National Audit Office finds ‘significant uncertainty’ as to whether pledge for extra 1.5m treatments will be fulfilled
Plans to end the deepening crisis in access to NHS dental care are failing, leaving patients unable to get treatment, according to a warning from the government’s spending watchdog.
The National Audit Office’s (NAO) damning verdict on the “dental recovery plan” prompted patient groups to voice alarm that people’s struggles with decayed teeth represents “a serious public health concern”.
A pledge to provide an extra 1.5m treatments in England this year is in disarray amid falls in both the number of dentists doing NHS work and people receiving help from them.
There is “significant uncertainty” as to whether that ambition will be fulfilled because two key elements of the plan have not been achieved, an NAO investigation found. None of the promised new fleet of mobile dental vans has appeared and £20,000 “golden hellos”, to entice 240 dentists to work in areas of acute shortage, have only produced one extra dentist.

“It has long been clear that a cease-fire in Gaza is crucial to sustain any lasting cessation of hostilities across the region,” said one group.
Peace advocates on Tuesday cautiously celebrated Israel agreeing to a cease-fire with the Lebanese political and paramilitary group Hezbollah while also stressing the need for an immediate end to the Israeli assault on the Gaza Strip.
Despite concerns about whether the truce will actually happen, the Friends Committee on National Legislation (FCNL), a U.S.-based Quaker group, welcomed the plans for it and called on “all parties to ensure this agreement is swiftly enacted.”
“The time for peace is now—not just in Lebanon, but in Gaza and across the region,” FCNL declared on social media. “We urge U.S. officials to ensure this agreement brings an immediate end to the Israeli government’s devastating and indiscriminate bombing and attacks against Lebanese civilians, which have been fueled by U.S. weapons.”
Israeli Prime Minister Benjamin Netanyahu’s office announced that the National Security Cabinet approved the cease-fire in Lebanon with a 10-1 vote—only far-right National Security Minister Itamar Ben-Gvir voted no. The office added that “Israel appreciates the U.S. contribution to the process, and reserves the right to act against any threat to its security.”
Netanyahu said in a speech to Israelis that “the length of the cease-fire depends on what happens in Lebanon. With the United States’ full understanding, we maintain full freedom of military action. If Hezbollah violates the agreement and tries to arm itself, we will attack. If it tries to rebuild terrorist infrastructure near the border, we will attack. If it launches a rocket, if it digs a tunnel, if it brings in a truck carrying rockets, we will attack.”
Speaking from the White House Rose Garden, outgoing U.S. President Joe Biden said that he worked with French President Emmanuel Macron to negotiate the cease-fire, which is set to begin at 4:00 am local time on Wednesday. The United States has spent at least tens of billions on Israeli military operations and related U.S. operations in the region since the Gaza-based Palestinian group Hamas led the October 7, 2023 attack on southern Israel.
“As Biden spoke tonight, Israel was raining U.S. bombs down on Lebanon and Gaza,” notedDrop Site journalist Jeremy Scahill.
Lebanese Prime Minister Najib Mikati on Tuesday thanked France and the United States for negotiating the truce, which he said is “a fundamental step towards establishing calm and stability in Lebanon” and “helps to establish regional stability.” He also reiterated his government’s intention to “strengthen the army’s presence in the south.”
Cross-border battles between Israeli forces and Hezbollah over the past nearly 14 months have displaced tens of thousands of people in Israel and over 1 million in Lebanon. The Lebanese Ministry of Public Health said Tuesday that Israel’s assault—which has intensified since September—has killed at least 3,823 people and injured another 15,859.
In Gaza, the death toll is at least 44,249, with 104,746 wounded, according to local officials. Israeli forces have also decimated civilian infrastructure and displaced most of the enclave’s 2.3 million residents, who are struggling to access necessities, due to limits on aid. Israel faces a genocide case at the International Court of Justice and the International Criminal Court last week issued arrest warrants for Netanyahu, former Israel Defense Minister Yoav Gallant, and a Hamas leader.
“It has long been clear that a cease-fire in Gaza is crucial to sustain any lasting cessation of hostilities across the region,” said FCNL. “More violence and suffering in Gaza will not make Israel, the U.S., or anyone safer or more secure. It must end now. We reiterate our calls for our government to use all U.S. leverage to bring about a full regional cease-fire to end the horrific suffering of Palestinians, protect all civilians, return all hostages home, de-escalate regional tensions, and begin the long road toward healing.”
