Record January heat suggests La Niña may be losing its ability to keep global warming in check

January 2025 was the hottest on record – a whole 1.7°C above pre-industrial levels. If many climate-watchers expected the world to cool slightly this year thanks to the natural “La Niña” phenomena, the climate itself didn’t seem to get the memo. In fact, January 2025’s record heat highlights how human-driven ocean warming is increasingly overwhelming these natural climate patterns.

La Niña is a part of the El Niño southern oscillation, a climate fluctuation that slowly sloshes vast bodies of water and heat between different ocean basins and disrupts weather patterns around the world. El Niño was first identified and christened by Peruvian fishermen who noticed a dismal drop in their catch of sardines that coincided with much warmer than usual coastal waters.

El Niño is now well known to be part of a grander climate reorganisation that also has a reverse cool phase, La Niña. As vast swathes of the eastern Pacific cool down during La Niña, this has knock on effects for atmospheric weather patterns, shifting the most vigorous storms from the central Pacific to the west and disrupting the prevailing winds across the globe.

This atmospheric reaction also helps to amplify the sea surface temperature changes. Typically, La Niña will lower the global temperature by a couple of tenths of a degree Celsius.

In 2024 the Pacific swung from moderate El Niño conditions to a weak La Niña. However, this time around, it’s apparently not enough to stop the world warming – even temporarily. So what’s different this time?

Each La Niña cycle is unique

Scientists aren’t entirely surprised. Each El Niño and La Niña cycle is unique. Following a surprisingly lengthy “triple dip” La Niña starting in 2020, the El Niño that developed in 2023 was also unusual, struggling to stand out against globally warm seas. The switch to a weak La Niña has only slightly cooled a narrow band along the equatorial Pacific, while surrounding waters have remained unusually hot.

Recent research shows human caused warming of the ocean is accelerating – so a year on year rise in temperature is itself getting bigger – and this is dominating to an ever greater extent over El Niño and other natural oscillations in the climate. This means that even during La Niña – when equatorial eastern Pacific waters are cooler than normal – the rest of the world’s oceans have remained remarkably warm.

More carbon, less reflection

There is also a sense of inevitability as greenhouse gas levels continue to grow, even despite the demise of El Niño. During El Niño years, the land tends to absorb less carbon from the atmosphere as large continental areas, such as parts of South America, temporarily dry out causing less plant growth and more carbon-emitting plant decay.

La Niña tends to have the opposite effect. In the strong La Niña of 2011, so much extra rain fell on the normally dry lands of Australia and parts of South America and southeast Asia that sea levels dropped as the land held on to this excess moisture borrowed temporarily from the ocean. This meant more carbon was taken from the atmosphere to feed extra plant growth. But despite the switch to La Niña, the rate of rise in atmospheric carbon in 2024 and January 2025 remains above the already high levels of previous years.

To this we can also add the diminishing effects of particle pollution from industry, big ships and other sources of “aerosols”, which in some regions had added a reflective haze in the atmosphere meaning the world absorbed less sunlight. Clean air policies introduced over time have made the world less smoggy, but they also seem to have caused clouds to reflect less sunlight back to space, adding to global heating.

As industrial activity continues to spew greenhouse gases into the air, while air cleansed of particle pollution causes more sunlight to reach the ground, this growing heating effect is beginning to drown out natural fluctuations, tipping the balance toward record warmth and worsening hot, dry and wet extremes.

The long-term trend is clear

But, just as one swallow doesn’t make a summer, a single month is not reflective of the overall trajectory of climate change. Changing weather patterns from week to week can rapidly shift temperatures especially over big landmasses, which warm up and cool down more quickly than the oceans (it takes a long time to boil up water for your vegetables but not long to super heat an empty pan).

Large areas of Europe, Canada and Siberia experienced much less cold weather than is normal for January (by up to about 7°C). Parts of South America, Africa, Australia and Antarctica also experienced above average temperatures. Along with the balmy oceans, this all contributed to an unexpectedly warm start to 2025.

While this particular warm January isn’t necessarily cause for immediate alarm, it suggests natural cooling phases may become less effective at temporarily offsetting the impact of rising greenhouse gas levels on global temperatures. And to limit the scale of the inevitable, ensuing climate change, there is a clear, urgent need to rapidly and massively cut greenhouse gas emissions and to properly account for the true cost of our lifestyles on societies and the ecosystems that underpin them.

