilled. Elbit announced it would start delivering the drones only two days after Romania threatened to cancel the contract.

A second new licence covers components for military training aircraft, and related technology, for transfer to France, Greece, Israel and Italy — likely supplied by the US aerospace firm Moog for the M-346 Lead-In Fighter Trainer produced by Italy’s Leonardo. 

The M-346 is used in every phase of advanced and pre-operational training for Israeli pilots before they fly combat missions in Gaza, Iran and Lebanon using F-16 and F-35 jets. Israel has caused massive devastation with F-35 jets across Gaza, Iran and Lebanon. Similar components shipped by Moog from the UK were recently seized by authorities in Belgium, who have since opened a criminal investigation.

CAAT’s Research Coordinator Sam Perlo-Freeman said the new licences exposed the limits of the British government’s stated policy.

“These new export licenses show just how willing the UK is to continue enabling Israel’s genocidal assaults, while staying within the technical rule of a vastly insufficient and ineffective policy towards IDF war crimes,” he said.

“The targeting equipment for which DBT granted a license, for transfer to and re-export by Israel, could easily be used in Gaza. Given Israel’s history of weapons diversion and illicit transfers, and outstanding questions about Elbit drone components failing to arrive in Romania, there remains a grave risk that Israel will auto-divert the targeting equipment to the IDF for use in Palestine.”

Perlo-Freeman explained that the British government was leaning on a system of declarations it has no power to enforce. “DBT is relying on end-user undertakings that hold no legal force in Israel, which the UK government does not check up on and cannot enforce. The exporter is technically in-the-clear, so long as it can’t be shown they knew the end-user undertaking was false.”

UN experts demand release of Gaza aid flotilla activists detained by Israel

UN experts on Friday called for the immediate release of activists detained after Israeli forces intercepted a humanitarian flotilla carrying aid to Gaza in international waters in late April, Anadolu Agency reports.

In a statement, the experts said they were “seriously concerned” by the seizure of 22 civilian boats and the detention of 180 people about 500 nautical miles off Israel’s coast on April 29.

“The attack against a civilian flotilla engaged in a peaceful and strictly humanitarian mission to deliver life-saving goods to the Palestinian people is further evidence that Israel is determined to continue its genocidal policy of suffocating the population of Gaza by any means necessary,” the experts said.

They described the interception as “a blatant violation of international law,” including the UN Convention on the Law of the Sea, and criticized Greek authorities for failing to respond to distress calls from the flotilla despite the boats being within Greece’s search-and-rescue zone, as well as for allowing Israeli forces to intervene.

The experts also expressed concern over reports of severe mistreatment after detainees were released in Crete, saying “at least 35 individuals described severe mistreatment and sexual assault, that may amount to torture, inhumane and degrading treatment.”

They said two activists, Brazilian national Thiago Avila and Spanish-Swedish national Saif Abu Keshek, were transferred to Israel and remain in detention under harsh conditions while on hunger strike.

“As a party to the Fourth Geneva Convention, Israel must allow and facilitate the delivery of humanitarian aid to the residents of Gaza,” the experts said, adding that starvation of civilians as a method of warfare is unlawful.

The experts urged states to take necessary action to prevent genocide and to support all efforts to deliver aid to the Palestinian population.

Morning Star Editorial: Sadiq Khan must sack Mark Rowley

MARK ROWLEY is fast becoming a menace to democracy in Britain. The country’s most powerful police officer is daily transgressing the limits — on partisanship, on political interference, on responsibility to all citizens — which have traditionally bounded the public interventions of leading state officials.

Of course, those limits have often been honoured in the breach.  But the Metropolitan Police Commissioner has discarded all appearances of impartiality and, indeed, truthfulness.

It has long been clear that he has a special animus for the Palestine solidarity movement. He has sought to restrict its demonstrations on the most specious grounds and arrest its organisers for entirely peaceful and responsible conduct.

After the most notorious of such crackdowns, on the demonstration in January 2025, Rowley hastened to the Board of Deputies of British Jews, which had been pushing for protest curbs, to receive an ovation from them the very next day.

