Trump Revives Iran Blockade, Demands 20% Toll for US ‘Guarding’ Strait of Hormuz

Following fresh US airstrikes against Iran over the weekend, President Donald Trump said Monday that the United States would reimpose a naval blockade on the Mideast country, serve as the “guardian” of the Strait of Hormuz, and charge a 20% toll for cargo ships trying to safely travel on the key trade route.

Trump made the comments while calling in to “Fox & Friends” on Monday morning, as well as on his Truth Social platform.

“We’re just gonna hit them very hard, and we’re gonna keep the strait, and we’ll probably run it. We’ll become the guardian of the strait. Maybe we’ll call it the guardian angel of the strait. And we should be reimbursed for that,” Trump said on the Fox News morning show.

“When we do that, we’re gonna be reimbursed, because the other nations are very wealthy. They’re on our side, and we can’t be expected to do that for nothing,” the president said. “Now we’re gonna guard it, and we’re gonna get paid for guarding it—a lot of money.”

Later Monday morning, Trump wrote on Truth that “the Hormuz Strait is OPEN, and will remain OPEN, with or without Iran. We are reinstating the THE IRANIAN BLOCKADE, so named because it is only stopping Iran’s ships or customers from entering or leaving. All other countries will have fair and open use of the Strait.”

“The U.S.A. will be, from this point forward, known as ‘THE GUARDIAN OF THE HORMUZ STRAIT,’ but as such, and as a matter of FAIRNESS, will be reimbursed, at the rate of 20% on all cargo shipped, for any and all costs necessary to do the job of providing safety and security to this very volatile section of the World,” he added. “The process and formation will begin immediately.”

Bloomberg energy and commodities columnist Javier Blas pointed to US Secretary of State Marco Rubio’s remarks just a couple of weeks ago that “no country is allowed to charge tolls or fees on an international waterway.”

Critics and experts were also quick to note that, as immigration attorney Aaron Reichlin-Melnick put on the platform X, “20% of the value of any cargo is actually substantially MORE than Iran is seeking to charge ships to transit the strait.”

Trita Parsi, executive vice president of the Quincy Institute for Responsible Statecraft, quipped that it “seems like Trump just made a pitch for the Iranian toll system. :) Because the Iranians were going to charge $1 million per ship, which would amount to 1-2% of the value of the cargo of an oil tanker. But Trump is going to charge 20%! :)”

In an early Monday blog post, Parsi had written that “for all practical purposes, the US-Iran memorandum of (mis)understanding is over. The dispute over how to manage the Strait of Hormuz in the interim has pushed the two sides back into open war.”

As Parsi explained:

The dispute over the strait turns, at least on the surface, on paragraph 5 of the MOU: whether Iran is responsible for safe passage throughout the strait for the duration of the agreement, or only for the waterway’s northern corridor.

Beneath the surface, however, lies a more fundamental strategic disagreement. Even before the MOU was signed, Tehran believed Washington’s objective was to establish a southern shipping corridor through Omani waters that would gradually erode Iran’s control over the strait. Such a corridor would require Oman’s cooperation, which may explain why Trump at one point threatened to bomb Oman unless it abandoned its proposal for joint management of the strait, with administrative fees collected by Muscat and Tehran.

The corridor would remain operational even if war resumed and Iran sought once again to close the strait. From Tehran’s perspective, Washington used the MOU to strengthen this alternative route, and the US military’s escort of commercial shipping without coordinating with Iran marked a significant step in that direction. If successful, the strategy would deprive Iran of its most important source of leverage—which is precisely why it appeals to Washington.

“This is why Tehran has insisted that all ships transiting the strait—regardless of the corridor they use—coordinate with Iran, consistent with its reading of paragraph 5 of the MOU,” he continued. “Washington, by contrast, argues that the MOU merely assigns Iran responsibility for ensuring the safe passage of commercial vessels, without granting it operational control over all maritime traffic.”

Sina Toossi, a senior nonresident fellow at the Center for International Policy, warned in a statement about Trump’s Monday comments that “if implemented, the announced re-blockade would effectively restart the economic clock that the MOU had temporarily paused. Iran would once again face mounting pressure on its ability to export, store, and monetize oil, while the United States and the global economy would again confront the risks of prolonged disruption to Persian Gulf energy flows.”