The climate is changing so fast that we haven’t seen how bad extreme weather could get

Extreme weather is by definition rare on our planet. Ferocious storms, searing heatwaves and biting cold snaps illustrate what the climate is capable of at its worst. However, since Earth’s climate is rapidly warming, predominantly due to fossil fuel burning, the range of possible weather conditions, including extremes, is changing.

Scientists define “climate” as the distribution of possible weather events observed over a length of time, such as the range of temperatures, rainfall totals or hours of sunshine. From this they construct statistical measures, such as the average (or normal) temperature. Weather varies on several timescales – from seconds to decades – so the longer the period over which the climate is analysed, the more accurately these analyses capture the infinite range of possible configurations of the atmosphere.

Typically, meteorologists and climate scientists use a 30-year period to represent the climate, which is updated every ten years. The most recent climate period is 1991-2020. The difference between each successive 30-year climate period serves as a very literal record of climate change.

This way of thinking about the climate falls short when the climate itself is rapidly changing. Global average temperatures have increased at around 0.2°C per decade over the past 30 years, meaning that the global climate of 1991 was around 0.6°C cooler than that in 2020 (when accounting for other year-to-year fluctuations), and even more so than the present day.

A moving target for climate modellers

If the climate is a range of possible weather events, then this rapid change has two implications. First, it means that part of the distribution of weather events comprising a 30-year climate period occurred in a very different background global climate: for example, northerly winds in the 1990s were much colder than those in the 2020s in north-west Europe, thanks to the Arctic warming nearly four times faster than the global average. Statistics from three decades ago no longer represent what is possible in the present day.

Second, the rapidly changing climate means we have not necessarily experienced the extremes that modern-day atmospheric and oceanic warmth can produce. In a stable climate, scientists would have multiple decades for the atmosphere to get into its various configurations and drive extreme events, such as heatwaves, floods or droughts. We could then use these observations to build up an understanding of what the climate is capable of. But in our rapidly changing climate, we effectively have only a few years – not enough to experience everything the climate has to offer.

Extreme weather events require what meteorologists might call a “perfect storm”. For example, extreme heat in the UK typically requires the northward movement of an air mass from Africa combined with clear skies, dry soils and a stable atmosphere to prevent thunderstorms forming which tend to dissipate heat.

Such “perfect” conditions are intrinsically unlikely, and many years can pass without them occurring – all while the climate continues to change in the background. Based on an understanding of observations alone, this can leave us woefully underprepared for what the climate can now do, should the right weather conditions all come together at once.

Startling recent examples include the extreme heatwave in the Pacific north-west of North America in 2021, in which temperatures exceeded the previous Canadian record maximum by 4.6°C. Another is the occurrence of 40°C in the UK in summer 2022, which exceeded the previous UK record maximum set only three years earlier by 1.6°C. This is part of the reason why the true impact of a fixed amount of global warming is only evident after several decades, but of course – since the climate is changing rapidly – we cannot use this method anymore.

Playing with fire

To better understand these extremes, scientists can use ensembles: many runs of the same weather or climate model that each slightly differ to show a range of plausible outcomes. Ensembles are routinely used in weather prediction, but can also be used to assess extreme events which could happen even if they do not actually happen at the time.

When 40°C first appeared in ensemble forecasts for the UK before the July 2022 heatwave, it revealed the kind of extreme weather that is possible in the current climate. Even if it had not come to fruition, its mere appearance in the models showed that the previously unthinkable was now possible. In the event, several naturally occurring atmospheric factors combined with background climate warming to generate the record-shattering heat on July 19 that year.

Later in summer 2022, after the first occurrence of 40°C, some ensemble weather forecasts for the UK showed a situation in which 40°C could be reached on multiple consecutive days. This would have posed an unprecedented threat to public health and infrastructure in the UK. Unlike the previous month, this event did not come to pass, and was quickly forgotten – but it shouldn’t have been.

It is not certain whether these model simulations correctly represent the processes involved in producing extreme heat. Even so, we must heed the warning signs.

Despite a record-warm planet, summer 2024 in the UK has been relatively cool so far. The past two years have seen global temperatures far above anything previously observed, and so potential extremes have probably shifted even further from what we have so far experienced.

Just as was the case in August 2022, we’ve got away with it for now – but we might not be so lucky next time.