By contrast, he has consistently refused to meet the organisers of the protests. He has been zealous in arresting peaceful objectors to the Palestine Action proscription.

Now he is deploying direct falsehoods in his attempt to rationalise a still more severe crackdown. He has accused the organisers of the huge demonstrations against Israel’s genocide of repeatedly seeking to march past synagogues.

That is a lie, as Rowley knows. The campaign has never sought to march past synagogues nor protest outside them in any way. Had they done so, it would indeed have been a matter of concern.

Observers are once again raising concerns about insider trading on Wednesday after a trader took a colossal crude oil short position just over an hour before a US-Iran peace deal was reported to be on the horizon, causing prices to fall.

The Kobeissi Letter, a financial newsletter, reported on X that at 3:40 am on Wednesday, “nearly 10,000 contracts worth of crude oil shorts were taken without any major news.”

This was equivalent to $920 million in notional value, which the letter described as “an unusually large trade” so early in the morning. But it would soon pay off.

At 4:50 am, just 70 minutes later, Axios published an exclusive scoop by Middle East reporter Barak Ravid that the White House believed the US and Iran were on the verge of agreeing to a one-page “memorandum of understanding” to end the war, which included more nuclear negotiations, one of the key sticking points for US President Donald Trump.

By 7:00 am, just over two hours after Axios dropped its report, oil prices had fallen by 12%, allowing the savvy investor to make $125 million in a matter of hours, which led to accusations that it was yet another example of “epic insider trading” by those in the know about Trump’s plans.

Prices have since rebounded by about 8% after Iran announced the creation of the new “Persian Gulf Strait Authority,” to mediate the passage of ships through the Strait of Hormuz on its terms.

The Trump administration has already been deluged with accusations that its members are using insider information to take advantage of financial markets and prediction market apps.

Last month, an active-duty US special forces soldier was indicted by the Department of Justice after he made about $400,000 betting on Polymarket that Venezuelan President Nicolás Maduro would be removed from power, a bet he allegedly placed using classified information about an operation he himself was involved with.

More bettors collected around $1 million in profits from bets on the specific timing of Trump’s war with Iran in late February. The Financial Times also reported a surge of more than $580 million in oil futures trading right before Trump announced a pause in strikes on Iran’s energy facilities in March.

Of course, Wednesday’s bet theoretically could have been made without the aid of insider information.

The new peace framework is the latest in what has seemed to be an endless pattern over the past several weeks in which US officials tell media outlets that a peace agreement is on the horizon, causing oil prices to dip, only for it to collapse later in the week, often with Trump issuing hostile threats or making new demands.

It has become such a familiar story that some have speculated that the announcement of productive ceasefire talks is deliberately choreographed to calm oil markets and bring down prices, which have become a growing problem for Trump among voters.

But as The Economic Times explained, the bet placed Wednesday morning likely “is not a routine hedge” or “a portfolio rebalancing move.”

“At that hour, in that size,” it said, “a crude oil short of that magnitude is a deliberate, high-conviction directional bet.”

Former Rep. Marjorie Taylor Greene (R-Ga.), a one-time Trump cheerleader who’s become one of his leading critics, suggested Trump’s erratic approach to negotiating an end to the war was just a tool used by him and his allies to profit.

“When is everyone going to start realizing that the on-again, off-again war/peace rhetoric is really just insider trading? And sprinkle in some murder,” Greene wrote on social media. “Only a select few in the top tax bracket are benefiting from this, and the majority of you ain’t in it.”

Democrats in Congress have urged the Securities and Exchange Commission (SEC) to investigate what Sen. Chris Murphy (D-Conn.) suggested could be “mind-blowing corruption” by the White House, not only related to Trump’s wars, but also to his tariff regime, which has caused similar market chaos that bettors have been able to capitalize on with fortuitously timed wagers.

But critics have described profiting from the machinations of a war that has killed more than 1,700 civilians as particularly grotesque.

“This has to stop,” said Fox News commentator Jessica Tarlov. “Lives on the line so they can insider trade!”