“The strategic environment, however, is no longer what it was before the war,” he added. “US strategic petroleum reserves continued to decline during the MOU period and remain at historically low levels, while global inventories also remain tight. As a result, there is less cushion to absorb a prolonged supply disruption than in the previous round of fighting, increasing the risks of sharper energy price spikes, higher inflation, and broader economic disruption.”

Just weeks after Trump’s secretary of state admitted that “no country is allowed to charge tolls or fees on an international waterway,” the president demanded 20%, far higher than the 1-2% sought by Iran.

The Iranian foreign minister on Monday mocked President Donald Trump’s announcement that he was renewing the US blockade of Iran and that he expected a 20% fee from commercial vessels for “guarding” the key waterway.

“POTUS is absolutely right,” the minister, Seyed Abbas Araghchi, wrote on social media. “Whoever provides secure and safe passage of commercial vessels through the Strait of Hormuz should be compensated for this service.”

“Iran has always been the GUARDIAN of the Strait and will remain so FOREVER,” he added. “20% is of course too much. We will be fair.”

Trump had called in to “Fox & Friends” on Monday. He said on-air that the United States would be “the guardian angel of the strait” and “we’re gonna get paid for guarding it.”

Later Monday morning, he had written on Truth Social that “the U.S.A. will be, from this point forward, known as ‘THE GUARDIAN OF THE HORMUZ STRAIT,’ but as such, and as a matter of FAIRNESS, will be reimbursed, at the rate of 20% on all cargo shipped, for any and all costs necessary to do the job of providing safety and security to this very volatile section of the World.”

Critics and experts have highlighted that Trump’s 20% toll is far higher than the 1-2% sought by Iran, and warned that Trump had perhaps unintentionally bolstered Iran’s case for imposing its own fee on ships in the strait.

Others have pointed out that US Secretary of State Marco Rubio told journalists just a few weeks ago that “no country is allowed to charge tolls or fees on an international waterway. That’s existing international law. That’s the way it is in international waterways all over the world, and that’s the way we expect it’ll be here. So I don’t think we have anybody to convince around here in that regard. I think all the countries in this region would agree with us.”

Iran says latest US strikes “rendered futile” months of diplomatic efforts

Iran strongly condemned the latest US strikes on its territory late on Sunday, accusing Washington of derailing all diplomatic efforts made in recent months to reduce tensions in the region, according to a statement from the Iranian Foreign Ministry.

Tehran also accused the United States of blatantly violating all provisions of a memorandum of understanding signed in June and of causing renewed insecurity in the Strait of Hormuz and disrupting international commercial shipping, according to the statement.

The Foreign Ministry said Washington had violated almost all provisions of the memorandum of understanding signed between the two countries just 25 days ago by carrying out attacks on Iran’s transport infrastructure.

According to the statement, the US strikes targeted key facilities in southern Iran, including Sirik Commercial Port, Chabahar Port, weather monitoring stations, fishing piers and shipping containers.

The ministry also said the bombing hit a railway bridge in Khorasan Province, suspending train services and disrupting the travel of people attending the funeral of Iran’s late Supreme Leader, Ali Khamenei. It described the attack as “one of the most horrific war crimes committed by Washington against the Iranian people”.

The statement said “The US regime has also caused the return of insecurity in the Strait of Hormuz and disruption of international commercial shipping by openly interfering in the process of Iran implementing the necessary arrangements in the Strait of Hormuz.”

The Foreign Ministry added that the US military, by using the territory and facilities of countries on the southern coast of the Gulf to prepare its military attacks against Iran, had effectively turned those countries into a battlefield for what it described as its “illegal and criminal war” against the Iranian people.

The statement said Iran, “in exercising its legitimate right to self-defence”, would respond to any attack “at any level and scale” in accordance with international law. It added that the United States cannot achieve its objectives through these terrorist attacks because the Iranian people have repeatedly demonstrated throughout history their ability to withstand the strongest and most aggressive powers.

The Foreign Ministry concluded by saying that the continued US attacks mean Iran is no longer obliged to adhere to the memorandum of understanding. It stressed that Tehran would remain committed to the agreement as long as the other side honours it, but would not accept violations of its provisions or “tolerate the continuation of hostile acts”.