‘Energy security’ is being used to justify more fossil fuels – but this will only make us less secure

The UK government is about to host a summit with the International Energy Agency (IEA) on the future of energy security. It does so as the world grapples with war, geopolitical realignments and trade barriers, against a backdrop of accelerating climate upheavals. One of the expected outcomes of this summit is a new, agreed definition of what constitutes energy security in the 21st century.

Common understandings of energy security have focused on making supplies reliable and affordable, with less attention paid to ensuring sources of energy are sustainable and less volatile over the medium- and long-term. This neglect compromises our collective security.

The IEA’s 31 member countries and 13 associates include most of the world’s most powerful states. Its influence means that this new definition of energy security will be used to inform government policies and investment decisions around the world. Given the cost of energy infrastructure, and the lengthy time it takes to build these projects, this definition is set to shape our future, economically and climatically.

But there is a very real risk that this definition will open the door to further investments into fossil fuel production under the guise of energy security.

After Russia invaded Ukraine, governments rushed to cut their reliance on Russian fossil fuels. This caused major disruptions as prices spiked and millions were pushed into energy poverty.

Europe alone spent an extra €517–€831 billion (£444–£713 billion) on energy in 2021 and 2022, even though some imports from Russia continued through so-called “shadow fleets”. Some argued that high fossil fuel prices only embolden leaders like Putin and help fund their conflicts.

Governments responded with “energy nativism”, as they sought to secure as much energy as possible for their citizens at whatever cost. This typically meant boosting renewables and bulk buying oil and gas. In the UK’s case, it also meant the previous government issuing hundreds of new licenses to drill for oil and gas to “increase energy security” – licenses the current government says it will honour).

Shipments of liquified natural gas (LNG) were also redirected from poorer countries like Pakistan and Bangladesh towards the highest bidders in Europe and Asia. This raises the question of who exactly is becoming more energy secure and at what cost.

Meanwhile, large fossil fuel exporters like Qatar, the US and Australia ramped up production. A US official even referred to its gas exports as “molecules of freedom”. Australia has exported so much natural gas it may have to buy its own gas back from Japan at market price.

The sheer volume of investment in new oil and gas infrastructure like offshore rigs or LNG terminals, combined with long build times, has locked in higher fossil fuel production and pushed emissions to record levels. This poses significant risks for both exporters and importers, especially as future demand is uncertain and energy markets remain volatile.

Fossil fuels remain dominant

More fundamentally, continued reliance on fossil fuels is making humanity less secure. The vast majority of emissions still come from burning coal, oil or gas. Preventing climate catastrophe therefore requires us to phase out fossil fuels as fast as possible – with wealthy nations leading the charge. In their place, we’ll have to generate energy from renewable sources that do not replicate the volatility of globally traded fossil fuels.

Yet despite some progressive policies, fossil fuels remain dominant across the global economy. Investment in oil and gas today is almost double the level it must fall below if the world is to reach net zero by 2050, according to the IEA’s own modelling.

The pursuit of energy security has boosted renewables, but adding additional clean energy isn’t enough – it must ultimately displace fossil fuels entirely. This will require a whole-economy shift. That means cutting production of fossil fuels while also reducing demand, stabilising prices and building out clean energy fast enough to support the electrification of transport, industry and heating.

But supply chains for batteries, solar panels and other key technologies are vulnerable. Delays and shortages could mean electricity prices spike, sparking social unrest. This is yet another risk of getting energy security wrong: if inflationary pressures drive the immiseration of the general public, governments and their energy plans will be short lived.

The definition of energy security that comes out of the IEA summit should reflect the fact we’re now in a world of constant crises. True energy security means charting a path towards a world that is more socially, economically and environmentally secure. This means developing a well-managed global plan to phase out fossil fuels.

Rapidly phasing out fossil fuels and limiting energy consumption to tackle climate change is “a strategy doomed to fail” according to former UK prime minister Tony Blair.

In the foreword of a new report, Blair urges governments to rethink their approach to reaching net zero emissions.

Instead of policies that are seen by people as involving “financial sacrifices”, he says world leaders should deploy carbon capture and storage, including technological and nature-based approaches, to meet the rising demand for fossil fuels.

But speak to many academic experts on climate change and they will tell a very different story: that there is no strategy for addressing climate change that does not involve ending, or at least massively reducing, fossil fuel combustion.

A fossil fuel phase-out is ‘essential’

“There is a wealth of scientific evidence demonstrating that a fossil fuel phase-out will be essential for reining in the greenhouse gas emissions driving climate change,” says Steve Pye, an associate professor of energy at UCL.

