“Pressure is mounting on today’s politicians to hold those most responsible for the climate crisis to account,” said one Greenpeace campaigner.

Thirty-eight former world leaders on Wednesday used the occasion of the United Nations General Assembly this week in New York—as well as other global summits on the horizon—to demand a new global framework for steeper taxes on the world’s wealthiest and most powerful fossil fuel giants to pay for an urgent transition away from dirty energy sources toward a healthier planet and more equitable economy.

Under the auspices of the nonpartisan Club de Madrid, the world’s largest forum of former democratically-elected presidents and prime ministers, an open letter—signed by Carlos Alvarado, former President of Costa Rica; Mari Kiviniemi, former Prime Minister of Finland; Chandrika Kumaratunga, former President of Sri Lanka; former UN Secretary General Ban-Ki Moon; and dozens of others—calls the climate crisis “a defining challenge of our time” and urges current leaders to “place the question of fair taxation of fossil fuel company profits firmly on national and international agendas” before it is too late.

“With wealthier countries leading by example,” say the leaders, increased taxation of the world’s coal, oil, and gas giants coupled with a redirection of taxpayer subsidies away from the fossil fuel sector and toward a just renewable energy transition “could be transformative, enabling a faster and fairer global transition and strengthening public trust that climate action can deliver tangible benefits for all.”

“Taxing fossil fuel profits is not only fair—it is also essential to ease the economic burden of the climate crisis, felt by ordinary people through higher food prices, lost working days, pressure on energy bills and higher home insurance premiums.”

Citing the need for global cooperation and ambition to address the warming planet and ongoing climate breakdown, the open letter states:

It is time to consider innovative solutions that can simultaneously establish a clear incentive for companies to shift investment to renewable energy as quickly as possible, while mobilising significant funds to address climate damages and advance both equality and equity. Today, we call on you to consider permanent polluter profit taxes applied to high-emitting industries, designed to ensure contributions come from those with the greatest capacity to pay rather than from ordinary consumers of fossil fuels. With wealthier countries leading by example, these taxes should place the primary responsibility on those with the greatest capacity, not on middle- and low-income communities.

The former world leaders acknowledge the strain governments feel about generating the necessary revenue, estimated at approximately $6.5 trillion per year by 2030, to fund the rapid transition scientists and experts say is necessary to avoid the worst future impacts of an increasingly hotter planet. However, they argue that the polluting companies that have profited most from the fossil fuel era are best positioned to foot the bill, and that the cost of action is far less than the cost of fixing the damage that future climate change will cause if left unaddressed.

“During the oil and gas price crisis in 2022, many governments implemented windfall taxes. We must consider making such approaches permanent,” the letter argues. “A polluter profits tax modestly applied to normal returns and significantly higher on windfall gains could, if applied just to oil, coal, and gas companies, generate up to $400 billion in its first year.”

Rebecca Newsom, Greenpeace International’s global political lead for its “Stop Drilling Start Paying” campaign, said the letter represents what real leadership looks like and that forcing fossil fuel giants to pay higher taxes to help solve the planetary crisis their insatiable greed has spurred has never been more popular with the people worldwide.

“This is a powerful call from former world leaders to make oil and gas corporations pay their fair share for the destruction they have caused,” said Newsom.

Noting recent survey data, Newsom said 8 out of 10 people around the world now “support taxing these polluters for climate damages—the backing of former political leaders adds more weight to this urgent demand.”

“Pressure is mounting on today’s politicians to hold those most responsible for the climate crisis to account,” she said. “Taxing fossil fuel profits is not only fair—it is also essential to ease the economic burden of the climate crisis, felt by ordinary people through higher food prices, lost working days, pressure on energy bills and higher home insurance premiums.”

With the upcoming G20 summit in South Africa and the UN Global Tax Convention in Kenya, both scheduled for November, the former world leaders say the moment is right for global leaders to finally show urgency on the issue.

“The world has the tools, the knowledge, and the resources to act,” their letter concludes. “What is needed now is the political courage to ensure that those with the greatest capacity contribute their fair share. This will not only advance climate justice but also strengthen the foundations of a more stable, resilient, and prosperous global economy.”

Greenpeace’s Newsom said the message is clear. “Governments must find the courage to decisively tax oil and gas corporations and redirect those funds towards a just transition away from fossil fuels and a safe future in the face of a climate crisis.”

New data shows governments now planning more fossil fuel production in coming decades than they were in 2023

Governments around the world are ramping up coal, gas and oil extraction which will put climate goals beyond reach, new data has shown.

Far from reducing reliance on fossil fuels, nations are planning higher levels of fossil fuel production for the coming decades than they did in 2023, the last time comparable data was compiled.

This increase goes against the commitments that countries have made at UN climate summits to “transition away from fossil fuels” and phase down production, particularly of coal.

If all of the planned new extraction takes place, the world will produce more than double the quantity of fossil fuels in 2030 than would be consistent with holding global temperature rises to 1.5C above preindustrial levels.

Emily Ghosh, a programme director at the Stockholm Environment Institute (SEI) in the US, said: “Fossil fuel production should have peaked and started to fall. Every year of delay [to the peak and rapid fall required] significantly increases the pressure [on the climate].”

She said an urgent “course correction” from governments was needed, but the current and planned overproduction of fossil fuels meant the world was burning through its remaining “carbon budget” – the amount that can be emitted without permanently exceeding the 1.5C threshold – at a rapid rate.

Gatwick given green light for £2.2bn second runway plan

Heidi Alexander approves expansion to allow 100,000 more flights a year

Gatwick airport’s £2.2bn second runway plan has been given the go-ahead by the transport secretary, Heidi Alexander.