“That must include prohibiting more offensive weapons shipments and U.S. military involvement, which would send a message of impunity to the Israeli [government] in the face of repeated and grave violations of U.S. and international law in Gaza, Lebanon, the West Bank, and beyond,” the group added—just days after a bipartisan majority of the U.S. Senate rejected a trio of resolutions from Sen. Bernie Sanders (I-Vt.) that would have halted some arms sales to Israel.
Nancy Okail, president and CEO of the U.S.-based Center for International Policy, responded similarly to the Tuesday development, saying in a statement that “we welcome news of a cease-fire agreement in Lebanon and hope that it can be implemented and sustained to prevent further harm to civilians who have been under threat of attack or suffered other great loss during the fighting.”
“This agreement nonetheless comes too late. While Israel has the right to legitimate self-defense against Hezbollah, the Netanyahu government’s deliberate escalation of the conflict in September resulted in disproportionate harm to civilians, hundreds of whom have been wounded or killed, with hundreds of thousands more displaced,” Okail said. “Mixed messages and prevaricating by the Biden administration on its position on Israel’s escalation and the need for a cease-fire [have] further prolonged the fighting and exacerbated the death and destruction it has brought.”
“The U.S. and its partners must ensure that the terms of this agreement are fully honored so that civilians on both sides of the border can safely return to and rebuild their communities,” she added. “What remains of the utmost urgency, however, is also ending the war in Gaza, where the U.S. arming of the Netanyahu government’s campaign of displacement, starvation, slaughter and—per the repeated vows of senior Israeli officials—settlement continues in violation of American and international law.”

Jailed former Prime Minister Imran Khan commended “the Pakistani nation and PTI’s political workers, who are fighting for their rights by participating in this peaceful protest.”
Amnesty International on Tuesday joined people around the world in pressuring the Pakistani government to revoke the “shoot-on-site” orders given to troops responding to tens of thousands of protesters in Islamabad who are demanding the release of jailed former Prime Minister Imran Khan.
Khan has been behind bars for over a year due to various charges that he and his allies argue are politically motivated. So far, at least six people, including four paramilitary soldiers, have been killed and dozens more injured as supporters of the 72-year-old and his political party Pakistan Tehreek-e-Insaf (PTI), led by his wife Bushra Bibi, have converged on the country’s capital in recent days.
In addition to Khan’s release, the protesters “seek the resignation of the current government over what they call rigged general elections this year,” Reuters reported Tuesday. “Prime Minister Shehbaz Sharif’s government has given no indication yet of bending to the demands. Authorities have used shipping containers to block major roads and streets in Islamabad, with police and paramilitary patrolling in riot gear.”
NDTV explained that “when the Pakistan Army stepped in, it issued ‘shoot-at-sight’ orders under Section 245—which is a clause meant for the armed forces ‘to defend Pakistan against external aggression or threat of war.’ The clause also gives the army an open hand as it nullifies any judicial intervention or future proceedings.”
“Any use of force must be lawful and no more than is necessary and proportionate and the authorities must take all necessary measures to prevent arbitrary deprivation of life.”
Responding to the developments on Tuesday, Amnesty’s South Asia office said that “the government must fully protect and ensure the rights of protesters and immediately rescind the ‘shoot-on-sight’ orders that provide undue and excessive powers to the military… The authorities must exercise maximum restraint, aiming to prevent and de-escalate violence and to avoid the use of force. Any use of force must be lawful and no more than is necessary and proportionate and the authorities must take all necessary measures to prevent arbitrary deprivation of life, including by ensuring that law enforcement actions are adequately planned to minimize the risk to life.”
“There must also be effective accountability for any unlawful use of force,” Amnesty continued. “The severe restrictions on assembly, movement, and mobile and internet services as well as arbitrary detentions of thousands of protesters across Pakistan, particularly in Islamabad, are a grave violation of the rights to freedom of peaceful assembly, movement, and expression. As protesters enter the capital, law enforcement officials have used unlawful and excessive force including tear gas, live ammunition, and rubber bullets against PTI protesters.”
“Even if protests become nonpeaceful, the authorities must respect and ensure the protesters’ rights to life and freedom from torture and other ill-treatment,” the group added. “The Pakistani authorities have obligations under international human rights law to provide an enabling environment for the protesters. Amnesty International urges the government to ensure that the right to freedom of peaceful assembly is respected and protected. Those detained solely for exercising their right to peaceful assembly must be released immediately.”