Shipping through Strait of Hormuz falls to lowest level in several weeks

Shipping traffic through the Strait of Hormuz fell on Sunday to its lowest level in several weeks, according to shipping data, as renewed exchanges of strikes between the United States and Iran and attacks on vessels heightened safety concerns.

Vessel tracking data from Kpler showed that only six ships passed through the strait on Sunday, the lowest daily total in five weeks.

The vessels included the very large crude carrier Humanity, carrying two million barrels of Iranian crude oil, and the tanker Capetan Andreas, transporting about 500,000 barrels of Kuwaiti refined oil products. Three empty tankers also entered the Gulf to load crude oil. Most tankers switched off their transponders while passing through the strait.

The tracking data showed no liquefied natural gas (LNG) tankers entering the strait at the start of the week.

Kpler also reported that only one tanker operated by the Abu Dhabi National Oil Company (ADNOC) left the strait between 10 and 12 July, heading for the Indian port of Dahej.

The US Central Command (CENTCOM) said on Sunday that its forces had completed another wave of strikes against Iran, targeting dozens of sites at multiple locations with precision-guided munitions.

US President Donald Trump said on Sunday that the Strait of Hormuz remained open to commercial shipping, despite Iran’s earlier announcement that it had closed the waterway after a vessel travelled on an unauthorised route and came under attack.

Iran’s Islamic Revolutionary Guard Corps (IRGC) said on Monday that its naval forces had stopped two vessels in the Strait of Hormuz overnight by disabling their systems. The IRGC did not identify the two ships.

Burnham’s non-apology for Labour inaction over genocide is gaslighting while arms sales continue

An ‘apology’ issued by Andy Burnham over the Labour party’s response to the Israeli genocide is “meaningless” unless followed by an end to arms sales to Israel, Campaign Against Arms Trade (CAAT) has said. This includes components for the F-35 combat aircraft that Israel has used extensively in its attacks in Gaza, Iran and Lebanon.

In a three-minute piece to camera, published alongside an exclusive story with the Guardian, the likely next Labour leader stated: “I know many people feel that at the start of Israel’s military action in Gaza, my part didn’t get it right and I am sorry about that. The response has too often not been good enough. We need to do better.”

The MP for Makerfield continued, “We’ve got to do more to put pressure on the Israeli government … Yes, we have taken some important steps … But let’s be honest, the UK was too slow to call for a ceasefire. And we must now do more to strengthen our approach.”

On Israeli war crimes during the almost-three year genocide in Palestine, he said “I have been absolutely appalled by what I’ve seen and read about the destruction of Gaza. There’s increasing evidence that war crimes appear to have been committed.”

Burnham added, “There must be accountability for the depth of the suffering the people of Gaza have experienced. Ultimately, however, it must be for the international courts to determine, rather than politicians.”

Commenting, Campaign Against Arms Trade (CAAT) Research Coordinator, Sam Perlo-Freeman said:

“It is a cynical move by Burnham to issue a non-apology for the Labour government’s many outrages during Israel’s ongoing genocide, while throwing us a red herring about the timing of ceasefire calls. His ‘apology’ is meaningless unless it is followed, if and when Burnham becomes PM, by a total ban on arms sales to Israel, with no exceptions or excuses.

“Burnham’s public relations push is designed to distract from the fact that Britain has, and remains, a vital cog in Israel’s war machine; whether in the F-35 programme, used by Israel to bombard Gaza, Iran and Lebanon, turning a blind eye to the 2,000+ Brits fighting in Gaza, drone component exports, or hosting Israelis who incite genocide – such as President Herzog.

“In hedging his language around the undeniable evidence of systematic war crimes by the Israeli government, Burnham is carefully avoiding triggering a legal duty to immediately halt arms sales. That in itself should ring alarm bells.

“Accountability means, among other things, ending the supply murder weapons to a genocidal regime and urgently investigating the over-2,000 Britons who took part in the organised, wanton slaughter of Palestinians, which the Met has so far refused to do. A Burnham government can also act to investigate how and why the current government allowed weapons to be unlawfully shipped to Israel via Belgium. But will it?

“All this points towards continued gaslighting by the next Labour government – albeit with new window dressing – in a desperate attempt to claw back the progressive vote.”