With the privately financed project, the West Sussex hub is aiming to increase its capacity by 100,000 flights a year.

Gatwick will move its emergency runway 12 metres north, enabling it to be used for departures of narrow-bodied planes such as Airbus A320s and Boeing 737s.

The new runway is expected to add 14,000 jobs and as much as £1bn in extra economic activity.

Alexander backed the scheme as a “no-brainer” for economic growth, a government source said on Sunday, suggesting flights could take off from the new full runway by 2029.

“A second runway at Gatwick is a disaster”

Environmentalist have slammed the government’s decision to approve a second Gatwick runway.

Green party leader Zack Polanski has said:

“Signing off on a second runway at Gatwick is a disaster. It ignores basic climate science and risks undermining efforts to tackle the climate crisis. Labour keeps wheeling out the same nonsense about growth, but at what cost? What this really means is more pollution, more noise for local communities, and no real economic benefit.

Expanding Gatwick is a tired, 20th-century answer to a 21st-century crisis. Labour’s obsession with ‘growth at all costs’ is driving us deeper into a climate breakdown and social inequality crisis.”

Rosie Downes, head of campaigns at Friends of the Earth, argues that the economic case for the expansion is ‘massively overstated’:

“With emissions from aviation rising as climate extremes increasingly batter the planet with more intense floods, droughts and wildfires, it’s a struggle to see how the government can conclude expansion at Gatwick is a wise move.

“The Secretary of State says a second runway is a “no-brainer” for the economy, but the economic case for airport expansion is massively overstated. Any growth in air passengers leaving the country is likely to mean more UK tourists using their spending power overseas than anything we might gain from visitors.

Repealing the endangerment finding, they wrote, “is contrary to science and the public interest.”

More than 1,000 scientists and other experts on Tuesday sent a letter to US Environmental Protection Agency Administrator Lee Zeldin explaining why they “strenuously object” to his effort to repeal the EPA’s 2009 “endangerment finding,” which has enabled federal climate regulations over the past 15 years.

Amid mounting fears that he would take such action, Zeldin in late July unveiled the rule to rescind the landmark legal opinion that greenhouse gases endanger public health and the welfare of the American people—part of Republican President Donald Trump’s broader pro-polluter agenda.

“As climate scientists, public health experts, and economists, we can attest to the indisputable scientific evidence of human-caused climate change, its harmful impacts on people’s health and well-being, and the devastating costs it is imposing on communities across the nation and around the world,” states the new letter, organized by the Union of Concerned Scientists. “This explicit attempt to undermine or weaken these findings, as well as the critical regulations linked to them, is contrary to science and the public interest.”

“We also strongly oppose the EPA’s reckless dismissal of established climate science as part of its proposal to repeal the endangerment finding, including the agency’s heavy reliance on an unscientific study commissioned by the Department of Energy. This report is rife with inaccuracies, deliberately cherry-picks and mischaracterizes data, and has not undergone a rigorous scientific review process,” the letter continues, echoing an expert review of the government report from earlier this month.

Citing major US and global analyses, along with thousands of independent, peer-reviewed scientific studies, the letter stresses that “the scientific evidence on human-caused climate change and its consequences was unequivocal in 2009 and, since that time, has become even more dire and compelling.”

It says that “based on the best available science,” scientists know:

  • Climate change poses severe harms to human health and well-being;
  • Climate change is clearly increasing the likelihood of extreme events; and
  • The economic toll of climate change is rising.

Harms to human health and well-being include higher rates of heat-related deaths, increased spread of some infectious diseases, and decreased food and water safety due to climate-fueled extreme weather events, the letter says. It also highlights that, according to data from the National Oceanic and Atmospheric Administration (NOAA), “billion-dollar disasters in the United States are on the rise, driven by a combination of climate factors and increased development in disaster-prone areas.”

Despite such findings, the Trump administration is making various moves to boost the planet-wrecking fossil fuel industry and the president withdrew the United States from the Paris Agreement—again—when he returned to office in January. Parties to the 2015 climate agreement aim to limit global temperature rise this century to 1.5°C above preindustrial levels.

“The world stands on the cusp of breaching the 1.5°C (2.7°F) mark on a long-term basis, the global average temperature increase above preindustrial levels that scientists have long warned about,” the experts noted Tuesday. “Communities across the nation are already dealing with devastating and costly climate impacts, that are set to worsen as global warming accelerates. Humanity’s window to act to stave off some of the worst impacts of climate change is fast closing; any further delay is harmful and costly.”

“We urge you to stop dismantling critical climate regulations and evading EPA’s responsibility by pushing disinformation about climate science and impacts,” they concluded. “Instead, we call on you to act with urgency to help address this pressing challenge by limiting heat-trapping emissions. People across the nation are relying on the EPA to fulfill its mission to protect public health and the environment.”

‘A stain on our collective consciousness’

CLIMATE activists unfurled a banner calling US President Donald Trump a war criminal in the grounds of Windsor Castle ahead of a series of protests during his three-day state visit to Britain starting on Tuesday.

The sign showed a picture of President Trump with the words “Climate criminal. War criminal. The only place he’s welcome is The Hague.”

Campaigners from Fossil Free London chanted: “Climate criminal, war criminal, Trump’s not welcome here” as they drew attention to the “wannabe dictator’s” climate and foreign policy record today.

His second state visit to Britain has sparked calls for a large demonstration in London tomorrow, 2pm at Portland Place, organised by the Stop Trump Coalition.

Fossil Free London director Robin Wells said: “Genocide is unfolding. Seen on our phones through the faces of thousands of screaming children. Floods and fires across Europe get closer each day to our own front doors. But Trump claps and cheers for more.