Pakistani poet and journalist Ahmed Farhad has used social media to share protest updates in Urdu, but also posted a message in English on Tuesday: “I don’t know if I’ll be alive or free to report further. I’ve been riding on bike for several kilometers to share these updates. I request international and national media to show the situation at D-Chowk. People are being shot at with heartless brutality. I don’t know how many more people have been injured or killed by the time this post reaches you.”
D-Chowk, a popular square in the capital near multiple government buildings, was “the final destination of PTI’s main convoy,” according toDawn. As midnight neared in Pakistan Tuesday night, the newspaper reported that “rangers have regained control of Islamabad’s D-Chowk after beginning arrests and pushing back PTI protesters from the venue of the party’s much-touted power show.”
Meanwhile, Khan on Tuesday issued a new statement from Adiala Jail in Rawalpindi, commending “the Pakistani nation and PTI’s political workers, who are fighting for their rights by participating in this peaceful protest, and resolutely standing before the mafia that has imposed itself upon our country, to demand their rights and genuine freedom.”
“My message for my team is to fight until the last ball is bowled. We will not back down until our demands are met!” he continued, taking aim at the Pakistan’s interior minister. “On Mohsin Naqvi’s instructions, paramilitary rangers and police relentlessly fired tear gas shells and even shot at our political workers, resulting in the martyrdom of and injuries to peaceful, unarmed citizens. Let me tell you, they will have to answer for this! The protesters were not only peaceful, but they even assisted the very police officers and rangers who were shooting and firing teargas shells at them (when they were in need of help).”
“My thanks go to overseas Pakistanis around the globe, who are not only mobilizing Pakistanis and contributing funds, but also holding historic protests in their respective countries,” he said. “Social media warriors around the globe should continue to vigorously reiterate our demands and show the world the ongoing oppression in Pakistan! To those threatening to try me in military court: Do what you must; I will not back down from my stance. Those who haven’t yet joined the protest must also head to D-Chowk. All Pakistanis participating in the protest must remain peaceful, stay united, and stand firm until our demands are met. Remember, this is a struggle for Pakistan’s survival and true freedom!”
Several solidarity protests were held around the world on Sunday and multiple U.S. political leaders weighed in the past few days.
“The brutal repression of protesters in Pakistan and growing political violence is an attempt to suppress democracy and human rights,” U.S. Rep. Rashida Tlaib (D-Mich.) said Tuesday. “I stand with the brave Pakistanis who are rising up and protesting for change.”
Congresswoman Barbara Lee (D-Calif.) declared Monday that “freedom of speech and the freedom to peacefully protest are essential to democracy—that holds true in the United States, in Pakistan, and around the globe. I stand with pro-democracy advocates in Pakistan as they fight for justice and human rights.”
Rep. Summer Lee (D-Pa.) said Monday that “I am moved by the bravery demonstrated by the Pakistani people as they protest for electoral integrity, and judicial fairness—and I condemn any violent suppression of them exercising their fundamental rights. Everyone deserves to speak out and demand democracy.”
In a pair of social media posts on Sunday, Congressman Ro Khanna (D-Calif.) noted his support for recent letters led by Reps. Greg Casar (D-Texas), Susan Wild (D-Pa.), and John James (R-Mich.) “urging for the release of all political prisoners in Pakistan and for the U.S. to stand up for human rights,” and specifically sounded the alarm about communications blackouts.
“Deeply concerned by reports that Asim Munir’s regime in Pakistan is cutting internet, blocking roads, and abducting activists this weekend,” he said. “As the congressman for Silicon Valley, I am committed to standing up for freedom of speech including a free internet.”

Since winning the presidential election earlier this month, Donald Trump has wasted no time working to fill his incoming administration with billionaires and other ultra-rich individuals who are poised to benefit from the GOP agenda of tax cuts for the wealthy and large-scale deregulation.
In separate analyses published this week, Americans for Tax Fairness (ATF) and Accountable.US offered overviews of the president-elect’s key nominations and their potential conflicts of interest as Trump prepares to retake power in January.
“These appointments clearly show the incoming administration will be run by and for the ultra-wealthy,” said David Kass, ATF’s executive director. “They’ve already announced plans to spend trillions of dollars to renew the Trump tax bill, to further enrich large corporations and wealthy elites like themselves while advocating for cuts to vital programs that working and middle-class Americans depend on.”
ATF’s analysis, released Monday, shows that the combined wealth of Trump’s richest nominees and transition team members—including the president-elect and Sen. JD Vance (R-Ohio), the vice president-elect—is over $313 billion. By comparison, the combined net worth of President Joe Biden’s Cabinet is an estimated $118 million.