“I know because I have published some of it.”

Ed Hawkins, a climate scientist at the University of Reading, agrees.

“Rapidly reducing our reliance on fossil fuels, and not issuing new licenses to extract oil and gas, is the most effective way of minimising future climate-related disruptions,” he says.

“The sooner those with the power to shape our future recognise this, the better.”

Fossil fuels are responsible for 90% of the carbon dioxide heating the climate. The amount burned annually is still rising, and so is the rate at which the world is getting hotter. Scientists now fear we are approaching irreversible tipping points in the climate system, hence their support for an urgent replacement of fossil fuels with renewable energy.

Blair is confident that an emergency response on this scale can be avoided by absorbing CO₂ immediately after burning fossil fuels, from the smokestacks where the greenhouse gas is concentrated.

Not all of the emissions responsible for climate change would be prevented. UCL earth system scientist Mark Maslin says that natural gas, which would linger as an energy source thanks to carbon capture, still leaks from pipelines and storage vessels upstream of power plants.

Commercial applications of the technology also have a poor track record. Just two large-scale coal-fired power plants are operating with CCS worldwide – one in the US and one in Canada.

“Both have experienced consistent underperformance, recurring technical issues and ballooning costs,” Maslin says.

Blair might baulk at what he perceives to be the expense of ditching fossil fuels. But economic modelling led by Oxford University’s Andrea Bacilieri suggests his concern is misplaced. A rapid phase-out of fossil fuels could save US$30 trillion (US$1 trillion a year) by 2050 she concludes, compared with allowing power plants and factories to keep burning them with CCS.

Developing CCS will be necessary to help manage an orderly transition from fossil fuels according to Myles Allen, a professor of geosystem science at Oxford University. But it is not a substitute for undergoing that transition, he says.

“Above all, we need to make sure the availability of CCS does not encourage yet more CO₂ production.”

Keeping the public on board

Is Blair right to fret about a public backlash to lower energy use? Academics suggest multiple reasons to think otherwise if the alternative is prolonging the use of fossil fuels.

Replacing a gas boiler with a heat pump that runs on electricity, for example, can lower a household’s energy consumption without a deliberate effort. That’s because renewable appliances convert power to heat more efficiently (how much depends on how well insulated the home is).

In fact, it’s dependence on fossil fuel that is preventing many households from making this switch. The high wholesale price of gas determines the cost of electricity for UK consumers.

And surveys repeatedly show that support for net zero policies is broad and deep in the UK – including those that would involve lifestyle changes say Lorraine Whitmarsh (University of Bath), Caroline Verfuerth and Steve Westlake (both Cardiff University), who research public behaviour and climate change.

“Crucially, the public wants and needs the government to show clear and consistent leadership on climate change,” they say.

Meanwhile, what can corrode public acceptance of sacrifices is the high-consuming behaviour of a minority (think pop stars in rockets, as Westlake recently argued). And, arguably, the statements of powerful people like Blair.

New research even suggests the politics that Blair and many others like him favour might also play a role here. Felix Schulz (Lund University) and Christian Bretter (The University of Queensland) are social scientists who study how ideology affects personal views on climate policy.

They identified respondents in six countries (the UK, US, Germany, Brazil, South Africa and China) who shared Blair’s neoliberal worldview, which the pair define as a belief that individuals are primarily responsible for their own fortune, and need to take care of themselves – as well as an abiding faith in the free market.

“We observed a strong link between a neoliberal worldview and lack of support for the climate policies in our study,” they say.

Schulz and Bretter urge us to consider how someone’s ideology ultimately shapes their understanding of the problem and its solutions as well.

Pope’s climate letter is a radical attack on the logic of the market

What makes Pope Francis and his 183-page encyclical so radical isn’t just his call to urgently tackle climate change. It’s the fact he openly and unashamedly goes against the grain of dominant social, economic and environment policies.

While the Argentina-born pope is a very humble person whose vision is of a “poor church for the poor”, he seems increasingly determined to play a central role on the world stage. Untainted by the realities of government and the greed of big business, he is perhaps the only major figure who can legitimately confront the world’s economic and political elites in the way he has.

However his radical message potentially puts him on a confrontation course with global powerbrokers and leaders of national governments, international institutions and multinational corporations.