“Even excluding Elon Musk—the world’s richest man and Trump’s co-director of the Department of Government Efficiency—the average net worth of Trump, his vice president, and top appointees is $616 million,” ATF observed. “This figure is over 616 times higher than the mean average wealth of the typical American household, which is a little more than $1 million.”
ATF and Accountable.US also highlighted other ultra-rich individuals nominated for key roles in the incoming administration, including drilling enthusiast Doug Burgum, worth an estimated $100 million; Mehmet Oz, worth up to $315 million; and Chris Wright, who as of earlier this month held nearly $47 million worth of stock in his fracking company, Liberty Energy.

Tony Carrk, executive director of Accountable.US, said in a statement Tuesday that “Donald Trump paid plenty of lip service to working-class Americans” during the 2024 campaign, “but as president-elect, he’s moved quickly to stack his administration with billionaires that share his vision of a rigged economy that only works for people like them.”
“Should the Senate rubber stamp these nominations,” Carrk added, “Trump’s department heads will be among the biggest beneficiaries of another promised tax giveaway for big corporations and the top 1%, paid for with deep cuts for seniors, veterans, and everyday workers.”
Billionaires have already gotten significantly richer since Trump’s election victory, according to research published last week by ATF. In roughly the week after Trump’s win, the combined net worth of the nation’s 815 billionaires jumped by around $280 billion—with Musk’s wealth surge accounting for 20% of that gain.

Following ICC’s issuance of arrest warrants against top Israeli officials over Gaza’s genocide, Ben-Gvir bluntly threatened to escalate the situation in the West Bank, confirming Israel’s disregard of international law.
Israeli Minister of National Security Itamar Ben-Gvir stormed Ibrahimi Mosque in the city of Hebron (Al-Khalil) in the southern occupied West Bank on Friday, November 22, accompanied by thousands of Israeli settlers.
A Palestinian citizen from a local committee working to defend Hebron city from Israeli violations told Anadolu Ajansı that Ben-Gvir and the settlers escorting him performed Talmudic rituals for the Jewish holiday Chayei Sarah (Life of Sarah) inside the mosque. He added that the Israeli Occupation Forces (IOF) imposed a curfew on the old city of Hebron, where the Ibrahimi Mosque is located, banning Palestinians from reaching the area during the settlers’ raid.
Meanwhile, the director of the Ibrahimi Mosque Mutaz Abu Sneineh informed media outlets that the IOF closed the mosque to Muslim worshipers and employees through Saturday evening. The Ibrahimi Mosque itself has also been the site of numerous settler attacks. In 1994, extremist settler terrorist Baruch Goldstein entered the mosque during a prayer and open fired, killing 29 Palestinian worshippers and injuring over 100.
While settler violence against Palestinians has a long history that goes back to the period of the British Mandate in Palestine, the rise of extremist leader Ben-Gvir since 2019 has been accompanied by a sharp uptick in attacks and provocative acts. Ben-Gvir has been labelled by Israeli and western media alike as a provocateur, pyromaniac, ultranationalist, and an extremist settler.
Ben-Gvir has been part of Netanyahu’s government, playing a key role in shaping politics and decision making, since 2022 as the Minister of National Security. Ben-Gvir’s illegal attacks and provocations would not be possible without his government’s policies and rhetoric which explicitly back settler violence.
Israel’s new Defense Minister, Yisrael Katz, announced on Friday the suspension of administrative detention for Israeli settlers who carry out attacks against Palestinians in the occupied West Bank. The Palestinian Authority slammed Katz’s decision as it would further encourage settlers to commit more crimes against Palestinians.
In a statement issued on Friday, the Palestinian Ministry of Foreign Affairs and Expatriates said that Katz’s decision “would encourage supremacist colonists to commit acts of terrorism against Palestinians and their properties and further foster their impunity.” The Ministry also called for effective international action to restrain settler “militias” and protect the Palestinians from their violence.
Katz’s decision may be seen as part of the plan recently declared by Israeli Finance Minister Bezalel Smotrich for the West Bank annexation early November. The plan was re-iterated by Ben Gvir, who called for implementing it in response to the ICC’s issuance of arrest warrants orders for top Israeli officials on Thursday, November 21.
According to analysts, Israeli ministers aim at fueling the situation in the West Bank to find a pretext to end the Oslo Accords which granted the Palestinian Authority self-governance over the West Bank and the Gaza Strip, and to undermine international efforts for a two-state solution.