The backlash has begun even before the encyclical has been officially published. US presidential candidate Jeb Bush, a Catholic, feels the pope should stay out of the climate debate, joining other Republicans, fossil fuel lobbyists and climate denier think-tanks in seeking to discredit Pope Francis’s intervention.

What makes the pope so radical?

There are several meanings of the word “radical” that can be applied to the Pope and in particular his forthcoming encyclical.

First, radical can be understood as going back to the roots (from Latin radix, root). The majority of Catholics live in the Global South; in Latin America and sub-Saharan Africa. Francis is the first pope from the Global South, and naming himself in honour of Saint Francis of Assisi, “a man of poverty and peace who loved nature and animals”, signalled to the world a commitment to going back to the roots of human existence.

The pope knows the plight of the majority world. Before he became Archbishop of Buenos Aires, he was a priest in the vast, poor neighbourhoods, the villas miserias or slums, of Argentina’s capital.

Improving the lives of slum dwellers and addressing climate change is, for Pope Francis, one and the same thing. Both require tackling the structural, root causes of inequality, injustice, poverty and environmental degradation.

For example, his encyclical says:

Even as the quality of available water is constantly diminishing, in some places there is a growing tendency, despite its scarcity, to privatize this resource, turning it into a commodity subject to the laws of the market. Yet access to safe drink- able water is a basic and universal human right, since it is essential to human survival and, as such, is a condition for the exercise of other human rights. (p. 23)

This stands in stark contrast to, for example, Peter Brabeck-Letmathe, the chairman of Nestlé, the world’s largest food and bottled water company, who thinks water is a normal commodity with a market value, and not a human right. Nestlé is far from unusual. Its stance is backed up by the official water privatisation policies of the World Bank, IMF and other international institutions.

In fact, the encyclical is a radical – for a pope and international leader, unprecedented – attack on the logic of the market and consumerism, which has been expanded into all spheres of life.

The document states:

Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending. Compulsive consumerism … leads people to believe that they are free as long as they have the supposed freedom to consume. But those really free are the minority who wield economic and financial power. (p. 149-150)

The pope rejects market fundamentalism, instead arguing that “the market alone does not ensure human development and social inclusion.”

In the same way, he warns us of the brave new world of carbon markets such as the EU Emissions Trading System and the UN’s Clean Development Mechanism, which have been created to reduce the world’s carbon emissions.

The encyclical states:

The strategy of buying and selling “carbon credits” can lead to a new form of speculation which would not help reduce the emission of polluting gases worldwide. This system seems to provide a quick and easy solution under the guise of a certain commitment to the environment, but in no way does it allow for the radical change which present circumstances require. Rather, it may simply become a ploy which permits maintaining the excessive consumption of some countries and sectors. (p. 126)

The pope’s right. The same criticisms of carbon markets have been made by myself and others.

Will he make any difference?

Pope Francis has already angered conservative Catholics in the US by clearly stating that:

Climate change is a global problem with grave implications: environmental, social, economic, political and for the distribution of goods. It represents one of the principal challenges facing humanity in our day. (p. 20)

While the pope is not a politician – or maybe precisely because he is not one – he commands high moral and ethical authority that goes beyond traditional partisan lines. His encyclical speaks truth to power, and he might be the only person with both the clout and the desire to meaningfully deliver a message like this:

Many of those who possess more resources and economic or political power seem mostly to be concerned with masking the problems or concealing their symptoms, simply making efforts to reduce some of the negative impacts of climate change. However, many of these symptoms indicate that such effects will continue to worsen if we continue with current models of production and consumption. There is an urgent need to develop policies so that, in the next few years, the emission of carbon dioxide and other highly polluting gases can be drastically reduced, for example, substituting for fossil fuels and developing sources of renewable energy. (p. 21)

The bosses of Shell, ExxonMobil and other fossil fuel companies will not like this message, as it threatens their fundamental business model, and it also stands in contrast to the underwhelming ambitions of the G7 leaders who recently pledged to phase out fossil fuels only by 2100.

The time for bold, radical action on the environment as well as poverty eradication has come. This seems to be Pope Francis’ message: “The same mindset which stands in the way of making radical decisions to reverse the trend of global warming also stands in the way of achieving the goal of eliminating poverty.” (p. 128)

We need to think beyond the current, taken-for-granted logic that believes only markets and consumerism can solve the world’s social and environmental problems. The pope himself believes the situation is so grave that only a new, “true world political authority” will be able to address these problems.
